Another Dumb Idea in Springfield
This is what passes for intelligence from our political "masters" in Springfield:
- Creates the Peace Officer Accountability Act. Provides that before a peace officer is permitted to carry a firearm in the unit of government in which he or she is employed, the peace officer must either: (1) live in the unit of government in which he or she serves; or (2) complete 200 hours of specified work or training.
Provides that the unit of government shall require each peace officer employed by the unit of government before entering upon the officer's duties to have a liability insurance policy.
Provides that the public shall have access to all documents concerning promotions, which documents are subject to disclosure under the Freedom of Information Act.
Provides that each peace officer, before discharging his or her duties as a peace officer, shall sign an affidavit declaring that he or she will report all unethical and unlawful conduct of other peace officers immediately to the internal affairs division of the department.
Provides that the exclusive representative of a peace officer bargaining unit may not enter into a contract or collective bargaining agreement with the department that permits unconstitutional conduct by peace officers. Amends the Illinois Police Training Act.
Provides that the minimum standards for police academies shall include 20 hours of race relations training, acquaintance with the youth residing in the unit of government in which the officers will serve, when discharging a firearm, the avoidance of the use of deadly force except when necessary to protect the life of the officer and on methods of using less than deadly force to disarm a suspect.
Provides annual 20 hours of training of peace officers in race relations and constitutional methods of the use of force. Amends various other Acts to make conforming changes.
We never seem to see any training for the "community" though.
They'll stack requirements on top of requirements and write vague bullshit that serves only to strip officers of any job protections, negates Constitutional Rights, and creates insurmountable obstacles (financial and otherwise) to actually doing the job we swore to do.

What about our side? If it's a one-way street,
just say so. So that would be a lecture rather

I expect police to continue to commit suicide and I expect the Departments to have trouble getting people to take the job. Also expect to see crime rise and people continue to leave Illinois.
Nothing good with this.
"will report all unethical and unlawful conduct of other peace officers immediately to the internal affairs division"
Hello internal affairs, I'd like to report some cheating going on in the LIEutenant's exam
Freedom of Information A t?
Does that mean they can look up your address to verify your residence?
I am sure no arrestee or her lawyer would abuse that!
Same thing happens with all the disturbing “common sense” gun laws that only serve to harm law abiding citizens. I have yet to see a “crime bill” come out of any of these committees. What will it take to force these idiots to admit that its criminals that need to be stepped on ? Longer sentences, 3 strikes, etc . You arrest them, courts release them. Rinse and repeat until they kill. Then maybe they get a few years for it. No one seems to be up in arms about this kind of crap but once its passed people act surprised. We are in a war for our freedoms and no one seems to care.
You mean the merit promotees package is subject to public scrutiny ? Will their original scores be revealed ?
Session Sine die...................Adjournment sine die (from the Latin "without day") means "without assigning a day for a further meeting or hearing". To adjourn an assembly sine die is to adjourn it for an indefinite period. A legislative body adjourns sine die when it adjourns without appointing a day on which to appear or assemble again.
It’s already a very undesirable job and very low numbers are applying. Just wait till this garbage goes through. No one will take the job. Then what?
Ok guys.. be sure know the constitutional rights of arrestees and forgo any constitutional rights of your own and be sure to sign off on any benefits that come with the job— you know, insurance and what not
What politician(s) sponsored this bill? What's the HB number?
If they want do-it-yourself "justice", this is how they'll get it.
Buckets of it.
“Who really needs the training? I have come to the conclusion that it is generally not the police who need more training including 'de-escalation,' diversity, sensitivity and civil rights training; it is the American public. The Millennium Generation has absolutely no understanding of what their actual civil rights are – and more importantly, are not. They have no idea what the legal constraints are with respect to their behaviors during police encounters. They have no awareness as to why they get detained and arrested for the stupid things they say and do. Most of their parents are worse than their offspring are.”

Wasting zero time codifying and enshrining their
revenge against The Police and Policing.
"Accountability" is nothing but a slanted
and loaded inference buzzword the progressives
and the perpetually aggrieved folkses/peoples
have latched onto.
And if/when this donkey dung is challenged
in court, they will burn tax-payer treasure
fending off the challenge.
The REAL peril when progressives gain access
to the levers of governance and the keys to
the treasury as they WILL use those as weapons
against the upright and law-abiding citizenry
who dare try to fight them back.
Got buyer's remorse yet Illinois?
Look.
Point & Laugh.
Leave.
I would love to see such oversight of politicians.
Illinois began losing a significant number of residents in 2014, and every year that number increases. Since 2014, Illinois has lost 157,000 residents (45,000 left in 2018). What a horrible, wretched shithole with the absolute worst “politicians” in the country. My only hope is that these terrible people, and the criminals they pander to, never leave Illinois.
All more reason to stay fetal!!! Protect yourself your partners and your homefront!
Requires Peace Officer to be at least 10 feet away from his/her television while playing "Duck Hunt" on his/her Nintendo Entertainment System.
Prohibits Governors over 300 lbs from any Buffets within the State of Illinois.
That is some bullshit! Too much state regulation. Let the agency decide what it needs based on the community they serve.
These "law makers" are scary stupid and impractical. Race relations training is a waste of tax payer money. What are they going to teach? How to walk away from beatings, stabbings, shootings and just funnins against whites?
Who's gpoing to pay the liability insurance? Why would any PO want to live in any community they serve and have morons pounding on their home in the middle of their sleep after a 2 hour shift or threatening their family? This isn't Mayberry.
You're asking the right question SCC - when are they teaching the community how to behave?
Sadly, these dumbasses are ruining our state, forcing low income robberies and decay on anyone who woris hard and they don't have to live in fear with their armed security details.
Stand up people, you've nothing left to lose.
A forest preserve police officer must live in a tree?
It would be fun to see the disclosure of documents on promotions. Have to start with a new "Mayor's Row" type of joint.
Who would want this job in any municipality with these demands!? You would have to pay for liability insurance before getting the job !? Ha ha ha... no one would apply for any police job. That’s funny no police equals no more Democratic voters once they kill each other off.,
As it is my sworn duty to report criminal behavior to the IAD of my department the following there is cheating on all promotions within the CPD, these same cheaters are stealing time, several of these cheaters do not reside with in chicagos city limits. Sorry just doing my duty.
20 and out ...if you can.
Fvck this entire state.
20 Hours of race training. How many different races are in Chicago? How many different religions? How many different sexual preferences? Bet they don't train minority officers on how to work in white communities.
Where is the super star Mark Donahue from the FOP. Kevin dukes him a $80,000 per year to be a lobbyist in Springfield. (Most other lobbyist make between $25,000 and $40,000) Why hasn't this guy made any noise. This talk has been in the hallways for the past two months.
Another example of just how dysfunctional the FOP really is.
See for yourself. Go to the next FOP Board meeting. You will witness first hand how Donahue and his sidekick Doherty give Graham his marching orders. You will also be entertained how most of the Board members still fight among themselves. When the cat fighting starts to escalate, they move to go into executive session.
The entire FOP organization needs to go.
Disgusting, just disgusting.
It is HB0056. Introduced by one of Chicago's Very Own, Mary E. Flowers. Hot off the presses at 2525 W. 79th St.
sure ill do that.
NOW PAY ME.
Provides that the unit of government shall require each peace officer employed by the unit of government before entering upon the officer's duties to have a liability insurance policy.
What happened to being indemnified by the City of Chicago. Now we have to show our own liability insurance?
Anyone doing police work is literally out of their fricken minds. Stay safe people.
Ok?? Have the city buy our liability insurance since they haven’t put any $ into our pension.
The insane have taken over the asylum for sure.
What they are trying to do is get rid of the Poleece, and give control of the city to the criminals, so be it lets see how long that lasts!
You think we are salty now.........good luck chicago
You can have 1000 hours, nothing will change until community gets out of the siege mentality. The amount of breaks or discretion that officers use in the predominantly black neighborhoods is unbelievable, but we are stil baaaaaaad police.
seems like the offenders need this training moreso than the police ... but who's counting?
Police are obsolete, and the word police must be changed. The new title will be service member. They are there to serve the public which will not require them to carry firearms anymore. Order will be restored by requesting compliance. Those who resist will be reported.
the avoidance of the use of deadly force except when necessary to protect the life of the officer

so great bodily harm must be distinguished I guess, huh?
Only a damn fool would take a job as a cop.

It’s like building house starting from the roof, wrong approach. It’s time to teach kids at school how to respect law and those who represent it.
Some countries have a national police officer day in the middle of a summer. Kids from local schools and their teachers visit the local police stations, bringing flowers or cards for the police, they get a tour around the station, even taking ride in the squad cars. But politics especially in Chicago they all talk about integration, transparency, acceptance but look around, take a closer look at how they divided this city, why? The answer it’s pretty simple, first you build fear, than you build “solution” and people will come back to you for what they believe it’s the “solution”.
All the mandates in the bill sound like things our lawmakers should be subject to and swearing an oath to uphold as well! I think they should give each one of the lawmakers a magic wand when they take office, because the way they make money disappear in illannoy, the lawmakers, historically, have all been magicians!
You would swear with the rules the lawmakers are passing that the cops are killing people in the streets as if it were for sport instead of protecting lives, citizens and their own....
Oh wait that is happening but it's all the people and folks! And we all know Kimmie won't do anything that will upset the people and folks!!!
as I read the law, this would require all police officers in the state to live within their hiring cities. That alone will kill this bill. But, you can see what the liberal democrats are thinking now that they control the state with a veto proof majority. I never thought that I would say this, but at this point I am glad that Madigan controls things in Springfield; at least he as some common sense.
Which idiot introduced this bullshit?
Why does Illinois pander so much to the criminal element? Hey politicians felons can't vote, they can run for political office though.
And anybody thinking of law enforcement, other than federal, as a career is out of their mind.
In a world of restorative justice, it was expected.
Sanctuary cities need Sanctuary states to cover all the bases.
Anyone interested or need training for how to mange their time between the 1st and 16th?
CAPS is holding daytime classes Mon through Friday, excluding weekends and holidays.
Come on in and sit in for a complimentary class.
Stay Fetal and keep those GOCR’s coming.
"We never seem to see any training for the "community" though."
But aren't the police supposed to be the professionals?
some of it is good. some of it is goofy. some of it is impossible.
for instance, the liability policy sounds like a great idea but no private insurer is going to want to take on the liability, especially for Chicago PD given its history. better run departments might be able to get a private insurer to provide such insurance, but it will never happen in Chicago.
better transparency is always a good idea, but why limit the transparency to promotions. and why limit it to police departments. greater transparency at all levels and all sides of government is what is needed.
“Do the people who are always demanding that there be more ‘training’ for police ever say that the hoodlums that the police have to deal with should have had more training by their parents, instead of being allowed to grow wild, like weeds?” - Thomas Sowell

How about we teach kids what their rights are and what their responsibilities are when interacting with LE and leave it at that. the idea that those that enforce the law are somehow entitled to the government enforcing some minimum level of respect from the citizens at large is absurd.
there is no requirement that citizens show any level of respect to any government employee. that doesn't mean it is not a good idea but trying to make it a government requirement just is not going to fly.
teach kids what minimum level of cooperation and compliance with LE is required and leave it at that.

Chicago aldermen are peace officers and are allowed to carry. Do these rules apply to them?

This will not change things much, except to give officers more inside jobs to the connected, until someone with more clout comes along.

I don’t think the person you were responding to said anything about making respect for government employees a requirement. It is expected in society that we respect the law, like the original poster said. Whether or not you respect law enforcement, you should treat them with respect in your encounters. Just as you should treat everyone with respect whether you like them or not. There’s no requirement that we give anyone respect ever, but that doesn’t mean you shouldn’t teach the youth to be respectful. Nothing to do with being entitled to respect. Guess who also isnt entitled to any level of respect? Private sector employees. Who else? You. Me, everyone. I don’t think the original poster stating “teach these kids to respect the law and those who represent it” even comes close to anything you’re arguing. But I will warn you, treat the cop who pulls you over like shit because he isn’t entitled to your respect, you better hope you have 2 screws in your license plate, the license plate light is working, no air freshener hanging from your rear view mirror, that you used that turn signal 100ft prior to turning, didn’t go 1mph over the limit, have a front license plate properly attached, city sticker and registration up to date, no crack in your windshield over 6inches from a pebble earlier, and insurance readily available, there’s plenty more too we can get ya with no matter how in compliance you think you are. Can’t escape IVC. A quick tally in my head you’re already over $1000 in tickets not including court costs and fees.....you might just want to be respectful anyways, you know, even if we aren’t entitled to it. So, be nice, dickhead.
When are they going to mandate elected officials to report any unethical behavior that they see on the part of their fellow elected officials and be required to report it to the inspector general, state's attorney or illinois attorney general? Always worrying about a way to diminish the police, but never think of themselves on anything ethical.
Time for a huge raise.
On top of this, have a look at what these Illinois Senate committees considered yesterday.
Releasing mugshots – SB 1345 requires that a mug shot can only be provided if there is an imminent threat of danger and that any person or business engaged in publishing criminal record information can not publish the mug shots prior to an arrestee's conviction of the crime.
• Sponsor: Senator Scott Bennett
• Committee: Criminal Law
Mugshots on social media – SB 1699 prohibits police departments from posting mugshots on their social media accounts.
• Sponsor: Senator Steve Stadelman
• Committee: Judiciary
What they are trying to do is get rid of the Poleece, and give control of the city to the criminals, so be it lets see how long that lasts!
3/19/2019 07:55:00 AM
There is one thing, and one thing only, that keeps those of criminal intent alive.
Law.
Enforcement.
That is all.
No law enforcement = criminals will be slaughtered with no restraints, no warnings, no clues as to where, when, how or by whom.
Just poof and they will breathe no more.
By the thousands.
Sponteneous as a sneeze and far more selectively than a pidgeon dropping poop.
But for the reliablilty of law enforcement, the seperating of chaff from wheat would already be the norm.
....but at this point I am glad that Madigan controls things in Springfield; at least he as some common sense.
3/19/2019 09:12:00 AM
No, he does not.
His common sense = keep power unto his last breath.
No more or less than an alley rat.
"...It’s time to teach kids at school how to respect law and those who represent it....."
The geometry of law:
1. Legislative
2. Judicial
3. Executive/enforcement
Respect for enforcement of law depends upon respect for legislated law and adjudicated law.
Respect for legislated law, legislated by democrat grafting grifters, is a tough sell, even to kids. At least kids who are not full blown asshole idiots.
Respect for adjudicated law is based upon reliable consequences for violating said law. Reliable consequences are a rare occurence in these here parts of our nation.
Thus, respect for law enforcers is significantly linked to respect for legislated law and adjudicated consequences of said legislated law.
Our crooked county and shithead infested city has little to nothing to support respect for either legislated or adjudicated law.
No, not law founded firmly upon natural law, nor law honestly and honorably grounded upon realities undeniable in their nature.
For kids to become adults reliably respectful of law enforcement, respect worthy law legislators and law adjudicators must exist as examples of how to become adult without turning into an asshole.
Please tell me that even Illannoy won't pass this master/serf bullshit.
Glad I'm almost retired and leaving Illinois shithole!

That's one reason democrats are so strongly behind eradicating gun rights; their voter base is killing itself off.
That's also the reason they're so supportive of illegal immigrant's "rights"; they are the future democrats.
