Still Investigating?
A city agency tapped to review police misconduct complaints failed to complete an investigation into a high-ranking Chicago cop several years ago and has declined to finish it now, according to documents obtained by the Tribune.
The Civilian Office of Police Accountability assigned an investigator in 2017 to determine whether Lt. Glenn Evans lied about allegedly breaking a mentally ill woman’s nose while she was in custody, but public records show the agency shelved the case almost immediately without any explanation — or any real inquiry.
Jeez....how long has this guy been a POW? The case they're citing goes back a decade. Heck, he was the lieutenant who got clocked with a stick at NATO....resulting in one of the most iconic CPD photos ever (note the fallen lieutenant in the background):
There's even the Invisible Institute "stamp of shame:"
He has faced more complaints than 99.8% of other officers during his 37-year career, according to data from the Invisible Institute. He has been the subject of 132 misconduct allegations, with 12 of them sustained, the data shows.
Golly, if there were only accusations of a typewriter cover, he'd be the black Jon Boogeyman Burge.
We read the Tribune article with interest, especially the part regarding the "broken nose" complaint:
- Two officers, however, told investigators that Evans did place an open hand on the woman’s nose and applied pressure until she cooperated with her processing, according to the investigators’ findings. The woman quickly acquiesced after the compliance tactic and gave her fingerprints before being released, records show.
Surprisingly, the Tribune called this action by its proper name - "compliance tactic." We count ourselves among the many thousands of officers trained in this technique, but we seldom used it - it brings your hand too close to the teeth. We could see it being especially painful if you had suffered a broken nose in the past, which the doctor who examined this non-compliant offender noted at the time - she had a broken nose, but it may have been from a previous injury.
It's good to see that COPA is still as incompetent as any of its predecessor organizations.

Lt Evans was wrong in another investigation where an officer who didn’t like him leaked the file to the media. He has been messed over. It happens a lot but this time they got caught. He is living proof it’s just isn’t worth hard charging making arrests. The department has no ones back and a lot of back stabbers on the job.

99% of copa have never investigated an auto theft, let alone a police shooting. Taxpayers and the general public should be able to view the background of each copa investigator and supervisor, as to what makes them so special. One of them was a waitress and Chilis! Seriously waiting tables to investigating polcie involved shootings.

Never met Burge. However, I recall there bring two seperate allegations, by different Members of the Community, that Burge used both an plastic adding machine cover as well as a plastic typewriter cover. In the pre- Desktop Terminal/ Computer days of the 1980s, did ANY SCC Reader EVER see any CPD Office with plastic typewriter covers?
( Obviously, in disguise, walking and using CTA, and paying only cash, and visiting each office supply business only once, and destroying all receipts, Burge amassed a collection of plastic typewriter covers!)
(OT) does anyone remember a copper that used to work in the fourth district? His first name was Lou I remember he was a traffic guy did a lot of DUI he retired early I know he built performance cars. I forgot his last name. I was going to try to get in touch with him because I needed some parts for my car that I’m building. I think he’s working at a performance center somewhere for vehicles. If anyone knows the name of the business if they could post it thanks.
Ah yes ! The PO that threw that punch was a huge guy, not only in size, but a real nice guy, a true gentleman. I would not want to be punched by him !! But I do remember the shit he went through due to him doing his job correctly. We took care of him, his family, and anyone that dare come to his area of residence to cause problems. I also remember the neighbors coming out thanking us and also watching out for the bad guys. We took care of our own and bosses and POs had no issues with doing what needed to be done to protect one of our hero’s.
Glenn Evans would make a great superintendent. All this bull shit of robberies and disrespect to the police would stop in about 4-6 weeks of him taking over. The shit heads would get the message real quick that their nonsense will not be tolerated.

I worked with Jerome at Devry many years ago. He's a fellow camera buff. Nicest guy in the world. I almost choked when someone got funny with him. He stood up and said. How about I stuff you in that light socket for laughs. Great Guy!!

Glen was my Lt in 006, always had your back and never backed down, true example of the real police. COPA investigator released information to the media to push their agenda and got caught. Certain IAD person will do the same, absolutely disgraceful. The department lost a great cop on the street. If he was able to run the department the right way officers could actually do their job, unfortunately his way of policing doesn’t fit the mold that these libtards are trying to push. So sad.
OT: McDemott was demoted or stepped down, Spellman was demoted and dumped, Melean was demoted for not responding to the traffic accident. What about that female Lt. in the Detective Division that didn’t respond to the Sox Stadium shooting? Is it because they are men without a split? Does this department only dump men now?
Glenn is the real cops ! I would March into war side by side with him . A real boss. A real policeman . The citizens of Chicago deserve Glenn ridding the streets of filth .

I was a new sergeant sent to 005. Evans was already a sergeant there. He was a gem to work with. I was a sergeant in Traffic Section years later. I saw an unmarked car, 99, on a traffic stop and backed him up. It was Commander Evans out in his district. He was a boss that didn't shy away from grunt work.

I’ll give credit where credit is due- he did do POLICE WORK, and was “old school”, whatever that may mean now-a-days. But I sure as hell wouldn’t want to be around him when he did it, because YOU’D be the one getting the beef, and he’d deny being there.
