Someone accidentally hit "publish" in the Administrative Fax messages, releasing a full list of "qualified" candidates for Captain (click for larger versions):
The list was almost immediately pulled from existence. Supposedly, there won't be any captains made before next year, but who knows? By that time, Wheezie might be eligible and they'll have to amend it anyway.
What's curious is that not all of these "eligible" candidates actually went through the interview/vetting process. In fact, if you actually got interviewed, chances are you're on the bubble. That little tidbit slipped out of a tipsy high-ranking HQ denizen (who was violating the Department rule on alcohol consumption) the other night at a party (we were drinking Shirley Temples.)

How this mentally disabled ass clown is even on this job shows how completely screwed up this dept really is. Patrick Conroy has got my vote, he's been an active Lieutenant at least 10 years. Knows his position extremely well, he's always been fair and a great mentor. I've worked under him for several years and know I'm a Sergeant. He's been one of my Pillars when it comes to Leadership. As he would a ways say, " two things." Lieutenant your long overdue and you have served with great distinction.

I see many 2 year wonders on this list, while there are some well seasoned Lieutenant also on this list. I hope that the current nominators put stock on those who have done their work and held the line. Good Luck to all that truly deserve it. For the rest of you, do your time, and earn your stripes.

If you're close to getting out do it as soon as possible. If retirement is out of reach prepare yourself for a job change. Don't waist your lives in Chicago. It really is a dead end, thankless job.

Good to see about 25 Irish names still on the list. I guess shanks still has some clout.
A quick review of the "qualifiers" from 012:
Price and Beilfeldt are asshat sycophants of Bubblehead -- that alone should disqualify them from further promotion.
Whitmore, on the other hand, is a pleasure to work with and he never hesitates to go out on the street and help out when we are short on midnights -- a regular occurrence. Bubblehead moved him from tact to make room for "his guy" and it went to hell.
Moss is just there. Rigoli is an okay guy. I suspect Whitmore has been a good influence on him.
Georgas is, surprisingly, a good Lt, but he hasn't been one long enough to be bumped to Captain.
Two observations.
1: I've been retired long enough that I recognize only one name on that list. That's a very good thing.
2: The one name I do know, Maureen Susnis, does deserve the job.
25 will be trained in late October/early November with 5 promoted by the end of the year for current open vacancies. City/HQ still negotiating with Lt's union about bringing back Captains. Lt's union doesn't want to lose the added numbers paying dues but also a BIG question on a certain letter of agreement from the "G-Mac" era when they got rid of Captains (re paying "out of grade" back pay to WOL's).
Whats the City going to give up to not have to pay backpay for the last few years?
Captains duties...will they mirror WOL?
Will Lt's get "out of grade" when Captain's are RDO?
Is there a WOL anymore?
If not, who assumes those responsibilities when Captain is RDO, the DSS?

Detectives list of 90 was set to come out tomorrow evening to start on the 18th. I guess a last minute fight from the city over the budget postponed it. The city needed that there are only 64 detectives left in the budget. The department made a list for 90. City hall now may wait until the first of the year, just like they did last year with the first class or they will force the department to only make the budgeted 64 and then make an additional bigger class in January. Why can't this department ever get its head out of its behind?? Who is in charge that they don't even know how many are left in the budget and where manpower is needed. Hopefully a list does come out still tomorrow or Friday for the class the 18th but it's up in the air now. If you would have made it with 90 but won't with only 64 then I feel your pain.. at least you know you will get it in January, and you will at least get one more decent furlough to pick before having to pick with the dics.

Don't see the big deal. Plenty of captains get stuck iN the district for the rest of their time on the job. Nowadays almost all of the exempt are Lts. Had a friend that was a captain, couldn't move out of the district while all the Lts were getting exempt spots. Because of the gold braid I would rather be a Lt getting an exempt spot and exempt pension

You sir are right on the money about that phony SOB Olson. Hands down - one of the most incompetent bosses on this job. This psycho has murdered dozens of innocent dogs for none other than sheer pleasure. Two entire 007th district tac teams along with their sgts jumped ship when Olson showed up there. We decided it would be better to leave and work midnights or afternoons on the watch than to be forced to come in with Olson's mandatory "2 heads per car a day rule" and open themselves up to the CR#'s and lawsuits. Just ask any copper from 007, 025 or SOS that worked for him. Now he's in gang investigations where I'm sure he is taking credit for every good arrest or investigation on his way to another 100 thousand in overtime and a captains rank.

Has Stevens ever had a bad day in her whopping 15 years on this job? Nice person and all but come on, how do you run a department when you've never actually done any work in it? Looking at this list is exactly why I didn't submit an application. Triple and quadruple merit promtees, serial domestic abusers, drunks, cheaters. At least I can hold my head up high and PROVE every promotion I recieved was based on my test scores!!
Our lieutenant never steps outside the station. But he compiles daily computer naughty lists of those offenders not completing their e-learning modules. To his credit he never speaks of his street level hands on police work, if any. 15k more with a bump in rank and a fatter pension with minimal risk. So many have advanced through "scholarships", nepotism, political affiliations, progressive socially-advanced protected group identities and outright testing material redistribution sneak-a-peek schemes. Rank has its privileges.

I'll bet its either one of the egotistical 007th district tac babies who weren't gonna be told how to work or it's one of his current gang enforcement people who didn't like when he came in. 99 percent of the people in that unit who are leftovers before they brought people in think they are hot stuff... even though they do nothing!!!!!!

I personally know several on this list that openly admitted to having the answers to promotional exams and some that name dropped politician's names who they were "Told" to use. What a fucking joke! What a embarrassing shit show this department has become! Cheating, clouted, incompetent leadership! I've worked for some good SGTs that deserve a Captain spot over some of these clowns!

Patrick Conroy has got my vote, he's been an active Lieutenant at least 10 years. Knows his position extremely well, he's always been fair and a great mentor. I've worked under him for several years and know I'm a Sergeant. He's been one of my Pillars when it comes to Leadership. As he would a ways say, " two things." Lieutenant your long overdue and you have served with great distinction.

I suppose two full tact teams and their sergeants all just decided they didn't want to do that anymore when your boy Olson showed up. The guy is a certified nutcase. If he truly cared about police officers like you pretend he does, why does he continually put them in danger of being brought up on federal charges due to his nonsense? Oh hey Eric, Its greatly amusing for us to listen to you try to defend yourself on here. But what you don't realize is that plenty of us have worked on the same teams as you in SOS and then under you once you stroked your way into promotions. And it's funny that you decided to use the term you getting "lambasted" because the only ones lambasted were the hard working coppers whose credit you stole your entire career and sold off as your own to the bosses. Then when the shit hits the fan and your coppers catch a serious beef, you get stricken with amnesia and are nowhere to be found. There are plenty of self-promoters on this job, but at least most of them have actually been the police at some point of their career and not just a paper jumping K9 killer. We are all praying that you someday suck your way to an exempt spot and get put in the spotlight so you can be finally be exposed as the bumbling scamming idiot u are. Don't know about the other 2, but Wu made both his promotions by score. You could've just taken the 2 minutes to look up the published merit list that scc posted a while back. But instead you chose the low road and just decided to slander his name. I know every boss has pissed someone off along the way and this website gives those people a platform to get revenge. It gets hard to stomach though when you know they are complete lies and the person affected is a good person that has never tried to hurt anyone. Just think, someday maybe you will get a promotion and someone, just one person is all it takes, with an ax to grind might come on here and write anything they want about you. It can be complete lies and now all your coworkers and friends and even family read about it. It's not right and that's not the way we should be treating each other.
The best one was lt jr from 313. Biggest racist there is. Never did anything. Merit hack all the way up. Only wants Hispanics working for him. Good luck to whatever district he goes to if they make him captain.
FOP covers patrolman and detectives, so people whining about how the FOP sucks needs to realize that SGT, LT, Captain, all have their own unions and FOP has nothing to do with how their unions represent their members. This list has a ton of names on it that that are not even eligible for the promotion so I'm calling bullshit.....a wish list yes but not THE list. Captain is a useless rank and is a drain on the pension.

A quick review of the "qualifiers" from 012:
Price and Beilfeldt are asshat sycophants of Bubblehead -- that alone should disqualify them from further promotion.
Whitmore, on the other hand, is a pleasure to work with and he never hesitates to go out on the street and help out when we are short on midnights -- a regular occurrence. Bubblehead moved him from tact to make room for "his guy" and it went to hell.
Moss is just there. Rigoli is an okay guy. I suspect Whitmore has been a good influence on him.
Georgas is, surprisingly, a good Lt, but he hasn't been one long enough to be bumped to Captain.
Who ever posted the above is totally wrong on their assesment.
Price - Excellent - Is not connected to Bubble head - got to 012 on the bid spot. - Would be a great captain
Moss- Excellent - Would be a great Captain
Rigoli- Excellent - Would be a great Captain

Those who were able to figure out how to hit the submit button AND could check their application for completeness are on the list. An extremely low bar yet 20 plus others failed at it.
How about another post about the 20 Lieutenants that could not follow those simple directions and hit submit. Who are they & better yet did they pass any promotional exams? I know one that was merit both times.
The real heavyweights are not on here. If your really heavy very seldom do you become a captain you go right to exempt. The great thing is no matter where these clouted people end up be it a lowly captain or a deputy or even superintendent they are all supremely qualified and deserving.
Worked with Erik Olsen in SOS as Sgts. Can honestly say he was not liked by the other Sgts. Why might you ask? He brought total heat on the place and never did anything but run around causing havoc in the districts try I ng to get the most guns. Didn't matter how he did it but was not any type of supervisor material. Somebody has been taking care of this guy for years but he has serious issues, real serious issues that will embarrass this city. Bury him somewhere until he can retire please. Destroys cars and equipment too.

Start by looking at your complete lack of leadership. I'm a P.O. and know you leave people behind out of spite. That's why people taped their interviews. You said that people were "exactly right" in the interview and then leave them behind?

Just retired 30 years always Blue,made the job work for me, backed blue, wrote lots of paper was told I was a "dogass" that is OK, got the pension, nice amount in deferred comp, got the health care, laughed at bosses silly jokes (laughing at them not with them), put kids trough college, made sure car was fueled-washed-had r service, handled station assignments made the day go by quickly. Stay fetal, this job is not your life have a hobby family 1st you will survive! You say "I'm the real police" well that would be "real dumb"

One of the best lts isn't even on the list because he quit.

Never happened in the CPD. In the past, before P/O Holt and P/O Huberman, there was a sergeant and a youth officer, both now retired, but no P/Os, who were appointed to an exempt rank above the rank of captain before captain was an exempt rank, but there was never a sergeant who leap-frogged over lieutenant to be made an "exempt" captain, irrespective of the educational requirements.
Also, in 1998, the city gave all incumbent and future captains until December 2005, 7 years, to possess a bachelor degree. Since December 2005, all captains are required to have a bachelor degree.
Even so, there were people whom made lieutenant without a degree before the mandatory educational requirement was effective for the rank of lieutenant that could not subsequently be made a captain because of the educational requirement for the rank of captain, so they were given the Bridgeport Bump from lieutenant to commander, but the Bridgeport Bump never happened for a sergeant to leapfrog over lieutenant to make captain.

She came on the job in 2001, made Sergeant in 2007. She wasn't on the streets for six years let alone on the tact team, leading in UUW's.

With all the cheating going on in these promotional exams its not only the MERIT you have to watch. The game has changed so much that the powers to be ACT as if their people made it legit by studying.............little do we know until recently it was the answers they stidied.
its now most of us are fighting for less than 50 percent of promotions because people cheat and use merit to STEAL the other 50 percent. i guess 30 percent wasn't good enough for the "bosses".

Harrmless but also useless, dead weight. Georgas out for his own & willing to throw anyone under the bus. Taking away a spot from guys who have been in the trenches; ok for a merit bum, but to be given great spots all the way, come on... & so it goes. Biefelt has always been an inside guy, pathetic sap!
