Well Well Well

This is something:

  • Interim Chicago Police Supt. Charlie Beck on Tuesday told officers that he will not make any merit promotions during his time leading the department.

In a Tuesday email to officers, Beck said, “I continue to hear that members have been dissatisfied and discouraged by the merit promotion system.”

Beck added that he will recommend his successor also not use the much-maligned system and will encourage the department to hold promotional exams every two years in the future.
Mr. Beck, we address you directly now. Hopefully someone points you to this posting as a sort of educational missive - perhaps Mayor Lightfoot can read it, too:
  • "Merit" was put into place to correct imbalances in certain representations. The fact is, not a single piece of paper, directive or order ever delineated what constituted "merit," so everyone correctly assumed it was political in nature. And then, as it continued, you had "merit" people picking "merit" people, people who were owed favors, until now there isn't even a handful of the brass that ever earned a score high enough to get promoted on their own. We're including the cheaters across the years, especially from HQ. The last "merit" board even disregarded it's own rules and voted on their own "merit" picks.
  • As greedy people are wont to do, the 30% for "merit" wasn't nearly enough for the politically connected. Secret study groups were formed where the actual test was taught to certain people, so now, in addition to the 30% "merit," cops had to compete with 20-or-30% more who "made it by score," which was far from the truth. Check out a certain Chief of Patrol - his admin sergeants scored one and two on an exam for lieutenant....and then his next admin sergeant scored number one again. Either he was the best judge of talent in the history of the CPD or the test that he helped write ended up in someone's hands.
  • The most recent lieutenant exam was a doozy. Gene Williams led a secret study group that placed six people, all from IAD and all friends of the then First Deputy's wife, in the top ten -  a statistical impossibility seeing as not a single one of them had gotten promoted to Sergeant on their own! The First Deputy's wife allegedly had a perfect score - again, an impossibility given her previously un-promotable score. Add to that the four or five husband/wife teams that had near matching scores and ranking, and the strange number of sons and daughters (and spouses of same) of a certain Captain (who just happens to be the cousin of the current First Deputy) scoring miraculously high on tests, and one has to wonder if any of it is legit.
  • This means that instead of 70% of the slots being awarded to high scorers and (supposedly) more capable people, we were scrambling for 40% of the slots...40% on a good day. It was probably even less than that.
What did all of this mean? Well, we can say with a high degree of certainty, that upwards of 90% of CPD scandals centered on or were led by a "merit" pick. We hope you don't doubt us. Special Ops, Broken Star, Flagg's crew, pederast "merit" Sgt Elkins, "merit" Sgt Lesner's gun, Johnson's IRS scam, "merit" Sgt Elizondo, the continuing Escamerit follies, Johnson's johnson, the list is near endless and in every case, a "merit" supervisor or someone brought onto a team by a "merit" supervisor, even if the supervisor avoided direct responsibility.

You really want to see what's what? Head over to the Confidential Section of IAD. You're the Superintendent - you own it. Sit down and read those files. Hopefully, you'll be appalled at the "merit" bullshit that gets covered up on a weekly basis. The trouble is we wouldn't know who to tell you to trust to walk you though it all. We used to know a couple dozen cops we'd trust with anything and everything. Sadly, that number has dwindled to about half-a-dozen.

So, does this new policy survive Beck's three months? Or Lightfoot's single term?

I strongly believe this is a step in the right direction. I would further like to see a number before list is throw out. Like 250, 300 or 400! That way there is so Accountability on where they are going. Not they get to you and start over. No merit and what number is list going to before new one goes up.

Thank you Superintendent Beck!

That’s nice, but I’m not necessarily sure I believe it.

This Supt. Charlie guy sure seemed to enjoy playing the clout game when it came to his daughter back in LA.
Squashing sex beefs involving her, and if course turning a profit on her selling a police horse to the LAPD.
Of course he comes here and wants to do away with croneyism.

I’d suggest he should have kept his own house in order before riding in here on (his daughters) high horse!

Not to mention, I can just imagine the outcry when the racial statistics are broken down regarding the rank order list.

I can foresee that without a merit bone to chew on, various minority groups who traditionally cluster in lower scores will file lawsuits for “underrepresentation” (because obvious the test is racist, or has implicit bias or whatever the fuck they call it now), and the list will be frozen as it goes through courts.

Thanks a lot Supe, you’re really gonna he’ll us out with this one.

My first reaction was, “Hell yes! Finally! Way to go Charlie”. While I believe he has the best of intentions and gets credit for having the balls to stop a completely morale destroying practice, reality slapped me in the face. Long before Charlie arrived, it was announced that “oral boards” would be part of the next Sgt test. These “oral boards” were used before “merit” as a cute way of promoting the connected and unqualified.

A form of Merit has been in place for at least 70 years, but back then it was called "Clout", and Chicago is where the word was invented. King Dick II, or "Mumbles", tried to cover it up, by calling it "Merit", but as SCC said, there was neither a definition or standard for what it took to receive a Merit Promotion. The most recent pay-out was in 2008, with the last Shakman Decree violation. At that time Chicago paid out Hundreds of Thousands of dollars to cops who had been passed over by less qualified and less educated officers, due to "Merit". My Unit alone, Mass Transit, had officers receiving $75,000! Now multiply that by all of the Units that filed complaints and received settlements. At that time, Merit should have been abolished, but by then, Supt Weiss, tried to clean it up by naming Exempt sponsors, which didn't work, because the Real sponsors, Revrunds and Aldermen were not named. And it all mattered not, because the sponsors are not held accountable. When Merits screw up, their sponsors are no where to be found. Now, not to be misunderstood: No test has ever been invented that can accurately determine integrity, courage and competence. There are really qualified people who do not test well, so there should be an alternative method to promotion beyond written exams. HOWEVER, THAT WOULD REQUIRE AN INSTITUTION THAT COULD BE TRUSTED, AND THE CHICAGO POLICE DEPARTMENT IS NOT SUCH AN ENTITY. A few days before Supt. Johnson was found using his steering wheel as a pillow, he proudly proclaimed to a group of Black clergy, that he had promoted more African Americans, than all prior Superintendents combined. So I guess his Merit was based on Race? Unless Beck can figure out how to demote all bosses that are Merit, which is unlikely; the Department will be led by Hacks and Incompetents for the next twenty years. Oh, one more thing, I received $12,500 from that settlement, but it was a bread crumb of what I should have earned in my 32 year career, if I had been fairly promoted. The Anger, Disappointment and sheer Disgust that you experience daily, is impossible for the public to grasp or understand. Stay Strong and Safe. Baby "G"

It’s gotten so blatant that the merit people don’t even hide the fact that they know they’re getting the next bump. It’s fucking sickening and thank you beck from the bottom of my heart for this. This merit practice has been abused for so long.

I laugh at this attempt at normalcy. Considering the last Sgt’s test took almost two years to process and grade. I can’t believe Charles in charge will even be around by the time part 2 is administered. So as much as i like the attempt to seem legit, I’ve got a better chance of making deputy, or procreating again in a caps office again. Fair it to say?: appx 50% of score promotions were truly earned, the others studied the answers. And appx 50% of merit can be backed by hard work & dedicated histories, others were given to those with connections of family, political, friendships, or sexual favors. Now things will just return to the days of old, the select few study groups and still connected ones will be studying the answers provided by the SMEs & those with privileged access to the test. This has been going on since the beginning, just different groups of people getting away with it.

That notice is to placate the troops. Lightfoot can say, do and agree to anything she wants today and tomorrow change her mind. She hates the police and she knows the feeling is mutual by the police due to prior activities against the police. Beck will be gone before two years are up. Anyone remember how long it had takes the City to have a promotional exam graded and posted and then promote? It has never been overnight. And promotions have always been dictated by financial liquidity not by immediate need.

I appreciate Supt's apparent understanding of a drastically flawed system. However, the damage has been done from which it will take generations for the CPD to recover! The dilemma is who does Beck pick concerning the reorganization of the CPD considering virtually all the exempts have been merit at least for one promotion in their careers? While I am sure Beck has the best intentions, the "CPD Titanic" has already sailed.

The term "merit" has been synonymous with "affirmative action" and "clout" for decades. The odds of changing that culture are extremely remote, especially considering the political dynamics. In Chicago traditionally the word "Reform" has meant, "My guy is in, and your guy is out!" I don't see that changing in my lifetime.

“So, does this new policy survive Beck's three months? rOr Lightfoot's single term?”

Nope.

This is all a ruse to placate the easily distracted amongst us while they try to fuck us in contract negotiations.

If this actually comes to fruition, expect the city to attempt to parlay it into something (a protection or benefit) we’d have to forfeit from our CBA.

REMEMBER: the percentage of “merit” promotions (up to 30%) are at the Stupidintendent’s discretion. “Merit” is NOT protected or effected by the contract. Employee Resource E05-05 states:

Merit Selection:
(1) no more than thirty percent of those persons selected for promotion in each promotional round will be selected via merit appointment. Merit promotions will be determined at the discretion of the Superintendent of Police.

Graham Crackers and the rest of the FLOP crew had best watch for the sleight of hand from the city on this one. Beck serves at the pleasure of Mayor Larry and can’t be trusted regardless of how much of a “cops cop” he might portray himself as. Tread lightly on this.

www.johnnorthen.blogspot.com ["Fool me Once, Shame on You. Fool me Twice, Shame on Me."]

www.youtube.com/watch?v=-dzT1MQhoDc ["ExamScam the Movie" from NBC Channel 5 News]

I have already passed the above information on to the following individuals via eMail:

Hon. Lori Lightfoot, Mayor, City of Chicago
43rd Ward Ald. Michele Smith, the chair of the (newly formed) Committee on Ethics and Government Oversight
Inspector General Joseph Ferguson
John Kass, columnist, Chicago Tribune
Kevin Graham. President, Fraternal Order of Police, Chicago Lodge 7
Paul Bilotta, President, Chicago Police Sergeants' Association
Better Government Association (BGA)

Thank you, sir.

Why doesn’t the DOJ investigate this merit promotion nonsense?

So with the promotional testing they can still make who they want made. You never see your written tests again. Did you answer the questions correctly or not? They never release the tests nor the correct answers. Then it takes forever for your grade to come back. Written tests should be graded immediately. Everyone’s score and placement should be posted for all personnel to see. Oral boards by command personnel, forget about it, this is where much of the corruption is done. Even if the oral interviewer doesn't get his guy/gal they are all calling each other dropping names of those who are to be taken care of. If you are going to do oral boards get some far away police agencies who have personnel who were the active and knowledgeable police not just some political appointees in their departments. If the people who run this city and police department ever wonder why the morale is so low here, the number one cause is the promotional system. I have seen people on this job make rank in the military, have undergraduate and graduate degrees who could not pass promotional tests and no they were not from the diploma mills that the city sends their clouted to. When good decent officers get shafted and get promoted over, they then become a liability for the department.

I would love to see him stand before The Police Board and City Council and ask that merit picks be eliminated from promotion permanently. Eliminate the merit promotion s.

The worst is how these merit people try to justify their ill gotten promotions. Like they were spectacular officers that the department just couldn’t live without promoting them. When the reality is that most of them didn’t even work the street. Look at most of them. Where they came from and where they go after the promotions. If they’re such good leaders and receive a merit promotion then why are they not in patrol leading? They all find their ways back into some office working Monday - Friday on days doing nothing remotely near what should be expected from a person that gets a merit promotion.

I have so much to say about this. So much anger about seeing so many incompetent and undeserving people getting promoted over my tenure on CPD. I’ll just leave it at Thank You. Now if this new supt can lift residency, even if it’s a step thing where after 10 years on you can move out of Chicago, he will have achieved something no other supt has achieved at least in recent history. That’s respect from the rank and file.

Speaking of IAD, have you seen the transfer orders lately? There’s a mass exodus in IAD. The incompetent Merit picks thought that IAD was a good hideout, until found that they have to actually know the Rules and Regulations, the Bill of rights, the G.O’s/ S.O’s, etc. They found out quickly that they have to learn how to “write good paper”. They found out that their level of report writing is unacceptable for appeal processes, the police review board and civil court, Sergeants and detectives crying everyday about the work load and crying about how unhappy they are. A hand-full ran when they realized how many exempt members are the subject of CR#s. IAD merit losers don’t want to ruin their chances of being meritoriously promoted again. The you Beck for bursting their bubble.

JD used to be our wc, what a gem this one is. An empty headed, bird brained, inappropriately dressed, senior citizen female that still thought she was a hot number. If she liked you, she would bury anyone she could to save you. A copper discovered department issued property was missing during a watch count and she moved heaven and earth to make sure that he got the blame for losing that department issued gear, not her pet. The only way the stink got resolved was a white shirt that knew what was happening told the investigators that if they didn't go light on the accused officer, he would insist the investigation run it's full course and the written documents that were submitted would be discovered to be incorrect and several people with white shirts would probably get fired because a certain wc ordered the lying documents be submitted. It wasn't fair, but the accused copper got like a day suspension for the whole mess and the responsible copper dodged the bullet. Kind of like, I've got child care issues, I'm a single parent and can't afford a baby sitter for a watch other than days. Officer, this kid of yours is not the police departments responsibility. When you applied for this job, you knew what it entailed but you found JD and she made sure you never worked anything but a 2nd watch inside job and I believe you even got a merit promotion to Sgt.

Oh yes, these merits are the best of the best. I'd have stated JD's name but I notice we don't out people by name very often, so, in holding with past precedent, you'll just have to wonder just who JD is.

I made it to supervisory ranks barely. I score decent, but not great, and made it off score. I’ve been a supervisor for years now and am totally turned off by the job. I’ve watched countless caps officers and sgts get merit promoted. Countless admin sgts and cmdr secretaries get merit promoted. Countless relatives and girlfriends get merit promoted. Everyone except the deserving have been getting the merit promotions. Once they get promoted, they send them to the cushiest of district where they spend a short stint and then get ushered back to a unit never to see patrol again. I got so sick of seeing this happen and seeing them come out and try to tell hard working cops and sgts how to police when they don’t deserve the white shirt on their back. So now I give them back what they deserve. Absolute minimal effort. Until this department is on the up and up and good hard working cops that aren’t Wallers Niece or Clines kid have the same opportunities as those people then the department will get a supervisor that treats it back the same way they treat us unconnected folks.

In a letter to the 13,400-member department obtained by the Tribune, Beck said he’s heard that many officers have been “dissatisfied and discouraged” by the process.

More like disgusted and sickened by the absolute theft of these merit promo-tees. Fucking sickened by seeing these worthless officers that haven’t done shit get promoted over others that have even been shot in the line of duty. If u don’t know or aren’t related or aren’t sleeping with the right person, u got no fucking shot at a merit promotion.

Certain demographics will be under represented unfortunately when promotions are based on an objectively scored test. Merit was originally created as a sort of affirmative action measure. I am fairly confident that the city will come up with strategy that will benefit said demographics because an objective test based on material released months before the actual exam is “systematically racist”. That being said the elimination of the friends of friends merit system is undoubtedly a step in the right direction.

12/11/2019 04:12:00 AM

Define merit. Give officers something to strive for. A reason why someone is merit and others are not. Transparency. Right now the only thing I’ve seen that makes someone merit is that they’ve been someone’s driver, someone’s side piece, someone’s kid/niece/nephew. That’s it. Nobody actually deserving ever gets it. It’s a total joke.

Thank u for bringing up the cheaters too. Had it not been for merit and another 30% cheating I’d have actually made rank years ago. Its going to be entertaining to hear all the race hustlers come out and cry about how unfair this is. Hopefully in the near future they will also make it policy, that if you get demoted, you get demoted to the rank you were prior to any merit promotions. Sure it will make cheating on the tests go through the roof, but all you need to do is get rid of department subject matter experts. And if you do use SME, then make it a rule that they were never merit.

12/11/2019 04:21:00 AM

Is it too late? Look at our upper ranks. Our leadership is a joke. Totally filled with merit people that can’t even pass a test and owe their merit promotion to someone so they in turn merit promote the guy they owes person. It’s a never ending train that has gone off the rails. Everyone owes someone something. There’s people that have 3 merit promotions. Three. There’s commanders right now that have double merit. They can’t even pass one single department promotion exam and yet are now commanders. This department has totally gone off the rails.

100% CORRECT SCC. I can guarantee I know countless people who "scored" and "legit" scored great to get promoted, without merit, and just because the "scored" well, does NOT mean they did NOT have the answers before the test.

You said this exactly in your post. *** Remember people, just because someone wasn't "officially merit" and claims they "scored well" doesn't mean that didn't cheat their ass off, hence...they did not earn it as much as they pretend they did in the secret study groups, SCC, there are a lot more people than HQ people that were enrolled in this special group. More than you believe, thank you for constantly exposing this BS, which is why most cops didn't even bother to sign up for the Sgt. test.

Why is it acceptable for bosses to hold study groups and help assist their people to a promotion but when EW does it it’s a crime? For years on end white bosses have promoted who they wanted and used the merit selection for their picks. You guys talk as if it’s only catered for blacks when it’s beneficial to all races. Does the merit process need tweaking? Absolutely! But let’s not ignore the elephant in the room. Cline promoted everyone on his tact team and we ALL know the selected few from his camp had the answers. Stop it. Let’s just work on the process and allow it to help those hard working officers who deserve it. That’s who it’s meant for. Not a fraternity brother or sister, not a community whose entire family happens to be a cop or fireman, and definitely not a politicians friend. The only problem cutting merit will create is more people cheating and ass kissing around Human Resources to get the answers.

Furthermore, The black caucus will NEVER allow “score only” promotional classes. Seriously, do any of you think an all white promotional class will fly???

I suspect the mayor’s office will “re-brand” merit and change the name and promise everyone “transparency” and in the end- it will be business as usual and back to the basement to blog & bitch.

The only reason they are getting rid of merit on paper is because of Johnson's Johnson or Johnson gate whatever you want to call it. If the city's law department cant confirm what video is on that sim card they cant risk promoting people on merit, if they did and somehow that video was made public any law firm would be salivating at the mouth like Pavlov's dog. They would have a field day stating how the merit system "works" and what the officers have to be subjected to in order to be promoted. The city would be hit with a huge lawsuit they would lose and be forced to pay out, especially if those two clowns put in merit packages. Who would have thought that the one person who was adamant about having body cams was brought down by one. I guess now people that actually will get promoted because they tested well will have to thank body cams, the poor judgement's of three, and a Johnson. For those of you with clout that will no longer be able to get promoted because of your clout you didn't get screwed, you were going to screw people over.

In about three months it will be business as usual. If anyone over there is reading this in HQ, what about the potential issues on next sergeants exam? Part 2, held in March 2020, is an assessment exercise rumored to be audio recorded and split over two weeks where each officer is assigned a separate day to do the test. This is going to be a complete failure and expect grievances. If true, what's going to prevent people from sharing their scenarios, questions & experiences (telling people what to expect on test day) with those who are testing a day or a week after you thus giving them an unfair advantage? Also, if they are going to use the argument that the questions or scenarios are going to be different, what if officer A get an "easier/simple" scenario than Officer B? You should be graded/scored on the same exact material. The only way to do this is to have a written test on the SAME day where material and experiences cannot be shared.

This was one of the best posts ever to appear on this blog, unfortunately the mass media is unlikely to pick up on it. The reason for that is the central purpose of the local media is always to look for a brighter day here in Chicago where corruption and forms of patronage are eliminated and we march on together to a happy world. Thanks for being truthful.

A good step, but Beck is only here for 3 months. I expect the "merit" system will return in some fashion. a New "legitimate" merit system as they will call it. All these merit hacks can wait three months.
Mr. BECK...The "D" Unit's Supervisory staff is chock full of merit hacks. Almost 100 percent I'd say. Can we also stop the transfer and gathering of ones own people to any particular unit?
I would like to build a unit without these people, and see how the efficiency rate increases exponentially over the years when "Qualified" people are promoted or placed in these positions.
A lot of feathers will be ruffled here, watch your six! Those "Chicago Values" can be a real bitch...

Some version of a merit system will be back. Any diversity program in the employment setting must be narrowly tailored to achieve a compelling government interest. The need for a diverse police department that represents the community will always be viewed as a paramount consideration. For whatever reason, promotional testing does not result in the type of diversity that administrators want to see as an accurate representation of the public. So, what should happen is a study and best practices analysis to recreate a system that is both constitutional and will achieve a holistic approach to the compelling government interest.

Take politics out!

Will merit end permanently or will it continue in some other form ? Only time will tell. But, you will hear the screaming and caterwauling all the way to Los Angeles if the racial purity group do not see enough blacks promoted. Now Beck and the mayor should release to the department and the public the complete Inspector General Lieutenant's promotional cheating investigation.

Too little, too late. The real police are almost all gone. 30 years of bullshit merit, now they will reap what they sow. With weed being decriminalized, its just a matter of time before the bodies will really hit the floor. In fact, I bet chalkie will outline one thousand bodies in a year. That year will be 2022.

Good Morning John,

I am glad to see that you are still around and concerned. We worked together in Maxwell St. back in the day, I in homicide and you in robbery. You were one hell of a good detective. Off duty, well, lots of fun. I sure hope this is the start of an honest and transparent promotion and assignment system. I remain skeptical as Chicago is corrupt to the bone. Too late for you and me, but a glimmer of hope for those still serving and yet to come on the job. Best Regards to you

Look like charlie knows the boomers have been hooking each other up for decades, resulting in the joke of the department we have today. He knows the boomers’ time has past and they are doing everything they can to hold on to the greed and power. The thing is, the boomers were never that smart. They just adapted to a corrupt selfish system and bleed the department dry. Much like they are doing to the city, county, state, and country. At least your time is up at CPD, boomers. Time to get off the gravy train and retire. You actually might have to put in an honest days work.

Sounds to good to be true. The CFD has the same problem. 17 members now in the fire academy being promoted to Battalion Chief, and every one of them FAILED the test. All scored under a 70%. We’re putting peoples lives at stake, the citizens and the rank and file members under their command. Sad thing is, most don’t care. That is, until their house is ablaze with loved ones trapped inside, and they’re counting on the incident commander to have the wherewithal to make the best decision to save and protect your loved ones. But oh no, the B team didn’t show up, not even the C or D team, the flunky shows up and is as confused as you.

The biggest joke was during this past dicks exam the proctor actually says to the thousands of officers taking the test if you already know that you’re going to make merit you don’t have to stay for the second part. People actually got up and walked out while the rest of us finished the 12 hour test. I couldn’t believe the balls both the proctor and those jags who walked out. Three years on at that point and realized what a joke the promotion process was. This is a huge step in the right direction but I’m not gonna hold my breath.

Then wait a year or so before they get around to making the first class. I guarantee that after the scores come out they will not get the demographics to please the community and, wait for it, MERIT WILL BE BACK. Bet on it.

12/11/2019 09:11:00 AM
Anonymous Anonymous said...

I really don’t think that merit was used for people that don’t test well. If you want a true bias free promotional test that actually tests your knowledge of the job, keep it about the rules, regulations, procedures and laws you work with everyday. I don’t care what color, sex, nationality or whatever you are, if after training, you don’t know anything related to the job, you don’t belong. How did you get hired? If you cannot perform the duties that you were trained to do, you really don’t want to do it. It’s not all that hard if you do the job. It gets screwed up when you put in politics and quotas etc...

A perfect example of the use of merit. I remember back when a near westside district commander, who liked driving through wet cement, used his merit picks to promote all the people that were pilots in his flight club, not in his district. There were good officers in his district that were encouraged to apply for a merit bump but it didn’t matter to him. I just cannot remember his name??? ;)

I agree that with the merits and the cheating, honest officers have a slim chance of being promoted. But the Captain’s promotion is the worst case of out of control corruption. Do completely away with the traditional exam and make it one hundred percent merit. Highly qualified, honorable lieutenants never had and still have no chance. They are quickly eliminated from consideration without any explanation .This is one of the worst disgraces in the history of the CPD.
