Virtue Signaling Received!

For something we've all received training on already, and in fact, is covered every single year in the new "Procedural Justice" and "Use of Force" modules:
  • Chicago Police Supt. David Brown has ordered all Chicago Police officers to undergo mandatory training on “positional asphyxiation” in light of the death of George Floyd in Minneapolis.

    “I want to make it clear that this behavior is not acceptable in Chicago, will not be tolerated under my command, and quite frankly has no place in law enforcement anywhere,” Brown said in a statement Thursday.
Now, for the record, we agree training is good. We have bitched here for years that training was inadequate. We've also outlined how the City fought training every single step of the way, refusing to grant Contractual training days as proposed by the FOP back in the 1990's.

We also agree that going over Use of Force is good and necessary. The scenario based training is decent, could be better, but the City tries to do everything on the cheap, and it shows.

During one module (Use of Force of PJ I), the instructor pretty much talked us through one arrest scenario, step-by-step."OK, I'm down, cuff me; Cuffs are on. Search me; I'm searched. Roll me to my side. Positional. Positional." Safety Officers reminded us constantly, "He's down, he's not resisting, don't knee him in the back, don't break his arm, put him in a sitting position."

That's decent training to start. Most people learn by doing, doing it repeatedly, and doing it correctly with coaching throughout the process. That way, in the heat of an actual fight, the officer is going to hear that voice coaching them though the incident making sure steps are followed that protect (firstly) the officer and (secondly) the arrestee.

Brownie is obviously running scared at this point (and receiving bad advice from his appointed inner circle) by telling the media what he's doing, even if all of his officers know they've been getting this training going on a third year now. He's virtue signalling to the press (and Groot) while losing the Department who can see the strings being pulled on this puppet.

These idiot bosses think training equals shift of liability from department to officer. Effective and engaging training is productive and might prevent the injury of an officer. The training the department provides is as you said on the cheap, dry, and uninformative. Common sense should tell anyone not to choke a mother fucker out who is cuffed and has been placed under control. If the officers goal was to punish someone it seems to me that he should have become a judge. Right now it seems like the only person(s) he punished are himself and the three officers with him.

Civilians from the Mayor's office are running the department now. There is a shadow team sent by Claussen headed by Melissa Stratton who is advising Brownie and taking over all media and aldercreature communications. Every statement is being written by city hall.

Best advice i ever got in regards to use of force is "use your words" keep communicating your commands even after the cuffs are on. Helps in the moment and also in court

I just got home after working the past several days.....
And watched the Press conference’s of the young Mayor from Minneapolis.

Is it only me but did this young pup mayor actually incite the crowds with his demand to procecute the officers in the Floyd case?
All the video is on You tube,
From the original incident to the Police Chief firing the officers after less then 24 hours!
The next round of video shows the Mayor demanding the arrest and prosecution of these officers after 30 hours?

During these little news briefs the tone and demeanor of the Mayor clearly indicated there is no DUE PROCESS in this case!

Here in Crook County a medical examiner must determine the cause of death.
Which takes an autopsy and blood tests.
Which take days for any test conclusions and then the M.E. must makes Opinions to be drafted.

In this Minneapolis case the police chief fired all four officers.
And admits to all the bad police work of these officers. All within hours?
Now Minneapolis is burning and other cities are also on edge! Thanks Mayor and Police Chief.....

It is clear the knee jerk reaction to the death of Floyd condemn these officers.
It is also clear the video also helps in condemning these officers.
The video may be true but where is the PAUSE?

Have we seen all the video in its true unaltered form?
There are several other videos prior to and after the incident involving Floyd. All on You Tube.
Even the store owner who called the police about Floyd has now recanted and stated the man should not have died.
This store owner has even stated that Floyd may not have known the bills were counterfeit.

To fire any officer after any alleged misconduct is a major step toward the Media’s FALSE belief that the officer has done something wrong.
I know this since CPD once alleged misconduct on myself and then attempted to fire me. Trust me it sucks!
All these allegation came without any evidence that could be established during any administrative hearing or criminal trial.
Lots of HYPE but no substance.
You see all the hype sometimes means nothing!

To terminate the 4 officers then demand arrest and prosecution within one day. WOW!
While on live TV broadcasts is like throwing gasoline onto an open fire. You see the city will be burned!

Politicians and Police Bosses all want calm but they should start with showing concern, restraint and patience in proving any misconduct case.
They should also control the situation? Instead of cutting the officers loose when terminated.
The City and Department would have been in better control If the officers were still members of the Department.

Now you have 4 loose cannons, and a public who wants their blood and heads on spikes.
All while cities burn and are looted.......

Remember we all have DUE PROCESS in this country.
Did FLOYD get his? NO, the man is Dead.
DId these Officers get theirs? NO, they have been fired and fed to the wild animals!
Did the City of Minneapolis get theirs? NO, the city burns!

But the Politicians and Police Chiefs and now Governors all demand the Due Process, BUT Only when they are caught!
We had McDonald case, and seen others all around country. How have these riots helped the Dead Mr. Floyd?

But this is the problem in Police Work.
You swear to uphold the LAW, but they promise to throw you under the BUS the second there is any allegations.
Just to keep the votes!

With tremendous respect, SCC, I disagree with you on one point here: Reminding the served community that CPD's officers are getting trained to not asphyxiate suspects is a good idea. It would have been smarter for him to make it clear that this is part of the regular training regime to be sure.

I agree with training is important for our profession, and speaking of that what happened to the black mass transit officer that shot the unarmed white man ?? Anyone? Hmmm, for training purposes we should know if they followed protocol or not, maybe then we should be properly trained on techniques like in the
Minnesota incident . Would the mayor like to comment ? Lol

I tried telling my academy instructors 20 years ago about positional asphyxiation during handcuffing and restraint training. They looked at me like I had 2 heads and said they never heard of such a thing. The long and short of it is a restrained subject in the prone position has difficulty expanding their chest in order to cause respiration. If you put weight on their back it's nearly impossible for them to breathe in and out. Once cuffed in the prone position sit them up, roll em over, or have them stand. BTW, it wasn't CPD Academy.

In San Francisco the PD are prohibited from sitting arrestees on the curb after they are searched and handcuffed. There were two incidents where the arrestee was so zonked out on meth and or alcohol they fell over and injured what was left of their small brains. Now the city and the officers are being sued and the city threw the arresting officers under the money bus by stating that the officers should have caught them and they suspended the officers.

Pro tip: If you don't detain anyone, they can't die in your custody.
I suspect soon once the arestee says "I CAIN'T BREVE!" you will be required to let them go.
A suspect would never lie to try to avoid an arrest would they?

Dr.s need to work on a safe yet effective tranquilizer dart.
Too many shitheads resist arrest so hard that they have a heart attack or stroke out.
I don't know why these guys fight so hard.
Even if he had existing warrants he wouldn't have been in jail long.

Brown is freshly grinded meat ready for cooking. Hope he got his instructions on how long he has to cook on one side before they flip him over and do the other side. Once properly cooked, seasoned and placed on a bun, he will be served to the ravenous Lock Down Larry for ingestion. Soon after Brown will be evacuated by the Imp. – Note: he said “behavior” not method (of restraint).
Signals that your maneuver, method, apparatus or demeanor will be looked at as “behavior” ???
Out comes the discipline demon and push for elimination of due process.
Forget that old adage of meet resistive force with like force, necessary to affect the arrest.

Obviously when the time calls for one to go into arrest mode they can expect compliance (Larri says you must comply or go to jail) from the arrestee who has every right to resist, kick and spit and allowed to get up run away.
Hash Brown got spanked by The Angry Toad, is he now getting some CookCo restorative justice tutoring from KmmmFxxxUppp ?

Not sure what example Hash B is trying to make here with re-training, but everyone of these arrest eager hard chargers need to take a step back.
I too also think Hashie Brownie lost the Department.
That was fast.

I always consider the possibility that the arrestee might aspirate. Don't know what his/her physical condition is, and I sure as hell don't want to have to do CPR. That being said, anytime grappling occurs, the possibility of distress, whether respiratory of coronary exists. Unless we add EMS training as an academy module we are limited in that understanding. Those that came from competitive grappling, military or EMS backgrounds are more likely to have this kind of understanding. Reminds me of the choke hold controversies. The World's Greatest Police Dept under Darrel Gates was instructing officers to deliver a chop to the windpipe in order to loosen up and then apply the hold. Obviously this didn't work out well. So we lost a good tool. I'd say the cost of additional training will be offset by decreased liability, especially in these hyper-sensitive times

He's been here a hot minute. How would he know we've had that as part of our training for at least a quarter of a century. Maybe somebody should have clued him in? Or maybe, just maybe, he could have asked somebody. Or, as I suspect, is this nothing more than showtime!

If anyone cared to read the statement of probable cause (27-CR-20-12646). There is no physical findings that support a diagnosis of traumatic asphyxia or strangulation. Dude had major medical issues and was on that crackity crack. Either way they're still gonna burn it down, damage, loot etc... anyway... So...
