More Hidden Bodies

In addition to the CST and CIRT teams (and summer, autumn, winter mobile details) shorting District law enforcement actual bodies, we're told another hidey-hole is overstaffed:

  • If you think that’s bad, someone should ask why there are over 240 officers and 41 sergeants assigned to the training division, yes you read that correctly, when there is hardly anyone at the academy and training is limited due to Covid. 240 officers and 41 sergeants!!! Are you fucking kidding me?!?!? When districts are running bare bones with multiple downed beat cars and 1 sergeant working the street in the entire district!!!

One sergeant? See Friday's CWB post and there are districts operating with ZERO Sergeants on the street. That's ridiculous.

According to the Consent Decree, supervision is supposed to be 1-to-10. 

Those numbers are close to 1-to-6. 

And if you only have one class of 26 recruits, there ought to be a staff reduction in the offing as the other classes move out. Additionally, the remote classes we've attended were either taught by civilians in close quarters or remotely by computer.

C'mon, that's nothing. What about CAPS? 1 Sgt n at least 7 POs plus a civilian organizer and what do they do? Nothing. No meetings, no outreach, no nothing. So a sgt who makes at least $110k, 7 pos making at least 90k each, and a civilian organizer 60k...800k and what have they done for almost a year? Nada. And then when we were all forced to work overtime, where were they...sitting in an office (if they even stayed more than an hr) making time and a half....seriously?

1 sgt for every classroom and 1 sgt for almost every subject taught and every training program. It’s ridiculous. The academy could easily survive with 12-14 sgts total. The amount of non teaching admin people at the academy is disgusting also.

the academy has always been a hiding place. 10 percent of the police do 90 percent of the teaching. Same with the Sgts. I was there years ago and saw this first hand. there were officers who never taught a class.

How many "officers" are being used as secretaries? There is some dude with like 6 years on that was a VRI secretary then shuffled to some other inside spot. Good dude but why do we have full duty "officers" pushing paper?

Please disband the community safety team unit. I’m fed up with all these assholes with 2-5 years on the job constantly recording roll calls, traffic stops, and arrests! I spent a good amount of my career in the gang enforcement unit and now I have to deal with these assholes constantly on their cellphones broadcasting all that happens. Can we please end this nightmare!

Remember when they hit the Districts at the beginning of this Corona Virus? The ones that DID finally show up were fucking useless, most cried about having to work 3rd watch and hit the medical.


There were very few that actually did any work, mostly the rang or gym staff... The rest were pathetic, scared and useless.

In the 25 years that I was a sergeant in districts and units it seems we operated short half the time. We operated short with one sergeant on the street. This has been going on for years.

On top of that SCC, you forgot that these officers teaching us are ONLY teaching us review courses, which means we could have easily just watched e-learning videos. Then, you have 3,4 and 5 yr wonders teaching a class, what a fucking joke! These are the same officers who don't want to work a beat car instead sit around and teach or (preach) something we already know. Haver to get those 32hrs of Covid in I mean courses in.

I have a crazy idea, just hear me out. Officers and sergeants should be in districts enforcing the state laws and municipal codes. Stop all the public relations nonsense. Stop the BBQs and food delivery services and the community mentoring crap. Police officers should be in the community maintaining law and order. What’s the deal with half the department doing PR missions?

Most of these coppers are doing shit that doesn’t require actual police credentials. Maybe if our officers were patrolling they’d just happen to meet good citizens in the course of their duties thereby building community trust. Plain old fashioned policing needs a comeback.

The only thing this department does that is required by the consent decree is this bull shit training. The training is garbage and it has ZERO bearing on police work. I was at the academy last week and one of the instructors referred to the consent decree as the descent degree. I’m not making that up. A god damn instructor doesn’t even know how to pronounce consent decree. Too funny , but absolutely embarrassing.

Reason for all the units and huge training staff is hiding clueless do nothing CPD bodies. Caps is the other merit hiding place. Totally useless programs that do nothing to make city safer. Groom might be right no need for 13,000 CPD bodies. Bet these units never see a cut in head counts no matter what. Then we get to the HQ and District paper shuffles posing as Real Police. The real number if Real on the Street should be 6,000 working street cops. All the rest are just feather bedding totally unnecessary jobs.

Those numbers are also lower than advertised because the FOP allowed these guys to hold a spot on the watch and in the bs units they are in....so they are being counted double....

Some perspective here, most of these numbers are for in-service training and outlying sections, Operations staff which is responsible for recruit training has around 25 officers and 2/3 Sgts. The recruit range officers have dwindled down to around 15. The current 32-hours and 2021 40-hour in-service training that the consent decree mandates requires bodies to do get that amount of training done, especially after Covid and they restart scenario-based training. There are certain sections that are bloated, situational awareness, or whatever they're calling it this week is loaded with 9171's. The entire South Shore building which is Use of Force, Custodial Escort, LEMART, TTU belong to 124. Don't forget the Area ranges, carbine, and driving school is 124 as well. I would look at the seniority list and wonder what an officer with 2-3 years on the job has to offer in-service training. They open the NOJO's and surprisingly they get very few applications. The problem that 124 has always had is not launching dead weight, plenty of it, instead of moving the officer from section to section, they need to be back in Patrol.

Another problem is the time on the job those P.O's have who are working in the Academy and how much actual street time they have. There are people taking this job and demanding inside spots. You should have a minimum of 15 years on the street to work inside.

On the other spectrum there is Mass Transit where routinelly there is 1 Sergeant covering over 40 officers on days and 2 Sergeants covering over 80 officers on afternoons. All because the miniature Commander will not allow any overtime. He is the epitomy of nepotism and completely incompetent. He is in way over his head. The whole unit cant wait until he goes back to narcotics.

How many instructors are really needed for 26 recruits, 5 days a week for the next 26 or so weeks, and then there’s still the Chinese Plague being pushed everywhere else but the Academy.

I expect the Academy to got the way of District eLernin’ like the new Virtual & ReImagined CTU-CPS. Jujitsu manhandling, climbing over walls, doing jumping jacks and 1.5 miles around a building are a thing of the past, c’mon man. Put a mobile trailer home classroom in every district parking lot, stock them with 50 PPO’s for a few hours of class, another few in field 24/7. It’s not that far fetched, Larri is that wicked. I think the CookCo Morgue has some used doublewides leftover to boot. Forget about that new west side Academy that being built, that could be a warning center, community based vote ballot farm or even a Covid-21,22,23 violation internment campus.

Oh and on top of it, the all management Unit 124 isn’t even Biddable so it seems detailing and reassignment would be easily accomplished using the Duty Availability clause to fill District shortages. It’s a shitty way to break up Units across the duty spectrum but Seniority and Light Duty membership rewards program needs reassessment a bit more often.

Look at HQ Bur.of Patrol Admin for one, holding 500 sworn/civ bodies, clerks and stenographers of every rank. There’s enough HQ cubicle entrenchment to restart a whole new 013, 021 and 023 districts.

Things are going to get a lot worse all over this city, especially for CPD for the next two years.

I’ve taken 3 parts of Situational Awareness this year, which is a total of 12 hours. After every hour we get a break, and after every break and hour their are 2 new instructors who teach the class. Same shit with the use of force. 6-8 different instructors who switch teaching the class after an hour or two segment. So ya might be tons of classes being taught but in reality you need one Sgt per “watch” and maybe 4 officers per class session being taught.

Not in 15. The academy sgt on 3rd w actually showed up and helped us out. She did her best herding the cats we call rapid cars. I heard the range guy who was assigned to 1st watch hit the medical and never even showed up.

I think that the CPD is trying to get as many people into these units and then be able to deploy them as they see fit. It's a back way end run around the contract. Once they request to go to a special unit they lose all contract protections on being in a unit and on a watch. Your work location, and starting time is up to the city completely.


I will continue to push a beat car and take my jobs one at a time, Sargent or no Sargent. At least I will be closer to home. If they want to change my start time or cancel a day off let them pay me. I'll take my furlo by senority please...

While cameras are a double edged sword...... You might actually want them recording. I was at custodial escort last week witch included five segments taught by five different po’s and a sgt who sat his fatass outside the room playing on his phone for 7 hours. So each po has a hard day of teaching one hours worth of instruction. Every class I have taken in the last 15 years have been this way. What a waste. Quite a kick in the bells to everyone who is on the street. Could easily have been taught by one officer.

OT of 019...Cpt Overtime rejects alot of midnites crew their 1hr of overtime when the "clocks" were pushed back, seems like no one was swiping out!!!

024's front office also hides wayy to many people. Two "time keepers" and two "secretaries". CAPS has 6 p.o's assigned possibly 7. CAPS people have worked their days off working CAPS. 024 Tac has the DIO and the secretary working straight days. When a house mouse says they work hard it makes me angered but shocked. 90 percent of the district inside spots should be civilian.
