New Academy Approved

Rahm attempting to shaft his successor with an underbid, poorly constructed campus built on what may be a toxic piece of property with inadequate parking and inconveniently accessible:
  • With time running out on his mayoral reign, Rahm Emanuel on Wednesday locked in two building blocks of his development legacy: the $6 billion Lincoln Yards development and construction of a $95 million police and fire training academy in West Garfield Park.

    First up was the 38-to-8 vote to approve an $85 million contract with engineering giant AECOM to design and build a new police academy on vacant land at 4301 W. Chicago Ave.

    For more than a year now, Black Lives Matter movement and other young people, organized under the #NoCopAcademy label, have made that project a symbol of Emanuel’s misplaced spending priorities.
We find it amusing that the "progressives" and communists claim police need more training, then attempt to deny them the most basic infrastructure to accomplish that training. It's like their handlers are afraid this might reduce the lawsuits filed against the police.

It's also amusing (as a frequent e-mailer points out) that the NYPD just built an academy that cost over $950 million and Rahm thinks that he can build a combined police/fire academy for one-tenth of the price. We'll go out on a limb and say that the final cost tops $300 million and the buildings start to collapse within a year. By 2050, we'll start seeing the first lawsuits from a cancer-cluster centered around the campus.

This is exactly why the city, county and state are broke! There is no effort, planning, or intelligence involved with any big project! The real motivating factor is "How much can we fuck the taxpayers out of and put into our, our family, friends, and co-conspirators pockets?"
It's been going on forever but the amount of zero's at the end keep multiplying, leaving nothing to accomplish things that really matter like, promised pensions, promised healthcare, infrastructure and over all improvement in the city, county and state! There is "NO"!!! improvement that can be pointed out of any project in the city, county or state! There is also no extra money or any effort to pay down the debt of the children born in the 22nd century now! KEEP SPENDING MONEY WE DON'T HAVE ON SHIT WE DON'T NEED!

When i went through the academy, they didn't have enough parking, When I go to 001(work CTA detail) they don't have enough parking, when i have to go to h'quarters they don't have enough parking. Looks like this new academy doesn't have enough parking. Jesus christ can we build some damn parking garages!!

Put that money in our pension and pay down city debt!

I’m totally against any new developments, paying down anything owed and lowering taxes!

The above account is entirely true. Some details were omitted.
The deputy's driver was handcuffed because no one knew at the time he was the police. He was gambling at a table where a bunch of old school gangsters and criminals were smoking weed. He began bellowing that most of the big bosses-the black ones- frequented, knew about, or protected that joint.
The gangsters at the spot began bitching when they got locked up, while others got ANOV'd or not charged.
The gangsters screamed loudest when the off duty officer/street deputy driver got a pass.
FROM A REPUTABLE CIVILIAN ( NOT POLICE OR CRIMINAL): The Cook County bosses there are known party types that regularly imbibe in weed. Coke. and other stuff. Apparently Tom Dart has a lax random drug policy.

Have the entire matter investigated by an US Attorney's office OUTSIDE of Chicago.
Interview the thirty or so gang members ,police and crooks present.
Have everyone implicated take polygraphs and drug screens,and see where it goes.
COPA has a big file on this, and is using it for favors and political leverage against the Eddie Johnson administration.

Rahm really fucked the future and present copper'. The building will be like Area 4 when it was constructed. Doors that open to a brick, toilet drains 50 feet from were they were suppose to be at and scattered all over the building. It' always been an easy run for the sewer rats to set up shop in all the walls. The rood has been replaced ever 2 years.

The new academy will be staffed with 24 hour private security people so nothing gets stolen !
About time the community will get jobs to secure the building.

Hope all the new recruits who get hired like the ride from 005, 004, and 022. Traffic wont be bad. Wise to make friends in the hood for sleeping close. Your vehicle will be safe parked at the new academy. Just so what to expect, you might not have electric for a few days every month in summer and winter. The best of the best copper wire thief's know electric better then commonwealth Edison.

Be prepared for the worse being there, and going to from this future rat hole. Rahm just had to nail this one in to one of his cronies. 99 million to build will turn into 199 million overrun to complete when todays 6 year olds will be eligible to be hired. The union tradesmen will see heavy equipment vanish over night or while they are at lunch. Just remember Jimmy' hot dogs, north of this hole, is good for your health.

Lightfoot should fill a lawsuit to stop this from occurring.

I'm not siding with the haters, but this location is horrible!! It's between a garbage dump and the gas pumps at Ferdinand & Tripp(a toxic sight). There's no easy way to get there from any of the expressways. Some poor recruit from Arlington Heights is going to exit the Eisenhower at Pulaski and get lost...and end up dead. You better make sure you have a full tank of gas, because you'd be a fool to stop at the station at Chicago and Pulaski (or any where else between here and the expressway). And forgot about grabbing a bite to eat.

In further steamrolling, this nine fingered dwarf had the zoning committee ramrod approval for the Lincoln Yards project. With the scope and location, this is going to be a big moneymaker for the developers. Watching 2nd ward alderman Brian Hopkins pimp for the approval of this project calls into question how much the developers have spread around city council for such speedy approval. And on top of all of this is the city's granting of TIF funds to build this project. Nothing has changed in the 5th floor. They still spend that dough like its their money, even though you and I would never be able to afford the affordable housing they have claimed to set aside.

That’s an entire square block in the hot as hell west loop across the street from a park as well as a sought after CPS high school. How much are they paying for the property? Who valued the property? I would bet several hundred tooth picks the tax payers are getting screwed at every point in this deal. Overpaying for the toxic land where the academy is to be built. Overlay for shoddy under bid construction of the new academy and a give away of the old academy property. All happening in the 11th hour of Rahm’s term. I agree with the protesters the new academy should not be built on the west side. It will certainly bring an invasion of Police in the area. Therefore I am calling on Alderman Quinn(13th Ward) to lobby the city council to block the process and for a move to the Garfield Ridge Area. We will gladly accept the problem of more police in the area.

OT: It's funny someone mentioned the TSSS which was a study by Obama, before he became president mind you which is still ongoing. I emailed the Dept of Trans and asked when it's ending as they keep extending it and sure enough there is legislation to extend it again. At what point does it stop becoming a study? Agree with this, don't forget 001 is built on a junkyard and many coppers have developed cancer in that building and the shoddy construction the building literally falling down already. Then we have 35th and Michigan that junk building,with the floors that tilt,the showers that leak directly into the medical section, the doors that bent,the plumbing that is constantly broken,and the parking lot that floods and is tilted so the excess water flows into the building, so much more who gets the back door payoffs? Kim was hand picked by Big Tonie. Remember Kim recused her herself from the Smollett case. Did Michelle contact Big Tonie, who intern contacted Kimmy to bow out of the case. Bad local optics you see. Give it to the Feds. Maybe Obama's influence on Chicago politics has started in earnest already. If accurate, this political interference by Obama fits the narrative of local corruption. It's the Chicago Way. The tax payers should keep this in mind when you vote next month.

Went through O’Brien street academy and Soldier Field wheel gun training. Don’t recall any parking at O’Brien street, but we had Maxwell street for standup dining. On really hot summer days we got to open the windows all the way.

That is show up to the assigned job, give report, tell citizen we will do all we can and renter squad car, shut and lock door drive away. Rinse and repeat. I'm retired and they never did. At the Academy, I had to walk about 3 blocks to get there. At the old HQ on State St. you had to park illegaly and hope U didn't get a ticket. That included gun court, and impound court 2-3 blocks away and walk in. At Traffic court, there was no parking U had to take the CTA in. At the New headquarters to go to the medical U had to park out on the street, and walk in before they set aside medical parking.

I don't expect things will ever change. Now that Fire and Police are combined, it will probably be worse than ever. I worked in 014, 025, Old 016(worst ever!) A/5, Old 017 (Just like old 016) There weren't enough parking for the squad cars, much less personal vehicles. I worked a detail in Old 018, and we double parked on Chicago Ave. The squads were lined up in the alley before roll call, and check off.

They do have planning committee's , but the good ideas are never put through. It's just a formality they go through. I knew a heavy Sgt on the then new 911 center. 15 people or so, and he told me that no one liked the plans for the current 911 center, and he didn't know any of the people on the committee that voted for it, but there it sits.

Al long as there is power and influence in dollars doled out for public works projects there will be little concern for little people like us. When the idea of concern for the constituents who pay for all this returns then maybe you will see common sense prevail.

Ask the old timers, they went to O'Brian St, the building was used during the civil war as a hospital. The part of the building facing Union was blocked off since the facade kept falling down. Guy would hit the top of their heads all the time due to low pipes.
Then they built the new academy, and it was terrible, they asked no profession opinions, just went ahead and stole a lot of money building a second rate training center.

That this parcel was chosen to build a Police Training Facility

The board member go to parties but add very little value politically and don't actually deal with politicians. At best the irish parade is the most involved political thing FOP is involved in.

Why not repurpose a mothballed high school? Harper was remodeled a few years ago and was built when they used real concrete. Wi-Fi means you don’t have to wire much or drop ceilings or float floors like they did in the ‘80s. Or better yet; take over Daley College and build a state of the art range. Plenty of parking and a new Daley could be built on land belonging to the failing Ford City Shopping Mall. Would be cost effective and lay part of the fees off to the City Colleges. Think of the contracts.

The point of starting a project that is obviously underbid is - of course - to be able to come back to the taxpayers in a year or two and say “We need another bag of money to finish the project”. Great location great idea, an indoor resort complete with pools and everything was looking at the property going to invest multi-millions and wanted room for expansion as it is close to airport,expressway and trains the thought was the resort would be great that way if mom or dad came in on business downtown they could stay at resort,kids would eb happy and dad or mom could come back and night and enjoy the amenities.

the rub was the cha which ruins neighborhoods wanted a set aside for low income housing on part of that property and refused to budge the hotel center which would of brought total rejuvenation on that corridor with more restaurants,more family friendly activities and so much tax money said no way! Or maybe the local alderthief wanted to big of a cut that property has been abandoned for many years home to rats,thugs and garbage again another failure of th elected clowns to get anything done.

Look her Cicero/archer tif where money is already piling up started in 2000 19 years ago and nothing done where is all that cash? Another thing for the feds or any investigative reporters to look into!

Drive down Archer from Pulaski all the way to Harlem all the empty store fronts all the closed businesses and you would think with that hat trick divided the wards up to get more white vote the team of Burke,tabares,quinn with the heavies Lipinski and Madigan could get something done but nothing but deaf ears. Another costly decision to build a new Training Academy in the waste land of Chicago. Fast tracking the academy is a legacy credit to Rahm and the City Council. See what I've built for you Chicago. That way they get all the glory and the taxpayers and the new Mayor foot the bills for their mistakes. At least that's what they are thinking. Same for Lincoln Yards. He's got nothing else that's decent or worthwhile. He's leaving the city in shambles.

as others have said ford city is viable. one mile long, one half mile wide, thousands of parking spots and dozens of acres of vacant land. fed archives and national guard and daley college land could be shuffled. heavy duty arched concrete bomb resistant roofs made with real concrete in 1943 for the b29 engine plant. there are basement pedestrian tunnels connecting the parking lots and main structures. malls are dead, the city could make a great deal and also build a real range on the north end by the rail yard. you could never fill that parking lot and tons of room for fire fighting structures. just sayin
