Brown has only been here for a few months. He could not possibly know enough about most people on this list to make these promotions. Most of this is being orchestrated from behind the curtain and not from Brown. Will politics and cronyism every leave the department? I also suspect that some sort of " merit" system will come back into play for promotions. It is the only way the city can get control and the only way the racial and ethnic numbers will be where they want them. This is not a true meritocracy. There were studies in the past that indicated the city wanted to do away with promotional exams entirely and go to 100% appointments.

Many more were office workers at district level when they cut there teeth in actual police work.
Run the promoted CR#s most have spotless records and very few arrest.

Why so many promotions? Well it's simple. They are shaking things up by giving some thirsty supervisors a drink at the trough. They will like the drink and therefore crack the whip on you peons to help them get a better spot along the trough.
