Electronic Timekeeping is Here!

  • The Chicago Police and Fire departments — which together spent nearly $200 million on overtime last year — are finally coming out of the Dark Ages when it comes to employee time-keeping.

    Mayor Rahm Emanuel’s administration has awarded a $594,000 contract to GMS Consulting to implement an “automated time and attendance system” that uses biometrics in the Police Department.

    The Fire Department’s transition to electronic time-keeping was handled in-house and completed late last month.

    Police personnel will not be “fully enrolled” until the end of 2018.
And this system sounds like a real winner:
  • The transition requires city staffers to enter each employee’s timekeeping identification number into the system, then biometrically enroll each sworn officer and civilian employee at their home clock at the beginning or end of their shift.

    The Department of Finance also must train more than 30 timekeepers and hundreds of supervisors — including 1,200 sergeants, 275 lieutenants, 36 captains and 48 commanders — on how to enter furlough and other paid time off and how to run manpower and overtime reports as needed.

    The process is time-consuming because police employees represent nearly half of the city workforce and they’re spread out across many locations and multiple shifts.
Supervisors are going to do all the data entry that was previously done by the Watch Secretary? But the Department got rid of Watch Secretaries years ago (or so we heard). And the Administrative Sergeant spot is another "hidden" gem that was supposedly done away with back in the early 2000's. We can't wait to see supervisors fucking up late lunches and late requests for an hour on the end.

There are still multiple bio-metric readers in many stations, side-by-side as silent reminders of previous failed efforts.

Suggestion to everyone - hit your timekeepers up for a complete audit of your time card before this new company fucks up everything again.

Prior to getting on the job all my previous jobs revolved around a time clock, punching in and out for attendance/o.t., breaks and lunches. So I get on the job and I ask where are the time clocks? Old timer tells me we don't use time clocks, its the honor system. I think to myself that this system is ripe for the pickings.

This system will go the way of the other one and the vender will fade into the twilight like the other vender did after getting its money from the city.

There will be no need for entering anything. Once the computer has all the data it will run itself. Only thing that would have to be entered is time on the end or front.

36 LTs, but 48 caps...? Maybe it's just my district, but we only have 1 captain per week, and 1 LT per watch plus tact. Please don't tell me SAT,gang Enforcement, Narcotics etc have captains when my district can barely hold one for 6 months before S/he bounces

Funny one day i was in the parking lot at HQ waiting on my partner around 9:30 a.m.on a Tuesday and notice plenty of empty parking spots that exempt park in.

10 am rolled around and I Noticed many new unmarked starts strolling in with exempts with their uniform shirts covered (various jerseys).

It seem they have strange start time at HQ and when i pass by at 3 pm on FRIDAY the same thing happens lots of empty spaces?

Will a time clock work for these great leaders? You know special ED start working as soon as he wakes up in bed.

Watch for exempts and clouted to be waived from doing the clock.

It's funny to see how many beat cars are logged off early. Quit bitching about others and start supporting each other. Seeing that I was trained and helped on the last attempt. ( Not by choice). This will go nowhere. City has already spent millions and it has never worked. Companies take money realize they can't do it. Systems and software by that time are obsolete. An old time Inspector told me I'd be long retired before city could even attempt it. Well guess what retired and I know this latest attempt will fail too. Nothing like spending g tax payers money for bullshit. Carry on as usual

This is great for the bosses. We already have this system in other city agencies. It take hours of extra supervisors time to straighten out the screw ups of this system. And let not forget some of the guys who don't have good prints. Sometime you go to 2 or 3 machines before one works
The Lt has to print out a sheet, then check and make sure you worked that day and you were not excused. Then the Sgt has to track you down, you have to write out an edit sheet, then the reverse happens. All this is then sent to HQ where a clerk then corrects the computer (hopefully). Average time for one event is 1 to 2 hours, times this by anywhere from 1 to 10 guys a watch, and you can see this is gonna cost a ton.
Also, the supervisor had better back up these files otherwise he can get in a shitload of trouble if the loose the files or there is an auit a year or two later.

Kronos began the install of the devices back in 1998 and tried to resurrect them for POs around 2002.
I'll put $2 on that its only for the Beat Flunkies & Tact rather than units, admin office and supervisors.

Times are tough and Rahm has to fund the CPS in a big assed hurry.
Funny how No Hires - No Promos saved Rahm a shitboat load of cash and the OT sunk it.
Since DOJ is no longer telling Rahm he has to hire & promote anymore - believe that, he won't.
He will keep the overtime purse tight by implementing the swipe card system, but not by much.

Who knows, Rahm could revisit capping Comp time and distribution, wiping away some of those FOP benefits and the D-unit may even see a return of the Hand-Off. Schemes to bridle the evil police are always in the works.

Another epic City financial crisis is looming and we are first to get cut.
The only thing certain is that in the last quarter of 2018 will Rahm have an extrodinary turn of events and bring the city budget back to surplus order.

This happened a couple of years ago, training was even developed and ready to go and some test classes. The system is deeply flawed. It is estimated that every watch, about half the officers time records will have to be corrected because they swiped more than 7 minutes before start of tour or 7 minutes after, were in court, at training, over time, didn't get lunch, etc. It was estimated that whoever is responsible for doing the corrections could spend up to 4 hours a day making adjustments, thus making any cost savings disappear.

FYI 50 percent of the time the offender is on you before you can get to and open your safe. That's why I sleep with my 9MM and a flashlight in my nightstand. By the time you turn on the light to key in your combination, and open your safe, your night vision is compromised. You are no longer safe. I get it if you have young kids around. But home invasion suspects expect resistance, and are so prepared.

I wonder if anybody hates the Police enough to want to home invade them?(Rhetorical)

Electronic keypad can fail too, batteries go dead, EMP possibility for the tinfoil hat crowd. Stick with a dial lock on safes. Keep the gun in the nightstand when you turn in. Lock it up when you need to, and get a home security system for peace of mind. Burglar ain't gonna have time to crack your safe.

Will never happen on CPD. Bosses will never enter anything. Each district will bring in at least two po's on each watch to do the entering and each unit will do the same. Another 200 or more off the street remember how COD eliminated the watch secretaries a few years ago. Maybe in paper, but never happened.

One thought about this.

Whether or not you like the idea of having to punch in and out daily...keep in mind some other department City Employees have to use these time clocks since they don't all work out of a specific address.


We need them available and accessible and Working at every District station....

Just an FYI..

No Department in the City that I am aware of makes you clock out for Lunch or Personals/Breaks.

Take me for example.

Worked OEMC and Finance for the last 12 years.

Never Once been instructed to Clock Out for Lunch (unpaid 1 hour Lunch for Finance PEA's). Breaks are 15min and Paid.

Someone mentioned a "hand off" in the detective division. I suppose that means that at the end of your watch you hand off your investigation to a just starting detective.

They tried that before and what they saved in extended tour overtime they lost in court overtime as all detectives had to go to court.

This will be interesting how this will work. For example, you're detailed to the Taste. Roll call is in Grant Park. Where will you swipe in and out? There are a lot of similar details, parades, etc held all over the city where you don't report to a city building.

Let's face it the reason some guys work tact or special teams, saturation etc is for an early duck, get a couple of heads and go home or wherever one goes after work. So now your gonna have to swipe out after your shift so what's the point? I know the point is do your job , blah blah blah. Face it the guys on the watch don't want to do it so in a perfect world it all works out. Anyway with swiping out where's the benefit? Come back from a detail standing around a protest with people yelling and screaming at you no lunch and we can't leave a half hour early without swiping out. There goes the department shooting itself in the foot again. And your going to need a lot more cars or chairs anyways because your always calling in Officers for their cars for the next watch so there's going to be a lot more guys standing around waiting to swipe out. I never did get that, cars are cheaper then hiring policeman so if you have a ton of cars, some one manned, traffic, Sgt's and Lt's all out on the street it gives the appearance of more police. Instead you call guys in off the stree to turn cars over to the next watch. There you go shooting yourself in the foot again. Instead of having twice the police out there for an hour or two you have half the police out there because there is not enough vehicles. It's all perception. More squad cars driving around the better. Whatever I'm done five more years, maybe.

We've got millions of variables that the laborers and garbage men don't. Just wait till you have back to back court and the system doesn't figure your ot correctly. maybe and maybe not. These systems have been in private industry for decades. All of them allow a supervisor to override the entire system and make changes to starting and ending times. usually, at the end of the week, a supervisor uses his override code to enter the system and audit and approve the past weeks records. I can see a lieutenant taking comp time slips and auditing the officers time at the end of a work week. this would be no problem. There would be a record of such auditing. Expect lines in the hallway for officers to punch in and punch out as it should be done with 7 minutes of shift times. And, expect a hidden surveillance camera to watch the time machines, something else that is standard in private industry. The camera is usually in the ceiling.

OK privileged tool, some of us get harassed and yelled at when we go to the boss with our yellow slip for OT. Unlike the privileged ones. So with the swipe card, I just swipe out for the time my job is done $$$$$ get it now?

And you're telling me you work more hours. GFY. I hear the crybabies at the beginning of their tour always say "no keys yet waiting on a car", which is bullshit because the previous watch is racing out of the lot to head home. It's funny to see how many beat cars are logged off early. Quit bitching about others and start supporting each other. It's called conquer and divide, a tool the Mayor seems to use quite effectively.

6:51 pm mayor,alderman,all officers assigned as bodyguards should be required to wear body cams and swipe in and out before any district police officers , assign each person a cell phone with GPS that works as a body guard for politicians .
Next the important house cats at homan square and headquarters assigned cell phones with GPS . Let the beat Officers see how hard they work .

Outside companies that have set these up in private industry come in thinking "this will be a piece of cake." Just like we do in industry.


Except that industry is generally a Monday-to-Friday, 8:00 to 5:00 operation. Not 24/7/365. With rotating days off.

And when Joe is slotted to work in Accounts Payable, you go there and find him. Not here where a body can be assigned to 011, but who knows where he actually is.

Then there's furlos, and comp time. And overtime. And FLSA time. And shifts that start on one day and end on another. For 11,000 or so people.

No way it can be implemented for about a half-mil. That was just throw away money.
