- A Chicago Police Officer filed a police report against Alderman John Arena today, claiming the Alderman committed cyberstalking in social media messages sent to the officer.
CPD officer [...] is part of a group of City employees who claim that Alderman Arena and his staff have attempted to silence them because they oppose a building project in Arena’s 45st Ward. Arena reportedly filed complaints against officers with the police civilian oversight agency, COPA, as well as complaints against firemen who opposed a building project at 5150 N. Northwest Highway.
Arena staff members alleged in their complaints that the officers’ opposition to the project were “racially motivated.”
There's more at the link, actual screen shots that seem like they might be legally actionable by a competent Civil Rights attorney, if police officers weren't assumed to be second class citizens without Rights in the Workers Paradise of the 45th Ward.

Way back in 1997 I watched a cable access show. It was the wee hours of the morning. I was up with a newborn. The show was a recorded presentation about the state of public housing and section 8 in chicago. There was a map of the whole city and each ward was outlined. The presenter talked about public housing “saturation” levels showing how the NW side of Chicago was not “saturated” and needed to be. They flashed pictures of derelict industrial buildings, empty lots and scores of 3 flats. There was a weird tone to this presentation and talk of long future plans. Honestly, I think this has been in the works for a long, long time

(a) A person commits cyberstalking when he or she engages in a course of conduct using electronic communication directed at a specific person, and he or she knows or should know that would cause a reasonable person to;
(1) fear for his or her safety or the safety of a third person; OR
(2) suffer other emotional distress
The statute goes on to define emotional distress:
"Emotional distress" means significant mental suffering, anxiety or alarm.
What could cause more anxiety or alarm than an alderman getting a c.r. on an officer with the new head hunting COPA, then sending her a private message calling her a bigot and telling her he wants her fired.
She is 7 months pregnant and he is threatening her livelihood. I would say that would cause anxiety or alarm. It's up to a court to decide if it is considered significant.
Officers tend to develop a thick skin and forget this is a "reasonable person" standard, not the thick skinned officer standard.
And even if Kim Fox refuses to charge him with the class 4 Felony, it doesn't mean he didn't commit the crime.

Below is an exert from an article about the accusations. Arena basically said the people identified themselves as police and were wearing what appeared to be CPD uniforms and that he did no investigation and wanted COPA to see if there were any violations. He dropped it in their lap
The 45th Ward alderman said his office had presented the City Hall inspector general’s office with numerous examples of people identifying themselves as police officers in their online profiles or appearing in profile photos in police uniforms while using “racially charged language” to oppose the building on social media. The inspector general’s office told Arena to take the complaints to COPA because it potentially involved police officers.
Arena said he didn’t do any kind of investigation of whether the 31 are, in fact, police officers, saying “that will be up to COPA.” Arena’s office declined to provide examples of the comments it forwarded to COPA, citing the ongoing investigation.

I agree with Heneghan, Arena and martwick being jerks. But I met with Mulroe he seems reasonable and seems every year he passes a bill to support the cpd and cfd.
If he signed something under penalty of perjury that contains false statements then there might be a case against him. Perjury is very hard to prove though.
There is a continuing claim unsupported by any actual evidence that somehow he used his office to illegally obtain private information. Chances are he is not stupid enough to do that. He would leave a trail a mile long that would be easy to trace.
As for a CR harming an individual PO, how is the PO harmed if it is not sustained? Even if it is used later to discredit a PO as was suggested by a poster the PO has not been harmed. Maybe the criminal justice system has been harmed but the PO hasn't been harmed.
If this is what you think is cyberstalking, you need to rethink things.

As far as I know, there hasn’t been a CR issued. According to his letter he forwarded the information and has said it’s up to COPA to determine if the comments were acceptable. Not defending him, just pointing out what happened. He also claimed all the info was taken off of Facebook and no one has shown he ever ran officers license plates. That would be very easy to do and if it is verify, then action should be taken

he has the right to use the system to make a complaint about PO conduct like anyone else does. Unless the complaint is sustained and some punishment is imposed you really don't have anything to complain about since you have not been harmed.

You must be new to Chicago. Any complaint against an officer is filed into his/her personnel file and sits there for their entire career. Doesn't matter if the allegations were found to be false, the original complaint goes into the file with the findings. And if you are unfortunate enough to accumulate a few of these, they will be held against you in the court of public opinion when you really do step into some shit.
Maybe you should sit down with the alderman and have the same conversation about "rights". See how that goes. Oh, and don't forget to bring your driver's license since the good alderman only allows people who live in his ward an audience, just like he did when he held that last open meeting about his pet construction project.
I sure hope tgat we find one person to run against this asshole. Maybe it is time to talk to some political people tgat we know.

Nap is our guy, but there is no need for people to blast Heneghan with lies. The guy shut down the building that was proposed on Oliphant. I checked his money and not one dollar from a developer. He is a strong union guy and a long time fireman. Maybe someone should talk him into sitting out and leaving Nap alone
