Groot to Take on CFD

Which may be a hard sell - people generally like firefighters and respect them as professionals who know their jobs, unlike politicians:
  • Runaway overtime at the Chicago Police Department isn’t the only item in Mayor Lori Lightfoot’s cost-cutting crosshairs.

    She also hopes to hammer out a new firefighters’ contract that eliminates treasured union perks and outdated staffing requirements that cost taxpayers tens of millions of dollars.

    “She doesn’t want to have a confrontation, but she’s a tough cookie, and there are some things in the firefighters’ contract that don’t make a lot of sense and should be changed,” a mayoral confidant said Tuesday on condition of anonymity.

    “Fires are way down. Emergency medical calls are way up. Yet, this is still a fire suppression department firmly planted in the 1950s and ’60s. Changing that kind of encrusted tradition is extremely hard. But she’s taking a hard look and trying to come up with a plan.”

    Sources said Lightfoot delivered her cost-cutting message in a recent face-to-face meeting with Jim Tracy, president of Chicago Firefighters Union Local 2.

    The mayor asked for help and cooperation from a union that gave her a pivotal endorsement during the runoff campaign against Toni Preckwinkle.

    Sources said the answer was no, setting the stage for contentious negotiations.
Generally speaking, we like firefighters. Heck, even specifically, we like them. If they say they need five guys on a truck (two 2-man teams and someone to watch/operate the apparatus) then they need five guys on a rig. They're the ones going into burning buildings.

We certainly recognize that more ambulances are needed as the population ages, medical emergencies become more prevalent and serious discussions ought to be undertaken. But not at the expense of firefighter and citizen safety. We're betting there's plenty of waste at the top, just as in our own department, that could be trimmed without affecting manning issues.

Groot however, doesn't believe in actual negotiation, as demonstrated with the police.

The simplest thing for Lightfoot to do with both the CPD and CFD is cut the bloated waste at the top. Just stop promoting and filling the positions. I doubt the CFD is as bad as the CPD but probably close.

Back in the 90’s the city hired a private consulting firm to write the Tri-Data Report.
The report outlined 3 major flaws affecting the CFD.
The report concluded that, even WITH the departments shortcomings...... the service delivered by the firefighters & paramedics was “WORLD CLASS.”

1) The CFD lacked proper diversification.
To address the problem the city paid Samuel Betances $130,000 to come in and antagonize every firefighter & paramedic on the job with a 2 hour lecture. (https://www.chicagotribune.com/news/ct-xpm-1998-12-22-9812220140-story.html).
After that waste of time and money the city did things the old fashioned way.......they lost a series of lawsuits forcing the city to hire 111 blacks and all woman classes. The affected classes received some combination of seniority time, pension time, and cash settlements. Chicago went on to appoint a black paramedic as the fire commissioner, recently concluded a 6 year term with a Puerto Rican “yes man” Commissioner nicknamed Semper Fraud, and now has another black Commissioner that openly campaigned. in uniform and on city time, for Preckwinkle.
As of 2019 the CFD is diversified.
Hell, it’s so diversified that some of the diversity selections are looking at OTHER diversity selections, shaking their heads and saying, What the fuck????

2) The firefighters & paramedics delivered WORLD CLASS service in spite of delapitated equipment (engines, trucks, & ambulances). and firehouses that were falling apart. Chicago’s budgetary cycle smiled favorably 15 to 20 years ago and new rigs were purchased, land was acquired, and new firehouses were built.

AND finally,

3) The Tri-Data Report concluded that the CFD was TOP HEAVY and wasted money on EXEMPT positions that contributed nothing but a hindrance to the WORLD CLASS service delivered by the men and women on the street.

Since the report was written and the city rectified the diversity, apparatus, and firehouse problems......the EXEMPT ranks which were identified as TOP HEAVY have...............MORE THAN DOUBLED.
Yep, DOUBLED.
Issues 1 & 2 corrected.
Issue 3.........not only not corrected.......but DOUBLED.

Interestingly enough the CFD has been unable to recruit qualified bargaining unit members to join the woeful command staff. The result has been that the top heavy problem has gotten exponentially worse.
TWICE as many unqualified bosses hindering the WORLD CLASS service provided by the men and women on the street.

Start with a top to bottom overhaul of the command staff.
Identify need.
Eliminate redundancy, hiding spots, and utter waste.

Example: Eliminate 6 DDC 24/7 positions each day. DDC’s that have made $300,000 in recent years.
Yep, $300,000 per year.
DC’s can handle the small amount of administrative work the DDC’s do during the day. Extra alarm fires that occur “after hours” can be covered by the DC’s on the current rotating call basis.
Oh, they will scream that the positions are necessary.......they aren’t.
The answers to what is wrong with 35th Street will not be identified by people who collect a check from 35th Street.

After the command staff has been properly streamlined, then and only then, take on issues with the bargaining unit that delivers WORLD CLASS service to the tax payers of this city.

Groot will be a one term mayor. Same mistakes Jane Byrne made. The fire department, CTA, teachers, and other city departments all on strike under her term. They make us all live here. So we all vote here. Which isn’t good for their side or good when they piss us all off. We all have friends, families and neighbors. You can’t take on all the government employees. Even Bill Daley tried to appeal to the regular guy talking about messing with our pension, and he thought along with Rahm, that Bill was going into the run off. We all seen how that worked out. Bill is now in NY and Rahm left the City also. The city is in bad shape from years of politicians taking for their personal gain. Most here just want to leave, including myself. We will all see how the next 3 years moves along. It is getting off to a rocky start. Three years in she will go back to campaign mode. That will be my last Mayors election voting before moving. All of this shall pass.

And yes, Jane Byrne let us unionize and gave us a good contract. But she couldn’t afford to fight with us as well. Crime was bad back then.

Firefighters get uniform allowances? Why? Things evolve. Unless you're working a ghetto firehouse you may go your entire career never fighting a fire. It's true the job has evolved into more of EMT's responsibilities. My grandfather was Cfd for 40 years so not bashing firefighters. Look at garbage men. Back in the day you had barrels they had to physically lift into truck no lids sewage spilling all over them bugs rats etc nowadays they roll a cart on wheels hook up to a crane. Do they still need 2-3 ppl on a truck?

Do they still send ambulances for ingrown toenails and other non-emergency bullshit? The issue of more paramedic units was brought up in the Washington D.C. Fire Department about 8 to 10 years back. There were not nearly enough paramedic units(vehicles and personnel) to cover the calls. I remember a union rep for the Fire department rank and file go on the news and plead with people not to use paramedic services for what I call "concierge medicine." It seems a certain demographic in D.C. would stub their toe, sneeze a few times, need a band aid for a small cut, they would dial 911 and have the paramedics come out to drop off a band aid, hand out some aspirin or so forth. It would be interesting to see a break down of what exactly the calls are for the paramedic units.

Here's an idea for the Mayor give ALL exempts from both CPD and CFD the Wonderlic test. It's only 50 questions. Wonderlic is an intelligence test and part of what it tests is problem solving ability. If they score below 20 put them back to their earned rank which for CPD would be patrolmen. They've created a top heavy department CPS educated department. Start there instead of going after the rank and file.

Ok, what does it cost an hour to run a rig with 5 firefighters on it to a stubbed toe? Now, what does it cost to send the 'bambalance? Savings will start when you have more ambulances and stop sending out too much equipment. It would be interesting to see the hour meters on the trucks before they started sending them to every ambulance call, and then after. Savings would come from less maintenance on the big rigs.

I'm not for cutting anyone, but maybe shrinking by attrition, as there really are less fires, What about MABAS?

I might be naive, but I haven’t yet seen her do anything to indicate she won’t negotiate. I mean she’s doing the right thing by setting the stage for negotiations, making sure that everyone knows what the objective and financial facts are, she’s made asks that she though could be easy wins - obviously she’s been wrong, but also hasn’t tried to force anything through. And she has since been soliciting feedback from the survey and now asking the FF union to come to the table with ideas. So I’m not yet seeing an aversion I negotiating.

She did call a tool a tool, but let’s be honest, he’s a tool. Wasn’t polite or even professional, but she hasnt circumvented a negotiation process...yet

The Illinois Supreme Court has picked Justice Anne Burke to serve as the state’s 121st chief justice for a term starting next month.
Burke, who is married to indicted Chicago Ald. Edward Burke, was picked on Tuesday to the post on Illinois’ highest court starting Oct. 26, according to an order from the court. Her term ends Oct. 25, 2022, according to the order.
She will take over for current Chief Justice Lloyd Karmeier and will become the state’s third woman to hold the position.
Burke was first appointed to the court on July 6, 2006.
Her husband has been charged with public corruption in a wide-ranging federal investigation at City Hall. He has pleaded not guilty.

We are a few weeks past one the worst tragedies where 10 children died in a fire in a coach house that spread to three adjoining buildings, You need 5 people on an apparatus to effectively stretch lines hook up to hydrants and start extinguishment and in that fire multiple lines where placed by first arriving companies. Ladders don’t raise by themselves,and while ladders are being raised searches must begin you run out of manpower quickly even if you escalate alarm immediately it takes time to get on the scene. If you want to save money close a couple firehouses that are to close together but keep five man rigs especially on Hook and Ladders.Hell to deliver excellent care for a person down on the street from a OD or cardiac arrest takes at least 4 why do you think they always are dispatching engines or trucks with ambulances. From someone who knows 39 year member.

You want better ambulance service? Easy solution. Make it a policy to not send out the “mobile Dr.’s Office” unless it’s an actual medical emergency. Headaches, upset stomachs, someone got punched in the face, etc etc etc. if you can stomp around on the street screaming about how “they jumped on me” you can take your ass to the hospital and not have an ambulance show up so you can get an ice pack and then refuse treatment. 10 adults standing around screaming for police to call an ambulance are the same people who can drive their ass.

I find it interesting that almost every budget reduction idea out of City Hall seems to be sacred ground that cannot be touched, while a large number of posts raise concerns with excessive real estate taxes and unpaid pension debt. In addition to raising levels of productivity, at some point, the city will have to do things differently and learn to operate with a smaller budget and reduced staffing levels.

I imagine that this was written by a member of the CFD. It most likely is pretty accurate. But, there is no way the democratic party will ever give up their ability to use patronage in every city and county department. Only a study made by outside forces, again, and made public will help to change things. You can see that the County Clerk, Yarbourgh, is again, yes, again, on the hot seat for patronage hiring and is being sued in Federal Court. Notwithstanding, the party will stand behind her and the dumb will vote for her.Things are too corrupt in this town to ever change. And, despite what Lightfoot says, she will eventually succumb to most pof the corruption because she wants to be reelected and stay in power. I had a friend that I worked with many times on the job. He was a minority and climbed the ranks. When he was a police officer and a few lower ranks he was strongly against cronyism and patronage. When he made deputy chief he was an advocate for just about everything. After retirement, he went on to a number of top jobs with the state. It is a go along and get along system in this state.

Medical emergencies should be addressed before they become emergencies. People should get regular checkups and get medical care before it becomes an emergency. They should counsel patients to see their PCP when they are sick, even if it's just a cold which can escalate to the flu or pneumonia, both life threatening conditions. I say give the firefighter whatever they want. They know what they need and we are honored they work to keep us safe.

I’m no firefighter, just a lowly PO, but if the fire department says they need X number of guys on an engine or truck, I’m assuming there’s a reason for it, safety reasons I’d presume. And our mayor (a law enforcement AND fire department expert, what are the odds!?) says that fires are down so we don’t need to have X number of guys on a truck or engine. But what about when that day comes when there’s a really bad fire, or, god forbid, a terrorist attack where a building is bombed or goes down? Our trucks and engines aren’t staffed properly because our mayor was hoping something like that wouldn’t happen. That’s flawed thinking. Hope ain’t a tactic. Hope ain’t a tactic.

Well, instead of someone just laying there with no help waiting for an ambulance, they’ll send a truck or engine so at least someone is there. As I laid on the pavement almost dead, I was thankful the engine showed up and got the ball rolling before the ambulance got there.

fyi every rig or piece of equipment is required to have at least 1 ff-emt (firefighter certified emergency technician) thats why a piece of equipment while get their usually before da ambo. PS they get paid extra $$ for that certification and responding. suck on that!

give ALL exempts from both CPD and CFD the Wonderlic test. It's only 50 questions. Wonderlic is an intelligence test and part of what it tests is problem solving ability. If they score below 20 put them back to their earned rank which for CPD would be patrolmen.

Since there’s rarely any fires in Beverly, the downtown districts, Lincoln Park, or the North side (where taxpayers live and use their money for smoke detectors), why doesn’t the 36th ward Alderman hustle to close those firehouses to stop this city’s financial burden? Since there’s no shootings there either (and when they’re ‘sick,’ these people can gat a ride to a hospital), why not get rid of those ambulances and place them where all the mayhem is, Alderman? Those taxpayers wouldn’t care...

From reading comments-it seems like CFD is too top heavy with dead weight. Seems like they have the same brand of individuals that we do-mopes that haven’t done a day’s work in their life, who were given copies of every promotional test, riding the affirminative action/merit train ride, will howl ‘racism in the house’ if you tell them to do something that’s in their basic job description,will probably hide outside should a fire occur, huffin’ and puffin’ about high blood pressure, stubbed toe, smoke in my eyes now I need to lay up with stress and take the summer off with an ‘injury,’ act like they’ve earned a promotion because of their years of dealing with ‘hostile workplace environments’ that can’t adapt to their dogass ways & look like complete fools when they talk about all they’ve accomplished. The city can save a ton of money cutting away this waste-but the City only cates about ‘numbers in the ranks,’ not competence..

Your second amendment rights under the United States Constitution are being violated & restricted in Cook County. The rampant wild street shootings make it dangerous to raise a family. The city of Chicago with its location on the water and many boats, ships , docks, piers, warehouses and structures(potentially full of flammable/toxic/explosive contents) on or near the water has to have a large fireboat (if not two). Nothing has immediate access to unlimited water or can throw water like a fireboat or get close to massive/dangerous fires on the water or shoreline . It would be crazy dangerous for Chicago not to have a manned large fireboat.

Look a little deeper and you will see that every one of those situations are different from Chicago's.

Chicago's residency is due to an ordinance passed in the late 1920s. It is a known pre-existing condition of employment. It would have to be altered or rescinded by the City Council.

An arbitrator can not grant a change in residency.

The other residency challenges were in different states with different laws and constitutions.

Plus like others have said, our courts aren't exactly on the square either. So a legal challenge would probably be a waste of money.

I am sure you do not want to take no for an answer, but under the current climate and conditions, no is the only answer you will receive, no matter how much time, money and effort you throw at it.
