No Cheating, but.....
- Chicago's top watchdog has found no evidence that several well-connected police command officers — including Superintendent Eddie Johnson's fiancee — cheated on a promotion exam, but he also recommended that the department tighten its testing procedures.
And what exactly did he recommend be "tightened?"
- Inspector General Joseph Ferguson said in a report released Wednesday that investigators found no proof to support allegations that a former top-ranking officer who helped develop the 2015 lieutenants exam had leaked elements of the test in advance and coached cops to higher scores.
Ferguson, however, criticized the department's testing procedures. He suggested that the department hire an outside company or person to finalize tests to eliminate the possibility that parts of exams will be leaked. He also suggested that officials who develop tests should be required to disclose any personal relationships with those taking the test.
So, the exact allegations of cheating are the things that Ferguson recommends be "tightened." Are you fucking kidding us?

Lawsuit is the only thing that'll shine light on this corrupted city practice. This is the same playbook as the election video tape cover-up from Rahm.
Let's start a class action suit against CPD, & City of Chicago for allowing this to occur. I can guarantee that more of us will step forward and support those that did not cheat.
Get a FOIA request yourself for the emails. I am sure John Kass would jump on this one for you. If such emails exists, they are busted.

Here's a simple suggestion to prevent any cheating. Stop having "Subject Matter Experts". Prevent any Department officers of any rank in any Unit from participating in the creation of the test or the scoring of the test.
The Orders are clear enough. The Rules and Regulations are simple enough. The MCC and ILCS are etched in stone. All available for any outside vendor to access, formulate a test, and grade.
No charge to the City for cleaning up it's promotional exams.
Oh wait! What am I thinking? How will the special connected be advanced thru the ranks? Well there is always the Merit System. That's still legit.
Wasn't Fenner on video stating that she wasn't in any study groups, in response to Eddie saying she was in multiple study groups? How is it in Ferguson's report he claims she and ward and hall were in a study group that met twice a month before the test was even announced. More bullshit.
In the first Lt class, 6 out of 9 were double merit. It's all legit, just like the secret study group with the subject matter expert holding a study group with an all African American ensemble of NOBLE members and bosses wives, girlfriends and mistresses. You can't make this shit up. Here's your answer why there's no morale left on this department. We have a superintendant who's fiancé was in the middle of this. We have a guy who is suoerintendant who didn't even apply for the job. And the shooting continues.

This entire situation should have been handled by the FBI, because the ISSUE HERE WAS POLICE CORRUPTION AT THE HIGHEST LEVELS OF OUR AGENCY. However, the FBI under Comey would have surely come up in favor of whomever was Attorney General at the time; Holder or Lynch. The bottom line is, once again the Chicago Police Department will continue to be led by Incompetents and Political Hacks, as it has been in the past. Put together in the 90s, Full time Firemen from all over the place took it and failed it they were already Certified Fireman and Paramedics, The test was about a fictional fuel converter system,That was an Outside Company.
Year after year, we are forced to take the ethics training. If you actually take the time to read the questions and answers, they repeatedly emphasize the fundamental concept of avoiding both an Actual Conflict of Interest and a reasonably Perceived Conflict of Interest. In this case, you have both. This should be shocking but we've been around too long to expect anything different. Exempts are NEVER held accountable.

Would be nice if someone gave each of the suspected cheaters the test a second time. Kind of like a "pop quiz" thing. No beforehand announcement, no time to study.
A slight drop in scores would be expected, but if the subject matter is known, a passing score would be expected.
Someone from outside, unconnected law enforcement agency should administer the test.
A competent Police supervisor would have already tackled this matter just to squash any and all rumors of cheating.

I took that test and had absolutely no idea what I was reading or answering. I passed and was eventually given a start date for the fire academy.I also declined the job because I wasn't called until approx 6 years after the initial test.
Ferguson used to be legit. Now he's just a shill. He knows it.
Ferguson is the ultimate merit hack. The last thing he wants is to give rahm and the 50 stooges an excuse to "revamp" the IGs office.
I took the sergeants test at the merchandise mart back then. I remember a boss coming to address us would be sergeants. He stated that nobody had access to the tests and that when they were brought in the boxes would be sealed. The proctors would open the boxes in front of us to show that it was legit. So they brought out the boxes on a 4x4 pallet. Sure enough they were sealed. But i observed a box on the bottom of the stack and a box that had been opened and the box had been closed without tape. I immediately pointed it out to anyone who listened. I knew right there it was all legit. I was told I could leave and not take the test. I wish I had a cell phone to take pictures. As we all know nothing would have happened. Certain people will always get taken care of. Inside spots, promotions, and take home cars ( for what nobody knows). Every body sees it and knows it. That part of the job is what destroys moral. I loved this job despite that nonsense. Yes I was promoted.

Easy answer to lifelong problem. No one leaves testing site without test score. Scan through computed machine. Eliminate any all ways for flunkies to adjust their original failing scores. If that don't work,have all candidates enter their star numbers into a bucket all to be present for the one day event. Randomly select a person off the street pull the numbers from the bucket. Those lucky stars are thus promoted.

There is 3 ways to make merit or score top 5 on a test in chicago. Cheat, suck butt or both lol. Oh and if you flopped on the test. Then do what a lot of guys do beg, run errands or back stab others to get your stripes.
I think it was telling that Ferguson lamented the fact that IAD waited 13!!! months to notify his office and if notified earlier maybe wouldn't have gotten so many "I can't recall" responses.

Where they all holding drinking glasses against the wall and to their ears hoping Williams was thinking out loud. "No signs of cheating". They asked him questions regarding the test knowing he was a subject matter expert. He didn't reply...please. Not on an e-mail, but I'm sure while they were "exchanging pleasantries ".
