Defund by Attrition

So Groot asks people to pray for the wounded police (even though she's an avowed atheist) and gives faint praise that Officers risk their lives every day.

From one of our insiders at the Hall:
  • Groot is going to send her next few budgets to the City Council with a cumulative total of 2,000 CPD Officer positions cut, so kind of a "soft" defunding since she'll be spending less.
This would be like it was around 2006 with the hiring freeze that left Districts decimated, pretty much all elective time off cancelled and crime steadily climbing due to less cops on the streets. This also means a lot less people paying into a pension that is withering.

One hundred toothpicks says the City Council approves her budgets 40 to 10.

Mayor Runt doesn’t care about the safety and health of her community that she so desperately relies on for votes, she’ll never have to live there or near there after she leaves being mayor. She is also sending the same F. U. to the rest of Chicago. Hell, that 2,000 positions probably would have just broke even with all rank retirements, so the hole will actually be bigger as more retirements come on line. Everyday I think that this shithole can’t get any worse and the next day I’m proven wrong. It gets worse than the day before.

When property tax revenues plummet as everyone abandons Chicago and Illinois, cutting 2,000 coppers will be the minimum.
Of course the CPS and other departments will need to expand, because nothing makes a city more livable than a big useless bureaucracy instead of safe streets.

Every week or so CPD puts on the Monday or Tuesday "gun show."

I keep asking myself, "who, why are they taking guns off the street? " The risks have been explained a million times
on this blog and face to face with the recovering officers. Dumb, stupid, death wish, etc, etc, etc

Well well well , it would disband COPA etc , why you ask ? Every single professional board from doctors, lawyers, teachers, tradesman , judges even politicians being impeached in Illinois has an oversight by guess who ? Other professionals in that same field. Even military court marshalls are determined by other military members. Due to they found out they can't have a real police licensing board without oversight by sworn police. Funny or Ironic ? FOP probably could sue to get rid of COPA & the police board & replace it with police, but it would cost too much money & cause riots. But a licensing board would legally pave the way for that due to current established Illinois labor boards and legal precedence.

Well then! Then everyone needs to help in cutting the budget. We can start with the teachers. This remote learning will be a boom. The teachers don’t want to be in classrooms for fear of catching the Coronavirus. Can you blame them? So now we can see the kids can learn from home on a video screen that the CPS has given out. So we have about 300,000 students and 21,000 teachers that's a ratio of 1 teacher for every 14 students. So we can’t put 21,000 teachers on remote video learning every day. But you could have a few teachers for each subject and grade level taught. Now one teacher can teach, let’s say 5th grade math, to hundreds or even thousands at the same time. Quite the savings for the city. But what to do with all those extra teachers we don’t need. Why keep them on the payroll doing nothing like we have been since March 2020. Joe Biden and Hillary Clinton suggested that the coal miners be taught coding (computer programing) since they want to close the coal mines. We could do the same for the teachers getting them something to do like jobs in the computer industry. This means less taxes for the citizens. And by eliminating a good number of the teachers you would need smaller police details for their protest and strike marches that clog the city. A win for everyone. DEFUND THE TEACHERS!

Told you all two months ago that there would be a 2000 cut in manpower. Got to balance the budget somehow. That now.means a lot of you will be pulling the plug very soon which will be another big drain in an already underfunded pension fund. But what really could be the tiling point is there will be 2000fewer contributing to the pension fund. What are you going to do. Think things are bad now wait another year. Lori's nice enough to leave you clues as to what will occur within the next year or so. I can see few changes to the contract in regards to lay-offs. All civilians laid off before sworn? That might change in favor of a bigger retro check. For you coppers with less than 5 years on the job. Dust off that resume. Good jobs are out there as long as you can pass a drug test. My partner recently left CPD to go work for the government, in a non-LE capacity. He makes less money but his job is stress-free and he isn't worried about being fired or indicted for doing his job. Cook County SUCKS!

No one seemed to believe it in 2006. Everybody still said we were 13500 strong. But to the observant officer things were growing much smaller and districts were falling in manpower, watches were always short, and time due was a struggle with the time due register books being cancelled and or taken away. More and more midnight watch cars were downed or ran 99 all night. Through creative management beat cars were down for half a tour and another for the other half and the anomaly was explained as down for 4 hours CU. Midnight roll calls were small enough and began taking place in the WC office.
Fast forward through a seemingly endless hiring freeze and here we are being defunded. Officers cant retire fast enough or are leaving altogether and they will have their 2000 less very soon. Time Due (ironic) is non existent on weekends, and days off are cancelled on a whim by city hall.
Take a look at the officers on your left and right. They may not be there next year. And no one will be there to replace them.

So true. 14 years on the south side and bid north a year ago. Holy shit. Different fucking world. Not just the citizens, but the whole work atmosphere. I always wondered how people can be so happy about this job and going to work year after year, day after day, getting mother fucked multiple times a day, the occasional fight with shithead, the constant hateful rhetoric spewed at you, etc... I finally figured it out. The majority of those happy coppers didn’t spread 10, 15, 20 plus years on the west side or south side. Quality of life and police longevity Get the fuck out of the south and west side. They are lost. You do nothing but put yourself at risk for people who hate you. I know there are some good people there, but we don’t deal with them. Until the real issues are addressed regarding who is committing the disproportionate violent crime, their complete disregard for human life, their unwillingness to change or work, and the complete breakdown of the family structure, police will always be blamed.

Not exactly. The contract says that a civilian doing the work that a PO can do must be laid off before a PO can be. They have created civilian positions with very specific non-sworn job descriptions, And those employees will not be going anywhere.

2000 divided by 22 districts is 90 less officers per district. Better start cutting office staff and desk personnel. While we’re at it pull the cops out of the schools already and put Caps officers in a beat car. I’ve seen Cals in action while working from a Caps office for 6 months. Not impressed. Only catering to people who think they are VIP’s. Waste of manpower.

The overworked COPA is at a $16-20 million operation budget and is going to expand before any defunding or de-policing
Hiring freeze for police is a given. But Flip flop Larri is still going forward with that new Academy construction contract Rahm set up before abruptly quitting “for family reasons”. Get arounds for Con-job Decree mandates will be all on training and discipline and not staffing that Supervisor-to-PO ratio.

Cutting a “position” isn’t necessarily cutting a budget, although eliminating an entire District (consolidation) or Unit and move them over elsewhere (resource redistribution) looks like it’s a million dollar national agenda talking point. The bloated top heavies could stand to lose and maybe civilianized “associates” will be a cost saver.
Also, the only thing keeping the wasteful bloated CAPS program alive is a cleaver acronym.
Call it something else and it becomes new, streamlined and improved.

Let’s see, we have a new commander of Pick Up after a Community Unit with 200-400 sworn janitors...for now. What’s that worth thru October and will they be needed to clean snow and salt sidewalks into next year?
Creating a new budget for an army of $15 hr social monitors, oh it will be coming, in a year it they all can be outsourced to a private entity, by contract of course.

By eliminating positions by attrition and placing a hiring freeze, this is your defund plan all along. Eventually, when you hire new officers and weed out the old guard, the vetting process will be to "get a new breed" of people who will be softer and gentler, as in a social worker type who will be manhandled on the street or worse. You'll get the police department that you want.

It's easy, retired spots do not get re-filled. About 500/600 leave every year and I'm sure there are already lots of empty spots so it will not take very long. And with COPA firing people by the dozens it's a cinch.

We are under the consent decree and she can't do that. someone should send, and highlight this on the budget, to Hinkley etc. or whatever their name is who are in charge of overseeing that the consent decree is followed exactly as written. which is the hiring of more police officers....someone should seriously bring it to their attention.

As a former detail guy not for her but another elected official, enjoying my sergeants pay Pension because you get Sgt’s pay or if you are come out and you get commanders pay and a pension plus you get to uniform checks a year you got an extra one to buy your suits or whatever else you want plus you get unlimited overtime at Sgt’s pay when you were special employment you also get Sgt’s pay, any overtime initiatives Sgt pay overtime so there’s a reason. Oh and you get as much time off as you want and it’s never taken off the books so it’s not a bad gig, I know exactly what kind of coffee to get where to pick up the suits and where to get the toys for the kids But that would be on overtime, also you get new vehicles every six months to drive so you’re not driving some ratty ass pool car! So there’s a reason. Now go get your ticket book read some more tickets get your shine box to kid one day you can have a chance, and don’t say you wouldn’t do it because your pride stand in the way because I have to give you want to lorries famous fuck you!

The police positions they are trying to cut in Seattle, the council is trying to cut the positions not based on Seniority but by color...since the vast majority of new hires are more diverse, the council wants to make the cuts based out of turn. That has lawsuit written all over it.

So how did the supervisors sell out? They agreed to monetary package only, everything else was decided by an arbitrator, including things he had no authority over, which will be the subject of a lawsuit.

For the officer saying for officers to go to 016 & 025 where they are appreciated, you must live in a time warp. I was getting a haircut today & both the hairdresser & client next to me were new moves to Portage Park area, both bought homes, not renters. Know another new home owner that is moving to Portage Park, all are “Bernie” supporters, all not supportive of police. All White, all college grads. I made unfortunate mistake of moving to an area where everyone thinks “tolerance” is the only answer...in other words, everyone else should tolerate bad behavior.

You have to lay off 2000 so the supervisors only have 10 officers under their 'span of control' like the decree says. There aren't enough supervisors. Period. Last weekend we had the 1 tact sgt watching 2 tact teams and the whole watch; probably about 50 people. Earlier in the week 1 sgt turned in a 3 page log.
Try telling the commander you need manpower, might as well talk to the wall.

The people in charge of the consent decree should be screaming at the top of their lungs. Department's solution? Send 3/4 officers for whatever training at the south side shithole with no parking. No one to answer calls, but who cares.....

2000 divided by 22 districts is 90 less officers per district. Better start cutting office staff and desk personnel. While we’re at it pull the cops out of the schools already and put Caps officers in a beat car. I’ve seen Cals in action while working from a Caps office for 6 months. Not impressed. Only catering to people who think they are VIP’s. Waste of manpower.

First off if this happens, the FOP needs to file in court to stopping the cancellation of days off. All officers need two days off to see what their family looks like. Then the FOP needs to push to have officers refuse OT.

How many "city workers" are needed to cut a tree,dig a hole,work to fix trucks/cars in the dept? Hell i know a guy that makes 160.000 a year at 103rd in dept of fleet,that includes 3 hour naps..thats were the mayor should look at the budget....

It's amazing that every where you look some expert from the academic community, the political hacks, bullshit Community organizations, the media are all pushing for defunding the Police. At the end of 7 months we have over 450 murders and nearly 2400 shootings in Shitty City.

All these so called enlightened smart people focus on the Police. Nothing about Kim Foxxx or the Tim Evans Black Robed slugs administering social justice in the Crook County Courts. The focus is always on defunding the Police. Why not defund the State's Attorney's Office or defund the Courts. Most of the killers and gunslingers are repeat offenders, I bonded or just released to murder and kill again.

If you are defunding the Police and you don't want people arrested, then why the bloated do-nothing Foxxx and clouted attorney's and their pompous counterparts, the Black Robes need to be paid full salaries for doing less.

If your really are interested in defunding the police, then defund the rest of the bogus Crook County Justice system too. If you think defunding the police is the right thing to do then defund the criminals running who run the Just-us system.

Larry Longfoot already stated that she wasn't going to actually lay off any coppers, because the ones that would get laid off would be the young "culturally diverse" coppers that are neccessary to bring to change to the department. So, a bunch of you posted above and are probably right, they'll just wait to hit 2000 retirees and eliminate those line numbers (vacancies) on authorized manning roster and that'll be it... just cleared up 2000 yearly salaries of about what.... 100k a year (give or take)?
