Retirements Slow?

Still playing number games with the media:

  • The “mass exodus” that has left Chicago with 1,627 fewer police officers than it had in January 2019 is slowing, newly appointed Supt. Larry Snelling said Tuesday, insisting that his department can keep pace with attrition and promotions in 2024.

    Defending the Chicago Police Department’s proposed $2 billion spending plan at his first budget hearing, Snelling sought to reassure City Council members the shortage of officers won’t get worse and might even get better, even after Mayor Brandon Johnson fulfills his promise to promote 100 more detectives and increase the number of sergeants.

"...might even get better..."? You got syrup to go with those waffles Larry?

  • “We will not deplete patrol to make promotions to detectives or sergeants,” Snelling told Council members. “As we move bodies in from the academy and we get new officers ... trained, then and only then will we know that we can make those incremental promotions so that we don’t deplete patrol.”

So it all depends on....hiring? Imagine that. We all know how that's going, right?

  • The police department has 11,726 sworn officers. That’s 1,627 fewer officers than it had in January 2019.

    In addition, 891 officers are over age 55, and 200 of them have already declared their intention to retire in 2024. Another 1,146 officers are 49 with 20 years of service, which means they’re fast approaching retirement eligibility.

    But Bob Landowski, the police department’s director of human resources, said the rate of resignations is slowing. It’s expected to reach 700 this year, compared with 1,078 in 2022 and 973 the year before.

    Snelling said there has been a “mass exodus” of officers over the last two or three years, with many officers fleeing Chicago to work for police departments in the suburbs and out of state. But those days are over, he said.

No, we're pretty sure it's still going on. Has anyone surveyed those 1,146 about to hit age 50? Twenty-and-out is a way of life on the CPD now. You're actually young enough to start a second career for ten or fifteen years. Plus all those cops over 60? They don't have to declare a thing.

  • Snelling said he is confident the police department can and will keep pace with the rate of attrition, given that 450 candidates are at the police academy right now, with another class starting in November and plans to churn out 75 recruits a month through 2024.

    “To fill the vacancies, we really have to … revamp the way that we’re recruiting right now. Part of that is to start to recruit from communities. This is part of rebuilding the trust and regaining the trust of the community,” Snelling said.

And lowering standards....at least admit that Larry. There are no vehicle chases, foot chases are all but banned, using any sort of Force means you're off the street for the entire tour and will be answering questions with an FOP lawyer shortly thereafter. All that teaches cops to do is disengage even more, so burglaries go up, carjackings skyrocket, robberies galore and street "takeovers" / weekend "wildings" make tourists decide to spend their money somewhere else.

Smoke and mirrors, dog and pony show. People aren’t dumb, as much as we might think so, there is social media with stories abound of cops getting jammed up, for whatever reason and either losing the job and/or going to jail. It doesn’t matter how attractive the city/department makes the financial package if getting jammed up and losing everything has a higher probability than reaching retirement age and exiting the job.

Stick a fork in Chicago because it’s about to be done. I know it has been going on like this for awhile. But the affects are coming from on this Mismanagement and clueless leadership. Sooner or later this is not sustainable. Chicago is dying. To all those who keep voting fancy politicians in, you have what you want. Remember that “sworn officers” includes supervisors in their arithmetic.
That said, you can break that 891 over 55 number into thirds or roughly 300 for each category.
1/3 came on late and are still paying for kid’s educations.
1/3 are wage slaves who can’t leave until 63 because of poor decisions/planning.
1/3 are guys who can’t live without “The Job”.
Sounds to me like this will be the new normal until the next outrage causes a shock to people’s psyches and they get reminded life in Chicago is untenable.
The city really need to start hiring felons to support the pension.

The only number that matters is the actual number of officers working the streets. Thus does not include house mice, desk dollies, SDSC, CAPS, DCOs, SOMEX, ATC, admin scary cats, and anybody else not manning the beat.

Turn 50 in 16 months, will hang out till my anniversary date, make my 27 and a day then I'm off this job. You can keep it, to me waiting around till 55 ( if it's still around since the city is talking about getting rid of it for us and CFD) isn't worth it. Have fun this job blows, I hate it and can't wait to leave.

With the big raises and raising the age for benefits to 57 they will slow down somewhat, after all without accountability making more cash than a family doctor with no responsibility its a great job stack that cash! No leadership from larry and his crew to the mayors office and the rest of the democrats why retire when you can bank so much easy money? Just ordered my jacked up Ram pickup, partner ordered jacked up wrangler now where did I put those punisher decals?

You can certainly consider those 1,146 about to hit 50 as gone inside the next year, unless they're brain damaged. There's no reason for them to stay. At the current rate of new hires, it will take several years to replace the retirees of a single year. And that doesn't take into account further retirees. The number of cops in CPD will continue to go down.

The amount of people who are maxed out and still stay, boggles my mind. Look at the amount of white shirts who are older than 55 with more than 29 years on. Are we sure we want them to be supervisors when they aren’t bright enough to realize they are working for free.

I think it is time to drop the college requirement. We all know that CPD hasn't exactly been hiring MENSA geniuses lately.

There are few still on who can remember, but the department was a lot better off when the requirements were a clean criminal record, and a high school diploma or GED.

Our military does just fine with these requirements, and has done so for decades. Oh...and we need to do away with racial standards. Anybody willing to come on this job in today's climate should be welcomed with open arms.

There are reasons that should be plainly evident that 10's of thousands of people once stood in line to take the test for CPD. And now only a few thousand at best take the initiative.

I take offense to that. I have almost 4 years on and work in the SDSC room. I think I’m a great officer because I always call out in progress jobs over to the officers on the ground. I don’t let anything slide I’m just vigilant at work like that, if I see it I’m letting the zone know immediately. Training just kicks in. So what is it with the beat dogs always complaining so much and being lazy. Wow. Ohh and I agree CAPS is useless.

Not to mention the three shifts of Police Officers, Detectives and FTOs at call back. Those are bodies that are being counted but not used. How many will fired not contributing to our work force. Mostly stupid reasons that have them stripped and sitting for years.

I do not respectfully agree with you. There are many title codes you missed. Look up title codes 9165, 9171, 9173, there are many more than that. You must not be on the department.

Obviously this is satire, but one time sdsc room called out nonsense and we were dispatched and it ended in an arrest, couldn’t avoid it. We put down the sdsc guy as 1st arresting officer, had to go to court and all, was the last time that happened.

Feel free to disagree, but you are dead wrong. 9161 is the code for police officer. FTOs, detectives, K-9 handlers, ETs, bomb techs, etc all have different job title codes. And for the ten millioneth time, sgts, lts, capts. and exempts are all police officers. so when they talk about the numbers they are talking about ALL sworn members.

I came on 37 years ago with a HS diploma & made Sgt before the college requirement came about.
Worked in a district on the watch for all 33 years with the exception of 6 years spent on a district tact team.
Retired at 55 with not one day of bad time.
Maybe I'm biased but throughout my career I've seen the old phrase "too much college & not enough high school" all too many times.
But again, when I came on, many officers that had 10-12 years on the job were Vietnam Vets & they were the real deal.

Then you should have no problem whatsoever going Box 1 on absolutely everything you call in, dragging your fellow co-workers into with your keen eye and “training”.

CHA says we will see your CPD $2 billion and raise you another CHA $1 billion.

In 2024 CHA's current one billion budget will exceed CPD's two billion dollar spending plan cuz migrants!

It's also very likely that while CHA boasts about owning 21,000 housing units that CPD and Ohare/Midway airports will actually house over 21,000 migrants. In fact the number CPD houses now may even exceed CHA's claim of owning 21,000 housing units cuz CHA doesn't say how many housing units are occupied.


Does CPD really need more detectives or more babysitters and/or aunt bea housekeepers/wash room attendants for the migrants asking for a friend.

Great idea, recruit from "the community". Thousands of community youths, most of whom wouldn't cooperate with cops even if their own mother was shot, are going to join the police academy! You know, so they can enforce the same laws they and their friends have been breaking since they were 10. And the community they've grown up in, which demonizes cops as racist pics, will surely support these ambitious young men in their endeavors to protect and serve.

Sarcasm aside, the election of BJ says everything about "the community" that needs to be said: They want nothing to do with the police. And this is Snelling's new recruitment base?

If you can't use your radio to call a 10-1 when shots are fired at police you can't be my partner. Don't know why yelling EMERGENCY matters if you radio isn't working instead of calling a 10-1 were you talking to Siri?

If it takes you a minute or more to clear a weapon malfunction you can't be my partner. Yelling CLEAR doesn't fix that either

If you point your weapon in my direction or at your own hand while trying to clear a weapon malfunction you can't be my partner.

If you cannot find the mag release to drop the mag and clear your weapon you can't be my partner

But that's just me maybe. I know the fog of war and all that but training and preparation matters. Radio broken? Sidearm broken, YOU broken?

Ok Broken Arrow: have both you and your partner done a radio xheck before you leave the station? Do you carry am extra radio battery? Do you amd your partner regularly go to a shooting range? Do you both routinely check your surroundings? Do you two routinely communicate with each other what you see? Do you know ea h others' habits, as well as that pf the others on the watch? Do you back up pther officers? If you were going to chase on foot do you communicate that to your partner? I hope so. I hope amd I think these two will get better. I hope they talk to some old timers who help them out.

That is why statistics can be played and manipulated. The public believes there is 13,500 budgeted police officers on the street working, ready to answer 911 calls, take reports etc... YESSSS I know the city counts all supervisory positions in their magical number to lie to the public about the real number of police working the street. Sorry the 50 fto's and canine handlers is a rounding error. To this day and in the past Chgo police supervisors didn't make arrests, don't fill out police reports for citizens and don't write tickets. They are supervisors over police officers. They function in a totally different capacity and policing ain't one of them.

AS far as I know about 28,000 took the 91 or 94 test (or maybe that was the total for both? I took both and got hired in 94 off the 91 test. Either way, during that time period, the way I under stand it, 2,800 - or about 10% got hired. I was kind of young when hired so maybe quite a few have already retired at 55. Either way, you're right, awful lot of cops hired during that period.
