An Interesting Twist

Vallas to negotiate?

  • Vanquished mayoral challenger Paul Vallas turned up at police contract talks this week as a consultant to the Fraternal Order of Police at loggerheads with Mayor Lori Lightfoot.

    FOP President John Catanzara said the mere presence of Vallas — a former city budget director, revenue director and Chicago Public Schools CEO — has already produced a “palpable shift” in the tone of previously contentious negotiations.

    The negotiating session Thursday focused exclusively on the FOP’s counteroffer of 17% over four years — with all but 3% of it retroactive — for Chicago Police officers who continue to live in the city and half that amount for officers free to move to the suburbs.

    There was no talk of the mayor’s 17 pages of demands that included 40 disciplinary reforms, including getting rid of sworn affidavits and paving the way for anonymous complaints against police officers, the FOP president said.

    “There was a palpable shift in conversation that dealt specifically with financial issues and our counteroffer. For us. In a good way. They clearly focused on the financial issues that we are seeking to get solved in the negotiations. The other part was left off the table for yesterday,” Catanzara said.

Vallas has been a vocal supporter of cops lately. And we had supported him for Governor years ago against Blago. 

Let's see how this plays out. Vallas consistently polls much higher than the Groot and might be setting himself us for another mayoral run.

Paul Vallas is no friend of unions. He hates unions.

Paul is also in cahoots with the Preckwinkle machine. His job is to peel away white votes. The Groot is going to pull the same sham Mayor Daley did every election; you run two blacks and two hispanics. The Groot will run two whites and two hispanics + you get all of the black alderman and about two thirds of the hispanic alderman on your side.

Isn't the affidavit Illinois law? I mean, I realize this is Chicago we're talking about, but can any municipality just pick & choose what state laws they want to obey? Is home rule an option for the city to evade this law?

It's kind of early in the morning and the cup of hot joe hasn't kicked in yet but we could be looking at a new contract next year that will be expired before it ever hits the council for a vote. If it is ratified after 6/30/21 it will already be done and over if you follow the usual pattern of contracts lasting 4 years. Rahm let it ride because he knew he was leaving and frogpuss kept it stretched out so she would only have to deal with one contract. She will not worry about the next one because she knows she doesn't have a farts chance in a windstorm of winning in 2022.

Lightfoot is by far the worst Mayor this city has ever had. She leads solely by ignorant emotion. She doesn't respect it's amazing culture other than her own. She allowed this beautiful city to get tore up and looted, while Officers were getting seriously injured because she was too afraid to address what was NOT PEACEFUL PROTESTS. But that's what we signed up for according to her. And from the very beginning showed publicly, disrespect toward her own employees. Amazing that she mentioned months ago that police need to build relationships with the community.....she destroyed in months what was gained over decades! It's difficult to believe that she wasn't sent here just to destroy this city....

Madigan was instrumental in defeating Vallas in the Illinois Governor's race. His organization, allegedly flooded the downstate counties with cash which influenced the poorer counties to vote for Blago. I am surprised how quiet Blago has been. They did a survey of young blacks prior to the Sparklefarts presidency and by golly! Young black folks and people said that racism wasn't really a problem in their lives. After good old Sparkelfarts and his undermining of our society and all of a sudden, we're back in 1965! Except that now, it's OK to denigrate Catholics, Christians, Heterosexual people, white men, the police and anything that has to do with good manners and tolerance. So let me get this right, no more handcuffs, mace, and begin training officers to shoot for the leg. If we don't hit a leg, then what? I guess I'll have to ask Joe Biden or Hunter Biden, he has probably had a few guns pointed in his direction after a crack bender or with a drug dealer looking for him to pay up.

So the union can’t negotiate on their own. The screening and yelling didn’t work. Bring in someone else because they are too busy kicking people out of the union. Then give up 3 % retro. Residency as a bargaining point.....really the new hires all live outside of the city anyway, they all know “right from wrong”. Our union has no creditability, we look like clowns. Bring in Dean who got us the worst contract ever, but took care of his kid. Now bring in someone else and tell us the tone is changed. Vallas is gonna be the difference, then why did we vote for you and your friends. WHen we get screwed I am sure you will blame someone else

Vallas has been around for a long time, I don’t regard him as a liberal Democrat and far from progressive. I voted for him in the last mayoral Primary.
Vallas will definitely run again, the problem is with the 13 or so other uninspiring goobers that will pop up in 2023 cycle, including More, Fleabagoretti, Willie Wilson, maybe KmmFxxUpp and even Tellifairyo to name a few. Either way Larri has to go if she doesn’t quit next year.

Larri LightLoafer doesn’t like Vallas, she’s knows his reform style is real. She went on a tirade after his op-ed regarding the Bassmouth Loafers Budget, she said Vallas hadn’t see a city budget in decades. Guess Larri thinks she had more experience in finance being ticked away for a year in a back room of the city procurement office when she was ousted from Ipra.

Vallas is going through a rebranding, I expect he’s going to be making waves.
Good move to bring him into the FOP, the shenanigans and giveaways won’t happen like past negotiations.

Can they? No. Do they? Yes. They just did it with the sergeants contract. State law prohibits anonymous complaints, but the arbitrator sided with the city in allowing anonymous complaints. The sergeants will of course sue and win because it’s plain black and white, anonymous complaints aren’t allowed. Goes to show how “independent” these arbiters are, they side with the city even when it’s clearly against the law.

Especially now given the city's dire financial situation. Give up / swap a future Pay Raise, or portion thereof -- but not retro pay already owed to you -- in exchange for the elimination of it. What you give up in money on your pay you'd recoup on savings living in a cheaper suburb, or even a county.

Yes it is Illinois law but there is a stipulation that, if agreed by both sides, it can be eliminated.

The PBPA arbitrator didn't care about the state law. It is now back in the courts.

The same EXACT thing WILL happen with FOP.

The department cannot circumvent the law. They would need to change the law completely. What can be done, is to negotiate away that right or protection during negotiations. This is what the city wants. There is no way that should EVER happen.

Willie wanted to donate big money to Paul’s campaign for mayor so Vallas could run commercials. I overheard Willie make the offer at the multi-candidate fundraiser at the FOP last year. Vallas obviously had to turn it down.

Yes it is Illinois law but there is a stipulation that, if agreed by both sides, it can be eliminated.

If both parties agree.....
Does it count if it is imposed by a third party (arbitrator)

I voted for Vallas, but if I had to do it over again I'd go for Joyce. Paul Vallas had a terrible showing of only 5% of the vote. Bill Daley didn't miss the runoff by much, but after he started talking about cutting pensions, I didn't need to hear anything else. Never forgot thet NAFTA was the brainchild of Bill Daley. Like Trump says, he should be ashamed of himself. Bill Daley cost a lot of Americans their jobs with NAFTA.

Vallas is just another political hack looking for a payday as a paid consultant. That does not mean it is a bad idea to hire him for his political experience in a highly political negotiation, but never think he's really on your side. He is there because he is being paid to be there. He would be just as happy to be on the other side of the table making the same money.

Isn't the affidavit Illinois law? I mean, I realize this is Chicago we're talking about, but can any municipality just pick & choose what state laws they want to obey? Is home rule an option for the city to evade this law?


Yes it is Illinois law but there is a stipulation that, if agreed by both sides, it can be eliminated.

Does it count if it is imposed by a third party (arbitrator)

Can’t be changed by arbitrator or third party arbitrator. It’s state law and ruling came out Friday. It’s a new post on SCC today
