There are almost 20 lieutenants, already chosen and trained up to be captains and yet, Special Ed has announced a new application process for captain since three names are missing from the current list - Fenner-Johnson, Hall-Wysinger and Ward. There are others, but those are the ones Special Ed will be pushing.
The trouble is, every other list of captains from the past two or three rounds has been fully utilized prior to a new process being undertaken. In fact, a number of blatantly bad and incompetent captains were made just to prevent the possibility of them suing....and winning. That means there's precedent.

Word is they are gonna to take the remaining 18 names and put them automatically into the pool. No interviews needed. They will then supliment the pool with the likes of Fenner, Ward and Hall. Since the Captain pool is not a rank order pool, they can take anyone from the pool to promote. And guess which 18 won’t get pulled. How to avoid a lawsuit 101.

You can bet the house there’s a damm good chance the Supt wants his special people on the new list. Especially before he goes. But screw most of those Lts on the list. Many of them(like Barney Rubble)are double merit already and should be grateful. There’s very few that made it on their own.
They “bend” the rules to their liking. Period.
This is what happens when you take a civil service rank and change the personnel code to make it a meritorious rank. Blatant corruption from the very first class years ago. Highly competent and qualified lieutenants were eliminated from any consideration because they were not political favorites. Nothing has changed. A new promotional application will be initiated since there are now three who must be given the rank ahead of everyone on an already existing list. Corruption that is now open and notorious. The once great CPD has been destroyed. What a shame and a disgrace.
If you think that’s something the last batch of sergeants had to be the bottle of the barrel. They are totally lost.

Do you think the Department would promote Garrido, Stoppa or Sesso? Never gonna happen even though the calls keep coming in to Riccio.
He has to get those cheaters one more bump before the consent decree monitors start looking at the promotional process.
Both IPRA and COPA told Ferguson to investigate ward who violated my rights , a white disabled senior citizen. Ferguson and Eddie Welch both refused to investigate. More to come. I am going to FBI.
I’m not a big proponent of the whole “sue them” philosophy that has taken over our city, but when it comes to the cheating Lt’s and the subsequent investigation that came up empty, something needs to be done. The real issue is, figuring out who was effected the most. I guess it won’t really be known until the current Lt’s list is finished. Then, those people who just miss because of the cheaters would be the ones that were effected the most. I would guess as things go, the people that scored around 175-210 on the list would probably have the most legitimate beef
Hall-Wysinger is the worst supervisor ever merited. This fools roll calls make us listen to stuff written on IClear notices everyday never offering one ounce of realthoughts on policing. Do is a favor and stay in your office or better yet try going on the street. Oh thats right, she demands someone drive her around anytime she wants to leave the office, which is almost never. Im hoping she makes captain just so someone else has to deal with her

Supe has to start making his people in quick fashion. His career is coming to a close quickly with a new mayor and the KJ scandal is not helping his longevity.
Isn't Captain a spot so a Commander does not have to do one job a month. The Captain ends up doing one job a month. If they don't make Captains the street deputy will have to work cause the commander wont want to do shit lmao.
Captain should be a civil service ranks with a test.
Never could understand why you need all the supervisors. Is it because the rank and file do not know enough to do there jobs or is it that the rank and file can not be trusted to do their job. If either is true are more supervisors the answer. And if sergeants have to be supervised by a lieutenant how can the sergeants be qualified to supervise the blue shirts. If it’s not a question of actual supervising but passing down information couldn’t a civilian do the same thing cheaper and not dip into the pension.
It’s clear the training does not guarantee a promotion. Couldn’t be more clear in the document

I never thought i'd say this, but I'm so glad to be done with this circus in a few months. What's going on right now sickens me. The constant promotion of incompetent people is a joke. And those 3 women shoudl be ashamed of themselves, if, and that's a big IF, they had a conscience.

For what - not getting a fair shake for a merit ride?
History has shown that the courts have allowed the mayor and his appointees get their way no matter the cost to the plaintiffs.
The List as posted does not meet the obamaTaskForce 21st Century Policing key standard, therefore the List requires a significant restructuring. It would not be in the best interest of transparency to alter the current List by addendum.
So in fairness to all, the current List will be retired and a new improved 21st Century Representative Candidate pool with be established to meet the needs of building trust within the community.
Lists are tossed all the time and I’m not blaming anyone for being pissed.
Plenty good PO’s and Sgts are passed over ALL the time.

Why do we even have a political rank of captain? What is the amount you have to pay to the alderman now? the going rate? While some of the names on here make me cringe slow down on the whole “we don’t need captains” thing. Continuity is a big deal...for better or worse you know what is expected and have stable direction rather than a different story depending on which LT is calling the shots on a particular day.
I am grateful every day to be retired. This job has become a cesspool of rottenness. None of it bothers me anymore. I have a new life far removed from this. It no longer affects me and that is a wonderful feeling. I feel for the officers who are locked in and have to face these conditions everyday. Leave as soon as you can.

Back in 90’s CPD was down to less than 10 Captains and things ran smooth .
Now they have captains as inspectors , one did not know district boundaries, how to change radio zones , how to log on a PDT .

They have to use merit because no one would ever pass the test. Looks like a meeting of the Silver Sneakers group at the Y.
Given the age and shape of this class many will not be collecting those big underserved pensions very long. Heart attacks and strokes just waiting to happen. Way too many donut runs for the entire lot. Bet the rank and file are proud of this group. No wait just read all the comments looks like their merit protection will not prevent the rank and file hate.
