But then again, Groot is the one actually running the Department, refusing to let Brownie make any substantive changes, sticking him with a roster of cheaters and corruptocrats that would embarrass any so-called "reformer."

Do not evaluate the effectiveness of the police based on the crime rate. It Brownie failed, then the department failed, which it did not.
The Constitution, not as it was written, but how it is interpreted now, only allows the police to have an affect on crime when they see it on view (and the CPD does a great job of catching dudes walking down the street with gun and catching Dude A shooting Dude B) or when people call and report a crime. Seems some of our citizens prefer to call the police on a regular basis but are not very good at showing up for court.
Most of the pro-active policing of the past is not acceptable today. You can't do it. Stop trying to be "the police" of the last generation.
How many times have you veterans heard some kid whose been on the job since lunchtime tell you, after doing some questionable piece of police work that could get him/her fired and or sued, "I'm just doin my job." It’s really a matter of physics - with violent criminals being released, the State’s Attorney refusing to charge “community” members and judges releasing the few who are charged on no bail or ridiculously low bail, there is little the police can do to stop the cycle of violence.
Yes, CPD heroically arrested several people and took many guns “off the street”, but as fast as they are arrested, the violent criminals are back on the street - it’s like trying to bail out a boat full of holes: the water rushes in faster than you can pump it out.
And this is not lost on “the community” - they know if they “snitch” on a murderer, that the murderer will be out on bail (or electronic monitoring) before they even get back from giving their statement to detectives. Their life expectancy (and that of their family) will be measured in days, if not hours. They know the police can’t protect them. So, what is their incentive to come forward? Is it any wonder that everybody on the street “di’n see nothin’”?
The SJWs claim that you can’t arrest your way out of the violence in the “community”; they’re right, but for the wrong reason. You can’t solve violence by just arresting violent criminals - you have to charge them, hold them, prosecute them (and not just plea bargain down to “time served”) and then incarcerate them for a long time.
Until Chicago leadership understands those basic truths, “the community” will suffer from endless violence.
Brown and Lightfoot are in so far over their heads they cannot see daylight. She came into office thinking the SJW actually works and he actually thought he would be in charge. Funny how that works.

This should be enough, people should be sick and tired by now but they will vote the same way, we know it. So they get what they deserve. Pity the poor lady was struck and killed, they say the juvenile scum aimed for her.
Police supporter here. Please, please, please don't trigger a "community action response", ie riot, like what's going on in Minneapolis. One wise guy PO and the city erupts in violence. Same pent-up anger is here in Chicago, same lock-down conditions, same tendency to resort to rioting and looting. Just a hair-breath away.

You can't just say you're a police supporter and then follow it up with a bunch of dumb shit blaming the police for criminals' actions. No matter what the police do, they don't "trigger" criminal acts. Criminals do that by deciding to loot, riot, burn, etc. Your support is not needed, because it's not based in reality. Don't bother responding with justifications and nonsensical explanations. Your statement shows your true colors.
