FOP Fires a Broadside

  • Chicago’s rank-and-file police union fired back against Mayor Lori Lightfoot on Friday with an open letter marking the latest volley in a rhetorical battle between the new mayor and her longtime political nemesis.

    The Fraternal Order of Police slammed the “inflammatory and false allegations” they say Lightfoot has lobbed against the officers’ union, most recently during the City Council meeting on Wednesday when she said she’d sit down for contract negotiations with the FOP “any time you’re willing to move forward on reform and not block every single issue.”

    Union leaders insisted they have “accepted reform” following the scathing 2016 Justice Department report on CPD policies, though their letter immediately goes on to note a potential federal consent decree was rejected by ex-Attorney General Jeff Sessions, and then calls the ensuing decree agreed to by the city and state “a host of senseless policies and bureaucracy imposed upon our officers that will only handcuff the police.

Could someone in a position of knowledge:
  • tell us exactly what "reforms" have been proposed?
  • what "reforms" have been obstructed or blocked?
And maybe tell us where the money is going to come from for all of this "reform"? Since the Department of Justice has removed itself from the process, there is nothing in the way of Grants or subsidies forthcoming from Washington DC.

Reform? We are maxed out on reform. What other reform is left? We have in-car cameras. We have body cameras. We have ISRs. We have new use of force. New orders on tasers. New TRRs. All kinds of new training. Consent decree. etc. etc. There’s nothing left to do. Unless she wants to take away our firearms and arrest powers. Someone in the media want to stand up for the police and point all this stuff out and ask her? She’s acting very unreasonable.

She keeps on bringing up the notion of reform being obstructed by our Union. My question is beyond what the City has already done. Beyond what’s taking place within the Consent Decree. What reforms are you seeking to take place?! Give us at least your top 3, which YOU feel are being obstructed beyond Federal oversight. I literally have no idea what you are getting at.... And out the opposite side of your mouth you demand that we be proactive and do everything within our power to snuff out violent crime? Have you not been paying attention?!

Why do people continue to believe that a consent decree with US DOJ would mean an influx of federal money to pay for implementation? That’s just not true. All costs are borne by the defendant. We are paying for the monitor right now. Any future changes come from Chicago taxpayers.

The reform that LL wants is to strip police of all their rights and protections and basically make them at-will employees. If LL had her way, rapists and mass murders would have more rights and protections then Chicago Police Officers. Hell, Chicago Police Officers are already 3rd class citizens!

The FOP must high a professional communications group to handle their messaging. In fact, they should hire a professional executive director to manage overall operations. How does anyone think a bunch of Cops actually know how to run a business model. Yes, there are a lot of very intelligent cops, and we can do many things other than just policing well, but when in the history of FOP 7 have we seen them do the right thing.

Reform, start with elimination of command staff , demote those involved in lietenant scandal .
Assign Lt. Sgt. as District ,Unit Commanders , we can do the job better than those that never were promoted from rank order .

Reforms are already in place and being fully implemented by CPD: The goal of restorative justice is to free convicts and ensure no criminals are either kept in custody either before trial or after conviction. To achieve this, CPD should refrain from making any arrests. Staying fetal is the surest path to reform.

Since the CPD has already been reformed to death, lets talk about reforming our contract for once. Lets reform the past practice of going 2-3 plus years ignoring us. Let’s start with wage compression. We should not be waiting until our 25th year to reach top pay. Totally ridiculous. No other departments have this. We also should not have to work 29 years to make out. How about a salary that keeps up with the growth of the economy and cost of living? How about a COLA for forced residency? How about lift residency after 10 years, or no residency at all. And no, not everyone will leave. Just look around and see how many retirees haven’t left. You’d be surprised. It’s time for the FOP to reform city halls way of doing business. Remember, if the city keeps treating cops like shit, they will continue to see a decline in applicants for an already very unattractive job. Residency and the pension mess does not help.

We deserve to have the city negotiate in good faith, but if they’re just going to putz around, then string it along it, I don’t care. Rumor is that the city wants out of the 55 and out provision, so string the city along and let as many people take advantage of the provision before we lose it for good.

Supposedly last year he submitted the paperwork to retire in April 2019. He most probably retired in good standing, not under investigation, considering the complaint was not made until after he retired. And, he was probably issued a retired star and retired identification card.

actually....A USDOJ consent decree does mean an influx of money to ensure that the changes are implemented.

WE are in a state initiated consent decree that was implemented and overseen by a federal judge. BIG DIFFERENCE!!! We get to foot the bill thanks to Lisa Madigan.

She is actively consulting with advisors about pay cuts to all the CPD, to justify this first shots were fired with the attacks on our FOP and Rank and File. Her recent visits to both coasts were to finalize media contacts with entities that will vilify relentlessly us on local and national media outlets. The reforms she is talking about is that she wants the FOP to give up certain contractual rights in the contract. When she was the head of OPS she hated the fact that PO in shootings could confer with a FOP Representative, that the Police Officer had to right to have an attorney present when given a statement, and she absolutely hated the appeal process the Officer has when there is a sustained finding. This is what she is talking about. She wants to strip the Officers of their contractual rights.

That never should have been lost in the first place, but at this point it’s a lost cause. We can’t give it up in one contract and then give something up to get it back. Our union is a joke to begin with, and would only look worse by doing that. I’m sorry for the young guys that this happened to, and shame on those of you that voted to take money out of young officers pockets. Disgusting

Something to keep in mind. While it is frustrating for us not to have a contract just think every time the Murder Mayor gets a new body count she has to shit another new crime strategy and beat up Special Ed and his Mutts. Don't think she doesn't feel the heat while she bad mouths the Police. Little Lorie no matter how you cut it or what you say you are the Murder Mayor of Murder City.

Interestingly enough, it didn't make a difference if Lori is in town or out of town, murder and mayhem continued unabated. Special Ed was hospitalized and it didn't matter. Actually no one missed him. No offence intended Ed, but you are a non-entity in the big scheme of things. You should have taken a few days off after your hospital visit and stayed out of the heat. Let your Mutts take the heat for this weekend. If not, then at least loose the fat gut. You're starting to look like a "pair with legs".

Promptly and professionally respond to all calls of service from the public and file a report. By doing so you will have faithfully fulfilled your oath of office.
Proactivity has been "reformed" to death.
This will be the first true weekend of summer with school out and warmer temps. 40+ shot, 10 dead. Lori, what will you have to say about this come Monday? The "cohmunerty" will be doing the killing, not The Policeman.

No more unlimited time due earned as a PO being paid out 20 or 25 years later at retirement as a white shirt at the white shirt salary level, or if still a blue shirt, at the higher salary at retirement. The good news is, they will have to reform the reasonable granting of time due.

Well then, how about giving blue shirts the option of selling back 200 hours every year like white shirts are allowed to? Time value of money. Pay now or pay later?

If the city refuses to give blue shirts such option, make it hurt. Take time off only on weekends, especially when it is warm.

Reform?

Okay then. How about not "stealing" an officer's compensatory time if he/she is to be terminated? Remove that clause from the contract. Officers get screwed with that clause. While facing termination, many resign or retire in fear of having their hard earned compensatory time unfairly taken from them. Now that's reform we can believe in, hypocrites!!!

Fair is fair. Right? Right?

It's going to be the same thing every weekend - "a whole bunch of murders" What does she expect the police to do? We don't have the manpower - never will - to play a man-to-man defense. Ever worked a detail at a large parade? Or perhaps the Bulls Riots? You get the feeling very quickly that the people are going to do what they are going to do. Sure you can pick a hotspot and perhaps make an arrest, but on the whole they are in charge. Seems pretty clear to me that when the "communty" wants to commit a bunch of murders, that's exactly what they'll do.

Time to blame the community.

Where do you come up with class action suit for discrimination ? CPD and CPS are totally different. You expect to sue because CPS doesn’t enforce a rule and CPD does?

They probably gave it away in exchange for a larger raise for all the officers. When you are negotiating a contract there is only so much money. You save here, you increase there. Given the choice the FOP probably decided to help the veterans and because the contract was already 2 or more years out of date so it wouldn’t really affect too many officers, only the new hires. Not saying it’s right but if they gave up something that everybody loses, the veterans would say screw the new hires.
