Rejected Promotions

Rumor coming through hot and and heavy at HR:
  • A little birdie that works at HR tells me that (as of yesterday 04 March) that +/- 15 people have said “thanks, but no thanks” to the sergeants promotion. A good percentage of those on the list are from detective/investigative units, a few are from Forensics and a couple from Canine. It speaks volumes as to just how shitty this job has become when people pass on a sizable base salary increase and bigger pension. I would love to hear from some of those that declined as to their reason(s) why. I can assume most don’t think the extra $$$ is worth the liability attached to the chevrons, especially in this day and age and with the caliber of [officer] they’re hiring who they’d be supervising. Not to mention some of the units these people are in are pretty sweet gigs all things considered, a lot of OT, etc. Also heard a handful turned down the detective promotion. Thoughts?
We can confirm at least four people on the Sergeant list turned it down. We cannot confirm anyone on the Detective list. Someone somewhere knows for sure, but this speaks volumes to how quickly coppers see the S.S. CPD approaching that iceberg.

UPDATE: New lists are out - six turned down Sergeant, four turned down Detective.

Oh.... can a detective be forced to pay cash money for the fact that a person who for all purposes IS guilty but says 38 years later that you peeled his finger nails or let freedom ring with a rubber hose into his backside?

All the more reason I tell my son to join the Air Force or go into technology at college... this job is meant for people who get pissed off in MCD drive through and want to punch lights out 2 years prior to being hired. If I can spawn back in time I would not had taken this job

Couple days ago, PO’s in 18 got dispatched to a fight involving a gun and a white Jeep. Long story short PO’s show up only to find out that the occupants from the white Jeep were all off duty PO’s. The incident was a verbal altercation between two civilians and 3 off-duty PO’s. Here’s the worst part... the two female PO’s began yelling at the on duty guys, “friendly fire” “y’all doing too much!” And my favorite..”y’all doing this because we black!!” These are off duty PO’s saying this to 18th district PO’s!!! To make things worse, the off-duty PO’s are all two year wonders! This is the second incident involving off-duty two year wonders in 18 in the past two months.
Seems like some of these idiots feel that having a badge gives them certain entitlements to do what ever they want! This is what happens when you lower the standards and are desperate to hire more people! The days of covering for other PO’s stupidity are long over!! Stop being stupid and stop expecting other PO’s to clean up your mess!

I’ve worked my way up a couple promotions and wish I could give them up. The extra money is nice, but it doesn’t come free. As a supervisor you have to deal with a lot of crap. Most of it isn’t from the PO’s, it’s having to deal with the people above you. Lts who are jag offs, captains who are total complete know it all assholes, Cmdr’s that micro manage the shit outta you. It sucks. I’d hate to tell anyone to pass up a promotion, but looking back I really wish I would’ve. I had a nice spot as a PO working with a good partner and gave it up for the money. Money has not bought me happiness.

If you’re in the homestretch of this shit show of a “career”.
If you’ve lived conservatively and even modestly invested via Deferred Comp or other vehicles.
If you’re in a spot that minimizes your exposure to the general public, i.e. ANYTHING AWAY FROM PATROL....

Why the hell would you even entertain taking the stripes to babysit the morons coming on the job today? Not to mention going back to Square One in seniority. On first watch. In a shithole ghetto district on the opposite side of the city from where you live. Responsible for the actions of 10, 12, 15 or more kids that can’t make a simple decision. Logging cars. IOD’s. Pursuits. Vehicle crashes. CR’s. The added liabilities and responsibilities ain’t worth the money to some people. Especially if they’re in a good unit.

I know one of the guys who passed on sergeant. Let me say that I completely understand and agree with his specific reasoning. It all boils down to Risk vs. Reward. Smart people that have had their ducks lined up from early on know it’s a losing gamble in the current atmosphere.

Good on ya to have the to chutzpah to say “shove those stripes up your ass”.

Turning down a promotion isn't necessarily a sign of how bad being a supervisor in this agency is; it could (and likely is) a fact that some people are very comfortable in the current position they hold within the department, and with advancing retirement plans, they don't see themselves being in the new position for an additional 3 or 4 years in order to get the higher dollar pension that goes with it. If you have been out of patrol for the past 10 years or so (or even longer), then the adjustment to going back into patrol may simply not be worth the promo and extra pay. Everyone has to consider the pluses and minuses to such an abrupt change of position within the department. If the minuses are more than the pluses, then the answer is simple, just remain where you are, particularly if you actually like what your current position is. There is a lot to say about going to work happy!

I have also observed a few people over the years who had no reason whatsoever in accepting a promotion, retiring in 12 to 14 months after hitting the streets in their new position. If you know that your retirement plans are definite within the next 18 months or so, then why accept a promotion, when you aren't going to receive a higher pension from the new position in such a short length of time? Better to decline it, and allow the next person on the list to obtain it, sticking around long enough to enjoy the fruit (higher pension) of their 3 to 4 years of labor.

Potentially subjecting yourself to City Hall,

has resulted in Policemen doing deep dive risk/benefit
analysis and mapping out means to mitigate any and all
hazards that come with taking these promotions.

Some have reached their own conclusions regarding
the costs of being subjected to grief and aggravation.

Understood. My first question would be: historically, how many individuals turn down a promotion? This may be the typical percentage who refuse. May give more context that way. Or, maybe not.

The answer is simple... they are most likely northwest siders who don’t want to go to the bottom in seniority and end up on midnights in some far south side district. It’s nothing but a quality of life issue for people with 20+ years on the job. Especially people who are already D2A. The pay jump to sergeant isn’t that much more, and not worth the inconvenience.

My guess is those who turned down the promotions are near retirement and found a cushy place to retire from. Why spend the last few years on the job working hard on midnights when you can have a nice easy day job for a few years and then move south.

People who are in units with high OT rates like canine already make a boatload of money doing almost nothing. Why would they want to mess that up?

I feel like I’m not the only one, but I didn’t even take the Sgt exam.

I didn’t even want to have to make that decision. So kudos to the coppers who had an actual choice to make on the list and turned it down.
I knew I wanted no part of it before it even got to that point.

That many people turning down a spot with their name on it is a thing.
And how many have just decided to not even test? Because I’ve talked to quite a few.

This was once a great city, and a great police department. Never thought I’d see the day.

The only reason to take the Sgt's promotion if you are a detective, is the chance to make Lt before you retire. I was lucky enough to do that and retire as a Lt, but it was a gamble. As far as I am concerned, detective is the best job on this department hands down.

As a current Sgt, I can tell you its pure misery if you are on the watch. The problem isn't just the officers. The Lts, Captain, and Commander are just as bad. They are all scared of their own shadows. They micromanage everything into the ground.

I know one of the detectives who turned it down. He didn't want to go to 3rd watch in 003 for a couple of years. The fear of being around of incompetence all day is horrifying.

After 10 years on the job and happy where I was at and what I was doing I was promoted to Sgt in 1991. Hated every minute of it. It took me 7 years to feel comfortable when being called "Sarge" by my fellow workers. My advise is that if you love your assignment and where you're at don't take the promotion (especially in this day and age). The extra money isn't worth forfeiting your sanity.

When I work CTA I don't wear one because it's back in my district in it's dock. I'm working my day off and heading straight to 18th. I'm not driving south to my district for a camera then heading north to 18th, then heading back after I'm done. I'm sure if they are detailed to cta they did the same.

The promotional system sucks, there is no reason for a PO or Detective to lose thier seniority for furlo and picks when you get promoted to Sergeant.why should somebody who has a great furlough with a family trade it for a rookie furlough. And even if you get promoted 2 years before your retirement you will still have 2 years of Sergeants sailed added to you PO last best 2 years. Being promoted back in the day with 20 years on boosted my pay 12,000 per year. Maxed out Sergeant my pension is 96,000 yearly.

What everyone is missing here is your pension, The additional monies that one receives when you are on your pension is well worth the grief and aggravation. I get it, it sucks to go to the bottom of the seniority list, work for asses, and have to baby sit. Been there done it. However, when you retire it is very nice to receive the additional monies obtained from the promotions. For someone who is in their 30's and 40's you might not think about this. I don't want to hear " there is not going to be a pension in a few years" bullshit. If the pension goes belly up it is going to go belly up weather or not you are a patrolman, detective, sergeant etc. I was promoted to detective and then sergeant. Each promotion meant I got rank raises. Each promotion meant that when I retired I got 75% of that's positions salary. I been retired for 20 years now and believe me the COLA raises I get every year if very appreciated. Think about what I just said. You might think twice about passing up that promotion.

I agree, i have no clout made sgt couple years ago. In a busy south side district and its the best thing to happen to me on this job. Its a major mistake to turn it down, but everyone has their reasons. With that being said there are a lot of guys talking bad about the sgt position and none of them have been a sgt. Dont listen to them. People are afraid to supervise the new kids? I rather supervise them than be stuck in a car with them for 8 hours running from job to job.

Most who accept want to better themselves, their families, and yes the department.


It’s important to have good leaders. Those of you testing should not be dissuaded by stupid shit happening around you.

Just like that douche nozzle Art P, who made sgt last spring and got sent to 7 on mids. He then went to get a Dr note to say he couldn’t work mids cus of some bullshit condition. He’s been in 166 ever since. This is one instance where even the Union should say, he needs to give up his stripes (and be allowed to). If you can’t work any shift at any time you are not fit for duty. The Dept should have called him on his BS and sent him for a follow up with another dr. Score or not, this guy doesn’t deserve the promotion.

Well I hope the on-duty Officers had their body cams rolling and the department can now thin the herd of these off-duty P/O’s who we definitely do not need on this job. Of course they needed to play the race card to excuse their actions for which someone found the need to call 911 to correct. Well I wonder if Mayor Lightfoot will allow the occupants of this Jeep to continue to represent her and the citizens of Chicago as Police Officers. This could be a defining moment for the Mayor to show that “transparency” is not just a word that she throws around, but an actual cornerstone of her administration. We will be watching.

Understood. My first question would be: historically, how many individuals turn down a promotion? This may be the typical percentage who refuse. May give more context that way. Or, maybe not.

Years ago, why take a test if you didn’t want to get promoted. Also the department frowned upon turning it down and I know of one person who was told they would be transferred out of their current unit. Guess the department figured if you didn’t want to get promoted something must be going on at your current unit

If you were really the police, you'd know this answer already. When you're detailed out of your district, for any length of time, your body cam does not go with you. It stays docked at your home district. And unless things have changed, when I retired in the middle of last year, the officers assigned to Mass Transit were not issued BWC (which is stupid).

I have also observed a few people over the years who had no reason whatsoever in accepting a promotion, retiring in 12 to 14 months after hitting the streets in their new position. If you know that your retirement plans are definite within the next 18 months or so, then why accept a promotion, when you aren't going to receive a higher pension from the new position in such a short length of time? Better to decline it, and allow the next person on the list to obtain it, sticking around long enough to enjoy the fruit (higher pension) of their 3 to 4 years of labor.

Guess you don’t understand how the pension works You will receive a higher pension. You pension is determined by the highest 4 years out of the last 10 years. If you stay 18 months , 18 of those 48 months will be at sgts pay. It’s quite a bit more and also will affect your COLA
Also all time on the books, any vacation accrued, BFD and P days will be paid at sgts pay not patrolmans. Big difference if you are holding a few thousand hours which isn’t unusual nowadays

Most of it isn’t from the PO’s, it’s having to deal with the people above you. Lts who are jag offs, captains who are total complete know it all assholes, Cmdr’s that micro manage the shit outta you. It sucks. I’d hate to tell anyone to pass up a promotion, but looking back I really wish I would’ve. I had a nice spot as a PO working with a good partner and gave it up for the money. Money has not bought me happiness.

I left as a lieutenant and my pension is 6 figures. I also worked for many assholes, but try to remember that retirement is a gravy train.

If they're detailed, their body cams are back at their district. If body cams are the new norm though, they should be issued one when they hit their detail. That's clearly not what's happening though. Aren't the body cams required by law now? I don't recall an exemption for details.

Good for you and I am being sincere, but your 20 years, especially the first 5 to 10 of them, were much different than the circumstances, conditions and climate surrounding someone who is just starting to be a sergeant in 2020. Not saying you had is easy or that everything was just wonderful; just saying it was "better" all-around being a supervisor in 2000 as compared to being a supervisor in 2020.

Turning down a promotion isn't necessarily a sign of how bad being a supervisor in this agency is; it could (and likely is) a fact that some people are very comfortable in the current position they hold within the department, and with advancing retirement plans, they don't see themselves being in the new position for an additional 3 or 4 years in order to get the higher dollar pension that goes with it. If you have been out of patrol for the past 10 years or so (or even longer), then the adjustment to going back into patrol may simply not be worth the promo and extra pay. Everyone has to consider the pluses and minuses to such an abrupt change of position within the department. If the minuses are more than the pluses, then the answer is simple, just remain where you are, particularly if you actually like what your current position is. There is a lot to say about going to work happy!

Why do you think you have to be in that position for an additional 3 or 4 years. Every month you stay your pension increases and when you retire if it one day after the promotion all the accumulated time along with furlough hours get paid at sgts rate

I have 27 on, am too young to go, am in a good spot, and wouldn’t take it on a bet. Start over on midnights in a district 200 miles away? Not happening. Losing my summer furlough. Nope. Been there, done that. Keep it. The finish line is within reach.

...Or people who didn't drink the koolaid and just take a test and hope for a promotion because they think it's the only way to make money in this world. I know coppers who make way more than supervisors through their own businesses and/or smart investing. They enjoy their businesses and have less headaches than the sgts I know. You do however have to be an independent thinker and taking every test hoping to make more money through this job is not independent thought. This job does like people who blindly follow and do what their told so I guess becoming a supervisor fits the bill.

Just like that douche nozzle Art P, who made sgt last spring and got sent to 7 on mids. He then went to get a Dr note to say he couldn’t work mids cus of some bullshit condition. He’s been in 166 ever since. This is one instance where even the Union should say, he needs to give up his stripes (and be allowed to). If you can’t work any shift at any time you are not fit for duty. The Dept should have called him on his BS and sent him for a follow up with another dr. Score or not, this guy doesn’t deserve the promotion.

If you were a detective for 2 years no way would you turn down Sgt. Look at the list of Sgt going to Areas. Several with 2 years as dicks and 1 year as sgt. Seems like a good deal for them. Not so much for clearance rate, experience, time in grade or on job. Getting hard to find knowledge in the D unit.

The only reason to take the Sgt's promotion if you are a detective, is the chance to make Lt before you retire. I was lucky enough to do that and retire as a Lt, but it was a gamble. As far as I am concerned, detective is the best job on this department hands down.

Here's the deal, if you enjoyed being a patrolman, you like being a Sgt. The pay increase is noticeable, the 10% increase in the value of your Comp Time is better than the banks offering. The 3/4 hour a day comp time turns into almost 200 hours a year, which is what you can sell back every year. This doesn't include helping out and teaching the PO's. I also liked being a Sgt and did well on the test. I also like being a Lt. If you don't like this job, find something else. I know the money is good and the benefits are good, but none of that is worth it if you're killing yourself slowly doing work you hate. Good Luck.

You hit the nail right on the head. A perfect example is the new Sgt. S. on 3rd watch in 012, who was formerly on midnights. He has a year as a sergeant and suddenly he’s a know it all, he loves to hear himself talk on the radio, yet his decision making is horrific, coding jobs as he sits inside trying to make himself sound important, and he’s afraid of the streets. I have friends who used to work with him as a PO who say he was the same idiot back then and a total do-nothing. He’s been caught saying some stupid things at roll call, acting like it’s a comedy show, and officers have already filed complaints against him for his offensive and sexist remarks. Fools like him have no business being sergeants.

Keep that Lt spot. I don’t want that pay cut. It’s nice having a clean private washroom with no boogers flicked on the urinal walls. Wth is that about? On the street and in the court room the shirt gets a little more respect. Not everybody is made to be a boss. It’s ok to accept that and not accept the responsibility. If you do though, the perks aren’t all that bad. Learn to make things work for you and your family.

ssc my take on the sgt promotions if you are near retirement and dont have wack
take it you always do a year on the medical and retire and cash out all your comp hours
you may not get a bump in the pension but if you invested your money you will ok
i did that and then retired, now i work several security jobs including being a part time police officer in the suburbs and yes i was and still am worker but no clout

If you want to be a good Sergeant,than you have to be able to make a call, if these people need an answer to a question orproblem then help them, if you dont know how to do this,pick up the phone and ask someone more experienced. Just dont give them the wrong info. If you make a decision and it's wrong then it can be fixed. Don't be a know it all Sergeant who screams and yells. Praise in public, but scold in private. Remove the bad coppers who are the troublemakers. Don't let them run wild and poison the rest. Don't ask coppers to do anything that you wouldn't do yourself and if you are a Sergeant thank your people, it goes a long way. I was a Hands on Sergeant and had a great team in my unit. Make friends,, not ememiesbut know when to be the leader.i retired with over 35 years on, my Sergeants pension is $96,000 and you can be a good boss too. Stay safe

P.O’s gets sued what more than detectives due to traffic pursuits, foot pursuits, ISR related incidents, TRR related incidents, responding to domestics, complaints of handcuffing too tight, lost prisoner property, and 4th Amendment violations, illegal arrests, etc, need I say more?

Thought that Lieutenant would suck, I asked my Lt about it and she told me, "you want to make Lt., kid...she was not lying....lol. As field Lieutenant, I could legitimately make overtime if I wanted, and now that I am in a unit, the same applies. I don't care about OT, because I learned to manage my money years ago. Made, all 3 promotions by score, and never wanted to go back. Told a Commander buddy of mine that I felt sorry for him, he laughed and said, believe me, it's much better than Lieutenant and Captain, go figure. I think human nature is to look at others and make comparisons in our own favor, irrespective of whether or not we have any actual experience in the shores of others.

Not any more than any other witness. But if you're officially served with a subpoena, you could be held in contempt for not complying. Not automatic, but could be.

Couple days ago, PO’s in 18 got dispatched to a fight involving a gun and a white Jeep. Long story short PO’s show up only to find out that the occupants from the white Jeep were all off duty PO’s. The incident was a verbal altercation between two civilians and 3 off-duty PO’s. Here’s the worst part... the two female PO’s began yelling at the on duty guys, “friendly fire” “y’all doing too much!” And my favorite..”y’all doing this because we black!!” These are off duty PO’s saying this to 18th district PO’s!!! To make things worse, the off-duty PO’s are all two year wonders! This is the second incident involving off-duty two year wonders in 18 in the past two months.
Seems like some of these idiots feel that having a badge gives them certain entitlements to do what ever they want! This is what happens when you lower the standards and are desperate to hire more people! The days of covering for other PO’s stupidity are long over!! Stop being stupid and stop expecting other PO’s to clean up your mess!

At best you get the normal subpoena fee which is very little. Probably the same as jury duty pay

(b) Each law enforcement agency shall adopt a written policy regarding drug and alcohol testing following an officer-involved shooting. The written policy adopted by the law enforcement agency must include the following requirements:
(1) each law enforcement officer who is involved in

an officer-involved shooting must submit to drug and alcohol testing; and
(2) the drug and alcohol testing must be completed

as soon as practicable after the officer-involved shooting but no later than the end of the involved officer's shift or tour of duty.

I don't think your concern should be so much for getting overtime as it should be for not being on the hook for damages and not being indemnified by the city. Dummy.


Sgt. M from the old A5 was/is on the hook for something in the area of $30k for the whole Guevera thing. NOT INDEMNIFIED. That's him being in Florida or wherever and getting a call - hey, this shit ain't over yet - come on in and list your assets. And he just signed the reports I can almost guarantee had no part whatsoever in what Guevera was doing. I have heard other Dets at the time say Gevera was the dumbest man they had ever spoken to.

excellent advise. I have a few years over 20, all in patrol, and sometimes younger officers ask me a question. If I don't know the answer, I look at them and say, "let's look it up so we both know for the future."

You gave up the best job you ever had, where your OT added to your salary was probably about the same amount a lieutenant makes, so you could be a lazy fuck lieutenant and not a working detective.
