- Eyewitness testimony was shaky, so Cook County prosecutors relied on a fingerprint lifted from a laptop as their key evidence in the trial of a juvenile charged with robbery. The strategy did not go well.
Presiding over the 2016 case, Judge Stuart Katz ripped into the competence of Chicago police Sgt. [TD III], the forensics expert who testified that he had matched the print to the defendant.
“He seems oblivious and doesn’t seem concerned about educating himself as to what’s going on in his own field,” Katz said before finding the youth not guilty. He added that [Ds’] shortcomings were a symptom of a much bigger problem with Chicago police and fingerprints.
“The Chicago Police Department procedures, where they have no audits, no verification of their procedures, no participation — they don’t follow the FBI rules — casts a doubt on their whole departmental procedures,” the judge said.
Well, when you've spent the last fifteen or twenty-plus years placing incompetent "merit" picks in key positions - not because they know anything, but rather because they know someone - and then you neglect training, do you really expect different results? Solving crime hasn't been a priority here for at least all of Rahm's term and likely can be traced back to Cline's reign. In fact, one could make the argument that all of Forensic Services is merely a place to hide high salaries of connected people and collecting, processing, analyzing and testifying to the evidence is of secondary (or worse) concern.
How many inside spots at Forensics are filled by fully trained Evidence Techs who never hit the street? We've heard anywhere form eight to twenty. Ask around - they're connected to all sorts of heavy hitters. Cutting their spots would save hundreds of thousands that could be spent on training to make their testimony something better than what Judge Katz ripped them on a few years ago.

The sgt’s a good guy. He’s been out of the unit for a couple of years since his promotion. Like anything, you’re good at what you do regularly. He’s been trying to keep up to date but it’s not easy when you’re in patrol.
The whole department is severely undertrained, forensics is no different. The article is an obvious CPD spear piece crafted by the Cook County Public Defenders Office. If CPD's analysis of the fingerprints was wrong then who do the prints belong too???? Did the defense send the prints somewhere else to be examined?? Oh, that's right they belong to the defense attornies client, and this is just shady defense maneuver. The judge Katz is a putz.

Did you hear how Herby the Fatass Lovebug recently threw a few ETs under the bus regarding testimony they gave relating to using Bluestar Luminol to process bloody scenes?? Lovebug told the ASA that he trained an entire class in it when he did not. Lawyer for dude charged with murder pushing for mistrial. Killer may walk cuz Lovebug lied.
Derek Jeter lookalikes old lady finished ET training and went right inside to be one of Wheelchair Joes Stable of secretaries that work 6 hour days at best. There are easily 8 girls in the admin office when all we need are maybe 2 and a third for furlo relief.
We have a female FI (making D3 mind you) that never processed a scene that works the photo lab developing pix to send to ASAs for court. A civilian could do this for 1/3 the salary.
Back to Fatty Lovebug- he and BFF sidekick hillbilly tattoo freak RF have carte Blanche to all the OT they want. They pull a minimum of 120 hrs an OT cycle doing nothing but sitting in the building.
Last new class of ET’s was 10 people. Half went inside to firearms lab or latent immediately after training. No wonder things are so fucked up here.

What happened to Commander Joe? Before his accident he seemed to be more active in proper evidence collecting and documenting, and he hated slugs and was the working police. Shame that the unit is full of shit.
There is probably more to this story but don't believe that Judge Katz is any friend to the prosecution or police. I thought that ISP did all confirmatory analysis after a CPD match for the purposes of testifying in court.
If your stuck on this job for any length of time, you better find a spot.

I think there are more Sgt’s then E.T.’s on some nights. Instead of using the new E.T.’s for the killing season they put them right inside the Firearms Lab sending morale even farther down the toilet. Going to be another hot, miserable summer, but don’t worry they encourage you to go to EAP right after they give you that horrific or super late job that’s going to take 16 hours. Eff them all!

I get a kick out of how the article states that it was fiscal pressures that led to the state taking over crime lab duties from Chicago. What a laugh. The Chicago crime lab was so bad the state had no choice if they ever wanted another conviction in Chicago based on forensic evidence, not that the state crime lab was all that much better at the time.

I was in the D unit for 17 years.
Of all my cases, only one latent print was discovered.
Even got an AFIS hit on it!

There is a little bit of misinformation in the comment section here.
Every ET goes through their training cycle, like a PPO, which typically lasts 40 day (400 hours, they are on 10 hour days). During their training cycles they have to ride along with another ET. Once they complete their training cycle then they're allowed to work by themselves. At that point, that's when they are typical taken inside to:
-The Firearms section which processes all handguns taken into the city and all shootings (About 20 ETs, one PFI, couple sergeants)
-Laser Lab which processes all handguns and magazines for fingerprints (3 ETs, one PFI)
-Photo section which downloads all of the photographs to a server and redistributes the ET's SD cards (One ET, couple POs)
-The front office which does God knows what (Maybe 8 total a few of which are ETs)
A few more notes
-Of the new class of 10, two went inside
-Laser Lab and Firearms Section make the most OT in Forensics, as they are able to work overtime every day and work their day off
-Every ET that works the street is now trained in using blue star
- 2019 was the 1st year ETs have received in house training in over a decade

Many years ago, I went to a federal school and came back a certified crime scene investigator. Gave of copy of everything to the department, then applied the next time they had an opening, and you guessed it. Retired from patrol years later.

You do not need pfi’s working inside. They should be working crime scenes especially when we only have one pfi working the street

When we have nothing to work with. We call it HERB! No supplies to do the work. We try to do the work with nothing but a brush - camera - car. To bad we don’t have modern equipment. It might be nice to have equipment to do the work.

With no regard for competency, ability to lead and the mission at hand. I do not know about Burke, but Cline's tenure was littered with fools of his choice which he promoted and hired. If he had put them where they could do the least damage it might have been bearable, but he pretended they were competent. He was doing his buddies all a favor so they could get the bloated pension, but he apparently did not associate with anyone possessing at least half of a brain, with maybe one or two exceptions.
Nothing will happen to HK. People like him are untouchable. The only saving grace is Lt Jenny can have some type of pull from staples to turn this unit around. HK should have a supervisor to watch his overtime. There is no accountability for HK. He is his only boss which is wrong. HK act like he is the commander telling ET’s and Sgt’s what to do. Takes LT Jenny’s parking spot. This guy really is that full of himself

There are no sergeants in Firearms. SGT KK got the shaft and got dumped to the street. He is all good with us and we are glad to have him. Good luck on your near retirement. Where are the Inspection Lt's that are suppose to monitor the overtime? This kind of abuse should be investigated by the FBI. These inside people making this kind of overtime is sinful.
