Exempts to Quit?

  • Dozens of Chicago Fire Department brass have warned that they’re prepared to resign their exempt positions and return to the rank-and-file in a squabble over pay and benefits — creating uncertainty over how the city would fill such a leadership vacuum.

    The fire officials are seeking pension changes, expanded health insurance benefits and pay raises — and have been unable to persuade Mayor Rahm Emanuel and Fire Commissioner Jose Santiago to sweeten the pot for them.

    But city officials say that would require a change in the state pension code.
Rahm doesn't want to drain the Firefighters Pension? Imagine that. So why doesn't the Police Pension try this to save money?
  • In addition, the state pension code doesn’t allow exempt fire officers to earn pension benefits based on their current salary. Instead, their pension benefits are based on the lower salary of their most recent union-covered job.
The Pension should actually base pension on the last earned rank, meaning that everyone on that recently published "merit" list would be shit out of luck since since they were given an inflated pension based on political considerations, heavy relatives, or sex.

Good let them quit! I have no fire department skills but will be more than happy to take the job for the $120,000 or more with take home car that they get. And to sweeten the deal, I have no problem retiring with a pension based on my final civil service rank. Fuck you you greedy bastards! Oh and Rahm, if my lack of fire experience disqualifies me for the position I am also willing to throw my hat in on the police side too!

Why don't the FOP used this as a negotiating tool. Give the city the same pension program for police exempts? I know its a city decision, but wht not throw it back to them as a good faith offer? As for the story. Isn't it funny how fire exempts that have been able to enjoy the benifits of higher salary, M-F, 8-4 now want better retirement benifits as they get close to leaving. They knew this when they took the big money and power!

Nobody in any family is more special than the others in the family.Just because your lucky to be connected and have benefitted from that doesn't make you any more special then the firefighters or police officers still working the streets who have no clout.They shouldn't be penalized pension wise no differently than a clouted person being further rewarded just because they have clout.Pensions are earned.Clout isn't earned.It's a reward.For the overall health of everyone's pension,the pension earned by career service rank should determine final pension.Pensions should be clout neutral.Clouted people aren't really any more special,just really lucky.That includes the suck holes.

According to city records, one of their excempts, Ernest Broderson collected a salary of $308,000.00 last year.

Who on Gods Earth deserves a taxpayer funded pension based on 75% of that amount for the rest of their natural lives?

I'm not sure that I understand why the exempts shouldn't have their pension based on their pay, like everyone else. They pay into the fund at the same rate, so how's that different from somebody getting promoted to sergeant and having that pay calculated into the formula?

That would only be fair in that they never earned the rank. If you want to be a merit pick and enjoy the extra power and money, it is then also fair that money is not pensionable. After all you are just a merit hack that earned nothing.

To begin with the CFD has way too many exempt ranks. They are uneccessary. Can elimanate at least half. Also the created "Commander" rank is absolutely uneccessary. Nothing but duckers and loads -- filled with people who should've never got on the job in the first place let alone achieved "rank" and leadership. The job went downhill after the strike and has never been the same. Used to have Physical Agility requirements but now they run anyone through the academy and pass them for political or affirmative action reasons. Fucking disgrace. It used to mean something to be a fireman in this city. Now they give the job away. Sickening. Also makes me sick every time I drive past the academy and public education office or slow houses and see the out of shape fat asses (male and female) standing outside in full view in their fireman costumes (uniforms)smoking cigarettes. Priceless. Hold the squad.

This has been a topic of discussion around the kitchen table for some time. Most of those clowns rose to their perspective positions because of their political clout. Jose actually encouraged these members to ink their resignations along with another tool named Callahan. Jose has called these clowns his "elite staff" even though Jose himself NEVER passed a promotional exam, NEVER been to Vietnam as he claims and possesses JUST a G.E.D. certificate. I wonder who his clout is.....It seems Jose and "Special Ed" have much in common in the area of intelligence...NONE....

I would not make any voluntary changes to the pension that diminish any members benefits, (like we opened the door for medical insurance payments) It could open the door to "diminish or impair" our pension benefits that are protected by the state constitution,

Was it around 10 years ago The Dept. started having a difficult time to fill District Commander spots?
Nobody was volunteering after the mass hatchet job under JFed (it's how HennyPenny made it.
Then came Gmac and The CompPost, nobody wanted the crosstown DC spots and were finally given out to wonder kids and to do-nothing revruns choice lotto.
And I would think that it's pretty much the same - nobody wants the entry level DC spot unless there's room for a bump up.
The leadership of the Dept will never see days better than these right now...and that ain't much.

Here's a tidbit I didn't know existed; a DC can give up the spot just before retirement and return to a LT. position for the 55 & out benefit, without losing the pensionable gold standard. Sneaky way about glomming some benefits (I wanted the job [loyalty or greed] before I didn't).
As for CFD - they can all return to the ranks and Rahm will gladly backfill in pandering quickness.

Both Gov Rauner and Quinn insisted they would never allow any altering the First Responder Pensions.
But you can never trust a Democrat in the future, especially tied to Rahm.

Stay Fetal - Rahm is not on our side and a Merit will sell you out.

Does FOP have any pull on the merit situation? Can we as a collective demand a change in this wildly outrageous circus we call a command staff? Contract negotiations are upon us, we are (in my opinion) more united than in years past due to this anti police climate. We should be busting the phones up at the lodge with a list of things we want changed immediately. If merit can be more legitimate than years past, and the FOP can help fight to get that change, we should try.

I doubt more than 10 exempts from either police or fire would quit. They have too big of an ego and power trip and no balls to quits. How come Ferguson didn't propose that CPD exempts have the same as CFD exempts. Pension based on last rank promoted. We could save money. But wait, that would involve hurting the politically connected in their merit jobs. We really don't need exempts. The rank and file do all the work anyways.

The highest civil service rank on the CFD is Battalion Chief with a base salary of 156,000.

The highest civil service rank on CPD is Lieutenant. With 25 years, a Lieutenant’s base salary is 125,000.

So, CFD’s highest civil service rank makes a base salary of 31k more than CPD’s highest civil service rank.

Is that fair?

My point is that the CFD and CPD debate about pensions, civil service rank/pay and insurance isn’t comparing apples to apples.

EVERYBODY on CPD contributes the SAME PERCENTAGE to the pension fund BASED ON THEIR RANK.

EVERYBODY on CPD also gets a pension based on the best 4 of their last 10 years.

There are tons of CPD personnel (Police Officers, Detectives, Sergeants, Lieutenants and Captains) that make a lot more money than CPD exempts.

Captains, even though considered “exempt”, still get overtime and all the other benefits that the civil service ranks get.

Lieutenants and Captains on CPD actually take a pay cut when they accept an exempt position of Commander.

Why?:

Exempts don’t get paid overtime.

They also don’t accrue comp time.

The comp time they have on the books when they get promoted to exempt is locked the second they take the promotion.

They can never use their comp time on the books.

They also can’t sell up to 200 hrs. a year of their comp time like the other CPD supervisory ranks can.

They can only sell it back when they retire and it’s sold back at their civil service rank.

They lose all 5 Baby Furlough days and 3 of the 4 Personal Days. They get one personal day a year. So, they can’t use or sell any of those days back either.

Exempts don’t get a uniform allowance.

Some exempts don’t get duty availability.

Exempts don’t get step raises. Their salary is their salary.

So, the only reason exempts take the promotion is for the pension. There is no other benefit.

They take a pay cut now for the pension on the end.

The city saves money now by making them exempt and pays them later via their pension.

So, if they took away the exempt pension, many would retire and/or go back to their civil service rank because it’s not worth taking a pay cut with no benefit at the end.

That results in a lesser pension and a lesser contribution to the retirement fund.

I can’t imagine any of us with half a brain would accept a promotion to exempt and take a pay cut with no benefit on the end.

Maybe we all should get a police officer’s pension. Period.

If there is all this alleged cheating going on for years coupled with people who despise all merit promotions, then we don’t know who is legit and who’s not.

The only true legitimate rank is a Police Officer in that we got on the job and made it past our probationary period. That would sure make it fair!
