A few years ago, we wrote a number of posts decrying the lowering of standards for hiring CPD Officers. Background checks were sloppy, previous brushes with the law were disregarded, physical fitness standards were downgraded or eliminated (especially when Special Ed's kid went through). We predicted time and again that it would bite the Department in the ass one day:
- The Chicago police officer who shot an unarmed man at the Grand Red Line station on Friday was charged with assaulting a McDonald’s restaurant worker in 2015, less than two years before the city hired her to become a cop. Prosecutors dropped the case when the alleged victim failed to appear in court.
Certain clouted people "slipped through" the process in old days, usually for DUI arrests. Abbate never would have been hired if the actual rules were followed. Followed to the logical conclusion, if he wasn't hired, he wouldn't have been in a position to be in the bar, drunk, throwing haymakers at a bartender and being used as a club to beat the Department with, even today. There are others, some for more than DUI offenses. We'll spare you the details.
But in the days of actual background checks, before Tracy Ladner gutted and skewed the process at the behest of her political handlers....
Well, everyone will have to wonder if this one, with her short fuse getting her arrested in a fucking McDonald's Drive-Thru, could have made it through the process if (A) rules were in place and (B) those rules were enforced. Now there's a high likelihood she's the next clip played on the news to paint everyone with her incompetence for ten or twenty years.

But seriously, other then her complete failure to do any hands on (on Video) She did utilize multiple tools prior to the shooting, verbal direction, tazer and O.C spray. The partner yelling "shoot him" may have been the largest contributing factor to think she was in much greater danger and that the male officer knew something she did not that justified shooting. Her previous arrest for assault having never been adjudicated in court guilty or innocent should be left at the presumption of innocence unless there is more then what is written...This whole case is a fuck up and the officer that did not shoot certainly esalated it. But you are also right this lowering (actually elinamting standards physical and mental have put some real idiots on this job..
If you read the statement from the guy’s attorney in the Trib, she blamed hiring practices, training at the academy and a lack of supervision. She may have even called out the commander of Mass Transit by name. Wonder when the lawsuit will be filed and how quickly the city will settle? It will never go to trial or the serious issues within the office of personnel and the academy will be exposed.
Very strange no one has commented that they know either of these two. Typically on here there’d be dueling comments on how great/bad they are in their regular districts...
If you’re acting like a savage, getting into fights with drive thru employees at all hours of the night, maybe that doesn’t show the best judgment to be a Chicago cop, or any cop. I had plenty of well qualified friends turned down for this job, never arrested, never did drugs, military men/women, never tried to beat the piss out of a drive thru teenager. All turned down for the job. But, this shit head throwing a tantrum in a McDonald’s drive thru throwing haymakers at the cashier? Hire qualified people, not those based on skins color and/or connections. Well qualified. The diversity, it hurts so bad.
Tracy Ladner was super quick to strip coppers with drinking problems. Even the ones who voluntarily sought help. Let that sink in. You go through EAP because you are seeking help and you Star and Shield are to be left at the door.

Over the past few decades, court decrees, policy changes, criminal history expungements, throwing out psychological profiling and the pandering administrations yielding to even more pandering court rulings has sent the department in a downward spiral. Anybody remember Chuck Percy, the former Bell and Howell exec who became US Senator from Illinois. He was the one who brought Prentiss Marshall to the dance. The old timers can tell you Marshall froze hiring and tossed eligibility lists back in the early 70s. That brought forth the Renault Robinson's and Ralph Metcalphs out of the woodwork and its been downhill ever since. I hope Marshall is burning in hell.
Tracy Ladner was gone before the "be the change" campaign. Tracy Ladner screwed up the last application process that had over 25,000 applicants in 2010. Military, law, cfd, regular applicants and more were disqualified before the process began. Ask anyone with 7-
10 years on the job. What a shit show that was. It cost me a lot of money and others to fight the city. And again, these disqualifications had nothing to do with psych or background. People,myself included hadn't even gone through the phases of the process accept for examination but Tracy and crew generated DQ letters

Standards were lowered in my class of 1986, we had all kinds of felonious recruits of every ethnicity...
Ladner was an ass- but this officer was hired under WEST during City Halls massive push for bodies--when dope/criminal acts/bankruptcy/lack of verified job history/ being fired from jobs/not having steady employment/early military discharge/domestic complaints/arrests/gang affiliations/etc etc were all relaxed to increase the hiring. She and her point guy Pettis (now a merit lt despite open crs) were both rewarded with promotions.

I remember when my Daughter took the test. Scored very well, but even more important, she has common sense, as well as brains. She had received a letter in the mail, that she was disqualified, because she missed a step in the hiring process. She was informed by the Department, that they had sent an E-mail to her, with the date and time, she was to report for the next step.My daughter explained to Human Resources, that she had never received such an E-Mail, at which time they told her to prove she hadn't. Of course she had printed out every E-Mail she had received, during the time in question, and sent it to the Department, via certified mail. A couple of weeks later she received a letter stating congratulations you qualify to take the next step. At this time she decided they could take the job and shove it. She since moved to Arizona, is a Human Resource Director with a great company, makes more money then she would have as a Police Officer in a city, that for the most part does not back the Police, and tells me she feels like she is on Vacation everyday of her life. By the way, she also has never been arrested, or for that matter ever received a ticket. As a retired Chicago Police Officer, I think she made the right decision.

Maybe Tracy Lardner should be sued for hiring people who have violated the hiring guidelines. FOP should file the suit.
No one has read the shooting officer’s statement. Maybe she stated that the pepper spray was in her eyes and she believed that the offender had a gun on her partner or he got control of her partner’s gun so when her partner yelled “shoot him”. She believed that it was justified to use deadly force.

I agree that we shouldn't hug a thug, but there are too many officers who treat EVERYBODY the same especially if they live in certain neighborhoods regardless if they are law abiding,tax paying, hard working, productive members of society.

Listen/watch the video again, she says "I'm about to shoot him" then the partner says "shoot him". Her voice is slightly muffled so its easy to miss it.

This POS hated coppers, especially White coppers and eliminated alot of cops kids from the testing procedure saying they failed the Psych test. Well Thanks to Dan Herbert who took on the case blew it in court. He did no favors to these kids because he took thier money and was ill prepared to handle it properly. Ladner was finally launched and webtvri the County where she lasted a short time and was fired. CPD standards have definitely yielded some gad products.

Tracy ladner got me on the job after human resources found out I owed a ton in tickets and I had been arrested for kicking this guys butt in a bar (I dont drink). They gave me the time to pay back the city for the tickets and overlooked the arrest and I have been promoted twice in my career non merit so for that I will always be grateful...that being said even slow ol me can tell the standards have dropped lately big time in the last few years...you got officers who cant speak English, cant write English, 40 year old career stay at home moms picking up a gun and badge, officers who have been arrested for drugs, and etc. Etc. I really have to council and watch some of these young guys and the problem is they challenge you on everything! One of my subordinates had the nerve one day to ask me if was merit after I told them to do something they didn't like! Lol I used to come to work chill go fetal and relax now I'm always on pins and needles monitoring the radio! Its completely wild out here. The department is also very young now when I first got on I was working with people with 10, 15, and 20 years on and I shut the heck up and watched and listened now you will be hard pressed to find a detective or sergeant with 20 years on. Well one good thing that's come from this massive hiring wave lots of cuties on the desk now in every district (in my Eddie Johnson voice)!

2010 hiring campaign "answer the call" well, I waited for "the call" or the letter and It took 4 years. 4 YEARS after being told we were disqualified for no reason!

Criminal charges should be brought against; Past Supt Eddie Johnson, Deputy Chief Keith Calloway, Commander Michael Pigott and Deputy Chief Kevin Johnson. All those geniuses were in charge of the recruit training and passing these idiots. They should also be sued civil court. NEGLIGENCE!!!! Strip those ass clowns and send them to call back.
It has continued go down the tubes with civilian Robert F. Landowski leading the charge. Worked there for almost 2 years and its was a freaking circus. A key word around 35th and Michigan 4th floor HR section was "work them up". You would have candidates that are clearly in violation of numerous items but investigators were routinely told to bend the rules to get that certain demographic into the academy at all costs. If you were military, had relatives on the job or M/2 your chances of getting bounced were the highest. They always seemed to fail the psychological part of the process with no explanation and were just shelved with candidates sitting at home waiting for an email that was never going to come. Using multiple tools means nothing in terms of justifying her decision to use deadly force. You don't just get to use deadly force against an active resister because other force options were ineffective. At the time he was shot, he wasn't even an active resister. He was just standing there. Then she shot him again while he was running away. Nothing can justify either shot. Maybe she has a tiny shred of an argument because her partner said to shoot him, which could possibly make her believe he is a deadly threat. However, once her partner stood up and decided to play with his cuffs instead of trying to control the guy in any way, she has no reason to believe that person playing with his cuffs is doing so while a deadly threat stands just a few feet away. But she shoots anyway, long after the "shoot him" was said. She shot because she was scared and out of ideas. She shot because she didn't know she wasn't lawfully able to shoot. She shot because she didn't belong on this job. Her partner probably doesn't either, since he had absolutely no idea what to do other than hold onto the guy resisting him. No strikes, no baton, no use of the discarded tasers. Just complete incompetence and stupidity.

Can anybody please explain why the 2nd district lobby allows this nonsense. Yes, I understand that they are homeless, but all of them suffer from some mental illness, they are not in the best of health, hygiene issues, they piss and shit on the lobby floor. Many officers have complained but District Commander look the other way. It's not a safe work environment, it's not safe to walk into this station for a report at the desk and I can't use the bathroom there without fear of being assaulted. The awful smell of feet, ass, urine and shit. Why not move all this to 3510 S. Michigan the Public Safety Headquarters or better yet the lobby of City Hall of Chicago.

Coming straight from someone who was promoted twice. THIS is why many of us stopped taking the tests years ago and why many of those passing the tests recently are turning it down. Not worth the headaches. Did a stint voluntarily on 1st watch a few years back and witnessed exactly the same behavior you mentioned. It was then that I asked myself if I wanted to be responsible for a whole watch/sector/etc. Nope. Only worry about myself and limp on a few more years to retirement. I'm sure the pay is nice, but if you're smart, you've developed and secured other ways to more than make up for the pay differences in rank.

Well just for the sake of argument mind you, what if that first shot was truly in response to her partner shouting “shoot him” and the bad guy did have his hand reaching towards or already on the firearm of her partner. Anyway having a good relationship with the thugs as you say always helped me police the block when there was a problem, cut down problems on the block and even get information sometimes. Just because you call them thugs doesn't always mean they are not human beings also. Being the police you should be able to tell the good from the bad, I always told pop's that if the person takes it up to another level then you take it to another level, just know how to bring it back down when things calm down

She had received a letter in the mail, that she was disqualified, because she missed a step in the hiring process. She was informed by the Department, that they had sent an E-mail to her, with the date and time, she was to report for the next step.My daughter explained to Human Resources, that she had never received such an E-Mail, at which time they told her to prove she hadn't. Of course she had printed out every E-Mail she had received, during the time in question, and sent it to the Department, via certified mail. A couple of weeks later she received a letter stating congratulations you qualify to take the next step. At this time she decided they could take the job and shove it. She since moved to Arizona, is a Human Resource Director with a great company, makes more money then she would have as a Police Officer in a city, that for the most part does not back the Police, and tells me she feels like she is on Vacation everyday of her life. By the way, she also has never been arrested, or for that matter ever received a ticket. As a retired Chicago Police Officer, I think she made the right decision.

That happened a lot when they had 20,000 candidates for Police Officer candidates and you had no clout. Got a letter (early 90s before email notifications) indicating a score of Well Qualified. After calling the number on the card several times, I was informed a letter was sent that I failed to respond or comply with, therefore disqualifying me from the process. My only recourse was to contact the city HR department and appeal. I could go on with the story, needless to say the appeal process was only in theory, they were never reversing the disqualification or admitting there was no reason for disqualification. In hindsight looking at what ChicagoPolice Officers are being put through, I ended up at a much better spot. Good luck and stay safe.

I was hired in 1986. They hired over 2,000 that year. And I got bounced out of the hiring process because I told the truth and told them I smoked I smoked ONE JOINT in high school! And I didn't drink alcohol at all! It took a couple of months to appeal and get back in and get hired 11Aug86. My whole career not one drop of alcohol. No suspension, no sustained CR's, no bad anything. Never shot anyone. I got hired with plenty of bad SOB's. One bosses kid pissed hot for cocaine. One guy went to prison for sexual assault on little black kids. Plenty of thieves, drunks, druggies and a bunch got fired.
My class also had Leo Schmitz, Riccio and other good people. When I retired I threw every uniform item in the garbage. Except my leather jacket. I haven't missed any of it.

" what do your parents do " I responded my mother stay at home wife disabled. I said my dad is retired. " retired from what " I said Chicago police department. After that my interview was over. I said thank you for your time I put out my hand for a hand shake he didn't even look up from desk. Weeks later sorry to inform you letter failed psych. Was on a class action lawsuit we hired lawyer by name of Michael Petro was like $1000-1500 per person. One thing we all had in common we were white and related to Chicago police officers. This lawyer wasn't prepared either. We heard Anne Burke successfully won a case previously with similar circumstances but she wasn't interested in doing it again as she just became a judge. I was pretty bummed out but 2 years later ended up with another city department making more money and no headaches. And had to pysch again for job and passed. Also passed psych for couple other departments before getting job I have now. Also my friend and I both tested for a suburban department he failed their psych got hired on cpd I passed theirpsych put on waiting tohire list. My cpd psychologist was African American and heard later on he wasn't even licensed in Illinois. I didn't bother trying by that time I was working another job making more money. Back then you had 20-40 thousand people taking test they had to cut a ton of ppl so psych test was your dad's heart murmur it was all bullshit

Are you crazy, stupid, or just fucked up?! This department was fucked long before recent changes in hiring standards. SMH, don't use stupid people like these to all of a sudden come out of the woodwork to imply that we had a strong Department before the last five years.
It has continued go down the tubes with civilian Robert F. Landowski leading the charge. Worked there for almost 2 years and its was a freaking circus. A key word around 35th and Michigan 4th floor HR section was "work them up". You would have candidates that are clearly in violation of numerous items but investigators were routinely told to bend the rules to get that certain demographic into the academy at all costs. If you were military, had relatives on the job or M/2 your chances of getting bounced were the highest. They always seemed to fail the psychological part of the process with no explanation and were just shelved with candidates sitting at home waiting for an email that was never going to come. The sad part is you have investigators willingly bending to the will of this director in order to keep their spots. Thankful for retirement and worried about the future of CPD. Trust me folks you ain't seen nothing yet, their are "REFORMED" gangbangers on the streets and in the academy all thanks to Landowski and the lowing of the standards.

There were at least two classes in the beginning of 1986 that were hired do to a lawsuit against the city for disqualifying a ton of non minority people, for not passing the psych part, from an earlier test. Seems that a relative of a sister inlaw’s cousin to a boss was not qualified to do the testing. Imagine that....

Another 1986-3 class here. I literally burned every one of my 12 custom fitted white shirts. What was a waste of money on my part buying all of those. He doesn't need a spotless criminal history or top secret clearance. He does a job that is mostly done by small, female, senior citizens. No one cares about the criminal history of a meter maid either, Andrew. It just isn't relevant or scandalous. It doesn't matter to anyone... at all.

Did she kidnap her staff? Seems illegal. Is she requiring her staff to do their jobs instead of sitting at the courthouse during their shifts? Seems reasonable. Every time I see her name on here, it's something negative, about how she's clueless and never worked the street, and how daddy got her promoted, etc. Yet there's never anything specific that she supposedly does wrong. There's never a story of some mistake or show of incompetence on her part. Maybe she was helped by her last name, but at least she is able to do the job once she's there, which is more than can be said of most of these connected types.
