Consent Decree Unit Strikes

Rumor out of 006:
  • Today in 006, the Consent Decree Unit made its first stop on a whirlwind tour. They advised Captain KM (since the Commander was not in the District) that at any given time, NO SUPERVISOR (Sgt) shall have more than 5 cars.

    If the District does not have the necessary Supervisory staff the WOL will down the cars and those officers should work the desk.

    Might explain the cancelled “hush hush” order moving 54 Sgt’s to the D Unit.
No more than five cars to supervise? We're sensing a lot of sergeants grinning at their workload.

Down the cars to work the desk? We're sensing a lot of community outrage when 007 ends up with 20 officers on third watch sitting around inside and street manpower cut by 40%.

So are they canceling the 54 sergeants moved to the Detective Division or are they promoting 200 more names off the list?

Let's play make-believe...like we always do. Let's say the 026th district 3rd watch has only one Sgt for the watch, on a given day, and 20 cars to supervise. On paper the Field Lt will take 5, the Sgt will take 5, and then the tact Sgts will take 5. In a pinch 2660 and 2600X will also take cars...in our make believe world. In reality 2620 will handle all those cars and attend to their needs. "Chicago ain't ready for reform yet"-Alderman "Paddy"Bauler.

Not only are they cancelling the shots moved to the D Unit they sent several back who were only “detailed” there recently within the past 90 days. Major accidents had 4 sets sent back to district who were just recently detailed there. I’m guessing a lot of acts in Cush spots who are only detailed are gonna be going back to districts soon.

I can't stop laughing. routine for 1 sgt up north to log the whole watch by himself and sometimes the whole tact team as well. 17-25 cars on 1 sgt's log and this happens all the time, especially during summer months.

I've been a Sgt for 5 years. I couldn't tell you a time I didn't have at least a two page log. Even when I was a Tact Sgt I usually watched two teams. I had a beast of a time getting CU then. I would say I just became an endentured servant to CPD after this. No CU for you ever SGT!!!!

Lemmer called out Commander RD at Compstat for 009 having the most excused/time due in the city. Command says thank you. Lemmer had puzzled look on his face. RD says I guess that’s a compliment to my Sgts trying to take care of the troops. Room goes up in laughter. Lemmer was not amused and got pissed. Ever since then the inspectors have been im 009 everyday. Just when you thought morale couldn’t get any lower. This coming from a hack deputy chief who’s probably never put handcuffs on anyone.

We all know the truth about what's gonna happen here...CPD had never followed the rules to the letter. There is, in one corner the rules about how we are supposed to do things. Then there in the other corner is how we actually do things. The rules only come in to play when someone gets jammed up. Everybody knows this, and it has been done this way since I was a recruit. They always quote the rule book (General Orders) when things look like they are going sideways, and everyone on paper starts to pucker. This is the "Old Chicago Way" I'm glad I retired. You young gunslingers are going to see a lot more of this in the near future. They will make examples of some people. So do your due diligence in the way of legitimacy.
Sgt's can forget about time due in the near future, and look forward to some mandatory overtime. Day's off etc...That should boost morale. If you have the time on to retire, I strongly urge you to do so. You can easily work for another department where things aren't so "messed" up. Military veterans can buy pension time from their deferred comp. (up to 3 years) It's well worth it! Leave now before they restrict retirements to comply/meet with mandatory department strength orders. Yeah, like that will happen! I have to say, it has all been a carnival dog and pony show for years. But is has been a front row seat to the shit show, and a glass bottom boat ride through the sewers of this city.
If you are going to stay, have a good partner you can trust, and stay fetal. Now more than ever!

It is called " unintended consequences" and I think that you will see a lot more of this as these untrained and law enforcement inexperienced" monitors" start giving orders. It should take a lot of pre-planning to implement this decree and the orders should come from the Superintendent, not some civilian monitor who shows up in the station. I would have refused that " request" from the monitor absent an order from the Superintendent to follow the orders of any monitor. This could turn out like a laurel and Hardy movie.

There will be more po’s in the district than on the street. Maybe some can replace the station security that won’t be needed, others could hand out radios and a few could help reduce the work load of the overworked front office po’s. Just what the department needs, more po’s inside, less on the street. As a final thought, I thought ratio was 7 to 1, not 5-1

There’s a secret list floating around with the sgts detailed to various Bureau of Detective units. It’s so secret and sneaky that it was not posted anywhere. Same old story. The clout moves just get worse and worse. A very small percentage of the people placed have actual, significant detective experience. Then there are the even more secret moves of sgts that are not on the list. But if you check the department databases, the detailed sgts are right there.

There are supposed to be even more sgts getting clout moved soon, so stay tuned! Earned not given!

Hmm this could be great for blue shirts and not so good for sergeants especially with the long hot summer coming where the shootings and killins be goin crzay bro! True we definitely need more supervision to help make any decisions, now at laest you will not have to wait up to an hour for 1 to arrive! This could also help with handling jobs more sergeants cos more jobs, if in a rap sergeants will be available to ride this makes perfect sense!

This will also be in units the airports have already been told, along with narcotics there are no "special units," more supervision everywhere, the millennial police really need to this put down that smart phone,and stop texting like school girls and finally pay attention!

Lemmer called out Commander RD at Compstat for 009 having the most excused/time due in the city. Command says thank you. Lemmer had puzzled look on his face. RD says I guess that’s a compliment to my Sgts trying to take care of the troops. Room goes up in laughter. Lemmer was not amused and got pissed. Again they have to announce the new test, prep the test, give both parts then score it, and make new list. That’s about year and half away so they probably will make more classes of sergeants.

Solution to a supervisor for every 5 beat cars , keep current sgts .
Create rank of Corporal , one corporal for every 5 beat cars .
One Sgt. For every five corporals .
Eliminate the useless Captain rank
One Lt. Runs watch , one Lt . Runs the field operations.
If necessary, one field operations Lt . Could cover two districts if necessary.
Captains could replace district commanders
Pay Corporal , same as a detective, but offer Corporal the half hour comp time and quarterly pay
Problem solved, gives More Police Officers a chance to earn a promotion and stay in Patrol .

New schedule coming in 2021. Sup. Sent out an email that in 2020 in order to facilitate proper span of control and team policing they will be piloting new schedules in 6 11 and 15. I'm sure one of those schedules will be 12 hour shifts like Los Angeles.

Dumb question, but I know many teams in OCD ride 99, especially the covert units.
If you have 4 covert cars and 2 enforcement cars- that may only be 6-8 officers- but it’s still 6 cars.

So now 2 Sgts per team? Smaller teams?

They wanted a Consent Decree and now the have one. If half of what I read in the above comments are correct about manpower, Sgts, Lts, availability of cars etc. This will truly be "Krazy Town". Add in the murders, shootings, rapes, robberies; throw in summer festivals, parades, Mag Mile, Grant Park, court time, and so on, will leave the city depleted and eventually unprotected.

That means "Mr. Chalkie" gonna be busy. That also means as the body count increases, more pressure on PD Brass and the new Mayor. There going to have to hire more Officers, add Sgs/Lts; cars that are drivable and maintained and the additional training and a very expensive Training Academy, to go along with Decree requirements. The boys and girls administering to the Consent Decree are going to get lots of surprises about how this Department has been mismanaged and clout driven all these years under the Daily's and Rahm.

Lastly, everyone will be paying MORE Taxes to finance the Decree and maintain it for about 10 years. All brought to you by the master political criminals who have either left office or after the election, will leave office. This is called "Progress". Its the Chicago Way.

Number 1 wouldn't work. The whole point of the "more supervision" recommended by the bullshit consent decree is more actual supervisors, not P.O.s "acting" as supervisors. They have to make more sergeants and assign them based on actual supervisory needs, instead of how they do it now, just sending everyone but a select few to the shithole districts. There's no reason one district should have one sergeant on the street while another has 11 or 12. Manpower will never be appropriately distributed as long as the morons in charge keep thinking more cars on the street will solve the problems of the ghetto. It's all nonsense, and however they choose to handle it will undoubtedly be completely fucked up. But the bottom line is more sergeants will be made.

The CD whiffed pretty bad on the whole issue of supervision.

First off, you have to take into account the quality of the POs being supervised. A good PO can monitor himself and avoid getting into trouble without being checked on at all. On the opposite side, there's hard chargers who would need a Sgt to literally sit in their vehicle the whole night to prevent them from F'ing up.

Secondly, you have to take into account the quality of supervisors. We had a new Sgt recently who had to be taught how to use a PDT during his shift. That Sgt hasn't been on the street for 20 years, if ever. And probably has zero interest in being out there at all, let alone monitoring 5 cars and going to domestics, mental health calls, ect.

Now there's nights (probably alot of night s) where even a good Sgt can't handle his workload. But solving the issue with quantity is like filling a punctured tire with more air. It'll get you a few more miles, but it's still just gonna deflate again. And when incompetence leads incompetence, bad things will always happen, even if the ratio is 1 to 1.

So when this grand plan fails, what's the next step in reform? A quality check of those meritoriously promoted to lead? And a quality check of those hired in the first? Nah, that'd make too much sense.

That’s the problem. CPD is budgeted for around 1296 Sgt’s currently we have 1310. And we’re still way short. Need to increase the staffing numbers. See that’s what this consent decree was all about’ Rahm wanted it done then would ask for Federal dollars to pay for it. Small problem though, Hillary lost!!! Trump hates Rahm won’t give him a dime. That’s why Rahm tried to walk away from the Decree, he knew it would cost millions to implement. One more reason he walked away from the job. Rahm was a total failure. Only enriched himself and other connected people. He did nothing for the city or our pension.

Current Sargeants list is not going anywhere until 2020. Consent decree slows the process of writing a new test. The consent decree committee has 6 months to review past testing practices, before a new test is written. No vendor has been chosen yet. Earliest part 1 will be is early 2020. As far as money there is a separate budget for the consent decree.A lot of sgts retiring in May.

As long as your certified the 35 yoa doesn't apply in IL.
Out of state most don't have any age requirement. So your good to go with any move.
The first year at my new department I took a pay cut but now I'm making more then I was with Cpd and a hell of a lot less b.s.

The problem with law enforcement in Illinois is there are three pensions for law enforcement, Chicago police Pension fund, the Illinois State Police pension fund and the Suburban Police pension fund all with different rules and funding.
California has just one pension fund for all law enforcement and they can transfer laterally to any department that will hire them. Like Illinois they are all certified by the state as police officers and therefore can work in any jurisdiction in the state. The pension is the thing.

Guess who doesn't have OT opportunities, 365 medical days, all the Personal days and vacation time like we do?

Suburban departments.

In addition:
You have to be your own evidence tech, breath tech, work 12 hour days, be expected to enforce traffic without cease (up to and including DUIs), and if you get on a boss's shitlist (which has been known to happen for something as simple as sticking up for yourself and not tolerating being talked to like a bitch), you can't bid to another watch or district. Because you're on a 30-man dept in the suburbs.

As to getting to live where you want, well, on what you make, you're not living in Naperville, Oak Brook, or Riverside if that's where you work. Your real estate taxes will be the same if not more than on the NW side of the City.

Just give up any notions of Escape from Chicago. Embrace the Suck, Enjoy the Diversity, walk that tightrope between survival and getting eaten alive by the Alinskyite Cook County politician/alligators like the Circus Acrobat you are, relish the chance you'll have to say "Madame Mayor" next time you're on a detail somewhere and the Mayoress shows up for the photo op, stay for your 20, and then leave Chitcago far behind because your reward for eating a shit sandwich for 20 years is they get to pay you the rest of your life. The challenge then will be staying in good enough health that they'll have to pay you for at least another 20.

You’re correct. I’ve know more than a few guys who have worked for suburban departments and still chose CPD. This includes guys with CPD over 10years who lateraled and came back, as well as guys who worked suburbs prior to becoming CPD. Imagine all the terrible micromanaging bosses in your career, that’s the suburbs. Or so I’m told from several friends, former suburban cops and current. Bosses are the worst. Includes Sgt’s. But, who knows, maybe it’s great. Depends on the person I guess.

I did and it was the a great decision. Better quality of life. Though going out of state is my ultimate goal.
But yes leave CPD, plenty of decent burbs that pay well with no residency.

Is there an age requirement? I have been entertaining the thought of a lateral move, but I am in my 40s

Really all depends on the department that is hiring and what their requirements are.

Guess who doesn't have OT opportunities, 365 medical days, all the Personal days and vacation time like we do?

Suburban departments.

In addition:
You have to be your own evidence tech, breath tech, work 12 hour days, be expected to enforce traffic without cease (up to and including DUIs), and if you get on a boss's shitlist (which has been known to happen for something as simple as sticking up for yourself and not tolerating being talked to like a bitch), you can't bid to another watch or district. Because you're on a 30-man dept in the suburbs.

As to getting to live where you want, well, on what you make, you're not living in Naperville, Oak Brook, or Riverside if that's where you work. Your real estate taxes will be the same if not more than on the NW side of the City.

Just give up any notions of Escape from Chicago. Embrace the Suck, Enjoy the Diversity, walk that tightrope between survival and getting eaten alive by the Alinskyite Cook County politician/alligators like the Circus Acrobat you are, relish the chance you'll have to say "Madame Mayor" next time you're on a detail somewhere and the Mayoress shows up for the photo op, stay for your 20, and then leave Chitcago far behind because your reward for eating a shit sandwich for 20 years is they get to pay you the rest of your life. The challenge then will be staying in good enough health that they'll have to pay you for at least another 20.

So I say again,

Be careful what you wish for...

Understandable but at least these suburbs are not under a federal concent decree.. And yea you actually have to work in a suburb. You can’t slack off and hide every night like the “stay fetal” people here. Some people still want to do this job and realize it’s impossible to do it in Chicago. I’ll take the micromanaging over a federal concent decree every single day. Did I mention more training and no copa?

Solution to a supervisor for every 5 beat cars , keep current sgts .
Create rank of Corporal , one corporal for every 5 beat cars .
One Sgt. For every five corporals .
Eliminate the useless Captain rank
One Lt. Runs watch , one Lt . Runs the field operations.
If necessary, one field operations Lt . Could cover two districts if necessary.
Captains could replace district commanders
Pay Corporal , same as a detective, but offer Corporal the half hour comp time and quarterly pay
Problem solved, gives More Police Officers a chance to earn a promotion and stay in Patrol .

Why would you want to add Corprals and pay them less then Sgt’s. Stupid idea stop trying to give away my pay and benefits. If you want to be a. Corporal join the fricken army.

Somewhat true, yes you will most likely do some time on midnights. But plenty of OT and by working 12 hour days you get way more time off as it is. I can burn 20 hours and have almost 10 days off so your wrong there.


But yes you will have to do some work, it is a job after all, and DUI's are not hard. 9 times of 10 ten you don't even go to court for them because they are settled.

To each their own but yes sometimes a change is good for some.
