Command Changes...with a Twist

Another day, another rumor of changes to be made in the Department. The biggest change of all? Residency is optional.....if you're an XO bucking for Commander:
  • Hey SCC, Looks like an "untouchable" residing out of town is going to be named commander. How you ask? Nothing as simple as a wedding dress. Two houses. Live in LaGrange, own a second house in Garfield Ridge. Have your kids attend [omitted] and have your spouse tell everyone who'll listen how you've scammed the system for years. IAD refuses to investigate where he lays his head.
There have been a number of persons who resided outside of city limits and got away with it, based on how heavy their clout was. We suppose if you're rich enough to have two houses, and pay taxes on both, everything else is a matter of semantics. But most cops don't get rich on this job - it's hard enough to buy and maintain a single house, let alone two. A cheap apartment might be the way to go instead.

But if it were this easy, we imagine a lot more people would be doing it.

The city, and certain coppers, better hope I never strike it rich. Out of sheer spite I would stay on the job long enough to sue the shit out of the city residency rule and get it lifted. Then I would move out of state. It might happen as that EEOC complaint I filed is looking better and better each day as this city and department continues to hang itself in regards to fucking with me.

ABC 7 just reported a IPRA investigator provided officer's personal information to some guy she met on Match.com. Yes you read that right personal info, address, kids names, maybe even medical info. Some copper can now expect gangbangers(community members) who he probably once arrested to burgralize his pad any day now. Hopefully we wont be reading about a home invasion with sad ending. WTF!

Deputy Chief Rottner did the same thing for years! Everyone knew all about it and nothing was done. He lived in Lincolnwood, rented a BS apartment at the Jewish Cabrini Green , and his kids went to school in Lincolnwood. One of those daughters now works for CPD in media affairs. I wonder where she lives? She learned from the best, dear old dad!

Anyone else feeling a tightening in their chest while wearing the BWC?? I use the magnetic attachment and am going to try using the clip on today. The tightening gets worse as the tour goes on and there is a great release of pressure in the end when I remove it. Anyone else experience this? I am not being sarcastic.

It's funny SCC. I own an inspection company and get a lot of clients that are CPD/CFP that get me off Google/Yelp/WOM. I typically don't tell any of clients I am the police and this is my 2nd gig. I do this for a few reasons.

One: They think you don't know what you are doing. Like you can't have a side business and be a cop too and know what you are doing at the same time. More than once early on in my "biz career" a copper told me he wanted a "real home inspector" when he/she found out I was cop too. (Usually they would hear the radio in the background during a call and ask if I was on the job. Now I have a secretary and am retiring in July 2018 lol). Sometimes at a job they would recognize the CPD pants and call me out and I could see the confidence just slip away.

Two: Jealousy. When coppers hear I make $500-$600 in two-three hours they either don't believe me or the "Green Envy" sets in. Currently I make about what the Superintendent makes but I am a P.O. with no take home car, lol. Oh and no clout. Just hard work got me here. I don't kiss anyone's ass PERIOD. No ISRs. No TRRs. Nothing.

Three: Coppers want shit for nothing. Less than 1/2 off if they hear you are on the job.

But what I am getting at is I've done more than one inspection where I recognize the fact that my client is CPD/CFP and buying in the burbs. I play dumb during inspection and have since stopped wearing my CPD pants to jobs, lol. I've never blown their cover; not once. Often I hear guys talking about taking 3 on the end tonight or talking about having 26th/Cal, tomorrow to someone on the phone or their wife, or I even recognize them from court and know them as CPD, etc.. A few times it's been county guys or suburban coppers but for the most part I see the FOP 7 in the car window or something else gives it away. Often they wear their star on their belts, etc..

The point is I've done about 10 inspections over the past 15 years for both CFP/CPD buying in the burbs. Often they tell me it's a "vacation home or 2nd home" for them and I can tell it's like an "inside joke" as they are saying it in front of the wife and they think it goes over my head but the joke's on them as I often catch it.

So I know there are several guys for fact that live outside the city at least a few days of the week and the city hasn't gone up for grabs over it (or has it? lol).

Residency rule is the stupidest thing ever. How does living at 95th/Hamilton Ave and working in 019 make me a more caring cop for Chicago than if I lived in 019 and was a cop in Evergreen Park (two blocks over)? Or vice versa? Lived in EP and worked in 022?

I just sold my home at 95th/Hamilton Ave and guess who bought it? A white non-city worker. The value went up afterwards not down. There was no mass exodus on my block because a cop moved out. The property values did not plummet in Mt Greenwood or Beverly over it.

I know I am sidetracked but I hear so many people advocating against lifting residency. This ordinance/rule is unfit and it's time to lift it. So many cops don't have to abide by it in other munis. I just get so sick of hearing the Mt Greenwooders saying their property values are going to drop and Boo Boo and Ray Ray are moving in next door. Several of my clients are white and not city workers and in spite of being able to live in Mokena or Tinley Pk they move into Chicago.

Knew a Fire Lt who lived outside the city.
His bitter and famously batshit insane ex-wife, a now retired CPD Sgt,(005) reported him to the city out of spite.
His bosses simply pulled him to side and told him get "a place" in the city.
It's good to be connected.

The current commander of 012 does not even live in Illinois.
Commander Bubblehead lives in Hammond Indiana at the Horseshoe Casino.
He strong arms them for free food and a private shower room, so he can change out of his uniform. He also connects his van to an electric outlet in the garage, so he can heat it up without using his own gas for overnight stays.

If this mystery XO lays his head down at his Chicago home who the f cares if he/she has a second home for his RDO’s, or to send his kids to a better school and live a better life outta Shit-cago. No one was injured in the "minor fender-bender," and both cars were driveable, the spokesman said, adding that the superintendent was able to make his next appointment.

If you own or rent int eh city and stop by your city residence on the way to your other place or on the way to work in the morning, there is not much they can do. How much time do you need to spend at your city residence to prove you live there?Do you have to have clothes there? Keep the lawn mowed? What defines primary residence? Do not blame the person for having the gonads to do it. Go ahead and do it yourself

Don't buy the newest, coolest and most expensive trendy things out there that you really don't need. Drive reliable beaters, buy a modest home, actually enjoy home cooking rather than going out to eat 3 times a week. Don't hire people to do stuff that you can do on your own. Don;t drink ridiculously priced drinks with friends when you can do the same at less cost in your house. Get a financial planner. It goes on and on. Be money smart and retire early.
Guess what? You actually can have two homes. Hell, I had three and never slept in the city home for the last six years on the job and never spent a weekend in the city home for 13 years. It takes some smoke and mirrors and some creativity and drive to do it, but if I could, so can you. Can't believe I'm now in my 11th year of retirement.

It's not that hard, first do a cheap divorce, sell you're existing home. Second purchase you home outside the city in your ex-wife's name. A trust can be broken and you want to be free and clear of the property and your ex. All utilities must be also payed in your wives name. Third, get an apartment or a relatives address. You'll have to have clothing in the closet, uniforms, fishing polls, and a few long guns. Also family pictures, misc tools and other personal items. Make sure the divorce decree has unlimited visitation. I did it, my Sgt., and my brother. My Sgt. was the only one that the IAD made an attempt to prove his residency was out of the city. They followed him, had him staying at the residence outside the city for weekends, and photographed him fixing a gutter. Its crazy, but don't get caught cutting the grass, its one of their key indicators you live outside the city. The Sgt. hired Juan to cut the grass and do other landscaping, because he new that was one of the things they were looking for to prove their case. His staying for the weekend or a couple of days, is covered by the divorce decree, unlimited visitation. I and the Sgt. are retired, but my brother is still on the job.

That’s why I’m staying in a small modest house, when it’s time for kids to go to high school, wife and kids renting a house in the burbs, it’s a lot cheaper than paying catholic tuition.

As far as shuffling the deck chairs and adding new ones, only the best and brightest of the connected, with help from skin pigmentation, will do.

Look at the future as well, dropped standards to increase minority applicants per the Federal government's suggestion since the CPD needs to represent the community more.

Different rules for different ranks. Always been that way on CPD and if you beef they look at you like your an idiot. Media affairs, surprise. Usually they have been promoted twice by now and are in media affairs

I have a friend at the Corporation counsel, he stated that residency investigations outside the initial hiring process are nonexistent, and have been since the Emanuel "wedding dress" court case because as you know Illinois Supreme Court justice Ann Burke herself cautioned her fellow justices that their decision made our residency requirement moot for all intent and purposes.

They know that if someone gets terminated they risk losing in court and the whole requirement being struck down.

And now you know it too

How Vagabond Rahm got away with it should be case law by now.
Occupancy vs. Residency - they're not necessarily the same thing.

Having a rental property that contains a personal item constitutes Residency, regardless where you receive the US Mail, where the kids go to school or your place of permanent employment.

Roommates, domestic partnerships and moms garage should all apply.
Paying your share of rent for a flop house cot qualifies as Residency all the while Occupying an abode in suburbia.
Rent payments no matter how small or even at all should no longer be an issue...provided one maintains an item of personal property within.

Robert Tracy, the Wilmington, Delaware police chief and formerly of the CPD, was just on the news about today's shooting in the business park located just outside Baltimore. When I saw him, for a moment I got a chill thinking he was back, but as soon as I realized it was not so and learned the story, the chill was about the unfortunate victims.

Same thing happened in a large department north of Chicago. Officers were investigated and fired for living outside of the city. It was common knowledge that several command officers were doing the same thing but no investigation. One eventually became Chief.

The case is set for an upcoming Police Board hearing, and for all those people claiming "the department has never fired anyone outside of probation due to residency," we'll see now won't we? Answer: Makes no difference, except to your neighbors.

Answer: See the answer to Question B.

You have described the one, and only way, for you to satisfy your residency requirement and have the family live somewhere else. However, an old partner tried the same as you. It worked just fine, until he was served divorce papers at work. It seems the wife found something to fill her time while he was spending his time satisfying the residency requirement. True story.

What's the big deal? I'm actually thinking about selling my house and buying in the burbs and renting a small tat shack to sleep at during my work days. I'll leave in the morning and go to house in the burbs. I'll go to work from there and come back to my rat shack at night. I can't afford private schools and I can purchase a better and newer home in the nearby burbs. I won't hide it. I have a friend at the Corporation counsel, he stated that residency investigations outside the initial hiring process are nonexistent, and have been since the Emanuel "wedding dress" court case because as you know Illinois Supreme Court justice Ann Burke herself cautioned her fellow justices that their decision made our residency requirement moot for all intent and purposes.

They know that if someone gets terminated they risk losing in court and the whole requirement being struck down.

So if you're doing it be careful, they did have pictures of him mowing his lawn so apparently that is something they look for, but why risk it anyway? Had a partner get caught living in the burbs in the '80s. He had a bullshit crash pad in the city. Visited it once a week for about 10 minutes. Really lived in burbs since 1967. Was separated from wife, made no difference. IAD photographed him doing household chores, grilling steaks, kissing wife while drinking a martini in backyard, etc.... Retired about a year later just before they were going to fire him. He was lucky. Enjoyed suburban living when it really was suburban living, kids went to great free schools, made it to 50 and is now living the dream in his golden years.

Now, if he would've just had a wedding dress in that shitty crash pad........

Slim to no chance in getting 66 promoted captains......small chance that they will promote 40 Lt's in 2018. So if you're on the list and over 80 there's a good chance you will NOT get promoted.

I find the city's logic which started way back with old man Daley that if you make your money in the city, you should be living in the city. Now that the city has privatized so many functions, these new "employees" don't have to live in the city. Imagine all the parking tickets issues by suburbanites living outside the city but working for the "private companies". Why is it you have to live in the city today, but if they privatize your job tomorrow it is okay to not live in the city. You are still making your money off the city. Maybe these companies and their owners should be required to maintain a residence in Chicago. After all they are making their money off of the city.
