Once Again, A Budget Shortfall

Just like Prickwrinkle spending $200 million she hadn't collected (and had no realistic chance of collecting), Rahm just did the same thing:
  • The number of plastic and paper bags Chicagoans used to haul home their groceries dropped by 45 percent after city officials imposed a 7-cents-per-bag tax in an effort to keep the disposable sacks out of area landfills, city budget documents reveal.

    Because of the drop in use, the bag tax is now expected to generate $5 million for the city this year. When the tax went into effect in February, city officials had initially expected it to add $9.2 million to the city's coffers in that time, according to Mayor Rahm Emanuel's 2018 spending plan.
The "keeping the bags out of landfills" was a laughable argument, similar to Prickwrinkle claiming the "health" of certain communities was the driving force behind the soda tax. Have you seen how plastic bags come packaged? You can fit a few thousand into a shoe box.

It was a money grab. Again. And Rahm "successfully" altered peoples' buying habits with his tax. People bought canvas sacks, or Tyvek bags, or just reused the ones they had. We personally did more of our shopping in the suburbs anyway to avoid the bottled water tax - the bag tax was just another reason to continue.

But now ::surprise!:: Rahm has a $4 million hole (approximately) in his budget that he must fill. The stories that the increased cell phone tax or some other fee will make up the difference is pure speculation. No one can accurately predict how consumers will react to the increasing tax burden, though the Cook County Board discovered to their dismay that enough pissed of taxpayers started effecting sales tax revenue by the millions. Tens of thousands of children aren't in CPS anymore, meaning their parents have left the city, yet taxes still go up?

We hope that Chicago and Cook County are on the verge of a taxpayer revolt.

Instead of paying $14 in city taxes on my cell bill I simply registered my phone to my Northwoods cottage. With paperless billing you dont need anything else. Tax is $2 now. So if the parents, siblings or close friends have homesoutside Chicago time to hit them up for a,favor.

The most dangerous tax coming up in the entire state of Illinois is the new law allowing every municipality in the state to borrow money against sales tax money refunded to each governing body in the state. It is allows Rham to borrow even more $Billions against future tax receipts from the state years down the road. We are all doomed.

fruition because it is human nature to revolt
and find a way around unjust taxes. You
just shift consumption elsewhere and
merchants in no or lower tax locales benefit.
You have people with no financial background
crafting taxes for revenue that will never be

You gotta remember, these are the very same people that enacted the the law prohibiting smoking in bars, and were then surprised at the drop in already-spent cigarette tax revenues. I'm not saying that these are bad laws, but does the phrase, "shooting yourself in the foot" mean anything?

Haven't shopped in Chicago since February. Hardwood Heights, Niles, Skokie all 5-8 minutes away. Park Ridge about 10 minutes. Most neighbors do likewise. 2017 has been a bad year on NW side. All neighbors pissed. Bag tax, pop tax, John Arena hating on the neighborhood has put everyone in a super ugly mood. The bike lanes and bump outs have pissed everyone off too. Traffic on NW side becoming like State/Madison.

With new technologies they can now track number of times a day you access the internet and e-mail. A Penney per internet access could generate $20-$30 per month to average cell bills. After all the towers are sitting on land in Cook County, so taxing those transactions could be possible. This tax alone could raise $400-$500 million a year. Of course those with Obama phones would be exempt from tax so tax could only generate $50-60 million. Where there is a will to tax they will find a way.

I live three houses from the Chicago/Oak Lawn City Line. Haven’t bought ANYTHING in Chicago in years. We have not bought ANY sugary drinks in Cook County at all. We refuse to pay the plastic bag tax, sugary drink tax & the water bottle taxes.

I refuse to make it appear like I live in Oak Park or Evanston by carrying a 1/2 hemp, 1/2 organic cotton bag (with a silk screen of Che & Castro on the side) costing $25-30 to put my vegan cheese and flax oil into at Trader Joe’s.

I’ll drive the 5 minutes to one of two Mariano’s just outside the city limits by me and reuse their bags for dog shit and waste basket liners.

One question though, did the city ever come down on the independent supermarket owner in Mt Greenwood that announced he’d eat the tax himself in order to save his business?

and it looks like my att wireless bill with have a 75243 zip code by this afternoon

Do what countless people do, get a post office box in the suburbs and use that as your address. If it is a private box such as a UPS store, you will have a street address and not a box number. Have all of your bills sent there

As a good concerned citizen I’ve had to make 2 calls in the last month for relevant issues and after reviewing my monthly phone bill those 2 calls costed me an extra $8. Added on to my already high cell bill. After seeing that... I’ve decided, I’ll never call 911 again. Here’s where that is a complete a rip-off, if you have an older cell phone laying around and it actually works but doesn’t have network service you can dial 911 for free.

And the bag tax has had just the opposite effect on the environment, I used to put my newspapers and other paper trash in the large paper bags from MARIANO'S, and put it in the blue recycle bin, now that I use canvas those paper products go right into the regular trash creating even more trash for landfills. The smaller plastic bags that lined the trash can in the bathrooms, now that trash goes into the landfill's too.

I haven't bought gasoline or bottled water in the city limits for years and when talk of the increased 911 phone tax first surfaced a couple of months ago switched my billing address to a suburban family member and get billed electronically saving the proposed $5.00 per phone line which will now result in a savings of $180.00 a year just in the 911 phone tax alone. ($5.00 per line x three lines x 12 months = $180.00 per year) Anyone who doesn't immediately do this is a fool

And the best part? When I retiree in 2 years I'll move out of this city and ALL that pension money will go to another state too.

There is no future in this city, county or state.

They have a lobby just like the soda-pop people.
Find your loophole and exploit it.

I like the Billing maneuver, "Residency" is NOT required for cell service, maybe cable and Internet only. But make up the difference and downgrade your programming. They are losing subscribers bigly and will offer an array of options to keep your checks coming.

I quit smoking 11 years ago. part of the strength to quit was knowing the dummycrats blood sucking schemers would not be getting my money. $43,000.00 later i saved and was able to blow on other things like my family and their needs. I see people spending 10 bucks a pack and I'm guessing about 9 of it is in taxes. suckers! I'm not sure how much longer the Madoff Ponzi scheme can last. Illinois bills are not attainable and the exodus of WAGE EARNERS.....

I would like to take this opportunity to thank Mayor Rahm Emanuel and Cook County Board President Toni Preckwinkle for making me a smarter consumer. Their tax policies have taught me to re-evaluate my spending habits and in the process, realize what is really important to me in regards to my role in the economy: time and peace of mind. Setting aside a 2-1/2 to 3 hour block of time on the weekend to drive to a nearby suburb for gas and groceries is not really that difficult after all. I have become better at prioritizing my Monday to Friday errands and both weekday and weekend personal time. Being a better planner and smarter shopper is paying off nicely in dollars and cents. My cash flow is looking better these days but so is my mental health. A relatively liesurely drive to/from the suburbs with a great music or audio CD playing does a body good. Interacting with fellow shoppers and store employees who appear to be relatively sane, polite and well-versed in such cultural traditions as saying "excuse me" and "No, please - after you" is a very nice change of pace. And the knowledge that I am feeding the Chicago and Cook County Sales Tax Beasts a little less puts a genuine smile on my face. So thank you Rahm and Toni. Your leadership has left a permanent impact. Just ask your respective revenue departments.

It would be required for all grocery cash register operators buzz valiant CPD whenever they see a dirty rotten used bagger putting their dirty food on the belt headed down to the bag boy... why should our beloved yutez,our bag-boys, be exposed to these dirty filthy disease & germ carrying used bags? duh, Rahmista's, using "used" bags whether they be plastic or paper is a disgustingly dirty & dangerous public health issue & used bags should be illegal with say a $100 or $200 fine attached. It would be required for all grocery cash register operators buzz valiant CPD whenever they see a dirty rotten used bagger putting their dirty food on the belt headed down to the bag boy... why should our beloved yutez,our bag-boys, be exposed to these dirty filthy disease & germ carrying used bags? How about drug testing all city workers included by CPS and CPD. I am sure head count will go down. More savings especially if fired for cause and lose pensions.

One of my relatives is a coach and teacher at CPS. He could never pass a drug test but, shocker, they don't TEST these guys.

I would like to take this opportunity to thank Mayor Rahm Emanuel and Cook County Board President Toni Preckwinkle for making me a smarter consumer. Their tax policies have taught me to re-evaluate my spending habits and in the process, realize what is really important to me in regards to my role in the economy: time and peace of mind. Setting aside a 2-1/2 to 3 hour block of time on the weekend to drive to a nearby suburb for gas and groceries is not really that difficult after all. I have become better at prioritizing my Monday to Friday errands and both weekday and weekend personal time. Being a better planner and smarter shopper is paying off nicely in dollars and cents. My cash flow is looking better these days but so is my mental health. A relatively liesurely drive to/from the suburbs with a great music or audio CD playing does a body good. Interacting with fellow shoppers and store employees who appear to be relatively sane, polite and well-versed in such cultural traditions as saying "excuse me" and "No, please - after you" is a very nice change of pace. And the knowledge that I am feeding the Chicago and Cook County Sales Tax Beasts a little less puts a genuine smile on my face. So thank you Rahm and Toni. Your leadership has left a permanent impact. Just ask your respective revenue departments.



Hit the nail on the head! Nice Job! Very true especially the fact that the environment of people as stated above is hands down, completely different in the suburbs as opposed to the city. A place where you actually feel recognized for being a “human being”! Priceless😬

They have to come up with a new tax to make up the difference. Next time they'll just raise a tax that is already in place. No way to avoid it now. How hard is that not to understand?

let's abolish the crook county government , let suburbs pick up tab for court system
replace bailiffs with private security , McCarthy can supply private security for courts ,jails for 2/3 the salary
