So what happens if officers don't see 10 actual violations of the law? An unscrupulous officer, hoping to avoid the displeasure of his multiple merit commander might start "stretching" to reach that quota...and make no mistake - this is the textbook definition of a quota.
Yeah yeah, we know...you can't drive a city block without committing some sort of violation. But this is exactly the sort of thing the ACLU is hoping to catch the CPD doing. He has totally decimated the entire district. We barely have enough PO's to man the late rapids because there's not enough bodies for the beat cars.
The amount of PO's that have transferred out is the largest it has ever been since around Sept of last year, 3rd watch used to get 9-10 officers off per day now it's down to 5.
He asks for open forums in roll call and when officers talk to him like an adult and he doesn't like it he dumps them off their cars, and then gets pissed when no one will acknowledge him during his next request for information. Most of the district thinks he's Bi-polar

10 stops is different than being ordered to write 10 citations. I left the city for a suburban department and we are required to make 20 "stops" per month, but we have discretion as to whether or not we writ a citation.

What happens if car #1 (or 2/3/4 etc) becomes a TVB or pops a warrant? Therefore you have to go to the station to handle it, uh oh, you won't be able to make 10 stops.
This is a morale killer. I work in a retirement district where they tell us how good we're doing and every once in awhile the LT will mention a certain area that we can improve on (TSSS cards/maybe one ISR a month) Sometimes I'll take the bait and help out, sometimes I won't. I'm never putting my neck out there but I'll gladly help out if I see a shithead with an attitude out there. No one is singled out, no one is threatened. Morale is pretty good on the watch which is hard to find. Days off are almost always approved. Sgt's are never on your ass or ride on your jobs. You're treated like an actual human. What's happening in 025 is the complete opposite.
The 3 rd watch rapids operate under a quota every day under our cowardly leadership of Sgt Pancakes and Sgt Lazy eye. But we get to leave hours early once we fulfill the quota. Suckers!!

Yes, clout & government mandates like quotas have been and will always be the disease of police departments. It promotes and encourages corruption and misconduct. When you review all the documented cases of CPD blue & white shirt incidents relating to incompetence, corruption, supervisory misconduct (as in the 018 district) and intentional violations of the constitutional guarantees of citizens citywide; what you will discover is the sparks that ignited those many situations are fueled by the clout and government mandates that is the foundation of CPD.

I used to work in 025 and was a worker 025 had and continues to have the worst bosses I'm in 016 and yes we have stroke officers here but at least I'm protecting the homeland , also the bosses are somewhat decent
This idiot has the wagon on a North Ave detail that in the past was a detail for a unmarked 06 car during the summer.
The district only has one wagon and can't leave without relief so basically 3rd and 1st watch have to wait for the wagon when needed because they need relief to leave
Oh and this asshole makes sure there's a relief assigned even if he's at home listening to his radio which he does quite often. When the dispatcher tells him there are no relief cars because half the district is beat restricted he responds or should I say yells " FIND ONE"!!
Then he calls the Sgts and starts yelling at them. And God forbid the desk Sgt calls the wagon in for a transport, He's on the phone and on hold before the Sgt can put the radio down.

025 has turned into a very bad place to work in under Commander Escamilla. We are being micro managed to death over there. They monitor the time spent on each and every job and even if you left the scene and for how long. Why you didn't submit the report on time or why you did not make the changes the sgt told you right away. They monitor how your "activity" is if you are a young officer and assigned to a car. You routinely get a talking to if you are a young p.o. on either 1st or 3rd watch. They remind you if you don't bring in more "activity" then you will lose your car or be sent to 1st watch. For the officers on 1st watch they tell them they will be bounced to another district or be given verbal counselings and spars and then more progressive discipline. The officers with seniority can not be fucked with so the only messing they do is with all of the young guys.
The Sgt. (Sgt. S.N.) on 3rd watch is his personal lackey. Sgt. S.N. is scared of death of working 1st watch in the 30 sector and he is on management. He is also scared to death of guys with names like Tyrone, Peanut, Tupac, etc. You know what I mean? It's ok bro. You can cross the bridge in to the 30 sector. So Sgt. S.N. will do anything and everything to appease his boss. Including doing all sorts of scrupulous and underhanded tactics. Do not trust that guy. Even his fellow sgt's do not like him or trust him. Also a heads up- do not say anything to the radio guy with the funny mustache on 3rd watch. He is the spy of the white shirts. Anything you say will be reported back to them. I am dead serious.
Another thing the brain trust is working on is if violent activity and quality of life calls increase in your beat then you will be held responsible. If you do not bring the numbers down then say goodbye to your beat car and start times.
Look, in all honesty I do not mind doing my job. I will do my job in accordance with the law. But please do not pressure us to bring in "activity". The bad guys have become awfully smart these days (they are super careful and love their smart phone cameras). So the only person left to mess with are the decent working folks. I am not going to slap a $100 ticket on a guy who has a hard time making ends meet.

10 stops is different than being ordered to write 10 citations. I left the city for a suburban department and we are required to make 20 "stops" per month, but we have discretion as to whether or not we writ a citation.

I once had a boss yell at me for leaving a box and responding to a 10-1 shots fired by the police. I told him to spar me or get a CR on me right to his face, Because I would've loved the opportunity to respond to the allegation. He then backed away and said just stay in your box. I yelled back "I'll see you at the next 10-1!" Never heard a peep from that merit hack again.
Officer safety is #1. Always remember that. If some asshole boss wants to spar you over something like that, take the spar and challenge it all the way up the chain till hopefully u get one boss that was once a worker.

That means every murderer, shooter, robber and burglar only stands a 1 in chance of ever being caught. After going to court, through the combined efforts of the democratic controlled states attorney and the judges 5 out of every 10 will be found guilty. Increasing the odds of never being punished for a criminal act. Think about the sheer numbers of criminals that are never caught and those who got a pass at trial and are freely roaming our streets looking for their next victim. The citizens stay silent protecting the criminals of their community but would be there in a heartbeat to provide false testimony against a police officer. The police in this city are 3rd class citizens, victims in this city are 2nd class citizens and the criminals are 1st class citizens. I ask myself each and every day, is this really the city I once was proud of and why the hell am I still here??? The guy on the 5th floor is the devil himself and all those who carry his water are satins disciples. I would have never believed that a street gang would once run this city..

Well, this sure sounds like a good idea. But, there are a few things wrong with it. For one, not too many old white women left living in the city and two, those that still are are staying inside at night, so all of your stops would have to be in the morning.

I'm not sure BPD will release an accident report to just anybody, other than the parties directly involved.
I was at BPD headquarters a few days ago picking up a report on a shooting in my South Boston neighborhood. They gave it to me, but it was redacted of all names.
Over at the next window, a Target employee was requesting a report on a shoplifting incident at her store. They only gave it to her when she produced a Target ID.
But I am heading back there next week, to try to get a report on yet another shooting. Maybe I'll give your request a shot, too! ;)
