- The Chicago Police Department will implement a new use of force policy, focusing on “the sanctity of life,” Supt. Eddie Johnson announced Wednesday.
Training of officers will be put into place by this fall, said Johnson, who called the reforms “a needed change.”
Officers will receive a total of 12 hours of training as the department works to rebuild public trust in the years since the release of the harrowing Laquan McDonald video.
Johnson said the deadly shooting of the African-American teenager was an incident “we all learned from.”
Yeah, we all learned how a political decision to withhold video can be blamed on an entire Department and how one of the guys who labeled the shooting "Justified" can somehow escape scrutiny and rise to a position to cover for his test-cheating girlfriend and her fellow cheating test takers. It was quite an educational year when you look at it that way.

It has to be an awful huge bus to throw the entire police department under. But nothing is too good for the salvation of Rahm's political career.
How about this part of it ....4 hours on your own time during your rdo or before work etc at a city college or other site then 8 hours in service etc. although they claim they will pay you for that 4 hour block ? This is work related and should be done during your shift , not on an RDO.

First have to fix the culture of that community to listen and obey orders weather they like or don't agree with it or not. Its not the police trust to the community. First - You could drive a truck through "objectively reasonable" - to whom exactly?? The court? The community? IPRA? The current order states "A sworn member is justified in using force likely to cause death or great bodily harm only when he or she reasonably believes that such force is necessary:" it better be objectively reasonable to the member and not someone with no training, experience and a political agenda.
Second - "immediate threat of death or great bodily harm..." same problem with the definition as above. A subject shoots a person (not the police) and flees with the weapon. Green light? If not what if he shoots a second citizen? A third..??

So I've had 25 years of "training" on use of force. 12 hours is going to be able to change my thought process? Our use of force model is second nature to us. How do they think we can just turn that off? If I get into something and it goes against their new use of force policy but was allowed in the old one, I guess I will have to take legal action for not having the proper training. I'll have enough time to meet with my attorneys because im sure I will be stripped w/o pay pending. They have no idea the can of worms they are opening with the lawsuits and second guessing.

state law does give more leeway however the department can implement more stringent rules. in other words, the state can give you more options but the city/department can narrow the field. follow the guidelines, however if you life is in danger of death or great bodily harm than act appropriately Just make sure the circumstances allow you to deviate from the policy. Remember, this is a guideline.

To sum things up 9.5, Kimbo and mr. Ed say don't shoot them unless they shoot you first. Don't shoot if the "good citizen" is driving a car at you 100mph. Take the hit, check yourself for protruding bone fragments or blood first. However, if you are unable to check yourself out because you are deceased, have your partner check you out. But still don't shoot. If a "good citizen" swings a bat, knife, sword, hammer, etc at you don't shoot, ask them to stop in a calm caring, motherly tone. If the citizen refuses to stop turn your body so that the most fatty portion of your body is struck. But don't shoot. And don't worry, we will still prosecute you for criminal wrong doing. Then when you are cleared, we will prosecute again.

Why do you think nothing is said in the media or asked of Superintendent Johnson what he knew about the McDonald shooting and when he knew it and did he sign off on a report that he thought the shooting was justified?

This is a CPD General Order. It is CPD policy. The State Law is different for lethal force and what is used in a criminal investigation. Police of CPD and the legal standard of lethal force are 2 separate things. Guarantee the city attempts to put this into our new contract.

Let's be real about something my friend. This incident started and was over within 2 minutes. The London car attack took 82 seconds. Those facts are out there. The ability for SWAT to respond would not have affected this in the least. Even if they were on the scene there may not have been much they could do. For any police unit to be effective against these type of threats they need to be on the street, well trained and well equipped. Take home cars and response times and equipment storage don't mean squat at a time like this.

Hi I'm a patrol copper for CPD I qualify once a year with 30 rounds and the training this great gives me is playing a damn video on the computer that nobody pays attention to. Dean just relieved Rahm from funding the police pension fund with SB 777 that he supported. Under our old legislation Rahm was in the news every 6 months crying about the payments he had to make to the police pension fund. Since SB777 was passed he no longer has to make those big actuarial mandated payments to our fund. Under the old legislation our fund would have been 90% funded by 2040. Under the new legislation supported by Dean our fund will be funded at 32% by 2040. Cost to us is the pension fund will probably be insolvent before 2030. Cost to us as well as the taxpayers of the city of Chicago for this new Dean supported legislation 20 BILLION DOLLARS. Dean just scammed the board and stole an asset of the FOP belonging to the dues paying members, the Chrysler 300C with a Kelly Blue Book Value of $18,000. All the board members who voted to give this scammer our property should have charges brought against them and removed from the union. Union meeting is this Tuesday and hopefully there will be members there who are outraged at this theft and will bring their outrage to the microphone. We need a member to prepare charges against Dean and all those board members who voted for this theft.
