Not even close to being analogous and no precedent for states to declare bankruptcy. Puerto Rico is a territory and has no state sovereignty other than what is decided by Congress.
There is no reason why Congress could not allow states to declare bankruptcy as Congress has specific authority in the Constitution to decide just who can declare bankruptcy and how it is handled. I would be more worried about localities declaring bankruptcy. All that would take is a state law change. And Mike madigan has the votes to do whatever he wants as far as that goes.

If Chicago goes bankrupt, and I am betting that it does and very soon, it nullifies all contracts and all debts , to include pensions. They become the purview of the Bankruptcy courts. That also includes the contract with the foreign investors that control street parking. That also included the teachers working contract and pension deals. I won't effect the pensions of government employees who are not or were not employees of the city. There is no way in hell that the city could raise taxes enough to pay its debts and no way in hell that the mayor will want to give a good raise to police officers, who truly deserve a very good raise . Afterall, they are the ones who reported to work every day during a deadly pandemic and who were on the front lines of the riots, while the teachers stayed home on their laptops.
Who the hell cares where the gov is? He's not a leader. If you can't or won't lead, then I surely don't need to hear from you.

My son is a State Trooper and was assigned to the State of Illinois building bunker. He was amazed by how many boxes of Twinkies and Ho Hos were being stored there for Large and in Charge.

Here is an excerpt from the judge in a case against Pritzker in an article titled "Mainer v. Pritzker: Let Liberty Ring". And to give you a taste, here is my favorite part:
"When laws do not apply to those who make them, people are not being governed, they are being ruled. Make no mistake, these executive orders are not laws. They are royal decrees. Illinois citizens are not being governed, they are being ruled."
