Per Mile Tax

Remember when Jay-Bee "BJ" the Hutt said he wasn't going to propose a per-mile tax during the campaign? He just had someone else do it:
  • Bill Status of HB2864

    House Sponsors
    Rep. Marcus C. Evans, Jr.

Amends the Motor Fuel Tax Law. Creates the per-mile road usage charge pilot program. Provides that the registered owner of a motor vehicle that is approved to participate in the program shall, in lieu of the taxes imposed under the Motor Fuel Tax Law, pay a per-mile road usage charge for metered use by the subject vehicle of the highways in this State. Provides that the per-mile road usage charge is $0.021 per mile. Effective immediately.
Two-and-one-tenth cents per mile?

And pardon our disbelief, but this would repeal the Motor Fuel Tax Law in its entirety? How are they going to register out-of-state miles since we spend a lot of time outside this hellhole on our days off?

Looks like we'll be driving to work in reverse as much as possible.

The tax is more about control.
Make it prohibitively expensive to operate a privately owned vehicle in certain places at certain times.
Control.

That law SHOULD apply to ALL Electric Vehicles.
Right now all EVs get a pass on paying all taxes collected at the pump.

Let me say that again for those who did not comprehend it the first time:

That law SHOULD apply to ALL Electric Vehicles.
Right now all EVs get a pass on paying all taxes collected at the pump.

I'm tired of paying "my fair share" of Road Taxes at the pump and have those who bought EVs not only get a $7,500 rebate paid to them by fellow taxpayers on their car purchase, but also get a "pass" at the pump on all State and Federal Road Taxes.

Want to tax "by the mile"? Start with all the EVs. AND, how are they going to mount these devices onto cars/vehicles? Will the owners have to pay for the device to be put on?

This state is driving me Bonkers! I had my accountants calculate this JB the Hutt's Mileage Penalty Tax to see how it effects my Rolls-Royce. (Remember, I bought one because they are safe and luxurious, not because they get great gas mileage.)

Let's DO THE MATH on this to see the New Picture on taxes:

Remember those Word Problems you hated in school? Well here is a good one.

I give an average car to show what gets 20MPG, 30MPG, 40MPG etc. NOT that you would ever see a Howell driving any of these cars. (ALL City Mileage, except CAR C)

Rolls - Gets 12 miles per gallon (only fair to figure out what I have to pay)
CAR A - Gets 20 miles per gallon (Nissan Pathfinder)
CAR B - Gets 30 miles per gallon (VW Jetta)
CAR C - Gets 40 miles per gallon (Chevy Spark - 40MPG on HWY, not city)

Let's say Road Tax is $.40 (forty cents) a gallon at the pump.
JB the HUTT tax per mile - $.021 per mile

How much tax does each car pay EVERY 1,200 Miles in "Road Taxes" using the Pump or the JB Mileage Penalty Tax formula?

Rolls - Gas tax on 1,200 Miles - ($.40 x 100 gallons) = $40.00
JBM Tax on 1,200 Miles - ($.021 x 1,200 Miles = $25.20

CAR A - Gas tax on 1,200 Miles - ($.40 x 60 gallons) = $24.00
JBM Tax on 1,200 Miles - ($.021 x 1,200 Miles = $25.20

CAR B - Gas tax on 1,200 Miles - ($.40 x 40 gallons) = $16.00
JBM Tax on 1,200 Miles - ($.021 x 1,200 Miles = $25.20

CAR C - Gas tax on 1,200 Miles - ($.40 x 30 gallons) = $12.00
JBM Tax on 1,200 Miles - ($.021 x 1,200 Miles = $25.20

EGADS!! Take a GOOD NOTICE on how the smaller cars (which are much less SAFE on the Road than my Rolls) are now "penalized" and will be paying a LOT more than what they paid at the pump. Don't the Masses drive cars like that?

So if you have some safe Gas Guzzler Car like mine, you are NOT going to be penalized as much as those who thought they were "doing good for the environment" and buying a smaller, more fuel-efficient car (which is not as safe as my three-ton Tank).

If you have a high-MPG car (which is also unsafe because it is so small and light), you pay DOUBLE in taxes than at the Pump.

Looks like those of us on the North Shore have been taken care of by JB. Good propaganda "Make Billionaires pay their fair share." LOL - That's Grand!!!

If you want to save money sell that unsafe econobox and buy a Rolls boys! You can't go wrong.

Be like a Howell and not a commoner, or pauper!! Let the Masses pay these stupid Sheriff of Nottingham Taxes. Looks like JB hoodwinked the Masses - again.

I'll have to tell all my friends with Rolls and Bentleys that this Mileage Tax is a good thing - for the Masses to pay for.

They can find out when you leave the State with GPS as that's how they keep track of the miles driven AND YOU. Welcome to the start of the dystopian world of socialism where the government follows you and controls you. In Sweden the people are agreeing to be embedded with chips which contain all their personal information which they can use to ride a train, get healthcare, charge things. The government knows your every step. Some companies here are starting this. So think about this, maybe sometime down the road the government doesn't like you or your politics. Now they can cut you off via your chip. No healthcare, no charging, no gas, no train ride. The politicians are brilliant. George Orwell's 1984 is here now. And how about those Swedes, they must be pretty naive to go along with this, but then again they let all those third world migrants into their country and the migrants are destroying the country.

If anyone really believes that they will replace the existing gas tax with the per mile tax I have a bridge for sale. The milage tax will be an additional tax when all the dust settles. Will start out kind of low .021 then very quickly escalate, my guess is .05 in two years and then .10 in five. Then who knows. The out of state question is a valid one. Wonder if they will equip all the moving vans with the meters first because there will be a lot of relocation going on soon. Sell your property while the price is high, that price is about to drop. The Democrats want all your money and now have the power in the state to take it.

And just how did the drilling minds in Springfield come up with .021? Won't be that amount very long. This is just a way to allow those on welfare too avoid another tax. They will be exempt when final law become a reality. Now there is no way to exempt them from a pergallon tax this law will be the vehicle to pander once again to the community. Once again the poor working stiff will be picking up the tab for the lazy uneducated and illegal mostly Chicago area community scum. This on top of the $1000 Free money plan in Chicago. Yeah Democrats way to go.

So you are saying to yourself oh, .021 I can live with that. But you know in your heart it will not be .021 for long. Bridges need fixing and potholes need filling and some streets need rebuilding and community has new demands. So very quickly the .021 becomes .05 then in short order .10 they .15 and so on. They got you and there is absolutely nothing you can do about it. Oh and by the way they won't be repealing the gas tax maybe just lowering it a little for a while and when no one is playing attention will raise it again. This makes the Chicago Sugar Tax pail by comparison. All Democrats want ALL your money.

So the Democrats are counting on you to finance them. I am surprised that haven't started the rain tax as some of the eastern states have. You get charged by how much rain runoff there is on your property every time it rains. They might even tax the sunshine. Bill Daley, in one of his slick mailings said he doesn't want to tax the home owners so look to a tax on the pensions, less payout on pensions and paying more into them. He wants to look into them to make changes. But it shouldn't affect Richie's pensions.

Monitoring is easy. The device in your car will use GPS to track your every movement. That G.P.S. information will go to a Illinois government computer and a program will compute your tax bills. The rest of the information will be stored in a government computer for any of your enemies with Democrat clout to download and use your every movement to make life miserable for you. Your movements may show you needed to get a certain city's vehicle sticker and you will be hauled into court to pay fines. Your car insurance may go up because you went over your estimated mileage. The State Police will send you computerized tickets for every instance you went over the speed limits. Hackers will know when you are away from home so they know when it is safe to burglarize your house. Chicago will have the ability to accurately levy a “head tax” on automobile commuters working in the city who live outside of it. When the pilot program is successful, they will pass a law to apply this to everyone. If you don't have clout to fix things with a phone call, you should be worried.

This may not be feasible, just an attempt by a nobody get some Green New Dill exposure to follow the national trend.

A whole new set of tax revenues coming like it or not. Some in the form of “levies” not “taxes”.
Home rule and taxing the pensions - but state elected officials including judges will exempt themselves.
Since they won’t likely tax ordinary stuff, they’re coming up with a kinds of new schemes.
At what point will the 700,000 Chicago, 1.2 mil Cook Co, or 2.5 mil IL Democrat voters (or portions thereof) say, get your hand outta my pocket? What did they except? Somebody has to pay for raises to the Entitlements.

That's roughly double what the state's gasoline tax is. You drive 10,000 miles per year and get 20 mpg = 500 gal. gas 500 x $0.19 / per gallon motor fuel tax is $95.00 10,000 miles x $0.021 = $210.00 (and, as you note, they'll collect the tax on miles driven out of state). No mention of the city, county, state, and Regional Transportation Authority sales tax that - for Chicago residents - amounts to 10.25% One more reason to leave Illinois

The technology is here. You could use GPS to track mileage so going out of state would not cause road trips to be logged and counted against you. That said do you want the state to know where and when you are driving? On the plus side, it would create job opportunities for certain connected vendors and firms to manage the system. I can remember when the politicians in Springfield said the toll ways were going to be "free" after paying off the bonds. Now there is talk of selling them for some quick "parking meter" cash. I'm sure investors will find the roads attractive as long as they can keep jacking up the rates.

Hey, let’s make the bullet tax, bottled water tax, and a renewed soda tax statewide.

First, let Mayor Prickwinkle re-establish the soda tax for Chicagoans....(Only if their income is greater than $25K a year.) PLUS, sales of spray paint will be allowed with a $5 per can tax....Unless the buyer makes less than $25K a year, then no tax.

The state does not have to install a meter to enact a mileage tax. It will just subtract your mileage from your previous environmental test from your next environmental test. Ok Mr. SO and SO, as soon as you pay us $600 for your previous two years of mileage, we will pass your vehicle on its inspection. Don't have the money? Oh, too bad. No inspection certificate, no license plate renewal. Watch out for those Chicago ticket writers in green, two tickets and your car will be booted and towed to Daley & Vanecko impound lot.

Might work if they can prove you purchased all your gas and did all your driving in Illinois.

I find it unconscionable that certain politicians with a "D" after their name seem to get their rocks off by creating new taxes.

Just another reason I'm so glad I left Illinois. They don't have this shit in Texas. Where I live now I have to pay $70/yr for a city sticker (Chicago cost me $139.48),a savings of $69/yr. No state sticker (a savings of $101). No tax on groceries. No state tax. They don't tax my pension. Over all city tax rate in Chicago is 10.25%. Texas, 8.25%. Life is good!
