Residency Proposal
Boom! Shots fired at the inbred midget from Massillon:
The Fraternal Order of Police is demanding a 17% pay raise over four years — and half that amount for officers who are allowed to live outside the city — in a financial-only deal that includes none of the 40 disciplinary reforms demanded by Mayor Lori Lightfoot.
Last week, Fraternal Order of Police President John Catanzara stormed out of negotiations after Mayor Lori Lightfoot’s team offered his members the same 10% pay raise over four years awarded to Chicago firefighters in exchange for higher health care contributions, but tacked on 17 pages including 40 disciplinary reforms.
Catanzara was so insulted by the city’s offer and the conditions Lightfoot attached to it, he vowed to make a financial-only counter-offer and demand an up-or-down vote by the City Council.
Now, Catanzara has a new offer — minus the demand for an up-or-down Council vote.
His new offer would give a choice to Chicago police officers who have long chafed at the city’s residency rule: Take the full 17% — with all but 3% retroactive — and continue to live in the city. Or, accept half that amount and be free to move to the suburbs.
And he used a lot of charged language throwing the gauntlet at Groot:
“We want to be treated the same as the sergeants,” Catanzara said, noting that union settled on the financial aspect before ending up in arbitration over disciplinary changes.
“When do we get our life back? If they want to treat us like rented mules, well then, start paying us like rented mules. We’re not gonna sit there and just be slaves.”
Catanzara said the city’s chief labor negotiator Jim Franczek told him he could not go to the City Council and argue for a financial-only package that did not also include disciplinary changes in response to the demand for police reform in Chicago and across the nation that followed the deaths of George Floyd and Breonna Taylor.
“Which was baloney. He was too afraid to do it. ... They don’t want to get yelled at by the aldermen. Oh, boo-hoo-hoo. They always try to take the easiest path thinking like there’s no other options. Well, we’re not rolling over and playing dead anymore,” he said.
Catanzara is correct in that the sergeants got a financial package separate from the rest of the Contract. And (our opinion) it's a good move to throw residency on the table at this point. The State Law regarding residency only applies to cities over one million - meaning only Chicago. So negotiate it.
Groot hates cops and our representation. The feeling is mutual. So why insist on keeping us here? Groot is about to run into the buzzsaw of reality regarding hiring that is hitting every jurisdiction nationwide - no one is taking the job, and Groot killing the city has made it that less desirable. Might as well take the shot.

Johnnie Big Ballz! Glad I voted for ya each time :<) keep making us proud and most of all, THANK YOU
That proposal by the FOP should have that bug eyed, fetal alcoholic syndrome, imbecile mayor hitting the scotch bottle. Hey Laurie FU
About time!! Fuck Groot. I am tired of getting days off canceled, no being to spend time with my
Family, and being treated like gum stuck to the bottom of a shoe. Hates us but wants all by her house where she isn’t even staying anymore. Demands “justice” but can’t expect what the justice system does; yet murders, felons, and rapists are running wild in Chicago. Where’s the justice there?! 17% no discipline bullshit, same percent for health care, BFD’s full 8.5 not no bullshit 8, double time for days off canceled, better training, better command staff that knows how to run a department and premium pay for 12 hours of bullshit. Fuck this city and fuck groot!!
"The State Law regarding residency only applies to cities over one million - meaning only Chicago. So negotiate it."
They change laws to benefit themselves all the time in Illinois. They can change this law too.

Neither of these incidents occurred here. They have nothing to do with CPD.
F.U.L.L.
Pay me.
Top that off A new senate bill (P.A. 101-064) is eating away at the mandatory payments to the pension from a Chicago based casino for...... the purpose the county's criminal justice system. Meaning it will go to criminals and social workers of BLM and ANTIFA.
Buffalo Police Officers no longer required to display names on badges, can wear badge number instead. Maybe we can add this to the list? Oh by the way...FU pay me, I want my retro with 17% raise along with lifting residency.
I’ll add that forcing residency on us in this cop hating environment has made it more dangerous for us to live where we live. We essentially have a target on our backs. Let us decide where we feel safest. They were already having a tough time recruiting acceptable candidates. I don’t care what race a cop is, many simply won’t apply for this job if they have to live in this derelict city. The hiring pool will at least grow merely by lifting residency.
I’m a sergeant and I would take that deal in a heartbeat.

Picking a wholly unnecessary fight with The Police
wasn'r such a smart idea now, wasn't it?
Awesome!! I love it
It’s about G damn time. This archaic bullshit law that keeps us prisoners in a city that hates us. If I’m willing to commute two hours each way to work than as a red blooded American I should G damn be able to do so. If groot won’t take the offer than Cantazara should get a lawyer and sue to get rid of it. Ever other place that has sued has won. Take it to the Supreme Court if need be. The animals are attacking us where we live now. They are coming to our houses using doxing. It’s G damn time.
There’s a reason that he was elected at this point in time. I wish he was even more outspoken but at least he’s been better than the previous presidents. They should’ve fought residency a long time ago. Bullshit rule. Keep it up John. Keep the fight up. Get strong leaders in there will help you.
You know, if they lift residency I don’t even know if I’d move. I probably wouldn’t, but just the feeling of freedom knowing that if I wanted too I could makes all the difference. The feeling of being trapped in this city sending our kids to schools where the teachers hate the police is not the way we should have to live and raise our kids. We should be able to choose.
Don’t lift the residency until I sell my house! I want to be able to retire with a nice nest egg. I suffered living here my whole career. The residency rule can stay around 6-9 more months.
End the damn residency! It's way overdue! Everywhere else has ended the out dated residency rule. And when they lift it, none of this suburban Cook County radius bullshit. Allow employees to live in any collar county (Including Lake County, IN) at minimum. As long as an officer can be at work on time, it doesn't matter where they live!
I’d move my family to Wisconsin. I’d have a small apartment here somewhere close to work and be in this city as little as humanly possible. I’ve grown to hate this city, all the politicians and this new police department. The leadership has no idea what they’re doing to the troops on the front lines. Everyone’s exhausted, totally disgusted with the job and the bosses and hates everything about being the police now. This isn’t what we signed up for. We are doing time. Prison sentences working the beat until our penance is done and we can fly the coop.
Lift the residency so the CPS “teachers” don't have to live near us. Keep them in the city. No more working our lives away to pay for private schools since the suburbs public schools will cost only a minimal property tax raise. Definitely won’t be the $36,000 a year for 3 kids tuition at a catholic school. No rats, nice small town living. Live outside the county or even the state line. Maybe even get to be Retired Capt Whites neighbor in Indiana.
EVERYONE should be asking for a backup car on EVERY JOB.
Take your time and do everything slowly, methodically, and correctly.
By the way. Fuck You Groot!!!!
I have been waiting 23 years for residency. I hope the FOP gets it. Maybe the city will stop treating us like second class citizens. It might come to late for me, but it will be better for the next group coming. For all the people who think we control the real estate market, that is as goofy as an argument as the police are killing everyone. We don’t even make up 1% of the population. All the city workers and all city retirees come close to 2% of the city population.
Yes for residency! Five more years and I’m gone!
God bless the FOP! Fighting for Blue!
the last thing to care about is residency - it's the trying to fire police officers at will.
orland park in January is testing....
Groot is the frog that's in the boiling pot of water and she can't get out. Mismanagement, criminal and political corruption, the sacking of Chicago on two separate occasions, nearly 600 murders, over 3100 citizens shot, public safety nonexistent, financial bankruptcy, heavy tax burdens and the deception and lies spell trouble for the midget.
Her vile and incendiary comments directed at the police shows a desperate wounded rat-like animal cornered and bleeding out. Now comes JCat and the FOP telling the Massillon Midget to pound sand and feast on her own rat feces. Fair pay and a solid contract for a dangerous job in a dangerous city. Pay us now or pay us later, but you will pay our fair wage and provide a solid contract. BTW: how's boiling water feel on your fat ass.
You shouldn't have to give up anything for residency to be changed. Should have sued years ago.
Dreams do come true.
CPD Residency Proposal Means the New DETROIT
ChIraq Home Values will Plummet and Surrounding Suburbs will Sky Rocket
The Only Will is to Leave Illinois
What's the over under for how many comments will be made by the pro-residency coppers? You know this blog is going to be littered with some of the same, old, whiney posts that always pop up whenever lifting residency is raised.
"If coppers move out, the city will fall!"
"Be careful what you wish for..."
"What part of the residency didn't you understand when you took this job?"
I'm sure I'm forgetting a few others. You crybabies can stay here if they ever let us move out. Otherwise go back to your lame Cubs vs Sox, Northside vs Southside debates. Fuck this city and fuck residency!!!!
Give ‘em hell J-Cat!
It’s about time the membership gets a leader that will stand up for us, and looks out for the best interests of the lodge as a whole!
I am sure the fight with the evil dwarf Leftfoot won’t be easy but you are the right man to lead the charge!
Here is a better idea to stick it to Groot..
Agree to the proposal, or a BLUE FLU happens!
Seriously, set a date for a day with no police. Watch how fast liberals beg for the police to come back.
The only way the dwarf would allow residency to be tied to the contract negotiations is for the FOP to cave on disciplinary safeguards for officers that normal citizens enjoy. In today’s anti-police atmosphere what police union or membership would sacrifice hard fought legal safeguards for a pay raise. While some officers might forego a certain percentage in a bump in pay, to escape Chicago and Crook County, those same officers would not vote to gut their Rights that not only protect them, but ultimately their families.
The timing to elect Catanzara was perfect. No one else in cpd would stand up to Lightfoot or the city. His kind was always needed as a union president, otherwise what's the point of having a union if you always fold?
This guy has so much balls I love it. I don’t mind living in the city but I’m glad this guy is bringing it to the table. Force lightfoots hand. She knows there are only so many midde class tax paying neighborhoods left in the city before they go bad. You have fucked with the wrong bull Larry. This guy means business.
Well, everyone always says they’re scared and don’t feel comfortable around the police, so might as well let them move. That oughta make certain members of the community feel more at home. Maybe they’ll knock my home down and build an affordable housing apartment building.
Excellent job, J.C.
You're on the right road.
The residency proposal is dead on arrival... if 20,000 people (1/2 of all office and families) who make a significant amount decide to move out with in a year or two, well that just won’t be in the city’s favor
I am retired but so glad I voted for John ~ nice to FINALLY have an FOP president with balls!
“When do we get our life back? If they want to treat us like rented mules, well then, start paying us like rented mules. We’re not gonna sit there and just be slaves.

Your message has been lost in the rhetoric.
Good old Rham set the precedent on residency in court already. It’s there already.
City won’t give in with residency
Waste of time
Groot will never allow it!
Nice try but Groot is so angry with CPD
She will never let go of this control!
And to exchange residence with cash shows how
Silly these contract negotiations have become?
Give me my retro and set me free when I drop
My button on the desk!
Awesome! Lift residency. Give us a choice. Times have greatly changed and it’s not the same job and city it was 20 years ago. Everything has increased around us except our paycheck. Give us the option. I’ll gladly pay higher property tax in the suburbs. At least give 20 year veterans the choice. Not everyone would leave. Many of the retirees are still living in my neighborhood. Lightfoot will have to address residency anyway if she wants to attract new applicants, especially now. What suburban kid or Chicago kid will take this job and then be told you have to live here for 30 years?
Thank You!
The city is dying to the coppers who would stay, your raises wouldnt cover the tax increases that are coming.
I’ll take it! Residency is sooooo antiquated and a major negative for attracting new cops. This job has become very unappealing and then to force residency. No other departments have this so Chicago will lose potential recruits to neighboring towns. Also most cities have a lateral transfer program. Chicago could do it too but not with residency. Residency is a killer
Yes lift residency! At least for people who want to move elsewhere. Lightfoot better do something to get new cops to join the CPD because she’s done nothing but kill the job at record pace. I know 3 young potential CPD candidates that were considering joining but after all the terrible treatment and forced residency they decided to go to suburban departments. Is this something the arbitrator can rule on now since it’s on the table?
Off-topic: Antifa now appears to have chase vehicles staged at protests, ready to go after anyone. See video

These are not umlike the "technicals" seen in 3rd world conflicts. Motorcycles and people in pickups; all presumably armed at this point.
Also, some good people put together a huge collection of intel on Antifa and allied anarchist/terrorist movements over time. These are links to the left's own resources. Many downloadables including the Antifa handbook. Info on allied movements. The indoctrination teachings, many probably from their classes. Know what you may be dealing with:

Read the rioters and their handlers' playbooks. Notice how it always goes back to Marx and his ilk. Indoctrinated pawns not learning from history.
Lousville PD seems to have blunted their riots this week. Still some minor looting (not minor for the store owners). Expect Antifa to retreat to their "safe cities", including Chicago, and become more violent. There is supposed to be a counterprotest in Portland tonight (why? I don't know, asking for trouble) so fireworks may happen. The left wants more martyrs for their cause, to reenergize protests elsewhere.
Stay safe and hope some good people get elected this November.
Don't forget what was taking place in August in Louisville when BLM was doing a mafia like approach for protection from rioting and intimidation. They were extorting business owners for contributions to BLM for protection. This is what BLM is all about. Several stories about it back in August so you can google it. Below is a link:

If Trump is not re-elected, business owners, Catholic Churches and schools, and not far off, private residents, be prepared to start paying bribes and protection money. Nobody is coming to answer your 911 calls, the powers that be have stripped them of their rights to properly do their jobs.
If Harris wins, it's the wild west my friends. Get to Cabela's and Bass Pro shops now, the minute the ammo hits the store its gone by noon. Protect your property, support the blue, and pray for God to intervene in this madness. Evil forces at play, billionaires laughing and playing a game amongst themselves, with no regard for the common peons a.k.a the God fearing, law abiding, middle class.
Pray, vote in person, vote for the Republicans
Good. Keep her back on her tiny little heels.
Now, kees me you fool!!!!
Finally someone with some brass balls. I will gladly take a cut and leave this shitty city. I will gladly drive a hour to work like many other people do and go back home.
This is America right? Everyone should be able to live wherever they want. As long as you get to work in time why should the city care where you live? Let’s finally get rid of this archaic “rule.”
Senator Diane Fiestein of California said there was nothing she could do to block Trump from appointing Barrett to the Supreme Court. The Democratic Machine didn't like that so she needs to be destroyed.
First step: Plant the seeds of doubt about her mental acuity because of her age. She has lost a step.
Second step: Find some dirt. If you can't attack her personally, go after the family.
Third step: Get the MSM media on it and run in 24/7.
Fourth step: Replace her, get someone younger and nastier, and go to work.
Goal: Delay the process until Harris gets in to office.
I believe they are on step 3 in a week. Stories have been floated around that she is not up for the fight, found some dirt about her husband and the college admissions scandal, stories will be bursting out of their seems from MSM by today running counter to the Barrett news. She will be out by Sunday.
Watch and see, anything to win, even destroy their own. How did the Democrats become so evil so quickly.
Get ready the City council is looking into WHY city home owners only pay HALF of what suburban home owners pay in property tax.
The cities residency requirements are antiquated. Why accept half a pay raise to be treated as human beings and letting you live where you choose. FU Groot
Why 4 years? You will be working without a contract again in a year.
Also, get smart and don't do math for people, and don't call it a raise.
You are not asking for 17% raise, you are asking for 3.5% cost of living per year.
"We know city finances are tight, we're not asking for a raise, just 3.5% cost of living adjustment..."
Go for an 8 year contract at 3.5% a year. Settle for 3% and negotiate again in 5yrs with the next mayor.
3% fits neatly on a sign when you are picketing the alrdercreature's homes, offices and events. IT will also look good on posters plastered over boarded up business.
I've said it before, if you're serious about residency then it needs to be removed from the contract language. If taken to court and won it's still binding if in the contract.
Not rocket science people.
Part of Consent Decree is to hire more officers, but residency is definitely prohibiting that. Put that on the table. I'm more than willing for half of increase to get out of this infested, overtaxed, welfare county.
Thanks John keep working hard for us it will PAY off.
Residency out of shitcago will never happen. Same old pie in the sky dreams that an arbitrator will never award. How about double pay for second day if both days off are cancelled or double pay if you are sent out of your district of assignment. How about comp time sell back for patrol officers like the sgts get. Get rid of the furlo by watch and go back to furlo by unit. We should be putting more attainable concrete proposals out there instead of crazy stuff that will never happen. Not trying to knock jcat, just trying to face reality. The arbitrator will come back with the same financial/medical package the sgts/firemen got. If we had some more reasonable items on the table maybe we get them, just sayin......
Never in my ‘multiple decades’ career have we seen an FOP-7 president stand up for the membership. Then again, Chicago never had such a vile, disgusting, disturbed imbecile of a mayor.
This isn’t politics and policy that’s causing the friction - it’s Larri and her divisiveness of not only police but White men. Look back to history and note the similarities of an up and coming maniac named Adolf...what’s happening is no accident or happenstance.
As for residency...
I’m not one to want to spend extra time on the roadway to and from the ghetto and All roads traverse the ghetto, depending on current address and proximity to the highway. Took me a hour to get to 018, 45 mins to and hour and 15 to get to 51st St depending on watch and day of the week, when the weather was good. Sure, even with JB Pigster doubling of the gasoline tax, it’s still cheap - today, this month...but I’ll bet he’s going to double it again after his tax increase fails to get votes. There’s probably some trade offs on cost if living and expenses to reside in suburbs but again what suburb or county, I’d hate to have a long daily travel to shitsville to be treated even worse than shit and do my job under scrutiny and fear of Larri’s staatspolizei she’s assembling.
Important thing to do today an forward is to support FOP, getting involved and if there’s any vote, poll or survey they provide is to participate in it. We Need Active Participation as a tight, solid and indestructible political action unit. And that includes Retirees (don’t forget annual dues are due Oct 15).
Stay in the fight
Boot the Groot and her ball’head.

Why only half the pay raise to live out? The job is still the same. Would that effect future raises and hires?
Drop residency and add a residency bonus.
And if the police are granted the right to live out, every other city employee would demand the same.

It's not a coincidence that straight after Ginsburg dies the democrats turn quickly away from mail in ballots. The fix was in with the Supreme Court with a blackmailed Justice Roberts who would of sided with the democrats after they contested the election. Now with a Supreme Court minority even with Roberts they realize the plan has collapsed. They are desperate and they are going to dig deep into their toolbox to find something to win. They will be going after Barrett like jackals on a dead zebra. Going to get ugly. Probably oust Feinstein. Who knows.

I'm just a citizen but reading this makes me get teared up. God Bless each and every one of you and your families. I don't know how you do it day after day and have this POS spawn of satan mayor in name only treat you the way she does. May you all be given what you want and may God give you the clarity of mind to continue in this job. You are the true heroes. Not enough words of praise for you all.
"And your friends, baby, they treat you like a guest"
Was told yesterday in roll call if anyone tries pulling that “Cov-ember” bullshit they will be Spar’d and fired and in the next breath told us we are down on blue cards. I hate to tell them this but if I have Covid like symptoms I’m not coming to work or if a member of my watch has symptoms we are ALL quarantining. I don’t care if you do a medical check. Hey Lori enjoy having your house overrun by the same scum you support over us.
As a civilian, it’s good to see the police finally have someone at the FOP who isn’t afraid of the Mayors office. Those prior FOP “leaders” all seemed to be bought off in one way or the other. I like this guys tactics. Good luck to CPD and FOP.
But then again who would want to live in any of the Chicago suburbs? Not I. Unless it included most of NW Indiana and then you get stuck paying the duel income tax.
Lightfoot is like school on a Saturday. No class.
Groot's arrogance started with smoking Chesterfield Kings

You'll never get two separate pay scales - drop it. What if I move out of the city after 4 years do I get to keep the raise? It won't work.
Really glad to see cops have representation with balls finally.

ps defund these 🌰🌰
Things like this make me think J-Cat is the right man at the right time for the job ahead...just saying
Stop the talk - get the FOP lawyers and support from State lodge and start petitioning for a law change . I may be wrong but I think residency is grouped into other aspects of the state law that could affect the pension - so if one part of law is changed then other parts may get changed . If it’s state law it’s a waste of time to bring it to city council other than get publicity. —- I could be wrong on the above. ~ anyone know for sure ?

I just wanna know who's purse are your balls in and who is in possession of your spine? Your comments make you sound softer than baby shit.
It would be easier to amend the state law to 3 million residents than to repeal it.
Either way, it will never happen in our lifetime.
The article, every word, is so dripping with bias you have to run it through a bias translator to get a comprehensible version.
CPS teachers live outside the city if it’s good for them it’s good for police . Also this might help with recruitment and retaining police.
St. Louis just lifted it - used to require first 7 years - the reason? It is getting impossible to recruit qualified applicants - I wonder why?
Going for residency is a waste. It’s like barganingbto get 400 new cars.... use case law from other jurisdictions out of state and try to change it for the legislature. Groot will only give up residency I’m told for a complexity uncontested contract of her proposals and no retro. No thanks.
This proposal is the dumbest thing I’ve ever heard. We kick back 1/2 of a raise that we haven’t received, and the city gives up residency? That’s DOA. Cantrazara has no chance of this being accepted, He has a lot of political BS’ed.

That's against the law. So, unless you WANT to see the police fired, because make no mistake LORI would love to do exactly that, don't agitate for an illegal action.
There are ways to make the point without risking your job, income and pension.
Your message has been lost in the rhetoric.
--- There is nothing wrong with what he said. His message is EXACTLY on point. If the children in the room cannot handle adult language, then they should go back to their cribs. Everything outside the demo communist echo chamber is now considered offensive anyway. The truth is offensive to them, period.
You will receive $500K, for your Edison Park house. Edison Park is a desirable community, with great schools, homes and people. Galewood is good too.
Indentured servitude was abolished in 1917. Residency is indentured servitude.
. Or, they will specifically target those on management. Believe me, the 3 year dollies in days working there on management will NEVER go against the grain. Well all know that on days the ones to target to get anything done you need that nobody else will do are females on management with under 4 years on. They will sell their souls to stay on days. Trust me, the detail will get filled.
This is the comment of the year. The taking care of 3 year females to be put on days needs to stop immediately. A great day is when they spend their entire probation on days, all 18 months, then when probation is up they still stay on days and then watch selections come up and they get bounced to midnights. It’s such a joy to watch as they thought they were on the inside on days. Then they throw a pity party because they have to go to midnights and they just can’t believe it want want everyone to feel bad for them because they thought they were “part of the crew”. Enjoy midnight, you’ve earned it. One day, when you finally get time on you will have earned a spot on days. Until then, bunker down like the rest of us did for our career. And stop with the “I have kids”... listen, we all have kids. You can make arrangements like the rest of us did. Such entitlement on the young ladies coming on the job this day and age.
Residency is a great idea better schools, less taxes, and safer neighborhoods for our families.
To all the crybabies your property values will NOT drop. Not everyone will sell their house at the same time, or sell their house at all. Many police live with family or rent. Bad schools, high crime, and high taxes have a greater effect on your property value.

I am retired and moved away but will always be CPD. . I’ve always felt the FOP leadership sucked big time , out for themselves and pretty much useless. I was hoping Prieb would win the last election and didn’t think much of Catanzara because of his work record. However I’ve done a 180 on this. The membership picked the right guy. This guy has balls , a dgaf attitude a big mouth and is willing to go after these piece of shit politicians and this disgusting police hating mayor. Definitely the kind of union leader we’ve always needed and especially now. Don’t give an inch on discipline. Non negotiable. Hopefully he doesn’t let the perks and power corrupt him and stays on the offensive.
Everyone stay safe. Avoid putting yourself in jeopardy. I can’t imagine myself working in these conditions. The job was a blast but from what I can see not anymore.
Lift the residency. You’ll get bigger talent pool and the city neighborhoods will become more diversified. I bet people (and folks) would love to move to safer communities with better schools.

Buffalo Police Officers no longer required to display names on badges, can wear badge number instead. Maybe we can add this to the list? Oh by the way...FU pay me, I want my retro with 17% raise along with lifting residency.

Try to be somewhat reasonable... Like no name/ only badge number, 16% raise over 4 years and lift residency.

City won’t give in with residency
Waste of time
9/26/2020 07:08:00 AM
Your ass will get dirty again. Don't wipe it.
Now that residency has been thrown into the mix LL will have another reason to drag out the contract. She hopes it’s never settled. She’s stated that she doesn’t think it will happen in her 1st term. Like she’s going to be re-elected!!! Hope members don’t mind waiting for another 3 years for a raise and retro.
Good luck! Do not let the union roll over.
Yes to residency.
Sorry to bust the balloon ….a good start to bring in residency. But to even to be considered, there will have to be a lot more give ups
Hats off to Catanzara ..if he pisses off FU mayor larri...he is on track for good contract
residency = guaranteed taxes ... won't fly... ever.
Valiant try, though you'd think command would be forced to stay due to higher base pay and higher tax reaping. However, could one argue me-too and/or unfair work practices???
good luck CPD
All this is talk and we still get 10 percent with residency and more rules no way in this environment will anyone give in on discipline especially Illinois. Do you really think LL cares about the neighborhoods going up . She’s didn’t create all these special units and strip patrol for no reason.
So mayor, is having the Chicago news media, who can’t get a single story correct. Doing a hit piece on FOP president, they seem to left out ex superintendent was obstructing the Dan Ryan with marchers without permission. Correct if wrong, that is still against the Law.
His new offer would give a choice to Chicago police officers who have long chafed at the city’s residency rule: Take the full 17% — with all but 3% retroactive — and continue to live in the city. Or, accept half that amount and be free to move to the suburbs.
I guess when you lift from Fran Spielman that there's always a possibility that something won't be clear. Or maybe it's just me. Does the above mean that 14% will be retroactive or that 3% is retroactive? I read it differently every time.
I loved the fact JCat makes Groot trembling even more but it all this will end where it started. I have a feeling that we won’t see a new contract for another 3 years, or will lose big in arbitration
Can't end residency we are not New York it won't work here
Same as the Sgt.'s and residency will never change. Don't kid yourself if you think it will get any better.

No, they won't. But if they do, it won't be because police officers won residency.
The beauty of lifting residency is if you want to stay in this shit hole you still can.
Why can't all hard to fill City of Chicago job candidates get residency waivers like CPS teachers? Those fuckers get 3-yr renewable residency waivers if they're hired intially in need basis subject areas after Nov. 20, 1996 (when the new CPS Residency Policy was put in place).
And, many teachers and staffers circumvent the CPS Residency Policy by moving to the suburbs AFTER they're initially hired by CPS as Chicago while keeping their old address ir using simeone else's address. How much mail does CPS send to them for them to get caught that way?
Special Need Areas are: Teachers in PE, SPED, Science, Math, All Foreign Language (Spanish and Polish were added to the list 3 years ago), Shop/Technical, Computers, and All STEM and STEAM along with Speech Pathologists, Nurses, Counselors, SECAs, and Librarians.
Asst principals can now get a waiver if they received one as a teacher.
One CPS schools that's always slamming the police is Steinmetz. In recent years, 22-23 of their teachers/staff have violated the CPS Residency Policy with 17 still in violation and workung there. SEVENTEEN!!! (All checked and verified). Three are department or program heads.
Taft HS has a PE teacher Chad Nishibayashi and he's also one of their LSC teacher reps while initially being hired as a Chicago resident in 2010 and then moving to Northbrook, IL after buying grandma's house after she fied in 2012.
This fucker has a giant set of balls too!!! He gets a homeowner's exemption on his home in Northbrook, claiming it's his primary residence and gave his parent's address on N. Bernard in Chicago as his primary address in LSC and other CPS documents.
Check out the owner of 947 Longaker in Northbrook on the Cook County Assessoe property search then vefify on www.blockshopper.com
To make matters worse his old man Nick aka Camel Joe got him and his brother Brett hired in 2004) PE jobs at Taft and all three of them worked in the PE Dept together from 2010-2015.
Where's Chad and his brother Brett working now as PE teachers? The New $77M Taft Freshmen Academy in the Dunning neighborhood.
Just sue already

This moron is what’s 80% wrong this piece of shit dept. Your a one way MF and it’s all about you right? Go scratch you loser. Think about the rest of us that have over 10 years on and still have to live with this shit.
To the above. A) id say about 1/3rd or less would move out. B) this city has long been on the road to Detroit or Gary IN. now accelerated pace. 3000 cops moving out, spread between the North and South sides won't make a difference. were fucked anyway.
All those poor ciminals who don't understand that the police exist to protect them from being extinguished or simply shot on sight. If the police walk I expect the death rate in Chicago to multiply by orders of magnitude as people finally fix what is wrong with the city.
Vision 20/20 ran on residency lifted as a campaign issue.
The membership elected them accordingly.
Give the police the contract they want, otherwise decent citizens will be left with a police dept that has no confidence to serve and protect.

The city could give two fucks, when u sell your home guess what dumbass the new owner will continue to pay property taxes. Unless you just get up and leave. The city won’t give you residency? No shit! You have to sue!. No one has sued yet!. No, rahm didn’t set any fucking precedent or else we would be living in the burbs right now. Previous fop mopes have known that fact and gave you lip service knowing full well the city won’t give you shit. Now most coppers have wife’s/husband’s who are City teachers , City workers, nurses at local hospitals asking them to get up and leave and find new jobs while somewhere else won’t happen unless you’re into a one income family. So you’re stuck here. My wife already works in Kendall county so leaving, selling home at a cheap price and moving kids to great schools won’t be a issue. god bless Trump for ridding suburbs of section 8 quotas.
The city gains zero by lifting residency and groot knows it. She may not like the police but she loves our tax money.

Every time I read/hear/see a statement of John C. I like him even more. If he can get residency lifted, I’m fucking out. Larry Lightfish and the good citizens of this shithole can have their neighborhoods. I’ll come to work like a worthless UN observer before returning to my quiet suburban home.
How about dropping the age for insurance
Say at least 20 years of service and 50 at 3.5 percent
I'm sure the solution will lie somewhere in the middle but I'm proud of John for stepping up and saying exactly what we want. We probably won't get it all but we'll get more than we would with useless Graham, or any other FOP patsy.

Lol, give it a year or 2 ore of Lori/Foxx policies- the City population will be below that Million mark.
Negotiate salary, healthcare, and residency.
Parapapapa... I'm loving it!!
That's right J-Cat, give her hell. Turn the tables on her every chance you get. The city doesn't play fair with the FOP. Therefore, play time is over.
As for residency, the timing couldn't be better...doxing, hatred against the police, the need to make the job attractive to future applicants...and above all... we'll soon have another conservative Supreme Court justice. If the city wants to play hardball, the FOP has leverage. Threaten to sue and take the case to the Supreme Court. Timing is of great advantage in life. Don't pass up this opportunity.
Funny, there’s also a law about a sworn affidavit but laws only mean something when it favors the powers that be.
Don't settle for anything unless it includes residency.

You can do that now Residency only applies to you. Your family can live wherever they want. Many city workers do it. You just have to stay at your Chicago address when you’re at work the majority of the time. The court said Rahm Emanuel was a resident and he didn’t stay here for years while lived and worked in DC. He even rented his house out.

9/26/2020 01:21:00 AM
Totally agree! Everyone should take a look around your neighborhoods and notice the massive amount of retirees still living there. It’s a lot. Also look at people that you use to work with that retired and notice how the vast majority still live in the same house. Very few will leave.

do not give money for residency. it's unconstitutional- win it in court . do not budge on disipline - the city has all they need, GPS, cameras, swiping, capon exempts, random drug. rules and regs, direct orders, a friendly SAs office. They just want the police to be at will as a last step. They want it that if a maniac murder is on the most raping & killing people in front of 500 people on camera - they can still fire you for a legally applied emergency take down.

Ridiculous response, and complete lack of any point. To try to justify an archaic law/ordinance that’s been voted down across the country and ruled unconstitutional, defended by using dead officers? Youre a real class act. No, nobody signed up for this shit the way shit is now and I guarantee about 50 to 75% wouldn’t have signed up if they knew it was gonna be like this. At no point in time during my career did I ever think politicians, along with global influences and global money, would be so anti-police that they drive to an officer’s house shoot their dog, bring burn their house down, shoot into their house, threaten to kill their kids and rape their wife, or throws cement bricks at them....while it is being permitted on a daily basis. So no dickhead, nobody signed up for this shit, especially for the measly fucking $70,000 a year after your 18 month probation. Now you have to have a college degree (I believe). so you can either come out of college with your degree make your 40 to 50,000+ benefits, and work your way up the chain or leave. Or you can deal with this shit, have to move to the city, high taxes, cancel days off, no holidays off, no family time, no plan in place or capable leadership, lack of equipment, lack of morale, anti-police environment, anti-police mayor, anti-police states attorney, worry about your safety and your families, terrible school system, etc... And you start at 42,000 a year plus benefits. I think most are going to choose the first option.
Keep your residency! Pay me the 17 percent. P.S. F U Groot...

Get used to that small apartment somewhere close to work because you will soon be divorced and living in it full-time. You might get a year or two longer in the marriage if you do NOT hire any tradesman, tradesmen, handyman or handymen for improvements around the house because they will be around the house more than you. No disrespect to your spouse; it is just human nature. If you have a good thing going with your mate, do not fuck it up. If you are looking to eventually shed the spouse, moving her and the kids to Wisconsin will about guarantee a divorce.
Don’t lift the residency until I sell my house! I want to be able to retire with a nice nest egg. I suffered living here my whole career. The residency rule can stay around 6-9 more months.

If you only have less than a year left before retirement it would probably be in your best interest to sell now while you still live and work here. You can live in a small apartment for a few months while you finish out your career before retirement. Otherwise you might be trapped Hereafter retirement. You never know what the housing market might be 6 months or a year from now.
So it seems like Covid is about to re-emerge on 30 Oct, the most susceptible will be individuals who are exhausted, have had human excrement thrown on them and those who have been exposed to extremely high stress and possible PTSD for extended periods over multiple weeks and months. The outbreak will require at least a 2-3 week period minimum to recover. I sure hope the city is prepared and officers due to their high probability of interacting with the public take quarantining seriously. Cov-ember has officially begun and since CPD are just ignorant “Inbreds” they shouldn’t be missed.

Off Topic for a quick moment,The Democrats and Scamdemic Perpetrators have placed themselves in an interesting unattainable position today with one of Dr. FAUCI,s staff publishing information that COVID has now mutated into a type of SUPER COVID that has learned how to defeat Social Distancing,Mask Wearing, and Hand Washing rendering all previous precautions ineffective and useless.Of course this comes out as we approach the Presidential Election in a month and the summer winds down to an end.So again prepare for a hard lockdown and everyone sent back to their basements to cower in fear and send out their ballots through the U.S. Mail.If what this esteemed Doctor has published is true,I guess we can throw out all these goofy masks, embrace our friends and neighbors, and fully open up all of the businesses and schools without restrictions.RIGHT??????In completely unrelated news,Nancy PELOSI does not think Joe BIDEN should participate in a debate with President TRUMP.What a shock huh?And the 9 Minnesota City Council Members who voted to remove the Minneapolis Police Department have now admitted that they have a made a very large mistake.Still SHOCKED!
Hypothetically speaking, if Groot had hired me to be the 1st Deputy, but it turns out I was banging a whole bunch of girls at work (just like Special Ed), but was married to a cheating lieutenant (like Special Ed), but ended up getting sued and exposed for the complete POS I am (like Special Ed), do I still get to keep all my ribbons? CPD Residency Proposal Means the New DETROIT
9/26/2020 02:25:00 AM
No. Detroit is better, even now:
One city won't tolerate the mayhem that's been embraced in Portland, Chicago, and Denver:
Detroit Police Chief James Craig has credited the lack in Detroit of widespread property destruction and violence to a police attitude of “we don’t retreat,” combined with community support.
https://www.lawenforcementtoday.com/detroit-police-chief-arrests-dozens-of-rioters-not-in-my-city/
rb
I guarantee that is they start an investigation towards the lieutenants test cheaters, half of them will take an early retirement rather than b embarrassed about the rule 14

Watch and see, anything to win, even destroy their own. How did the Democrats become so evil so quickly.
9/26/2020 08:09:00 AM
It's fun to watch them eat their own, isn't it? They got evil so quickly by electing numbskulls like AOC, the anti-Americans Ilhan Omar & Rashida Tlaib, and Black-beyond-Black Ayanna Pressley.
They've taken Hillary's example, calling half the country, "deplorable" to the nth-degree.
Now the party's in complete turmoil. It ain't your father's democratic party. Hopefully old guard democratic voters will be able to regain control of it before it implodes.
Or hopefully not.
Get ready the City council is looking into WHY city home owners only pay HALF of what suburban home owners pay in property tax.

REALLY?? They don't KNOW?? Have they compared the city to the suburbs??

Too late, and who should care? To all the jagoffs who would be against this - fu2. I have lived IN THIS CITY for 5 f-ing decades, been on this job for 3 (decades). The shit with residency changed DRAMATICALLY when they knocked down the jets and those "peeps" became mobile and/or settled into "new communerties". NOT ANYTHING WE SIGNED UP FOR! There in itself should be a winner for this situation. This has to be challenged - thank you Catanzara - the rest of you dickheads that came here with high hopes from your suburban utopias and say you are underwater because you are living beyond your means can KMA cause some of us have had our foot in the bucket for too damn long - now it is YOUR TURN.
Groot will shove it up CPD's ass with layoffs. Houston PD is 1/3 our size, with almost the same population as Chicago. Way too many do nothing pieces of shit on this department. Get the excessive station house mice out on the street to answer calls like the rest of us little blue shirts. I've done zero extra work for years now, but I'm tired of the scammers that get to hide and not work the street dealing with these savages.

I can hear some complaints at the 12 hour days and not being able to get up there as often as planned to see the wife and kids but don't hire a handyman or else? That sounds a bit like an old very bad UK film, The Amorous Milkman. That kind of woman would likely already be bedding someone in their office or a "friend" while you work OT to provide those extras everyone must have. Can't say I blame him for thinking of that plan though maybe Indiana is a better choice. I do agree that plan long term could be a problem, especially with winter weather, more riots and overtime. It's not like Groot and Brownie Fife care about "the inbreds".

Lightfoot is like school on a Saturday. No class.

...or like any school day for CPS?
Nice try, but I think the only thing that will come of it, is no change in residency but they drop a few of the disciplinary measures. We are not going to walk away with any sweet deal like the teacher’s got. I honestly think we would’ve been better off asking for just the 17% raise, no changes in disciplinary procedures & then add a “social justice” message cherry on top... “enforcement of gun laws,” “doing away with bail reforms,” “enforcing shop lifting & looting laws,” etc. Granted the city has no control over those things, the teachers asked for shit the city had no control over either. It was all a “virtue signaling” shell game. Then let the Union thump it’s chest & take a stand on those last requests, citing the murders, murders of children, cost of the riots, etc. Maybe we can’t strike, but we can sure still Protest! Take the political stand, “It’s for the victims of crime!”
P.S. more than residency we should be demanding, no staffing shortages- especially in Patrol! They should be demanding 2 man cars for every watch & more than one sergeant for an entire district.
the only problem with lifting residency is the medical roll. I dont think the Sgts will drive to Dyer INdiana to doa medical check It'll be 12 days a year, in my opinion

Don’t lift the residency until I sell my house! I want to be able to retire with a nice nest egg. I suffered living here my whole career. The residency rule can stay around 6-9 more months.
=====

*What are you bitching about..It will probably take you that long to sell your house!!

Just a month away, 12 hour days and days off cancelled again. Put that in your pantry with your cupcakes!

**Great!! Just another Christmas Bonus!! I love it.
Just wondering what alcohol that 1:04am mixes with his Koolaid? Asshat!
Those retirees still existing there are fools. Period end of discussion.
The city will have a major recruiting problem and the residency requirement will be a gigantic deterrent for any potential candidate. The number of newly trained officers leaving is very high

I've been at the academy when the American Rejects come to test. Trust me their leaving is no loss.
The inbreds would like to be treated just a s good as the preferred child, teachers, of the mayor. Hell they're earning top dollar and don't even have to show up to work. Yet its 3.46738 ears without a contract. Beware of communist and socialists. When they get power, the first to go are teachers and lawyers.
Maybe you have a Union after all ? Now if you could get your membership to act like Union members you might get fair treatment. Good Luck and God bless all first responders.
Why only half the pay raise to live out? The job is still the same. Would that effect future raises and hires?
Drop residency and add a residency bonus.
And if the police are granted the right to live out, every other city employee would demand the same.

Absolutely, add a residency bonus.
Time to give the Mayor, Aldermen and the city of Chicago a wake up call. Just file it in Federal court we can always drop it if needed. Time to say we're serious. Milwaukee did it 2 or 3 years ago.
Don’t forget to push the 29 and a day to get the medical even if you’re not 55.
If you don't think Chicago is a s*** hole your delusional. Run the financial and crime numbers and then try to make your case to me.

If they want you, this is all they need to burry you. IG does a 99% success rate to dudes who think they're getting away with something. Really depends on the beefers so if you go around bragging about it, or if you like to fuck with people, chances are you're gonna get that knock in the night.

Deputy Randall Darlin is doing it. He brags about it.
He lives in Lagrange.
Yes, he still changes his clothes in Garfield Ridge before & after work, but then Immediately drives to the wife and kids in Lagrange.
He laughs at the blog and this being said, it’s funny!
So I think the original poster of “they’re gonna get you” if full of shit
From D.C. Blues by Tucker Carlson
Despite its current state, the Washington
Metropolitan Police Department historically has been a
model force. For years the city's homicide department
was considered one of the country's best. In the 1950s
it was not uncommon for its detectives to solve 100
percent of Washington's murder cases in a given year.
According to Gary Hankins, former president of
Washington's Fraternal Order of Police and a veteran of
22 years as a Washington cop, the police department
began to disintegrate in the mid-1970s. It was then that
the city added a residency requirement to the police
department's list of hiring standards. Because it dramatically
limited the applicant pool, the new requirement
immediately caused problems. By 1982, over 40 percent
of the candidates who took the police admissions test
failed it.
