COPA "Not Qualified"

  • The union representing Chicago police officers says the Civilian Office of Police Accountability (COPA) is violating state law by investigating fatal officer-involved shootings, according to a lawsuit filed Friday in Cook County Circuit Court.

    The officer union — Fraternal Order of Police Lodge no. 7 — is seeking an injunction against the city to ensure that COPA investigators are state-qualified law enforcement officers, which the lawsuit claims they are not.

    COPA is designated to lead investigations into fatal encounters with Chicago police.

    The lawsuit alleges that COPA’s lead investigators in those encounters are not trained “law enforcement officers,” in violation of the Illinois Police and Community Relations Improvement Act.
COPA also has an anti-police agenda when they should be looking for facts and truth. Everything, every single action, is interpreted to put the police in the worst possible light and satisfy a political end. That was evident in its creation and the complete disregard for existing law that is always so prevalent in Chicago politics.

As a citizen, I have always wondered what the heck these people were doing judging you? What the heck do they know about your jobs? It would be like a panel of aging hairdressers judging medical professionals. Or gardeners judging a group of attorneys. They know nothing about the work, other than what they have heard or read about. Nor have they ever walked in your shoes. Who thought this up anyway? Does anyone in gov't authority in that sleevy wretched city have one brain cell? Utter nonsense that lay people think they have the right to sit and look down on you. It's sickening.

There was never going to be a new contract from the current mayor. The consent decree was coming thanks to the help of the past president . He is the guy who along with his entire crew voted not to intervene . The fact of the matter is that you have one faction that wins and the other that does not . It’s not about helping the members for some it’s about filling their own pockets . The knives are being sharpened for the next election and members who have not attended a meeting in two years are now showing up . Jason was moved because of comments made by his attorney about handshake agreements downstate .

Since force should be judged through the perspective of a reasonable officer and without using hindsight, but only the facts and actions known to the officer at the time of occurrence, it seems COPA would be unable to meet that perspective. And a lot of their conclusions are based on hindsight.

To be certified, the first have to complete the entire state mandated training (400+ hours). They also have to pass the state qualification test to Get certified. Then, they have to complete any investigative training which builds on as in on top of that.

Plus Alderthieving caucuses are pro-COPA/anti-Police as are both mayoral progressive candidates and neither will abolish or diminish the duties of el’COPA.
Apparently the Crooked Cook Co Courts threw out the last suit about the COPA overreaching granted by RottenRahm.
And likely they’ll toss it again.

Policing as we knew it is gone and hopefully the last of the hard charging are finally getting it through the foil lined backwards baseball caps of their numbed skulls.
Change won’t come or will there ever be an inch given to FOP or CPD.
That ship sailed decades ago.

I don't think that COPA investigators can be certified as law enforcement officers unless they have completed a few hundred hours of training per the training and standards board in Illinois. I do know that there is at least one short cut to this, a north suburban academy that trains on the weekends. But, I am wondering if the work around this is to have the state legislature amend the current law.

I mean, most of you useless humps that never worked a day in the private sector have ZERO concept of what a real work ethic is. I mean, top salary after 25 years in 2003 was 67,326 now as of the 2017 contract it’s 96,060, I never worked anywhere that someone received almost 30k in raises over that amount of time while never being promoted. I’m not saying that retiring a blue shirt is bad, but so many whine and cry about their pay, most of which don’t do nor never did jack shit, they hide behind a labor contract crying, “you can’t tell me what to do! You can’t make me actually do my job! You can’t discipline me! You can’t do this! You can’t do that!” Seriously, the only reason I can’t wait to retire isn’t the job, it’s the useless crybabies on it.

In truth, they are good at kicking wifebeaters off the force. Something IAD never did well.

Also a little known fact is that a large percentage of the investagators do come from police and DA backrounds and family. They actually tend to skew more towards pro police than the police rank and file would like to admit.
I think that my biggest beef with COPA is that has became the type of orginization that doesnt really have a justifiable existance. The investigations are to shoddy to stand up in a trial. Evans comes to mind. They are either too lazy,incompotent or both to shed the light of truth on any half complex situation. The office sucks up more and more resources that continue to be taken from actual training. Their work has never reduced the ghetto lottery awards so what's point of COPA aside from being a fig leaf on a naked mayor.

No one can be certified as sworn law enforcement in IL without completing a 400 hour part time academy (the NEMRT academy meets every other weekend, but it is still 400 hours) and passing the state certification exam. The full time academy is 480 hours, there is a 2 week transitional academy that part time officers attend to bridge to full time certification.

There is also the SWIC police academy that a private citizen can attend without sponsorship by any department, but upon graduation and passing the exam they are only state-certified - not sworn. They have no law enforcement powers until they are commissioned by a municipality or deputized by a sheriff’s department. It’s a route some private citizens who are serious about a career in law enforcement take (at their own expense) because it makes them marketable - a municipality doesn’t have to pay for their academy tuition or their salary while they attend an academy. No one from COPA would pass the background investigation SWIC conducts before allowing a private citizen to attend.

It’s nothing like a “merit appointment” because meritorious promotions are of already-sworn personnel. And despite what Andrew Peterson and all the DOR police impersonators think (and water rec commissioners, and city and suburban alderman) their little fake tin stars carry no legal authority - regardless of what they call themselves. Alderman were called peace officers so they could carry a firearm by city ordinance, but it was by ordinance only; they are not sworn to make on-view arrests or execute a warrant or summons. They have the same “peace officer” status as sheriff’s correctional officers in Cook County; that is, they are not police charged with a duty to enforce the law 24/7. And in the case of alderman, their peace officer status is valid only in Chicago and only by ordinance, whereas in the jail or in the case of parole officers their authority extends to wherever they are engaged in the performance of their official duties.

I mean, top salary after 25 years in 2003 was 67,326 now as of the 2017 contract it’s 96,060, I never worked anywhere that someone received almost 30k in raises over that amount of time while never being promoted. I’m not saying that retiring a blue shirt is bad, but so many whine and cry about their pay, most of which don’t do nor never did jack shit, they hide behind a labor contract crying, “you can’t tell me what to do! You can’t make me actually do my job! You can’t discipline me! You can’t do this! You can’t do that!” Seriously, the only reason I can’t wait to retire isn’t the job, it’s the useless crybabies

Hey dumb dumb not sure if you have been alive the last 4 years but when they fire, charged, strip and suspend coppers for doing there job correctly that’s when I stopped doing police work. Give the city why they want and do nothing

I don't think that COPA investigators can be certified as law enforcement officers unless they have completed a few hundred hours of training per the training and standards board in Illinois. I do know that there is at least one short cut to this, a north suburban academy that trains on the weekends. But, I am wondering if the work around this is to have the state legislature amend the current law.

Not Qualified, most of the people on the 5th floor are not qualified to manage a shoe store.
Dana, Fred, Eddie, Carter, Eugene, Welch, Caluris, Lemmer, Wysinger, Hall, Sam, Fenner, Richardson, Gushes, the list goes on, all merit numerous times. How can these people lead the third largest Police Dept. Even if a couple passed a test these people have treated the officer's under them like shit; there is no respect! COPA may not be certified, but god damn the above and many more are not qualified. It is gonna take years to fix and I do not know if this once great Dept will ever be fixed!

What makes you think this is an issue for the city? They'll send the copa folks through the academy, pass them like they are family, and bam, problem solved. Or the supermajority downstate will change the law and sign it with the porcelain rubber stamp.

Problem is, if you read the administrative guidance from the Board us, that they do not work for law enforcement agency, which copa is not. The next paragraph writes that even retired officers can not be certified lead homicide investigators.

Just like the Cook County Sheriffs OPR Investigators. Some are retired CPD the others are hired off the street and after a while sent the CCS Academy. And to top it off. They take the Corrections test. They get their certification and firearms training.

I agree. The best route for FOP to take is jump in on some pending lawsuits aginst COPA, and out them for their ineptitude.
The idiots at Northwestern and University of Chicago joined BLM and the DOJ consent decree as " friends of the Court" in suing the Chicago Police . The FOP ought to do likewise against COPA.

Really? I know of a current CPD chief, on the job right now, that's a known wife beater. Why didn't COPA kick him off the force?

Fun notes about COPA

COPA has been, and is being sued numerous times- by both officers and their own employees.

COPA employees have been charged with criminal offenses; false official reports;leaking confidential information to the media and plaintiff's attorney;

COPA investigators have been caught perjuring in court by judge and officer's counsel.

Sharon Fairley, the previous COPA head, has been and is being sued multiple times for false official reports, perjuring, and retaliation.

Despite getting endorsements by all of the major news and media outlets ( reward for leaking info to them)-lost BIG time in her run for attorney general.

COPA investigators are failed cops, car salesmen, clerks, and other low level civilian employees.

COPA shouldn't be able to obtain the sworn officer training unless Aviation security officers who lost their police powers are granted the same opportunity.

and most disturbing of all, a COPA employee is related by blood to the member of the Chicago Police Board. They even share the same last name ( Eaddy). Does that mean the member who has a case in front of that board who was investigated by that COPA employee have a shot at a fair hearing?

I have an idea. Why don’t you take all COPA members down to the uniform shop and they can buy a sweater, shirt, boots, and pants and steal some nameplates. They can also buy some duty rigs, roll up newspapers and stick them in the holsters and cover them with the sweater, check out a squad and radio, grab a partner and take calls for a shift. They could do all of this and not attend an academy. In fact, they don’t even have to be 18.

I mean hell, it’s not like this hasn’t happened before.
