Rahm's "Legacy"

  • Mayor Rahm Emanuel was accused Friday of trying to tie his successor’s hands on the $95 million police and fire training academy in West Garfield Park that has become a symbol for critics of his misplaced spending priorities.

    Mayoral candidates Lori Lightfoot and Garry McCarthy blasted the mayor hours before Emanuel joined West Side community leaders and Ald. Emma Mitts (37th) to announce that the city has chosen a joint-venture led by AECOM to design and build the new academy at 4301 W. Chicago Ave. and would be begin “exclusive negotiations” with that team.

    AECOM was also chosen to rebuild Chicago’s longtime fleet maintenance facility on a vacant 12.5-acre site at 210 W. 69th St. that once housed Kennedy-King College along with a vehicle repair shop and a fueling station.

    “If what he’s trying to do is lock the city into a binding contract, that should not be approved by the City Council. This should be a decision for the next mayor,” Lightfoot said.
McCompStat chimes in:
  • McCarthy is the former police superintendent fired by Emanuel just days after the court-ordered release of the Laquan McDonald shooting video.

    He also urged aldermen to reject the contract and reiterated his longstanding claim that the new academy will cost twice as much as Emanuel contends and that money would be better spent on higher priorities, including restoring the 55 percent subsidy for retiree health care.

    “We don’t need to spend $180 million on a new police facility. There are better training opportunities by assuming some abandoned property in this city that can be done a heck of a lot cheaper,” McCarthy said.
Lightfoot is objecting simply to be contrary. She always objects, but never presents an actual counter proposal. Garry is most likely correct - the combined Police/Fire Academy will undoubtedly cost twice the budgeted amount, but Rahm won't be around to take that blame.

Rahm also won't be around to take the blame if a new captains list happens with a brand new set of "merit" appointees who couldn't pass an actual promotional test.

AECOM is a global corporation. Illinois Board of Elections indicates 136 donations here. There may be more under other names. Some of the recipients are: Ritchie Daley, Madigan, Preckwinkle, Ed Burke, Patrick Daley Thompson, Pawar, Chico, Gainer & Blagojevich.

Another stupid real estate deal that only benefits Rham friends... that property ain’t even worth shit. And what is the going rate verses the rate at what Rham wants to buy it for. If you ask me, CPD should send some of its recruits to the state academy while it gets it shit in order. If a shit ball recruit gets the state academy then turns to shit, you can blame it on Springfield.

How about a new facility in the Old Post Office? Centrally located, lots of indoor parking, tons of space, and Rahm was tossing that location to Amazon so it must be a winner? And it has plenty of room for a firing range. Plus it's already built.

Remember, all decisions about police facilities are based on real estate transactions to benefit the connected.

It’s been that way since they ripped off the first Indian here almost 200 years ago.

No exceptions.

And he would gladly screw his replacement without a second thought. It's always been about Rahm first, cronies second, and average citizens dead last. Why give him one last chance? I went through O'Brian U. & it served its purpose.
The current academy is near the center of the city,
as is the fire academy, easy for both north & south to
get to.
Each can several more years.
we have a higher need: fund the pensions!

The West and South Loop markets have been a deal in the making since early Shanks and now it Rahm’s last chance.
18th & State closing still in negotiations as well as Belmont-Western closing is (a Prickwrinkle Rahm) land venture being inked.
Rahm’s donors already paid their tributes so there no backing out of his deals.
A loyal and well paid consortium of AlderThieves broker these deals to deflect any heat off the sitting mayor.
ShortShanks and RahmShanks played taxpayers for chumps again.

Both broke laws and contracts for various political reasons.
They both also allow for making their own rules on which laws can be ignored and then delayed in the courts until forgotten.
When Rahm took over managing the Shanks deals, he quickly adapted and began feathering in his people for the financials.

How is Rahm (or Shanks) allowed to get away with last minute expenditures?
Spend while you got it.
Some of the best deals are had when the corrupt thief is out the door.
The next mayor can and should cancel any contract from lame ducks.

Same with these Prickwrinkled - Mandozer double campaign races that allow them to setup their friends with appointed replacement crooks.

A prudent investor would not build in a decrepit area until there’s been a guaranteed payment....being up front.
(Amazon took a $3 billion welfare cheat deal over Rahm’s $2.5 bill bid and he was willing to go higher.)
The $95 million has be set aside and will be paid at groundbreaking, the rest of the overage is pure profit.
The PABF should get getting some of that action...if I were mayor.

I think he would say anything to get votes. So he says that now and then make some excuse later or forget about it. Lets see his plan to make that work? Does he have any concrete plans at all or just run his fat, drunken mouth? How much good did he do for coppers when he was the Sup? He would be an even more arrogant ass as mayor. And would forget about the average folks that voted for him in a heartbeat.

New York had a new academy built in 2009 at a cost of $950 million.

Yes Chicago and it's new building history is suspect, but to think you can build a combined police and fire training facility for $95 million is ridiculous.

The reality is this combined facility should cost north of $180 million to be built properly. I bet my pension at the end of the day only the "classroom" building will be built and the gym/pool facility will be cut due to budget restraints. They will send recruits two blocks east to Orr High School for physical fitness. Bank on it.

The Wintrust Arena may go down in history as one of Rahm's stupidest deals to benefit his contractor friends. The city's announcement as to projected profits from attendance at the instant white elephant (De Paul has not been a successful team in ages) was a complete joke.

Emanuel is a failure. He wants to spin it, but the facts are that he is the first mayoral incumbent to voluntarily step aside without seeking reelection since 1923.

Chicago Cops must live in the city so that their money is spent in the city HOWEVER it's perfectly fine to hire a company based in California to build a police academy exporting $190 million dollars. ALL of that money should be spent LOCALLY.

Chicago city council will be blowing smoke up the citizens ass talking about a handful of temporary minority worker labor jobs on projects like this and the Obama /Presidential Center/Library/Museum/Trap House in the park "We are creating jobs" BULLSHIT you are exporting Chicago's economy using borrowed money to do it.

Int uncle works high up close to Rham... he was telling me that with all these incidents involving the public and the police— I intentionally corrected Ram, it is usually jag bags doing shit to the police. But Rham is fearful of a second incident compared to the JVD-LQMD case, he says one might look like the Philadelphia police/Move bombing incident. Basically cops drop a bomb provided by the FBI to take out a few terrorist. However it being the year 1985, the FBI guy was prolly coked up and put too much explosive into the bag... well look at the video

The old LeClaire Courts housing project would have been a perfect location to build a new police/fire trng academy. At least 40+ acres, right off of I55 and CITY owned land. Plus it’s more convenient to access than the west side.

It’s a question of what we value.
Where are the values of our City Leaders that we would not take steps to ensure that all of our first responders have the critical protection gear needed to keep them healthy and safe?
That point was driven home again for me last Thursday when I attended the Chicago Police Department Memorial Foundation Valor Awards Dinner which honored the service of Commander Paul Bauer. Part of the money raised by the Foundation goes to off-set the cost our Police Officers have to pay themselves for replacement bulletproof vests. When I was City Budget Director, I ended the practice of police officers buying their own vests. It’s hard to believe that the purchase of replacement vests is still the responsibility of the individual Police Officer. This is also the same with firefighter personal protective gear. Knowing full well the links between substandard and dirty personal protective gear with cancer, the City has refused to provide, at the very least, secondary gear to ensure that firefighters always work in clean non-hazardous gear.
These will be non-issues when I am mayor. When my father, myself and two of my sons were in the service we didn’t have to buy our own helmets, flak jackets and other essential gear. Police bulletproof vests and replacement and duplicative firefighter personal protective gear will be provided by the City when I am mayor. Let the money raised by the Police Department Memorial Foundation and such wonderful events like the Valor Awards go to the support the families of those who have fallen or been disabled in the line of duty. Ensuring that all first responders have quality protective gear is a city responsibility.

AECOM must be kept fed. There's likely a tapped general contractor ready too. This issue is about rewarding big political benefactors who expect to reliably receive substantial construction contracts in return. It's not about "community investment" or "upgrading police dept's training". Why no Trib investigation of long-standing Public Buildings Commission corruption? Why no Trib investigation on Walsh Construction's long-standing stranglehold on roadway and other major construction projects of public sector? We are wrung dry, and the Big Dogs get rewarded, over and over again.

But wouldn't a facility in the geographic
"Heart of Chicago" make the most sense?

There's no real reason for a Police Training
Academy to be close to Downtown or tied to
shady outfits connected to alderfools/mayoral
war chest contributors lined up to get their
dicks wet off the sweat of the taxpayer's backs...
