The Special Service Award is described as follows:
- ...is granted to any Department sworn or civilian member whose service contributed to any event that has a significant impact upon the historical direction and operations of the Department.
Now imagine being this disliked and garnering this little respect from the people you are supposed to be leading (click for a larger version):
The Department neglected to mention if the "significant impact" was positive or negative and the submitting supervisor obviously took it in a negative direction. The supervisor also took a three day suspension for his warped sense of humor and we are told he took it with a smile.
But how big of an asshole do you have to be that people are willing to take suspension time over your inability to lead? This award (#8099999) was deleted a few years after submission at the insistence of Lemmer, in case anyone ever discovered how little respect he had from the rank and file. And now, he makes his bones belittling men and women who have done more police work than he was ever a part of.

Retired Sergeant Gerald Murphy was the balls behind the submission of that nomination.
Murphy was also a persistent thorn in the side of lieutenant John Andrews - another micromanaging, morale killing company man that couldn’t be trusted as far he could be thrown.
Murphy went out of his way to aggravate, inconvenience and create more work for those two clowns as a tit-for-tat when they’d implement bullshit, unnecessary or redundant tasks or duties for the sergeants and their troops.
What people like Lemmer, Andrews et al will never be able to figure out is that the 011th District was functioning long before their arrival and that there was absolutely no need to reinvent the wheel in a shithole where 98% of the district hates the police. It was also absolutely uncalled for to nitpick minor uniform infractions, lunches that ran past 30 minutes and to hold time due requests hostage. And this was after putting the arm on same coppers (and sergeants) for activity under threats for non-compliance. But I guess such actions are expected from wannabes with rank who were never the police.
I’ll never forget how giddy with excitement Lemmer was when Glenn Evans would let him ride along to play police and harass the Arab store owners... he came up with a shotgun one day and boasted “we’re gonna go make someone’s day” ... or some bullshit like that. What a total fucking dickbag he is.
Anywho... guys like Murphy are few and far between. It was a pleasure to work with and for him. Guys like Tommy Lemmer and John Andrews don’t amount to a pimple on Gerry’s pasty white ass. Besides using GPS and minute details to try to play “gotcha” to Cmdr’s and Lts up at the podium, he actually calls out districts for the amount of people on IOD. Busy district like 011 and 015. How the fuck do they have any control over how many guys fight their troops and cause sometimes and usually serious injuries. That whole west side is a war zone. They should be on their knees thanking the officers that come in every day to work there. Instead, Lemmer gets them up there and berates them. WTF. The whole point of comstat is to get a Cmdr up there and try to bust him out in front of the entire cpd command staff, their peers and whoever else might be in the building that day. To try to catch them off guard with some trickbag question. He asked a WOL the other day why his watch had less stops than tact in an area of robberies. Wondered why tact was doing all the heavy lifting with the stops. Well, you fuck nut, because tact isn’t tied to a radio and doesn’t have to answer jobs. That’s the whole point of tact. The whole point of the watch is to take care of jobs and do what they can in between. But seriously, why can’t anyone see that there is something absolutely inherently wrong with the whole comstat model. Of trying to embarrass commanders and WOL’s. Why wouldnt they just have a small private meeting consisting one district at a time where that can really sit down with each Cmdr and wols and address issues they want to address. This public berating and embarrassment is childish and does nothing but build resentment toward the brass.

Outstanding achievement. That said, I think Escamerit will be giving him a run for his money. In the last 1 1/2 years, 025 has had 6 Lt's leave, all citing Escamerit as the reason. In fact, the only Lt left, that was here prior to Escamerit, is soon do be forced out from age, so he frankly doesn't care. Yes, that's every Lt but one who have fled Escamerit.
I won't even get into Sgt's and PO's. Hell, half of 016 3rd watch was in 025 last year.
As of now, Escamerit is refusing to release officers who are trying to bid out, if they are trying for non-biddable units (ie - Sat or Homan), claiming manpower needs (025 hasn't had this many officers since its opening).
Sad how fast one jackass can completely destroy a place. Also sad how this has been ignored by the ivory tower.

An officer in 023 asked for time due because his aging father was in ill health and he was told he may only live another day or two. Lemmer denied the time. Thankfully the following day Lemmer was RDO. The Lieutenant who was the watch commander came into work and immediately gave the officer the time off. The officer was able to spend that evening with his father and family and his father passed away that night.

some years ago we altered the Word on the watch commander's desk top computer so that everytime a certain lieutenant would type his name on a report, Word would automatically alter his name to read, "Quigg", from the book and movie. It was pretty funny at the time and he did not catch this right away and a few reports went out with that name on the report.

She already has made some big political enemies during this run. She will make many more if she continues with her progressive changes rankling corrosive and corruptive power players. The Machine won't like it. Seems to me she'll want to keep crime down (murders, shootings, carjackings, etc) and for that you need an active and motivated police department. A new and well experienced Police Superintendent is essential. Clown's need not apply.
Lightfoot needs to step forward and communicate directly to the Rank and File. With assurances and positive demonstrated actions the police will respond to Chicago's crime problem. This fix is not that difficult to make. She's got the will for it. The Lemmer's will not last long in this type of environment.
If Tonie wins, the Lemmer's of the world and their toxicity will flourish and thoroughly embed itself department wide. At best Tonie will have the status quo, at worst she will now own the "killing fields " of Chicago.

I am skeptical about this. Politicians such as Rahm and Madigan always make deals that benefit themselves, but usually are too smart to take an envelope of cash. They like to make stock deals and get law firm and insurance business, not outright bribes for zoning issues. But, sometimes they slip and maybe they will be caught up in this newest federal investigation. Anyway, when Burke or Solis come to trial the tapes will be made public and we will see who said what, even those actors who were not charged.

When Lemmer came to 023 as a newly made Captain he said that he was personally appointed by Supt. Cline (thanks a lot) to advance Clines strategies to address issues of chronic crime and disorder. He then went on to micro manage every aspect of the Watch even when RDO. He had the Watch secretary (yes they still exist) fax over the line up when he was RDO so he could “approve” it. Then if the Lt. Who was the acting WC changed anything he would thereafter them with a SPAR. Just ask Lt. Stasch who when threatened with a SPAR from Lemmer wrote his response to which Lemmers face literally dropped and asked “Are you really gonna submit this?” After Stasch replied in the affirmative Lemmer blinked and the issue was dropped. As always Lemmer ran to the DC and complained that he wasn’t be obeyed on his RDO. Lemmer was very Ralp Price-esque in that he is way too educated beyond his ability to function. Where as Lemmer has a personality, albeit a unique one, Price was just a over educated, inflated ego, pissant.

rumor was covered up a big theft ring at streets and san , was rewarded with commissioners job

Yeah there's that...
But it's something way more evil,
toxic and vicious behind why such
perpetually wretched human beings
can find a home at CPD and not only
to stay, but prosper and thrive.
We alway said that these bosses should
be rounded up and locked inside Bulk
Storage down on 39th & Michigan to
"supervise" the rats and each other.
No weapons.
No cell phones.
No outside contact.
No getting subordinate flunkies
to do their dirty work for them.
Make them fight over the one land line phone
in order to generate dueling c/r#s on each other.
10 hours a day. Six days a week.
Since they're "exempt" an' shit.
If there was a REAL Superintendent at the controls...

John Doty was the most bipolar, idiotic, schizoid fucked up commander I have ever seen on this job.
Yet the blog never really kicked him in the ass for some of the antics and bullshit he pulled as a commander. 006 and 021 hated him.
It took some University of Chicago cops to finally call out Doty for his idiocy. he took a hatchet to the UCPD and fired and force demoted a bunch of cops when he made deputy chief of that force.
He in turn was shown the door and disnvited to a watch party at a Hyde Park tap.
And his bff Milton Owens was also fired as well.
Good riddance to the bad trash which is John Doty.

When they do that, I always say, thank you for the honorable do not mention. Or, I crumble it up and thrown in the garbage right in front of them. If they don’t have the common courtesy to just summarize it, I don’t have the common courtesy to leave it in front of me

I am a lt. in a district and I read EVERY honorable that the troops get. After all the bs that we get everyday from the citizens, the exempts and assholes everywhere it is the least we can do to say thank you for doing a job that almost no one else will. There is next to nothing left to take care of the troops so reading an honorable is a small way to say we appreciate what they do day in and day out.
