House Mouse Numbers Rising
- At a time when the city is pushing to add more officers to the Chicago Police Department, there are hundreds of sworn officers who are not on the streets fighting crime.
CBS 2 [...] reports, according to the Inspector General’s office, last year nearly 800 sworn officers were working in units that the Inspector General previously analyzed and told the city the majority of those jobs could be done by civilians, like clerical work and human resources.
Many of those jobs are based at the Chicago Police Department headquarters.
Don't just stop at Headquarters. There's plenty more:
- Fully trained Evidence Technicians performing secretarial duties instead of attempting to collect crime scene evidence to solve Chicago's dismal clearance rate - some are even married to high ranking staff - gotta get the extra salary without the danger you know;
- Detectives off the street sorting and filing case reports - addressed slightly by Paul Vallas' "hire the retiree" push, but probably a pipe dream. Again, a lot of marriages;
- Specialized units - we won't even go into the connected couples that litter the units, but it would certainly be an interesting undertaking for an ambitious reporter;
- FTO's, the supposedly most important job in the Department when it comes to training new officers - in offices, at the Academy, tucked away in all sorts of spots, all in violation of their job title (FIELD Training Officers).
There's plenty more in other spots. But this one is hilarious:
- The number of sworn officers in human resources jumped from 23 to 81. The Inspector General report also noted civilianizing the jobs could save the city between $6.4 million and $16.6 million a year.
Human Resources wasn’t the only unit to see a dramatic increase in officers The Field Services unit jumped from 37 to 132, and the Alternate Response Section ballooned from 36 to 149.
Human Resources expanded to handle the influx of new hires. No big deal. But the Alternate Response Section is where the Department tucks away those accused of misconduct. And the reasons those numbers are rising are because Special Ed is stripping Officers who legally and lawfully defend themselves or their partners, and hold over officers who were on the periphery of other scandals.There are probably fifty or more officers who could be released for street duty tomorrow if Mr. Fenner would close cases that should have been closed years ago. But that might be politically uncomfortable for some.

How many district front offices are bloated with 3 and 4 secretaries, 3 and 4 COMPSTAT people, extra review people etc., etc.

I’m an old retired guy and I could walk through a station and fairly easily spot the bloat and dead weight.... how come none of the bosses seem to be able to?

You honestly believe the increase in HR is all due to hiring...not a chance...and let’s not even talk about all the money paid to outside civilian vendor to do the majority of background investigations and the insanity which says sworn secretaries need to be creating boilerplate cover sheets for less than rigorous approval review by white shirts whose only qualification is who they know and how much they love overtime.
It's just the way things are done and the Chicago Way. No one in a leadership position really cares.

The biggest waste of money is the city hiring civilians to work the desk on all three watches in all the districts. They were supposed to do reports and free up the police officers so they could go back to the streets. But not one damm cop ever left the station so now we have double the people inside doing nothing. How sick! Why even hire the civilians if the city never intended to put the desk cops back on the street?
630 has 3 detectives working for the commander. 2 full duty answering the phones, 2 pregnant detectives shuffling paper work (why not at call back?) And other assorted non workers.
Take a peek in the radio room @ Public Transportation Section. You didn’t hear it from me...
We have more armed secretaries in the station than we do on the street answering jobs.
As he steams himself n his friends toward a $ grab with his moves in the upper echelon of the dept, many others suffer. He’s been a minstrel for “police reform” yet signed off n agreed to everything on the “Laquan” case. Meanwhile he’s been instrumental in assisting a certain Narcotics team from avoiding trouble and facilitated undeserved promotions while violent crime has accelerated, despite his ridiculous statements to the contrary. And he’s worked to fire and strip others for lesser, and unproven, offenses. Eddie is not a Supt. He’s a sad pawn that has zero respect from the rank n file of a department that he has literally castrated. As Supt he’s 100% responsible for the mass disorganization and shit leadership that is what the CPD is now. He’ll go down as one of the prime players responsible for turning this city into a place where tourists are afraid to travel to and citizens are less safe. I hope it was all worth it for him. I’m sure he snores well at night. Keep workin hard for him

Definitely look at the wives married to the rank of Commander or above. Usually their wives are Sergeants hidden in some office job.
City Hall runs the Department. If the Mayor has to take care of a few hundred 'special' people, to wage his political war, then so be it. I mean, that's the reality. How many Lt.'s and Sgt.'s are at the academy? You'd be shocked! The real priority should be who runs the streets. But you know what that entails, the occasional bad outcome on body cam; Heap bad for Tribe, heap bad for Chief.
OT: so I was in Phase one of summer mobile and the LT’s were pretty good to us, they even treated both watches to an outdoor Taco truck ffeast on our last day . not to sure how the day LT was to work for since I worked 3rd watch but I tell ya these LT’s really tried to make a miserable working situation tolerable .I don’t know where Lt K worked in the past but I am sure glad he was in summer mobile . He rreally took care of his guys. He also took charge on some scenes in the district when no other bosses would make a decision. I worked summer mobile last year and this was 1000 times better. Originally I wasn’t going to post anything but then I hear that the phase 2 guys all were fed donuts and drinks right out of roll call welcoming them to Phase 2. And Lt Kane and Wallace encouraged everyone to eat and welcomed them all! Keep up the great work Lt k and Lt W! Summer mobile sucked but it was refreshing to see some bosses look out for their guys!

Close cases, or review and fired some officers for their dastardly deeds? The so called "WORKING" at headquarters, is nothing more than a sweet gig for most. My neighbor is warehoused there, comfortably tucked away from society for her misdeeds. Claiming it is nothing but a cake walk, and boasts about her pay scale for doing nothing. She should had been fired years ago, for her disgusting act towards another women. Yet, she is actually proud of her actions, but also has some screws loose. She has 5 years left, and claims she's going to bilk it for all she can get. It is persons like this, that give us a bad name.

And they are either political patronage stooges or members of lets say connected members of choirs. They are not your friends for one thing they are getting paid less so they resent you. And they work at postal speed. Also less money paid into pensions when they eliminate police jobs. And when you can't work the street anymore there will be no inside jobs. Think of it this way would you want a civilian sitting next to you in a squad? Of course the answer is to hire more police. I have worked inside and out. Sometimes those inside jobs require a lot more work like fast districts vs slow districts. And there are lazy and hard workers on both sides.

My opinion is that the Supt. and his chosen staff are finding spots for their people (folks) to take care of them prior to the Supt. leaving in the near future.

I know that you have made it your priority to bring to light topics that the mainstream media would never publish. Which is why I could not help but notice while working special employment in the 018th District that there are Officers assigned to the Cardinals house. Beat 1888 3rd Watch of the 018th District starts at 1300 hours and is relieved by a 1st watch officer at 2130 hours and works the midnights shift.
There are several issues that I have with this detail. First of all, why are Chicago Police Officers being utilized to provide what I feel is a job that should be provided by private security? This detail is to provide safety and security to the Cardinal Blase Cupich residence at 15XX N. State Parkway. However what is interesting is that the Cardinal does not reside there. So then my question is then why are there two Officers assigned to the Cardinals residence when in fact he does not reside there? What is also interesting is the Cardinals detail has been around since Richard J. Daley became Mayor in 1955. I am all for Officers getting good assignments but where is the separation of Church and State? If we are providing private security for the Archdiocese of Chicago why are we not providing Chicago Police Officers to other religious denominations and sects?
I was told that when you are on the Cardinals detail you show up with a radio and sit around watching television in the basement of the Cardinals Mansion. The Nuns cook for you but keep a close eye on you. If the Nuns go grocery shopping you help them bring groceries in the Cardinals house. To me with the current manpower shortage this has to be the biggest waste of two Chicago Police Officers on the Department. What is also interesting is a former 018th District Lieutenant now a Captain/XO told the current 3rd Watch officer assigned to the Cardinals residence that he would be back on the street three years ago. Well some phone calls were made and guess what happened? That is correct absolutely nothing.
So what does that tell you about this 63 year old Chicago Police Department detail? It is not going anywhere anytime soon. Do the math and you will see how much money this detail has cost taxpayers. When the department cries about not having money for overtime or not having enough Officers to keep the downtown area safe. Or residents in the 018th District who pay the highest property taxes in the city that get little police service because of manpower shortages. Or the tourists that come in from all over the world to see our city and are helping pay our salaries, who are being unnecessarily victimized think about the Cardinals detail!
How about Crazy Kim in Mass Transit , a secretary with a take home car, her daddy is the syrup king of Chicago , comes in late everyday, arrogant, screaming at Sgts, takes Sgts assigned cars always sitting in her cubicle wolfing down jerk chicken
Just look at all the house mouses at ohare. It took me 26 years to get to ohare, we just had a female with 10 years come here and guess where she came from headquarters. This police department is a fucking joke!!
Let's keep in mind all the nonsense that goes along with hiring civilians who now have access to private and privileged information. Some are police haters thank you CPS, media, social norms, liberals etc. . (I have my own experience with a racist civilian timekeeper) and the civilian clerks in the courts passing along victim information and changing information so that offenders were released (in error) because of processing while at court. . . . I could go on and on

The forensic unit is the biggest joke.. there is FI’s making D3 pay working inside. Give me a break we have the most murders in the country and FI’s don’t work the street. The dept is lost.
Take officers out of caps. Better yet, get rid of caps. The program doesn't work. It does not help society. It doesn't change the perspective of most people. Because no one new from the community gets involved just the same people with nothing else to do. And let's be honest. Those aren't the ones causing trouble. Those are not the people who have bad opinions of the police. So, why keep a program like caps that has proven to be a failure across every district. Just because people have a good time at some gathering that caps put on and take photos eating hotdogs and ice cream does not mean the program is a success. It means that the city is wasting money paying sworn officers to have parties to feed the same nothing else to do citizen all so a photo can be posted somewhere online; proving that department is connecting with citizens. Is there a lot clouted, connected, dead weight at hq? Of course. But please keep in mind that a large percentage of officers are there for limited duty. Officers fighting cancer, work related injuries that would otherwise force them onto disability, and many other health problems that would put fellow officers in danger if they were on the street. Don't judge til you've walked a mile.

qualifications for working inside. commander's friend, bosses kids, alderman's neighbor, ass kissing brown nosed sad sack, under water specialist, etc.... Inside spots should ALL be open to bid and most senior officer in that unit who bids for that spot should get it. It's called seniority, not nepotism, cronyism, or parochialism.
Don't forget forensics having 3 people assigned to the morgue. This has always been done by one person. Now there are 2 ET's and one FI permanently assigned there and never work the street.
Look at the airports.... they have increased overwhelmingly in the last eight or nine months....you can get a 100 or so out of there and put them back on the street....they got no time on the job and not ready to retire

Each time they hire new officers, promote more detective and promote new Sgt’s the more the current ones think they are supposed to run and hide on the inside. I blame the Commanding officers of each unit for this. District desks filled with miserable officers who refuse to give citizens reports and decent police service. Officers with less than three years running to CAPS and TACT, trying to avoid radio calls. Ghost payroll officers and detectives who we never see in districts or Areas, but they are somehow being carried on the A&A’s. Officers left sitting in call back for 4-5 years. FTO who are chronic medical abusers. FTO’s who are borderline crazy with tons of lawsuits and CR’s. PPO aren’’t learning anything these days.
Detectives without case loads assigned to desk jobs, answering phones, working in the Case Management Office, filing and doing timekeeping. Three Evidence Techicians assigned to work the entire city, because the rest are assigned to desk jobs and leave work each day at 1130hrs. Full duty E/T’s assigning other E/T’s jobs.
Too many inside officers, watches can barely man the cars. Officers have to be split up from their partners to cover the watch.
What about the FI working inside in forensics making $90,000 in OT every year and has a take home car.
Don't forget all the ET's in the firearms Lab. That office is like the clown car packed in sitting on each other's laps.

Because you can’t hire civilians and eliminate a bid spot. That pesky contract gets in the way.....
009 Commander wants all available bodies out on cars so he cut people from the desk, lockup, and anywhere else to go back to the street. EXCEPT the front office that has EVERY CUBICLE FILLED with p.os. Told bid officers on desk if two civilians are working one bid p.o can hit the streets. Dont like it? File a grievance and still hit the streets. Talk about a great leader. Have fun with your kiss asses at the "holiday party."
In the 8th Disteict we have foot patrol guys that do not answer calls. They do nothing all day while a handful of beat cars handle calls. Additional special people do the same as foot guys, as mentioned. Foot patrol that is in a car driving around? Lol, how is that foot patrol!? Call it car patrol. I am all about r3active policing but I am tired of reacting for other lazies radio assignments.

If a officer is old or requires a inside job, tough luck. Inside jobs are reserved for the wives, girlfriends and families of bosses. How many females work inside because of their relationship or due to child care? In the old days, a old timer or a officer recovering from a illness or IOD would have a spot to recover. Not today. In districts and units, bloated staff work inside to hide from the street.
The Wisconsin Highway Patrol had this problem years ago. The state legislature solved it by passing a law that dictated how many troopers would hold any type of administrative position, leaving the rest to field duty. What is going on the Chicago will never stop until we have a mayor who will take the politics and cronyism and nepotism out of the department. In most corporations it is a firing offense to date someone in your chain of command, it is an ethical offense. Not in this department. Only when the mayor or a new mayor finally decides to do something about this will it stop.

Interviewed for position recently, being retired P.O., the pay is crap $25 an hour,you have to work in a district citywide (they choose watch and district), they can keep it, but way to many inside spots, look at 35th street all the brand new police spec take home cars for the girls of bosses! Have a copper friend working at 35st, she leaves the house in her new unmarked explorer at 0700, she is home by 1200, works Monday-friday and also gets all the "extra" special she desires! Fair no,reality yes!
How many officers in callback have been down there for 2years or more. Hey FOP where do you stand on this. lets put out a statement or do SOMETHING. Why aren't these officers getting their cases heard. That includes Sergeants.
The last time they purged the HQ mice one decided to give a homeless arrestee a blow job in a hospital bathroom.

As in private business, non-value adding functions are immune from down-sizing. Human resources, legal, marketing/public relations & their close relatives.
What's more annoying is how these useless paper pushers are then deemed most qualified for merit appointments. Recently promoted Sgt. S J of NOBLE Wizard Gene Williams fame sat around all day licking NOBLE envelopes and studying for her nursing degree. All the while taking 2 hr. lunches.

This is absolutely correct!!! I work in 012 Midnights and it is unbelievable how many people work the desk. We have one, sometimes two civilians and three officers. We also have an officer working the radio room. This is midnights where all they do is watch movies all night except the one that does the A&A's.
How about the SDSC rooms? 1 Sgt, 2-3 PO's and civilian analysts. What a waste of manpower. I hear some districts operate with just 1 officer. That room should be operated by computer analysts. Get the Officers back out there.
Good reminder but what's new here? Nothing change. Business as usual.
OT. So what's the latest word on Escamerit? Any heat coming down on him? I say probably not. It's been going on for years. Back in the 80's city clerk Walter Kozubowski lived across from me & every day a tact Sgt from 008 p/u his kids for school in a unmarked car. He made Lt to Lt some how.
As a “house mouse” I resent the fact that I still have to go to uniform inspection once a year. All that money I had to spend on things I wear once a year. It’s not fair.
Dumping able bodied P.O.’s at ARP always made little sense, the Desk and Admin was another.
That bringing back of the retirees idea may not be that far off, but certainly won’t last because those jobs can be given to the representative communities during election seasons.
I get the security and privacy issues that shouldn’t be handled by even the most trusted civilian.
But there are far too many Actives parading around EVERY UNIT in this Department.
Just about every CAPS office has a daytime staff that outnumbers most 1st Watch late cars.
GMack made a point to bring up Mismanagement in his last campaign radio interview.
Now if the House Mouse Uptick (increase in the decrease) has now become out of control, who’s to blame?

Have to disagree on some points. What you say about the pension is not true. No one suggested firing them, only returning them to street duty where they continue to pay into the pension. HR doesn’t need all the po’s either just doing filing. Currently there are civilians doing jobs that po’s used to do, but the number of po’s continue to grow. When the hiring surge stops, they will all remain, same with academy. As far as working at postal speed, walk into certain districts and you will wish the desk people would work at postal speeds

In the 8th Disteict we have foot patrol guys that do not answer calls. They do nothing all day while a handful of beat cars handle calls. Additional special people do the same as foot guys, as mentioned. Foot patrol that is in a car driving around? Lol, how is that foot patrol!? Call it car patrol. I am all about r3active policing but I am tired of reacting for other lazies radio assignments.

There are only a few neighborhood taverns in my neighborhood - most are OK, older crowd is nice, plays good music.
But, one of the bars near the University of Chicago has lots and lots of anti police Communist Party propaganda posters and literature in the receiving area. One of the younger bar tenders insisted on blasting extremely hateful, violent rap music - none of the few customers in the bar liked it.
Can anyone here give me some advice what to do?
I'd like to just speak with the owner, explain the situation before I give the bar a bad Yelp review.
The bar is across the street from a solid, traditional Catholic Church and Catholic school - don't think this is the place for open Communist, Antifa anti police music and propaganda.

Interviewed for position recently, being retired P.O., the pay is crap $25 an hour,you have to work in a district citywide (they choose watch and district), they can keep it, but way to many inside spots, look at 35th street all the brand new police spec take home cars for the girls of bosses! Have a copper friend working at 35st, she leaves the house in her new unmarked explorer at 0700, she is home by 1200, works Monday-friday and also gets all the "extra" special she desires! Fair no,reality yes!

OT: so I was in Phase one of summer mobile and the LT’s were pretty good to us, they even treated both watches to an outdoor Taco truck ffeast on our last day . not to sure how the day LT was to work for since I worked 3rd watch but I tell ya these LT’s really tried to make a miserable working situation tolerable .I don’t know where Lt K worked in the past but I am sure glad he was in summer mobile . He rreally took care of his guys. He also took charge on some scenes in the district when no other bosses would make a decision. I worked summer mobile last year and this was 1000 times better. Originally I wasn’t going to post anything but then I hear that the phase 2 guys all were fed donuts and drinks right out of roll call welcoming them to Phase 2. And Lt Kane and Wallace encouraged everyone to eat and welcomed them all! Keep up the great work Lt k and Lt W! Summer mobile sucked but it was refreshing to see some bosses look out for their guys!

OT... Why are WOL’s and supervisors allowing P.O’s with 2 years on the job to work with PPO’s. A P.O. with two years on just got off of probation themselves. How can they keep PPO’s from losing their jobs? What is the PPO learning from a two year officer. Back in the day Watch Commanders were more careful with the sheets. Now they throw anyone anywhere.
In a certain districts they have seasoned desk officers on the desk and then they have civilians. When neither of them want to do reports, they throw PPO’s on the desk as well... to cover.
Everyone in my district who can’t retire or make it to O’hare on a bid is dying to get some kind of spot, anywhere. Even rifle toting morons see that the street is a loser in these times.

The entire desk crew on every district and unit should be retired PO's. They know what they are doing, minimal training, no benefits (part time couple days per week), lower pay than PO which would cover every watch. There should be one sgt on every watch in charge of the desk crew. What a savings and look at the manpower now on the street. Stop wont work cause the connected would have to do police work.

Station security in 015 on all watches stays inside and works the desk (YouTube, Netflix, ect) allday.
Worked my whole career in southside districts but bid the desk my last two years. Primarily because of my wife not wanting me killed on the street when so close to retirement.
Absolutely, there is sooo much deadwood on this job hiding out, but I often wished, when on the desk, I could wave and keep on driving. I will add that, working the desk in a busy SS District, is no piece of cake.
How about the social media officers lol
014 DISTRICT. 5 PO's in the front office (4 female,1 male); 6 or 7 PO's in the CAPS office ( 1 female who keeps getting pregnant and off numerous months during the baby birth ) ; 4 useless foot men on any given day; while the rest answer the radio !!!!!
Inside police should be paid less then outside police .

Hey douche bag, ever be the desk crew when some wildings get locked up and the whole family (cousins, mommas, brothers, sisters) bum rush inside all whoopin & hollerin or when theres a police involved shooting or when dudes ride gets impounded and you know theres something good in ot cause da "owner or other fine citizen" comes in hot, fuck dude! There doin almost anything to get that ride back etc... you are still expected to be the police and earn the same.

2 female PO District Secretaries
1 male PO "bean counter Compstat boy" with ONLY 3 YEARS ON THE JOB.
2 female PO time keepers. ALSO, 2 civilians.
5 POs total working days/weekends off
19th district has more
2 secretaries
1 Officer who handles spars
1 time keeper along with 1 civilian time keeper
1 captains secretary
2 compstat dames , it’s was 3 at one time but Cesarios former secretary recently got promoted she was taken care of until going to major accidents. What makes this even silly, Commander Buslik always bullshits at the meetings.

I agree with the above post, unless you got inside sooner then 10 years on the job. I have been on 22 years and I have seen people with 2 years on the job get inside and are still inside. This kind of stuff should not happen. Get some street experience and time before you get inside.

There should be annual bidding for desk spots. As it stands somebody can get a lucky bid with few years on the job and never work outside for the rest of their career. Annual bids allow for people nearing the end of their career to grab a couple years inside before they retire.

The entire desk crew on every district and unit should be retired PO's. They know what they are doing, minimal training, no benefits (part time couple days per week), lower pay than PO which would cover every watch. There should be one sgt on every watch in charge of the desk crew. What a savings and look at the manpower now on the street. Stop wont work cause the connected would have to do police work.
Why would any retired police officer in his right mind want to retire and
then come back to a District and finish his life working the police district desk.
Why not just stay on the job until you get put in a nursing home and then die.

Getting harder to do. Those insides jobs are going to po’s with 2-3 yrs on and they stay in them for the next 25-30 yrs. so far the CPD has been adding chairs to the room to accommodate them and adding new spots like Shotstopper, district intelligence officer, etc but they are running out of room to put them.

Another waste,having 50 aldermen and 50 wards. Why not just have 10 aldermen and 10 wards in the city. No need for 50 aldermen. Lets put that in the election ballot!!!!!
