Remember, Less Than Citizens
- A secretive appeals system has been knocking down the punishments of Chicago police officers no matter how serious their misconduct, undercutting the results of lengthy investigations and layers of review long after the public believes the cases were concluded.
In the first examination of its kind, the Chicago Tribune and ProPublica Illinois found that 85 percent of disciplinary cases handled through the Chicago Police Department’s grievance process since 2010 led to officers receiving shorter suspensions or, in many cases, having their punishments overturned entirely.
And the first example cited?
- A suspension for punching a handcuffed arrestee, all caught on camera? Negotiable.
Really? Because the first thing that came to mind was a copper being tried twice and ending up in Federal prison for four years. But then again, we aren't privy to all the political machinations going on behind the scenes.
Should we point out a few of those instances? Command staff pissing hot, caught drunk over and over, climbing in police women's windows, violating state law concerning adultery, stalking, harassment, concealing numerous weapons in their lockers, double-dipping, misuse of department databases, equipment, personnel....we could go on and on, and we're sure some commentators will be more than happy to oblige.
But the "report" doesn't really delve into the political aspect, just the part where those darn cops actually think they have Rights to appeal a punishment they feel was unjust, over-disciplined or just improperly decided for a political end. And we don't know how it's a "secretive" process as it's pretty much delineated in the Contract, a piece of Public knowledge negotiated, overseen and voted on by the City Council. Anything the Labor Affairs Section does in the dead of night is on the political realm, not the Department.
We know we're going to get a bunch of tiny brains popping up in the comment section about how we defend all cops all the time. Your bullshit will not see the light of day - we've called plenty of cops out, especially those in the "blessed" category of evading punishment. We have no use for dirty cops, and if the Department and COPA can substantiate the charges, more power to them. As we've said numerous times before - police are not above the law, but they aren't under it either.

Thank goodness that at least these arbitrators see that 3,4, 5yrs or more for IPRA/COPA to conduct an investigation is excessive.
For those that don't understand why it takes so long, IPRA/COPA uses a technique wherein they interview you, wait months then interview you again asking the same or similar questions hoping that you will trip yourself up and answer that question differently. This can go on for years. Hence, when they ultimately say that an officers statements were not consistent it's because that officer has been interviewed multiple times for the same incident over the course of 3,4, 5yrs or more by God know how many different IPRA/COPA investigators.
187 killings and they know racial make up of 123 of the suspects, which means they have a 60%+ clearance rate vs the 12% CPD clearance rate. This despite the fact that police hate started in their community. Must have non merit leadership. People in place that know how to get the job done despite all the BS community problems that seem to hinder the CPD efforts. Maybe a road trip is in order to find out how to solve homicides. Sorry forgot, the CPD detective leadership is incapable of reading a map to detect where St. Louis is located.

I heard the report last night on the news, and found it to be another Media attempt to paint the Chicago Police as Evil and protected by their own Code of Silence and a Separate Judicial System. The arbitrary manner in which punishment is administered by the City is more often than not, Political and often Racial in nature. Officers must have a means of defending themselves from this corrupt system. It is not the fault of the wronged Officer, if the process is slow. This is like telling a rape victim she provoked the attack by her appearance. Or telling Van Dyke it is HIS fault that it has taken this long to bring his case to trial! The Reality is that cops often win their cases or at least reduce the punishment when grieved because they were improperly disciplined to being with. Stay Safe, and defend your rights. The union contract does not protect "bad cops" it ensures due process, a right afforded to everyone via the US Constitution. In other words, the department must cross all the t's, dot all the i's, and must make their case. This is a really daunting task for the political hacks who are "in high places".

too bad the media cannot get their hands on every investigation in IAD on officers of rank, captain and above. FOIA does not apply on this as it is a personnel matter. I think they will see a pattern of outrageous behavior much of it criminal that has been covered up. They can start with the lieutenant's cheating scandal which was covered up by the Inspector General and needs to see the light of day. But, the media is not interested in a corrupt promotional system or favoritism in investigations for the connected. It is not their agenda and city hall would no like such an inquiry

CPD Officers ARE third class citizens. As far as I know only CPD sworn Officers have to register ALL their firearms. However, civilian employees are not held to this rule. I don't even want to get started on our lack of First Amendment rights.

I worked there when he was allowed to run wild and gather so many homicide arrests that are now coming back to haunt him and the CPD. He didn't do it alone. He had the help of his bosses and the States Attorney Office. Why not ask a question as to why he was allowed to run wild. Could it be that the city only wanted arrests and didn't care who they arrested and convicted. Was it all about the numbers. Let's hear what you think happened. And don't talk to me about Preib, he has his own agenda.

I remember years ago, they would have a complaint review panel of a PO,SGT and LT for some suspension reviews.
I sat on the panel as a PO. They wanted to give some copper 10 days for allegedly writing some BS movers. The Lt who initiated the CR never named the Sgt. on the scene. We asked for the Lt. to answer which Sgt was on the scene along with a few other questions we had.
Couple months later we get called back. Lt. had written a 10 page report, delineating why he couldn't remember what Sgt was on scene, blah blah blah. Copper knew, (there were only 2 working that day), Lt. couldn't figure out who it was.
We recommended the whole suspension get thrown out. Lt. apparently didn't want to throw his Sgt. under the bus, but had no problem seeing the copper getting 10 days. City can't write their way out of a paper bag....

I agree. No murder charge is approved without the approval of an ASA and I’m sure they go higher and get the final approval above the ASA felony review. Don’t get excited I do know about the CPD Bosses override but they get dropped at probable cause if ASA doesn’t want the guy charged
There was a former ASA who gave information about one case he is not now with the ASA office but he was one that approved the charges or was part of the process and now is saying the process was flawed by both CPD and ASA. he should have don’t something then as he was anASA and an officer of the court. Always blame the police

One of the sticking points in contract negotiations is the 24 hrs officers R given before making a statement in a shooting. City wants it out. Funny but the FBI gets 72 hrs. The top agency should be a guideline They are elite and never do anything wrong so why can’t we pattern our rules to mirror theirs
