Wasted Dollars

Since Groot is having trouble thinking like a manager (costs vs returns during troubled times), here's an idea or two:
  • (from the comments) - Walking down Michigan Ave. at rush hour last Friday, as you know about 8 or 9 CTA bus routes converge on that area, especially the turn around at Congress, saw at least 30 buses, 7 out of 10 were completely empty and none had more passengers that couldn't be counted on one hand.

    Even the city admits that CTA ridership is down 75% but they're still running at full capacity?

    Is the CTA a transportation agency or a jobs program?
This isn't just costing the city in terms of salaries. There's the wear and tear on the buses and trains. These are machines with limited lifespans and they're being wasted, running empty, with no potential return whatsoever. Sorry, not sorry, but if the CTA is serving 75% less people, there need to be service cuts and accompanying layoffs. Groot is the mayor of Chicago - not the CTA - and as a (supposedly) responsible executive, she needs to get the most out of every dollar.

She's failed with the CTU already. Libraries are closed? Are librarians being paid or were they laid off to save money?

Is she afraid of the unions? Here's an easy decision so you can work up to making the really hard ones:
  • "Safe Passage" workers are still showing up on designated school routes at $10 an hour or so
Why? Schools are closed. Kids are sleeping in. Parents aren't going to work. Is this expenditure really necessary? (spoiler alert - No.) How many hundreds of these people are standing around schools protecting nothing at all, but merely draining city coffers? They aren't union workers, nor are they "essential" to anything. Send them home, save the dollars.

Totally agree. Bus fleet should be parked. Employees should be doing some other task or stay at home. Total mismanagement. As always total mismanagement. Very sad, wasting taxpayers money.

Have you seen the pictures from the London subway (The Tube). London also had a 75% drop in ridership so they cut service by 75%. With so few trains running the people are packed like sardines on the trains. So much for social distancing.

The 1918-1919 Influenza Epidemic was one of the worst in recorded history, affecting approximately 500 million people worldwide and causing 50 million deaths. In the United States, nearly 675,000 people died, which is a larger death toll than World Wars I and II, Korea, Vietnam, Afghanistan, and Iraq combined. Since the law is a reflection of society, there were several lawsuits filed that relate to the Influenza epidemic. At least three ended up at the Illinois Supreme Court.

Gladys Phelps v. School District No. 109, 302 Ill. 193 (1922)

Gladys Phelps was a school teacher in Wayne County and employed by the school district to teach at a salary of $50 per month. The Illinois State Board of Health closed the school for two months due to the influenza epidemic, and the school district refused to pay Phelps $100 for those two months. Phelps sued to recover her salary, and the Wayne County Circuit Court ruled for Phelps. The school district appealed to the Illinois Supreme Court, and the only question to be determined was whether Phelps was entitled to compensation when prevented from teaching because of the school being closed because of a public epidemic, while Phelps was “ready, able, and willing to teach.” The district argued that since the Board of Health closed the school (and not the school board), the district was released from liability to pay. Justice William Farmer affirmed the Wayne County Circuit Court judgment. Farmer noted that the contract stipulated reasons why the district could be released from liability and “the protection of lives and health of the community against the spread of a contagious epidemic” was not in the contract as a reason. Farmer concluded that the courts “will not insert by construction, for the benefit of one of the parties, a condition which they have omitted from their own contract.” Chief Justice Clyde Stone dissented but did not provide a written opinion as to why.

Interesting side note: Justice Stone got the flu in October 1918, when it was at its peak in Illinois and the country, but he recovered and returned to the Court for the February 1919 term.

Just so you know, SCC...the Safe Passage people are out and about because Chicago Public Schools are still serving breakfasts and lunches to the kids who would normally be attending those schools. For many students, the meals served at the CPS are the only healthy meals those kids get on a daily basis, M-F.

The only possible argument here for keeping the bus routes operating at full bore is social distancing on public transportation, but that becomes null if we simply put a cap on the number of riders per bus (or railcar). Something tells me that crunching the numbers would result in far more than a handful of riders able to ride while keeping a safe distance. It's not like Chicago's top priority has ever been making sure the buses and trains run on time.

Still, I agree, its a waste of money...How about the lazy ass parents or some family member taking them for their free meal!

There's sound logic in continuing to run public transit at or near full capacity: it allows riders to have plenty of distance between themselves and other riders. You don't want to force people onto crowded buses/trains by reducing capacity to meet current demand.

If you need to help the essential workers, run a bus and a train an hour. Do it for free. Require a paycheck stub or proof of work with address.

From what I've seen and experienced, there has been a reduction in service on certain routes. That service has been cut back where the people don't cry and complain, and in that instance, oh well, it sucks to be you.

The buses I've taken have gone from 15 minute intervals now down to 35-4o minutes on average. For example, the 157, 12, 49. 8 that I've witnessed personally.

And most drivers are just crawling, and often pull over wherever it's convenient and sit for a number of minutes through the route, so I reckon don't matter how many cycles in a route each driver performs, the pay is the same whether you fly like the wind, or crawl like a snail.

As a bus rider, I surely don't wish to hop a bus that's loaded with people, nobody wants to increase their odds of catching this shit.

One reason I'm avoiding El's.

Just to be clear, it is not the poor people who are the problem. It is the lazy people who have been lead to believe that they are entitled to everything for nothing. I have known plenty of poor people who work second jobs and are not afraid to say no, I'm sorry, we don't have the money for that right now.

When the bill comes due for this mess we are in, we will have a few who are thankful for the help & do their best to return to work. Sadly, we will have many who will join the ranks of believing they are entitled.

One way or the other, the working people will pickup the tab.

If you think, for a minute, that the CTA, as well as the Park District as well at the CPS are not, in reality , city employees, then I think you are mistaken. Yes, they are separate agencies with separate income streams , but they are controlled by City Hall.

Image and control are important factors to the Democrats to keep favorable control of the city.

About the cta,ctu and other city services, that money has already been budgeted for 2020, we will see about 2021 later.
Some people will end up being furloughed, but not layed off completley, that is if this pandemic lasts into May or June, which is a real fucking possibilty.

I know police officers have been furloughed from time to time but not layed off.

Yes the CTA needs to cut its servives, maybe 50% in alot of places and eliminate some reduntant routes, but as hard as it is to believe some who work at grocery stores, carryouts and hospitals actually use public transportation, and the transit police needs to patrol those buses, trains and train stations, to run off the vagrants, piece of shit loiterers and the let the honest working people remain.

To show you total hypocrisy from the mayor and the governor look no further than this. Went to the post office and archer Avenue to mail a package, one of the post employees told me I needed to step back in the line because I was too close they said it in a nice way and I agree about the social distance especially when we’re losing our own brother to this devastating virus may he rest in peace. Relieve the post office I look across the street from where I park and I see a line of people All bunched up together countered about 12 people in the line, wondering why all these people were doing this, So walking further turns out the online to buy dope at a dispensary really great mayor thought you were all about social distancing but I guess it’s OK for the dope heads to buy their recreational marijuana right just to get high! Someone has to maintain those pollution levels. Warming the globe is what an economic engine does.
Fuel is cheap and those related budgets have to be depleted. CTA will cry poor of ridership revenue and expect fares increases for 2021. Just don’t make no kinda sense to do any operations cutbacks just to save money.

On the other side, expressways are pretty clear.

Is CTA a transportation agency or a jobs program?
Yes.

CTA has long had a must hire program, a strike ready connected union, city agreement to hire ex-felons, set asides for disadvantaged subcontractors, a decent well funded pension plan and plenty of untamed USDOT grants for the spending.
If CTA were to cut day to day operations it’s bloated executive pool and bloated administrative staffs could be deemed irrelevant and about as business inept as Larri LightLoafer.
Grant money has to spent, not hoarded or stockpiled.

Soon as Larri and JB singlehandedly cure this virus that Donald J Trump created, I’ll bet the The FakeNews with their I-Teams and the WatchDogs and the Better Business organ grinders are going to get to the bottom of these empty CTA traveling incubators, maybe around August-September.
They can’t wait to blame DJT 2020 for the drop in tourism and ridership.

Tired of hearing “Don’t worry, it will come back”. NEVER before have we had this situation . Biggest drop in market value, 10 million in unemployment applications a congress completely divided, not to mention the coronavirus
Problem with the pension is that as it is waiting for the market to rebound, the pension checks are being sent out

If you think, for a minute, that the CTA, as well as the Park District as well at the CPS are not, in reality , city employees, then I think you are mistaken. Yes, they are separate agencies with separate income streams , but they are controlled by City Hall.

The biggest CPS waste of money is paying retired principal David Gilligan and Paul Zietler to alternate as Administers in Charge at Prosser HS. Both of these retired men work as principals there for $500/day + they still receive their handsome pensions of over $120K +. There's little for these two to do as acting principals until one is hired at Prosser.

Next waste of money and primed for thief is the $202M CPS is getting for the COVID-19 crap. Every crooked person in the city is crawling out of the woodwork for their share of that moola.

a few mentions of safe passage and the brunch program. ive heard numerous pleas from our resident kommies here that these are the only decent meals these children get, and school or no school the show must go on. dont EVERY one of these underserved familys get ebt food stamps? arent virtually all these parents home ? so now we must pay for people who could, but just dont want to feed their own kids? plus the wasted food from vaneco slop company, the seiu lunch ladys and darts second chance safe passage shorty recruiters ? aoc says we should pay people who choose not to work also. hey if killing your baby is a choice i guess feeding your kids could be a choice too. call it womens health care. aint good for the skin or weave to get up before noon. all i know is i had to work a ton of o/t to feed my 5 kids their base 9 meals a day plus snacks. who the fudge knew i could just decide not to and uncle sugar would pick up the slack ? im so dumb !
