Once Again, A Budget Shortfall
Just like Prickwrinkle spending $200 million she hadn't collected (and had no realistic chance of collecting), Rahm just did the same thing:
- The number of plastic and paper bags Chicagoans used to haul home their groceries dropped by 45 percent after city officials imposed a 7-cents-per-bag tax in an effort to keep the disposable sacks out of area landfills, city budget documents reveal.
Because of the drop in use, the bag tax is now expected to generate $5 million for the city this year. When the tax went into effect in February, city officials had initially expected it to add $9.2 million to the city's coffers in that time, according to Mayor Rahm Emanuel's 2018 spending plan.
The "keeping the bags out of landfills" was a laughable argument, similar to Prickwrinkle claiming the "health" of certain communities was the driving force behind the soda tax. Have you seen how plastic bags come packaged? You can fit a few thousand into a shoe box.
It was a money grab. Again. And Rahm "successfully" altered peoples' buying habits with his tax. People bought canvas sacks, or Tyvek bags, or just reused the ones they had. We personally did more of our shopping in the suburbs anyway to avoid the bottled water tax - the bag tax was just another reason to continue.
But now ::surprise!:: Rahm has a $4 million hole (approximately) in his budget that he must fill. The stories that the increased cell phone tax or some other fee will make up the difference is pure speculation. No one can accurately predict how consumers will react to the increasing tax burden, though the Cook County Board discovered to their dismay that enough pissed of taxpayers started effecting sales tax revenue by the millions. Tens of thousands of children aren't in CPS anymore, meaning their parents have left the city, yet taxes still go up?
We hope that Chicago and Cook County are on the verge of a taxpayer revolt.

Instead of paying $14 in city taxes on my cell bill I simply registered my phone to my Northwoods cottage. With paperless billing you dont need anything else. Tax is $2 now. So if the parents, siblings or close friends have homesoutside Chicago time to hit them up for a,favor.
Butera in Harwood Hts, Mariano’s in Park Ridge, jewel in Niles. No reach of the long arm of Rahm.
Prickwankle and Raccoon Eyes could care less what we taxpayers think. The most dangerous tax coming up in the entire state of Illinois is the new law allowing every municipality in the state to borrow money against sales tax money refunded to each governing body in the state. It is allows Rham to borrow even more $Billions against future tax receipts from the state years down the road. We are all doomed.
These new tax projections rarely come to
fruition because it is human nature to revolt
and find a way around unjust taxes. You
just shift consumption elsewhere and
merchants in no or lower tax locales benefit.
You have people with no financial background
crafting taxes for revenue that will never be
realized. But that's the Chicago way. Don't
bother to hire an outside consultant. Just
entrust the future to pols who have moved up
and have ranking seniority.
there's a lot of holes in Chicago
Maybe he can fill that hole in the budget with those plastic bags so they don't end up in a landfill like he says.
A win, win!
Democrat cities is the only places that consider a bogus taxes -- intended revenue shortfall as a loss. Mmmmmm using this logic, I should consider a democratic increase of my property tax as a projected loss/shortfall. Because I never intended for a surprise as it always us when I open up my property taxes--- I own my house fully, no mortgage. So fuck u prickwinkle. And why do you have your partners last name still. Your domestic partnership with that guy is over prickwinkle
I haven't bought 1 bag.
Can't wait to retire and move.
You gotta remember, these are the very same people that enacted the the law prohibiting smoking in bars, and were then surprised at the drop in already-spent cigarette tax revenues. I'm not saying that these are bad laws, but does the phrase, "shooting yourself in the foot" mean anything?

I know that I will be changing the billing address for my cell phone soon.
Suburban relatives home.
Hopefully everyone has someone that lives outside the city and perhaps even outside the county to change their cell phone billing address to.
Tens of thousands of children aren't in CPS anymore, meaning their parents have left the city, yet taxes still go up?
I doubt anyone has left the twerp murder mayor's savage city, too many free hand outs, it appears these rats aren't in school for the sole purpose of committing crimes free of any prosecution...
Haven't shopped in Chicago since February. Hardwood Heights, Niles, Skokie all 5-8 minutes away. Park Ridge about 10 minutes. Most neighbors do likewise. 2017 has been a bad year on NW side. All neighbors pissed. Bag tax, pop tax, John Arena hating on the neighborhood has put everyone in a super ugly mood. The bike lanes and bump outs have pissed everyone off too. Traffic on NW side becoming like State/Madison.
There are still countless ghetto tumbleweeds throughout the hood.
Yea right, a taxpayer revolt. Old ways die hard in Chicago, the habit to pull the D lever at election time is in everyone DÑA. My guess is the same cast of thieves will be running things after next election. The stupid D pullers plus the gimme group have to much power to change what so desperately needs changing. The corrupt Chicago Way will prevail. God forbid the felons ever get the right to vote again. Sorry, forgot we are talking about Chicago elections, where the even the long dead get to vote.

Guys you don't even need a relative in the burbs. Switch to paperless billing then wait a month then just use a suburban address of a vacant home in the burbs. I did it 4 years ago. Lol.
fuck the city and their cell phone tax!!!!
just change your billing address to anywhere you know somebody out of the city.
nothing changes but your smaller tax free bill.
parents or grandparents that live in florida or arizona just an example.
With new technologies they can now track number of times a day you access the internet and e-mail. A Penney per internet access could generate $20-$30 per month to average cell bills. After all the towers are sitting on land in Cook County, so taxing those transactions could be possible. This tax alone could raise $400-$500 million a year. Of course those with Obama phones would be exempt from tax so tax could only generate $50-60 million. Where there is a will to tax they will find a way.
Those addresses better be out of state. The state legislature likes the phone tax idea and will soon be at implementing something similar, but only on first phones in family plans to begin with.
i wonder if i could change my comcast billing address ?
the taxes on that is out of control, all thanks to the greedy politicians.
They never run out of things to tax.
NY state enacted the first U.S. dog

Toni, you can always tax dog licenses,
and if people rebel and switch to cats,
you can target their feline companions.

Any firemen here? What do you all think of this? Are you guys sick of the Democrats yet?
I live three houses from the Chicago/Oak Lawn City Line. Haven’t bought ANYTHING in Chicago in years. We have not bought ANY sugary drinks in Cook County at all. We refuse to pay the plastic bag tax, sugary drink tax & the water bottle taxes.

We do not need to spend more money and hire outside consultants. We just need to elect smarter representatives.
Good thing recipients of SNAP don't have to be 'punished' with this 7 cents tax. They're too poor from all their tax savings to purchase a canvas bag for their groceries. Waiting for a 10 cents parking fee for anytime you use a store parking lot...
Wasn't Emanuel's decriminalization of cannabis gonna plug all the budget holes?
The Daley-Emanuel death spiral continues.
I fill my suburban shopping bags with my dog's poop. And into the City's trash receptacle. This brings me pleasure.
Tax payer revolt? I think not, whose going to do the revolt, as was mentioned, the tax payers are leaving. If there's 22,000 to 25,000 less students then do the math, thousands have left.
I refuse to make it appear like I live in Oak Park or Evanston by carrying a 1/2 hemp, 1/2 organic cotton bag (with a silk screen of Che & Castro on the side) costing $25-30 to put my vegan cheese and flax oil into at Trader Joe’s.
I’ll drive the 5 minutes to one of two Mariano’s just outside the city limits by me and reuse their bags for dog shit and waste basket liners.
One question though, did the city ever come down on the independent supermarket owner in Mt Greenwood that announced he’d eat the tax himself in order to save his business?
and it looks like my att wireless bill with have a 75243 zip code by this afternoon
And the next generation of Demorat thieves will be elected by the sheepole Work on deepening the hole will continue unabated. The sheepole will not revolt. They will move to a new location and start digging a new hole. Liberalism is a disease.
Time to start sending all your bills to a post office in a suburb with a low cost of taxes.

Do what countless people do, get a post office box in the suburbs and use that as your address. If it is a private box such as a UPS store, you will have a street address and not a box number. Have all of your bills sent there
how many illegals have three families living in a single family home in Chicago , cook county il
1x at a illegal immigrant march that ended in grant park the main speaker knows the crowd work for cash , no federal ,city ,county tax. ehat does he say , we pay tax when we go grocery shopping , buy gasoline , wtf they all cheered
Take away entitlements if you get charged with a violent crime. There I just saved you millions of dollars. Want more savings, drug tests in order to get welfare. Look I just saved you billions.
Time to start sending all your bills to a post office in a suburb with a low cost of taxes.
Rahm should shift his bag tax to the class of baggers prime for fleecing. In Chicago, prolly elswehere, we have a constant promenade of dog walkers and their little bags of dogdoo. It's like a little blue fashion accessory. These dirty baggers don't think twice about where they dump their bag. Charge them for their doggy bags, let's regulate this shit.
All these fees everywhere are BS, especially the fees of calling 911. As a good concerned citizen I’ve had to make 2 calls in the last month for relevant issues and after reviewing my monthly phone bill those 2 calls costed me an extra $8. Added on to my already high cell bill. After seeing that... I’ve decided, I’ll never call 911 again. Here’s where that is a complete a rip-off, if you have an older cell phone laying around and it actually works but doesn’t have network service you can dial 911 for free.
How stupid are these politicians? When they put in a soda tax or plastic bag tax, don't they realize that consumption will go down. Only an idiot wouldn't realize that. People will find an alternative like shopping in the suburbs
Even if the tax brought in 9 million instead of the 5 million, the city probably loss 20 million in taxes on purchases outside the city when people went to the suburbs to avoid the plastic bag tax
Duh, that was a hard one to figure out. Happens over and over and the politicians can't figure it out
Again with the stupid free handout comment. What free handouts are there? Tell me. As a matter of fact, the Brideport GED crew have been made whole by Daley and his family. Imagine if a few of those no show gigs and no bid contracts were spread out. Entire neighborhoods would change. In what other world can you have a high school diploma but get paid 100k for sitting in meetings all day? But you call other people feral beasts and lazy?
Does anyone know if using a suburban P.O. Box, for lets say cellphone bills, will avoid the city tax?
And the bag tax has had just the opposite effect on the environment, I used to put my newspapers and other paper trash in the large paper bags from MARIANO'S, and put it in the blue recycle bin, now that I use canvas those paper products go right into the regular trash creating even more trash for landfills. The smaller plastic bags that lined the trash can in the bathrooms, now that trash goes into the landfill's too.
I haven't bought gasoline or bottled water in the city limits for years and when talk of the increased 911 phone tax first surfaced a couple of months ago switched my billing address to a suburban family member and get billed electronically saving the proposed $5.00 per phone line which will now result in a savings of $180.00 a year just in the 911 phone tax alone. ($5.00 per line x three lines x 12 months = $180.00 per year) Anyone who doesn't immediately do this is a fool
And the best part? When I retiree in 2 years I'll move out of this city and ALL that pension money will go to another state too.
There is no future in this city, county or state.
Thanks Rahm, Shortshanks and the democrat party that once represented the interests of working Americans for killing a once great city
The best part about paying for bags to "save the environment" is that it has probably caused California's Hepatitis A epidemic. The homeless used to shit in plastic bags and throw the turds away, now that they have to pay for the bags, they shit everywhere and Hep A is spreading. Liberal logic.
What is so funny is that the same people demanding all the free stuff are the ones who snap the most when taxes are increased all over the place to , you know, pay for the free stuff!
Deeeelicious.
The only thing sweeter is that these same people vote for the same politicians over and over who promise them free stuff and then raise more taxes to pay for the free stuff.
There are no republicans around to run anymore, nobody left to save you. Unions ran everyone out, and now the blob is feeding on itself, the only food source left.
All this nickle and diming us to death with taxes better be brought up and compensated for during contract negotiations. We're getting killed on cost of living increases.
Is an oBamaFone® exempt from all the taxes associated with the cell service?
Paying your fair share and sharing the wealth with nothing to write off.
Amazon is laughing and waiting for Rahms next move.
They'll try and get the benefit of tax deals all the while chumps keep voting Democrat to pave their way...if they choose Murder Capital as their HQ2.
Another eomonic engine scheme we're being forced into.
Call your Provider and tell them you'll be switching, cutting back or cancelling your service (cell/cable) because of high taxes.
When calling, go directly to the Cancel Service phone prompt, avoid customer service shuffle altogether.
And don't sign a contract or agree to a 1-2 year stint either.
They have a lobby just like the soda-pop people.
Find your loophole and exploit it.
I like the Billing maneuver, "Residency" is NOT required for cell service, maybe cable and Internet only. But make up the difference and downgrade your programming. They are losing subscribers bigly and will offer an array of options to keep your checks coming.
Dump Rahm-PrickWrinkle 2019
And just you wait until people en masse discover that you can get an out of state cell number and cut the taxes by 50% or more.
Tens of thousands of children aren't in CPS anymore, meaning their parents have left the city, yet taxes still go up?
10/22/2017 04:23:00 AM
Of course. The more people that leave means that the fewer people need to cover the expense. You don't think there would ever be a spending cut back by democrats do you? Just keep writing those checks, the best is yet to come.
Moving to Kenosha in 10 days. Counting down the hours.
I've been saying all along that anybody who complains about the sugar tax is complete idiot. This is a tax we can control. Just buy in the burbs and you'll be fine. Now because of your silly and ignorant complaints, preckwinkle is going to come up with a new tax that we must pay and cannot avoid. Thanks a lot.
I quit smoking 11 years ago. part of the strength to quit was knowing the dummycrats blood sucking schemers would not be getting my money. $43,000.00 later i saved and was able to blow on other things like my family and their needs. I see people spending 10 bucks a pack and I'm guessing about 9 of it is in taxes. suckers! I'm not sure how much longer the Madoff Ponzi scheme can last. Illinois bills are not attainable and the exodus of WAGE EARNERS.....
How about drug testing all city workers included by CPS and CPD. I am sure head count will go down. More savings especially if fired for cause and lose pensions.
Hep A in California. Holy Jerry Brown!
Reminds me of the Civil War soldiers
wiping their asses in the grass and picking
up hookworm. We should give free plastic
bags to the homeless for sanitary purposes.
It would not be a bad idea for CPD squads
to carry a supply along with Narcan. We
are now social workers with a mission to
reverse opioid overdoses and contain the
spread of Hep A.
Next time I'm in California I'll try to hit the
Hollywood Walk of Stars. I want to rub
some hot shit into some of those sidewalk
stars. Works great, 100% organic, non-
abrasive, leaves a nice shiny patina.

Preckwinkle is up for election in 2018
Don't worry all the eggs are in one basket, Amazon Q2! but wait, with all the giveways to entice them here they will pay no taxes and our taxes will rise again!
I would like to take this opportunity to thank Mayor Rahm Emanuel and Cook County Board President Toni Preckwinkle for making me a smarter consumer. Their tax policies have taught me to re-evaluate my spending habits and in the process, realize what is really important to me in regards to my role in the economy: time and peace of mind. Setting aside a 2-1/2 to 3 hour block of time on the weekend to drive to a nearby suburb for gas and groceries is not really that difficult after all. I have become better at prioritizing my Monday to Friday errands and both weekday and weekend personal time. Being a better planner and smarter shopper is paying off nicely in dollars and cents. My cash flow is looking better these days but so is my mental health. A relatively liesurely drive to/from the suburbs with a great music or audio CD playing does a body good. Interacting with fellow shoppers and store employees who appear to be relatively sane, polite and well-versed in such cultural traditions as saying "excuse me" and "No, please - after you" is a very nice change of pace. And the knowledge that I am feeding the Chicago and Cook County Sales Tax Beasts a little less puts a genuine smile on my face. So thank you Rahm and Toni. Your leadership has left a permanent impact. Just ask your respective revenue departments.
but tom d can have a domestic and nooooody talks about it
9:02AM.....
The decriminalization of weed wasn’t meant to raise revenue.
It was to decriminalize Dude.
Dude does NOT pay the fines and WILL NOT BE ENCUMBERED.
duh, Rahmista's, using "used" bags whether they be plastic or paper is a disgustingly dirty & dangerous public health issue & used bags should be illegal with say a $100 or $200 fine attached. It would be required for all grocery cash register operators buzz valiant CPD whenever they see a dirty rotten used bagger putting their dirty food on the belt headed down to the bag boy... why should our beloved yutez, our bag-boys, be exposed to these dirty filthy disease & germ carrying used bags? CPD can show up lickedy-split & issue the citation & release the disease spreading perp OR just like a traffic ticket.
With that l'il "tweak" the bag tax revenues will start gushing into the People's "Treasury" so it can be put to really really good use by the ever wise & sage nazicrat ruling class of Chicongo, the people's Utopia

Yea, keep posting your moronic theory and maybe someday it will come true.
Wasn't the last tax increase going to balance the budget?
Maybe Rahm can hit up President Trump for a personal loan to cover the (betcha more than) 4 million dollar shortage.
Ah, no. That won't happen. President Trump would demand Rahm start obeying the law.

Now what tax would that be. You can control almost any tax
Second the new phone tax is a city tax, has nothing to do with Preckwinkle. With your thinking above avoiding the soda tax by going to the suburbs, you can do the American with Rahman tax and even save a lot of money. Ditch you cell phone, no $3.90 tax or $100 a month cell phone bill

You are kidding right? What about all the food and produce that you put in a new clean bag. The tomatoes or bananas that have been touched looked over and returned to the shelve, maybe by people who haven't washed their hands after using washroom or picked their nose
Worry about something else You must have too much time on you hands
You worry about the beloved bag boys being exposed to dirty bags. What about us being exposed to them. The ones that cough in the hands, scratch their butts and pick their nose. What about us with the clan bags

Hit the nail on the head! Nice Job! Very true especially the fact that the environment of people as stated above is hands down, completely different in the suburbs as opposed to the city. A place where you actually feel recognized for being a “human being”! Priceless😬
They have to come up with a new tax to make up the difference. Next time they'll just raise a tax that is already in place. No way to avoid it now. How hard is that not to understand?
let's abolish the crook county government , let suburbs pick up tab for court system
replace bailiffs with private security , McCarthy can supply private security for courts ,jails for 2/3 the salary
