Cop Shot in 014

  • A 34-year-old Chicago police officer shot in the shoulder during the execution of a search warrant Saturday evening in the Humboldt Park neighborhood is expected to survive, police said.

    The alleged shooter, a 19-year-old woman who was a target of the search warrant, was arrested at the scene, police said.

    The shooting happened about 7:20 p.m. in the 2700 block of West Potomac Avenue, police said. The officer, part of the Grand Central District tactical unit, was taken to Stroger Hospital.
Search warrants are in and of themselves, as dangerous as anything cops do. It's too bad that the intelligence didn't indicate there might be a gun on scene:
  • While officers were serving a “typical” search warrant for “narcotics and illegal weapons” and were attempting to reach a rear door, “a shot was fired,’’ through a door, hitting the tactical officer in the shoulder, said Chicago police Superintendent Eddie Johnson during a news briefing outside the hospital. A weapon was recovered from the apartment, police said.
Oh. It was a search warrant for "weapons."

Hmmmm. Well, it's too bad there isn't a requirement for a SWAT team to be consulted and used in such situations:
  • Special Order 04-19,Section VIII-A-4, subsections a through c: consult with a SWAT team supervisor if:
    a. the offender has a violent criminal history;
    b. the offender has a history of violence against the police;
    c. the offender is known to keep firearms readily available;
Oh. Well, it's not like the subject of the search warrant was known to keep a loaded gun nearby:

Golly. Seems like a lot of people knew, even at Crimesha's office - and they let her go. But the cops followed up and wrote a search warrant.

Well, hopefully someone in charge will step up and have a SWAT team working 24 hours a day so tactical sergeants and lieutenants can call on so that their expertise in high risk entry situations isn't wasted:

So who dropped the fucking ball on this one Special Ed?  And why is an officer in the hospital with a built in weather barometer in his shoulder for the rest of his life due to either incompetence or ignorance?

Hopefully Special Ed doesn't strip you for your supervisors' stupidity. Maybe he'll promote them.

    “She has a gun to protect herself. She’s allowed to protect herself,” the mother said.

    Granted SWAT isn't manned around the clock, however had they been notified as you pointed out is a requirement given certain situations this may not have happened. I know you joke about promoting the sergeant, watch his career, he will be another multiple merit promotee. Too immature, should not have a team.     Offender had a valid FOID so the earlier misdemeanor charge was appropriate. The search warrant was written for cannabis not a weapon. The intel would have known that firearms were going to be readily available but tact now a days is too cool to wait for swat and have the possibility of the target flushing all the narcotics. If we’re monday morning quarterbacking this there is blame all around

    Excellent response from 014, 012, 010, 011, 015, 025 and area North AS WELL AS SWAT. It was typical controlled chaos as is always the case at one of these scenes. Some occicers rushed to the location while others took it upon themselves to block streets and alleys even going so far as to position themselves along the ambulance route for the eventual evacuation to St Roger. As far as the Tact Sgt decision not to utilize swat for entry, it was a judgement call and 99.9% of the time everything goes well. It was a cannabis warrant with the possibility of a weapon. (As is all search warrants).
    My recommendation is that swat breaches ALL search warrants that’s what they train for. That’s what they are equipt for so let them eat. Having been a tact guy my entire career I can tell you most tact teams wing it. Nobody trains on breaching and room entry except for the mandated once every 2 years CPD taught 8hr block.
    Either way, great response and I hope the officer fully recovers.

    SWAT may have more tools to do the job but they haven’t had any training in over 6 months. They haven’t qualified with their weapons in over a year and same goes for their PT qual. And some of their “operators” haven’t qualified in years because they circumvent the system. Recent search warrants they conducted showed major signs of training neglect according to their debriefs. They have 2 Sergeants that only care about the overtime. One of them looks bad ass with a crazy haircut but I’m told he can’t even pass the run and he never attended their tactics training. Who’s to say that that they wouldn’t get whacked as well? It’s a dangerous job. Be safe out there boys and girls.

    They had to call for one to be brought from a district. If it was really needed to get the injured officer this would have been a huge delay.

    Ok, so I’m knocking on the door of retirement this summer after 33 years.
    I thank the man above I have come out of this basically unscathed which I’m very fortunate as I’ve been a district street guy my entire career.
    Made Sgt along the way but remained a district street guy.
    That being said I’ve watched videos of last nights procession to Stroger for our comrade and to say I was proud would be a massive understatement!
    You guys & gals are the real deal!
    Yes this department if f’d up but when the shit hits the fan, you guys jump in with both feet!

    Everyone should have training like high risk entry regarding search warrants or active shooter drills @ Near North. I know the building is being taken away but the training is useful and all the Tactical officers (avg 2- 5 yrs on) should have this training.

    Per prosecutors, injured officer, 34, was member of “breach team” bartering into defendant’s rear door, when she fired a single shot, hitting officer in the shoulder. Bullet fractured vertebrae and lodged in shoulder muscle. Woman gave up to officers afterward.

If denied because city doesn't want to pay for extra manpower, then those officer's would have a nice lawsuit.     Lt. MM did a nice job of alienating SWAT from the rest of the Department. His arrogance, ego, ignorance and lack of leadership skills quickly advanced him beyond any scope of rational thought or tactical soundness. He cow-towed to the Ivory Tower at the cost of the team's ability and usefulness. No training, no solidarity, no job too small or mundane (for his career advancement), no more team.     Don’t worry officer. Deputy Chief Lemmer will make sure that he does a GPS check if you and the rest of the district to see what time you are going in before check off. This moron is worried about nothing else but his gold star and that’s it. Never mind about the officers on the street. Never mind that an extra few minutes being out of that car and out of the station and in the comfort of your own home can do a ton to not burn a guy out and make home life a little better. Instead, GPS a whole watch and tac teams to see where everyone is because you are worried about burglaries and robberies in the ghetto.     All the more reason to vote for Lori Lightfoot, even though she's a poor choice for mayor.

    Preckwinkle will be a HORRIBLE choice.

    Preckwinkle gave us Kim Foxx. How has that worked out?

    McCarthy should have ran for sheriff. Joyce should have been States Attorney. All of these weak candidates and their supporters should have come together early, and coalesced behind ONE strong candidate. And not Daley either.
    Daley, Mendoza, Chico, and most of the others should never had run for mayor. I will NEVER vote or support ANY of them for any public office ever again.
    Vallas, Wilson, Joyce were the best candidates. I hope they learn a lesson behind this.

    Since we’re on the dangerous Search Warrant topic and Superintendent potentially stripping or promoting someone.

    Why hasn’t he taken action against a certain Street Deputy’s driver who was present during a Narcotics/Gambling raid a couple of weeks ago in 006. Any one of the several officers on scene or any other regular copper would be stripped and at call back by now.
    Supposedly an outside unit executed a search warrant and found guns, drugs, large amounts of cash and a full gambling operation in the rear of some day care center where this particular driver and allegedly several other CPD and other County Police bosses frequent.
    This apparently goes alllllllll the way up but no is doing shit about it because of who was caught there and who was involved.

    The biggest kicker about it is that he was submitted for Merit and is expected to make it.
    We are wondering if this driver has spoken to his boss and informed him if he goes down so does EVEYONE else? We’re also hearing that there were about 30 people present during search warrant who’s cash was confiscated and that they were pissed off and are talking because they lost thousands. Supposedely, there was a hidden camera in this place for security purposes that has months of footage. Hope the rumors that some bosses frequent this place isn’t true and it’s all BS. That’s all we need is another black eye for our department. Anyone else have any more info about this?

    Kudos to CFD ambulance crew who got in there to treat the officer and the officers with shields that literally encircled them so they could tend to him and not wait for the scene to be secure. All the CPD/CFD banter it is good to see the cooperation when the Sht hits the fan.

    In the end, thank GOD the officer survived.

    I’m not passing judgment or criticism by any means — I wasn’t there...

    Now, the search team knew who the target was — offender with a violent past with access to weapons & dope. It’s a SEARCH WARRANT, with the premises possibly fortified. SCC is spot-on. Why not consult with SWAT? They’re more than willing to help.

    We know that every domestic or simple disturbance has the potential to end up, God forbid, as shots fired by/at police. We’re not going to call SWAT out for every single job — that’s asinine! However, that doesn’t mean you ignore the fundamentals of safety (i.e., funnel of death) on every job.

    This doesn't go on the Commander of 25. This goes on the Tact Sgt and the Tact Lt. They both signed off on that warrant. Not the Commander. SCC is correct that all of this should have been addressed before the team was at the door. What also needs to be addressed is why are 4 year PO's working on Tact teams again?

    What does it matter that the Sgt was merit? This Sgt has written and executed more warrants than 90% of the department, he wasn’t someone’s secretary. The officer was shot through the door during entry, horrible situation but these things do happen in high risk situations like search warrants. Even if swat had been used this could have happened. This officer was a marine for 8 years, he’s more than qualified to conduct a SW.

    Tact and gang teams have been doing their own warrants for a long time, some with more experience than swat. Not a knock on swat, but we wouldn’t use them for various reasons. Some teams have similar tools and training. I wouldn’t want to send another person through a door when I wrote it and was responsible. My warrant, my risk and that’s why we would train and practice. The blame lies with the offender who chose to do this, so let’s just be greatful the officer is going to be ok.

    After the girl was found with a loaded shotgun in vehicle.
    Arrested and released on I bond.?

    The proper method was to contact ILL state police have her FOID card revoked.
    Then send a letter telling her to surrender the weapons.

    Then wait for her to go postal at work.
    So CPD can pick up the remains......

    Instead now she will sue Department, city will pay her to go away.
    And the injured officer will receive the tree award, then be stripped and fired for not following the rules?

I’ve been here from the beginning, and the team is in horrible shape. Lack of training, or competent training is a huge problem. We have guys on the team that should never have passed SWAT. More worried about how much time the officer had on the job, or why they were chasing, stupid whatever year wonder. A cop got shot, and there seems to be a noticeable number of “police” who couldn’t give a shit, they’re more upset he has 4 years on and is on tact. And sure, there’s absolutely a debate that can be had about that, fair enough, but there’s a time and place guys. Unfortunately another copper will be hurt or killed, and I can only hope to read on here more “get well soon, love ya brother/sister” and less of “4-5 years on, what is this job coming to”. Go read the comments, a huge majority don’t even mention our injured brother or offer well wishes. Most are just bitching about politics and how little time on he has. Fucking disappointing every time I go through comments about any injured or killed officer. I sure hope this young officers parents/significant other/family don’t read these comments.

    SWAT may have more tools to do the job but they haven’t had any training in over 6 months. They haven’t qualified with their weapons in over a year and same goes for their PT qual. And some of their “operators” haven’t qualified in years because they circumvent the system. Recent search warrants they conducted showed major signs of training neglect according to their debriefs. They have 2 Sergeants that only care about the overtime. One of them looks bad ass with a crazy haircut but I’m told he can’t even pass the run and he never attended their tactics training.     TommyNoBalls and JonnyCrookedOT are the culprits. One rifle failed at Mercy Hospital. Eight other rifles were inspected after Mercy and found to have been defective. We do not even meet the NTOA standards for a part time swat team. Our response at Mercy Hospital showed our lack of training and the defective equipment issued to us by the city. The majority of the team are new guys. They are slightly better trained than patrol but have very little experience as police officers.

    Didn't they change the seniority that was required to get on gang or tac after Ceriale (sp?) was killed in the line of duty years ago? Flash forward to the last couple of years and since nobody wants to work those teams with any seniority they take cops right off their probation. This is especially true in 025 after Escamerit caused cops to bid out in record numbers because he is a retarded asshole. It's all about numbers right Escamerit? Keep looking at your officer's stats like a 5 year old boy looking at the back of his baseball cards you pussy.

    The merit sgt you speak of worked in the hard charging 014th district. He was a DO NOTHING cocky po. Fast forward years later and he was on a gun team upstairs in 025. We do not even meet the NTOA standards for a part time swat team. Our response at Mercy Hospital showed our lack of training and the defective equipment issued to us by the city. The majority of the team are new guys. They are slightly better trained than patrol but have very little experience as police officers.

    Lack of training. That’s most of what you do.

    SWAT may have more tools to do the job but they haven’t had any training in over 6 months. They haven’t qualified with their weapons in over a year and same goes for their PT qual. And some of their “operators” haven’t qualified in years because they circumvent the system. Recent search warrants they conducted showed major signs of training neglect according to their debriefs. They have 2 Sergeants that only care about the overtime. One of them looks bad ass with a crazy haircut but I’m told he can’t even pass the run and he never attended their tactics training. Who’s to say that that they wouldn’t get whacked as well? It’s a dangerous job. Be safe out there boys and girls.

    If you don’t train or qualify, what do you do? Can’t be that many hostage situations, beat guys take care of 95% before SWAT arrives. No qualification? Buddy of mine to qualify and they said this range is only for SWAT

    BTW,one of the biggest dogs on this job is that street deputy's driver.
    The above account is entirely true. Some details were omitted.
    The deputy's driver was handcuffed because no one knew at the time he was the police. He was gambling at a table where a bunch of old school gangsters and criminals were smoking weed. He began bellowing that most of the big bosses-the black ones- frequented, knew about, or protected that joint.
    The gangsters at the spot began bitching when they got locked up, while others got ANOV'd or not charged.
    The gangsters screamed loudest when the off duty officer/street deputy driver got a pass.
    FROM A REPUTABLE CIVILIAN ( NOT POLICE OR CRIMINAL): The Cook County bosses there are known party types that regularly imbibe in weed. Coke. and other stuff. Apparently Tom Dart has a lax random drug policy.
    Sound like BS to you?Ok let's do this;
    Have the entire matter investigated by an US Attorney's office OUTSIDE of Chicago.
    Interview the thirty or so gang members ,police and crooks present.
    Have everyone implicated take polygraphs and drug screens,and see where it goes.
    COPA has a big file on this, and is using it for favors and political leverage against the Eddie Johnson administration.
    And when additional info is solicited, it means corroboration.

    You are absolutely wrong. FOID gives you a right to carry your weapon UNLOADED and CASED. Felony review always looks for a reason to deny felony charges. How many times did we have a loaded pistol in an arm rest and felony review said NOPE?


    Under Illinois law- gun in a closed glove box or closed center console is considered “cased” and not a felony...that was the reason for your felony rejection.

    Just like felony review, you have a problem with comprehending. Reading comprehension is a skill though. There are three ways to transport a firearm in a vehicle, if someone has a valid FOID. If it is loaded, simply having it enclosed is still a violation of the third way to transport under the statute. It must be UNLOADED AND ENCLOSED. Meaning together, at the same time. Unloaded while the firearm is enclosed. No rounds in the firearm whatsoever. When will coppers start realizing that just because some dufus works for the CCSAO that does not make them competent when it comes to the law. Remember, glove boxes and center consoles are immediately accessible.

    Now if you are one of those “can I get a RD for a 143A” over the air dim wits, who would charge their own FOID card carrying family members with UUW, then read below.

    (720 ILCS 5/24-1.6)

    (c) This Section does not apply to or affect the transportation or possession of weapons that:
    (i) are broken down in a non-functioning state; or
    (ii) are not immediately accessible; or
    (iii) are unloaded and enclosed in a case, firearm

    carrying box, shipping box, or other container by a person who has been issued a currently valid Firearm Owner's Identification Card.

    Don’t even get me started on IR.. one of the most incompetent loudmouths on this job. This guy can barely read. Always had a chip on his shoulder and thought he was untouchable because of his daddy Bo. The fact that this idiot is a supervisor blows my mind. He should be selling snow cones at a carnival in Humboldt Park on weekends and that’s about it.

    This shouldn’t have happened. But because it has, it ought to serve as a wake up call however. Times are changing rapidly and our job is becoming more perilous everyday and we need to make changes to our tactics and safety equipment. Because of the availability and affordability of rifles, we need to start equipping ourselves with armoring plating shielding. One can assemble an ar15 these days for less than the cost of a glock pistol. Soon these weapons will be ubiquitous and a part of every criminals arsenal. How can the department sit idly by and allow officers to conduct residential search warrants without the use of anti ballistic helmets, shields, and armor plated safety vests. Extensive training involving room clearing and management ought to be forced upon every officer. How many times are officers sent to calls involving burglaries, or alarms with open doorways necessitating room clearing. Things need to change. Officers must be given the tools, training, and acess to updated intelligence to succeed and ensure safety.
