- Lemmer called out Commander RD at Compstat for 009 having the most excused/time due in the city. Command says thank you. Lemmer had puzzled look on his face. RD says I guess that’s a compliment to my Sgts trying to take care of the troops. Room goes up in laughter. Lemmer was not amused and got pissed. Ever since then the inspectors have been im 009 everyday. Just when you thought morale couldn’t get any lower. This coming from a hack deputy chief who’s probably never put handcuffs on anyone.
Lemmer is and always has been a bean-counting, no personality, useless sort of stupidvisor. We don't know what leadership books he's read, but they seem to have been written by Khrushchev, Mao, and Ceausescu. He has fucked up every single assignment he's ever been at with mass exodus of people who actually knew how to do things. And still, some idiot keeps promoting him to further heights of dumbassery.
Now, instead of butting heads with a commander who torched him in front of everyone (that would lead to a "whose clout is heavier" battle), he proceeds to pick on the rank-and-file via inspectors.

He doesn’t care about crime stats anymore just try’s to embarrass commander Lts for excusing cars or letting people have time off. He calls out cars not being on the street right after roll call. Used to be bosses could take care of a PO for a good arrest or help someone out who is having a bad day not with this ass checking every database and playing gotcha. Lemmer only fucks with patrol because Waller is the only chief that won’t defend their people. PATROL IS THE BACKBONE OF THE DEPARTMENT. NO BIGGER LIE WAS EVERY TOLD ON CPD. After the 019/023 merge in ‘12, this fucktard came to one of our roll calls, to address the troops. After 10 minutes of some nonsensical ramblings, he gives us the “go get ‘em”. The 019 people (one of which I was), we’re looking at each other, completely perplexed. Our new mates from the 023 side were like, “yeah, that’s Capt. Lemmer”, with that look that one gives when their crazy uncle does something stupid at a family gathering. Well, one could say, “he’s your captain, he’s addressing roll call. Nothing odd about that.”...except HE WASN’T OUR CAPTAIN! He got bounced out of there before we merged. Fucking Steve Buscemi-looking whackadoodle.

EJ was at the academy last week and he had two recruits from the Metro class stand guard over a hand dryer in the bathroom and not let anyone use it because it was too loud and disrupting whatever he was doing nearby. I bet those suburb chiefs would be glad to know their money and officers they actually respect is going towards his antics. What a joke.
RD is a stand up guy. He was the real police and passed the Sgt and LT test, made both by score.
Lemmer. I remember when he was a Captain in 023. He got a talking to for telling POs they could get time off in exchange for more numbers. Engaged in all kinds of trickbaggery. Just an all around jagoff.
My worst memories were roll calls. Fucker’d talk and talk for almost an hour. He started showing videos of POs being shot and killed and would narrate the video and GRADE the fallen officer’s performance.
Example: “At this point in the video the officer is losing control of the situation, so I give him a C minus. ..........and now he’s been shot and is dead, so obviously he gets an F.”
That shit is hand to God true. Disgusting person. There are always lessons to be learned but there’s a right and wrong way to go about it. I think some sergeant finally had the balls to tell him to stop showing his officer snuff films every single day.

I have witnessed this idiot ruin watches and districts that worked for him, demoralize them, and treat people like little kids with his dumb childish roll call videos and seat belt violence missions 5 times a shift. He is a legend in his own mind and is ruthless and I can guarantee his objective in life is to have cops written up or suspended/fired for minor or no violations. I feel sorry for his laundry machine, because I'd imagine he wets his underwear every time he gets an infraction against an officer or changes a policy to make their lives a living hell. he can take his cowboy boots he wears and shove it. I wouldn’t call it as big of a smear as your saying here but it was said but all involved laughed about it and lemmer didn’t really hammer anyone. One of the worst would revoke your FOID if you have been prescribed opiates for 90 days or more. I suspect this would effect some active duty officers and I know it would have a "disparate impact" on retirees.
There are the other usual suspects, "assault weapon" bans, magazine limits and the list of perinatal favorites of the gun grabbers. I fear if they can get this opiate ban to stick next will be anti depressants and anything that may cause drowsiness.

I remember once I was all by myself fighting with a guy and I had to call a ten one. This guy I was fighting alone was about 6 foot 10 inches tall and weighed about 400lbs. Before I could even finish calling the 10-1 Don Jerome appeared in the doorway. Me and the bad guy both instantly stopped fighting. Don Jerome walked up and looked the bad guy up and down. Don Jerome immediately knocked me out with one punch that felt as if it was thrown from the heavens and called me a pussy for calling a ten one for fighting with this little powder puff. I was out cold. The bad guy instantly surrendered and cuffed himself voluntarily and apologized to Jerome for inconveniencing him. Best damn tactic I’d ever seen.
I was in a unit a few years ago when they sent this Lt. to straighten out the guys. Someone else sent another Lt. for the same reason. Within days, these two ended up beefing with each other over a parking spot! Anything one would do to fuck over the troops, the other would promptly un-do! They ended up getting ABSOLUTELY NOTHING done. Totally ineffective. Both bailed at the same time. The lunatics that ran the asylum before, took over once again. A Sgt.compared the unit to Afghanistan, saying things there were so fucked up, everyone who tried to fix them failed miserably. You couldn't make this shit up for a sitcom...

I worked for a now defunct billion dollar multination corporation. They had a senior auditor like this. He got a lot of people fired. Until I sat in on one meeting between him and the Director of Operations, who told him flat out, "We all work for the same company. Do I have to take you out in the parking lot and beat that concept into you?". I never saw the auditor again.

This is something I'd think that the Brass would frown on and contact Twitter to get those 'unofficial pages' changed to avoid any confusion and/or mistakes. Then again, that would be assuming there's a certain level of Competence in the ranks of the Brass, and from reading SCC for years appears to be sadly lacking.

Commander Darlin was by my brothers bed while cancer ate him up. RD was there at his home and at the hospital through it all. Not many people can say they would ever do that for anyone. He was there often until my brother passed away. He is a great person who really cares about others. He was a Captain looking after a PO then. My family has huge respect for that man.

Maybe they should have not forced her to resign, but fired her. She resigned, what’s the lawsuit? Don’t get it. If the pension board denied her then a lawsuit, but if you resigned it’s on you.

Oh wait I also forgot he routinely would go down the list of people on the medical during roll call and announce their specific illnesses to embarrass them to get back to work. People complained, paper made, but nothing ever happens to him . Oh wait he would also have the watch secretary fax him next day schedule rosters to his house on his house personal fax machine on his days off and furlos because he didn’t want the other watch commanders to do it. He listens to police scanners at home on his days off and calls in the districts inquiring and ordering cops to do things. And if you took too long to get gas , he would get call motor maintenance to pull up records exactly how many gallons were put in the squad car. The lists go on and on. His objective in life In to stress and kill people’s happiness on job. If your happy , he wants to change your routine to make you hate coming to work. Mircro manager to the tenth degree. He is probably reading these comments and smiling how so many people hate him and how a child grew up to be such a sick deranged man

Lemmer took care of me when my commander tried to give me a 10 day suspension. He may have some personality issues, but he tries to take care of officers.
He helped me too. One time, the squad car I was driving caught fore( no joke). I got out, called for cfd, it was in the middle of the street( crowded sidewalks, so I did not pull over.)Had to call for a tow, another officer waited for the tow while I checked off. The next day a Lt. From second watch tried to write me up because I left the pdt in the car. Capt. Lemmer took care of it. I did not get in trouble. But he did have long roll calls. But he was ok with me.
I think this tool beats that tool failed city,failed administration,wedding dress lie but then again he represents the democratic ideals:

I remember once I was all by myself fighting with a guy and I had to call a ten one. This guy I was fighting alone was about 6 foot 10 inches tall and weighed about 400lbs. Before I could even finish calling the 10-1 Don Jerome appeared in the doorway. Me and the bad guy both instantly stopped fighting. Don Jerome walked up and looked the bad guy up and down. Don Jerome immediately knocked me out with one punch that felt as if it was thrown from the heavens and called me a pussy for calling a ten one for fighting with this little powder puff. I was out cold. The bad guy instantly surrendered and cuffed himself voluntarily and apologized to Jerome for inconveniencing him. Best damn tactic I’d ever seen.

Det CH was romantically involved with sgt JL a few years back in Financial Crimes. He immediately got her a sweet gig working with the feds and got a take home fed car that she promptly used off duty to execute shop lifting escapades. Another one who got into a specialized unit with no history of financial crime investigations , but “experienced” with other “skills”. Not to mention being on the medical for nearly a year for a fender bender while in area4 and posting pics of herself on social media in her home state while milking the med.

Clearly Don Norris wins.
I heard a story once that don Jerome back in the 80s was sitting on a bus stop bench. He was well dressed and had a box of assorted chocolates sitting on his lap. While waiting for the number nine bus to arrive, he had interactions with several people who he told his life story including his days of being a war hero and a shrimping boat captain. This guy has been sharpening pencils and acting as a fluffer for bosses at HQ for years.

I heard a story from a friend who works in 009 about Don Jeromio. He said the incident occurred in 2017. It is told that somebody farted out loud during a roll call in 009 and Jeromio walked over to the Officer, got behind him, and put a full naked choke on the Officer and yelled out, "Ranger Choke Hold!" When the Officer was almost completely unconscious Jeromio let up on the hold and challenged anybody in roll call to fart out loud. Needless to say, it never happened again.
His wife must be very proud seeing her new hubby have this award bestowed upon him.
When i retired from CPD, I was a lieutenant, and had over 3 decades of service. I never thought the department treated its members very well and often talked down to them. It seemed that the exempts and their policies did not care about the welfare of the officers and most supervisors were not treated much better. There was little recognition for long service or for accomplishments. When I went into private industry i was actually shocked at how well the employees were treated by management and how much their hard work was appreciated. management had empathy for the private problems of the employees and good work was hailed by everone. I can only wish that someday the Chicago Police department finds its way and finally treats the officers in a decent manner. I doubt it, but it might happen.

Why don't you go ask the Detective or Staples yourself since you know how much work is not being done. Sounds like someone is upset that they had to go back to an area and do some real Detective work instead of hiding in a "Special" unit. Why don't you worry about yourself. Suck it up Sally and handle your assignments. Nice thing about Detective is that you are a PO assigned as a Detective and can resign and go back to 9161 any time you want.

Big bird caught me without a hat in the late 80”s amd he asked me such a stupid question I burst out laughing, thimking he was kidding. He wasn’t and I got written up but it was worth the laugh. He embarassed himself. All these years later it still makes me laugh at what a total tool he was. He was shocked I was laughing and I was shocked he was serious.

Lemmer left most POs alone if they did their jobs. He didn't ask for much-answer your calls and stay on the beat. He also went to bat for me. Just saying.

Big Bird was a dog ass patrolman in 009 in the 80’s.

It was 86 or 87, maybe 88. Wasn't he a real tall asshole. Sorry if it wasn't him, but I could have sworn it was. Don't dog me for a mistake. I know he got me a couple times at least. If it wasn't him, sorry for the mistake but it was still not taken well when I laughed. Pardon my error.

Big Bird was real tall, and he was a huge asshole but in 86,87,88 he was nothing but a dog ass patrolman in 009.
Maybe he had an inspector doppelgänger in the mid to late 80’s.

Yep, he was a tall asshole, but Big Bird made sergeant at the very end of the 1980's, so he could not have been the lieutenant-inspector you encountered. And, try as I might, I cannot recall the name of an inspector from the 1980's with a similar stature to the Big Bird. Whigham was an inspector around that time and he was somewhat tall, but he was not white, although his hue was damn close.

Say what you want about Lemmer.
He is a nitpicking micro manager, and a ego maniac, but he rarely got a CR number on subordinates.
I can think of a LOT of worst bosses than him.
