PBPA Contract Moves Forward

  • A City Council committee on Wednesday ratified an arbitrator’s ruling with police supervisors amid claims that the modest disciplinary changes made don’t “rise to the moment” created by the death of George Floyd.

    Mayor Lori Lightfoot spent three hours testifying before the arbitrator and has portrayed his ruling as a big victory that ends the 40-year ban on anonymous complaints and will lay the groundwork for similar disciplinary changes with the larger and more militant Fraternal Order of Police.

    But BPI Executive Director Cara Hendrickson and University of Chicago law professor Craig Futterman rained on the mayor’s parade before Wednesday’s unanimous vote by the City Council’s Committee on Workforce Development.
And again, we don't know what medicinal herb Fran has been smoking but "the 40-year ban on anonymous complaints" is an absolute lie. The Sworn Affidavit bill is probably around eight or ten years old at most and was passed by the State Legislature. There's no way this provision goes forward without a lawsuit.

Hold the line FOP. We're behind you.

The arbitrator refused to allow 29 and a day retiree healthcare regardless of age due to it burdening the underfunded pension. This underfunding was done by the politicians, it should be their problem. Furthermore, following that logic, these gold star promotions should cease due to the burden put on the pension by undeserving incompetents who owe their promotions to relatives, frat brothers or people they slept with. Nice system that we have here. Now go out and get activity to make the new “bosses” proud. What a complete disgrace!

FOP is now into a 4th year without a contract as of 01 JUL 20. In my opinion FOP members will go at least 4 full years without an agreed upon or arbitrated contract, and a minimum of 4 1/2 years (30 DEC 21) before any retro pay, if any, is awarded. There is only so much FOP and John can do when dealing with a Marxist Communist mayor and a bought and paid for arbitrator.

Bring on the anonymous complaint it is a non-starter, no victim, no witness, good luck with the “investigations” at COPA. They will be so overwhelmed it will take years for the untrained “investigators” at COPA to even get to the CR that you have been accused of. With 24 years on, I remember when we still had anonymous complaints, I would get a CR and 4 or 5 years later it would be unfounded, because there was no evidence. That was normal, with many of my CR’s I was never given a final finding, because I think it got tossed into the garbage, because OPS was overwhelmed when it was filled and no one wanted more cases.

Sworn affidavit was pushed by Phat Phil and became law around ‘05-‘07.

Not a Phat Phil fan, but this was one of the two good things he supported.

The other was forcing fake disability guys back to work.

Cara and Craig should sign up for the next police test. They can SHOW us rather than than just TELL us how it should be done. Safe to assume they have the credit hours. We can even waive the age restriction since they are police experts already.

If you look up the law and read it anonymous complaints are allowed if they are part of a collective bargaining agreement which for them it now is.....

Not hard to see the Democratic media a subsidiary of the Democratic Party reports like this. The Suntimes and Tribune are begging people to donate money to keep them alive, the sooner they go away the better especially the reporters in the Chicago Sun-Times which are totally one-sided always against a police column after column, I would never waste my time buying the paper look at it online here in there get disgusted after the first Couple of sentences. Totally biased reporting the sooner they go away the better it will be! Fran has been around too long she’s an old old lady long in the tooth short in the brain time to leave friend take your ball and go home, take Steinberg the wife beater home with y’all so yeah we don’t forget Neal!

I was a sergeant in 008 in 2004. The signed affidavit came into play at that time. I was in 008 for a year, and handled approximately a dozen C.R. numbers. Not one complainant would sign the affidavit....why? because the beefs were all B.S..I feel for you guys and girls. I retired to a small lake in N.W. Indiana in 2008 and am now a school resource officer at a small school. The kids here either address me as Mr. or Officer. Sometimes, I feel like I'm in a different country. Stay Safe!

Not sure how your contract is written but just going by Peace Officer Bill of Rights, they can take an anonymous complaint already and investigate. When it comes to interrogation of officer and discipline a Supervisor/Chief can sign the sworn affidavits. Of course Department would need enough evidence without complainant.

Is an officer with an anonymous and open CR allowed to retire with retired star and ID? Can they carry their firearm without the retired star and ID? If not, theres a subtle reason the communist in city hall is pushing for the anonymous complaint.

Just so you know , the Unions negotiate and the City demands. They City only shows when they want to. The end result is almost always arbitration.

Sec. 3.8. Admissions; counsel; verified complaint.
(a) No officer shall be interrogated without first being advised in writing that admissions made in the course of the interrogation may be used as evidence of misconduct or as the basis for charges seeking suspension, removal, or discharge; and without first being advised in writing that he or she has the right to counsel of his or her choosing who may be present to advise him or her at any stage of any interrogation.
(b) Anyone filing a complaint against a sworn peace officer must have the complaint supported by a sworn affidavit. Any complaint, having been supported by a sworn affidavit, and having been found, in total or in part, to contain knowingly false material information, shall be presented to the appropriate State's Attorney for a determination of prosecution.
