Traffic Enforcement to End

Probably the dumbest and most dangerous piece of legislation proposed in Springfield in quite a while:

  • Amends the Illinois Vehicle Code. Provides that no law enforcement officer shall stop a motor vehicle for: (i) failing to display registration plates or stickers; (ii) being operated with an expired registration sticker; (iii) violating general speed restrictions (unless that violation is a misdemeanor or felony offense); (iv) improper lane usage (unless that violation is a misdemeanor or felony offense); (v) failing to comply with certain requirements concerning vehicle lamps; (vi) excessive tint; (vii) defective mirrors; (viii) an obstructed windshield or defective windshield wipers; (ix) defective bumpers; (x) excessive exhaust; and (xi) failure of the vehicle operator to wear a safety belt. Provides that no evidence discovered or obtained as the result of a stop in violation of these provisions, including, but not limited to, evidence discovered or obtained with the operator's consent, shall be admissible in any trial, hearing, or other proceeding. Preempts home rule powers.

The lib-tards call this "pretextual enforcement" whereby a sharp eyed copper notices someone breaking an actual law, then expounds on that stop to develop reasonable suspicion or probable cause. 

You and we would call it good police work - and it's all COMPLETELY LEGAL, backed up by years of case law, legal precedent and US Supreme Court decisions.

Which means that cops can't be allowed to do it. Ever.

Which also means that no one has to obey any traffic regulations, no one has to maintain their vehicle in any semblance of working order, no one even has to follow signs, signals or licensing requirements upon passage of this law (which isn't passed yet, but give it a few weeks). 

We're going to assume this means that we don't have to buy city stickers any more....or state plates....and the Inspection Division has to pound sand, too.

Zero percent chance of this passing. Even the most democrat of democrats aren’t prepared to lose that amount of money from stickers, citations etc etc. also, too much language in there about excessive exhaust, smoking etc which will drive the environmental people crazy. It’s sponsored by a single left wing radical to make a name for himself. Won’t even get out of committee if it even gets there. Non issue.

This is NOT a dumb idea. This is an absolutely outstanding idea and should be passed through the legislature unanimously, signed into law and take effect right away. Police should not pull over anybody, for any reason, EVER. I don't give a damn if they're flying through every red light running 88 miles an hour trying to go back in time to 1985 like Back to the Fucking Future. This common sense measure simply codifies into law what should be the case to begin with.

The people have spoken. They voted in people like this cretin legislator and many many like him, overwhelmingly. The people, the same majority of which who voted in goofs like this, hate law enforcement. They want to end a coppers career, imprison and ruin them financially if they so much as look at a criminal with a stern expression.

Fuck em. They demanded chaos, they voted for it, they insisted upon it. So give it to them.

This is all and only about probable cause leading to arrest for much more serious violation(s) of law.

Thus, a move to remove an effective means to thwart active criminals.

Has the odor akin to mexican cartels controlling their governments.


If this becomes law, the practical result for officers becomes fetality concerning vehicular law enforcement.

The defaults become:

1. On view active crimes

2. Response to dispatched to scene of accidents

3. Response to dispatched to scene of crimes involving vehicles, aka car jackings, thefts, torchings, road rage incidents, etc.

4. That's it.


Someone finds the benefits to criminals to be of greater value then the detriments to citizens.


A civilized response for citizens would be to no longer comply, at all, with the compelled purchasings of registrations, city/county stickers, etc., which would likely still be required by insurers. Thus, why pay for auto insurance, if you don't have any property to risk being taken in civil courts? The ones who will not be affected by this becoming law will be the ones who abide by the law for the benefits abiding provides them.


So, only the nothing much to nothing at all to lose will be not impeded by those pesky traffic stops, tickets, etc., with the ones actively engaging in criminal activities being more blantant then they already are.

4562 Team and every other area CST team won’t get all that activity . 4562 telling his guys drive cautious whine tracking a car for a straight steal and maybe a shooting maybe a shooting .. From 016 , 017 , 014 on the Kennedy car bails back in 017 again and suddenly 4562 Adam is right behind it after they said they were nowhere near it .. Keep risking your livelihood for a CB number if they T-Boned a car catching up on the alleged pings who aren’t always accurate … let’s see the department commendation for that sucker .

What Illinois' elected "representatives" who support this legislation fail to realize is, traffic stops are the basis of a lot of good, aggressive police work. One example: Anyone here heard of a guy named Timothy McVeigh?

Police History: How Trooper Charlie Hanger caught the Oklahoma City bomber
Trooper Charlie Hanger is proof that one cop can have an incredible impact with a single traffic stop

A short time later, Charlie passed a yellow Mercury missing a registration tag. Charlie slowed to let the driver of the Mercury get ahead of him. As he did, Charlie hit his overhead lights to begin the vehicle stop.

As the driver pulled his vehicle over, Charlie got a strange feeling about the occupant. Even though the stop was for a minor violation, Charlie sensed something more serious was going on besides a missing registration tag.

Charlie paid attention to his inner voice and orchestrated a non-approach vehicle contact. Instead of just walking up on the Mercury, he called for the driver to step out of the vehicle. Hanger watched the suspect exit his car. He had the man walk to the area between the squad and the Mercury.

When Charlie asked for the suspect’s driver’s license, the suspect reached for it. This movement alerted Hanger to the outline of a weapon impressed under the suspect’s jacket. During a verbal exchange, the suspect – now known to be Timothy McVeigh – admitted to having a weapon and said it was loaded.

Charlie had drawn his own weapon, and as he covered the suspect he replied, “So is mine.”

Charlie handcuffed McVeigh and discovered he had a .45 caliber Glock loaded with the devastating Black Talon rounds. McVeigh carried his Glock in a quick-draw “suicide holster.” Charlie’s search also revealed McVeigh had a spare magazine and a knife hidden on his person.

OK, those of you who are LEOs, are the traffic stops this clown wants to ban the ones that some claim disproportionately target black drivers? Are people in “the communitay” unable to keep their vehicle registrations up to date, unable to drive the speed limit, unable to keep their vehicles in good operating condition, unable to obey basic traffic laws? If the legislator wants “the communitay” to be exempt from these laws, why doesn’t he propose legislation to get rid of the laws entirely? Or is it really the searches and the discovery of drugs, weapons, evidence of other crimes that tend to result from these traffic stops that he wants banned? Why have the laws at all if you aren’t going to enforce them?

12:14am don't be so sure. Other cities/states have passed similar laws banning these type of stops, you don't think the woke state legislature couldn't do the same here? Also Chicago is now run by progressives, the City Council could always pick up the baton from the state and pass city ordinances banning them. Tell me you don't think the goofs here couldn't do it

The interesting thing about this change in law is that many guns , drugs and fugitives have been seized using minor IVC violations. These types of stops have helped reduce violence also because of the contraband that is seized during these stops. Justin Slaughter is obviously trying to keep his black constituents out of jail and on the street where they can continue to terrorize their communities. Good job Justin!!!

Just have police stations open so people can walk in and make out a report. It will be more of an open air grievance facility because detectives will be rendered obsolete, along with every other cop. It was 168 and, YES, that is how he was caught.

When he parked his getaway car a few blocks from the Murrah building, he pulled the plates.
He forgot to put them back on before heading back to KS.
He was pulled over by OHP for no plates. A gun was observed during the stop and he was tossed in the Noble county jail because he couldn't come up with the cash bail.
He was still there 3 days later when he was identified as the bomber.
The feds picked him up at the jail and his car from the shoulder of I-35.

The Peoples Republic of Urbana a few years ago decreed that certain areas of town were no vehicle stop areas. Stops signs, speed etc were all ignored. Made going across town easier. It was meant to appease the community who felt threatened for actually having to follow rules.

This city is out of control. It's almost a weekly occurrence that I wake to an article about an off duty copper getting robbed. And I know that a few coppers family members have been robbed in 016 and 022. But what really disgust me is when other coppers bash the few working coppers left for doing their job. To guy on zone 1 bashing CST, I bet if it was your car stolen you would want them to move Heaven and Earth to get it back wouldn't you? Even worse, what if they just robbed your wife or mother? Guys like you are the reason we can't let our children out to play in the 016th district anymore. If you're so disgruntled why do t you just leave the job????

Ted Bundy got caught because of traffic violations.

"In August 1975 police attempted to stop Bundy for a driving violation. He aroused suspicion when he tried to get away by turning his car lights off and speeding through stop signs. When he was finally stopped his Volkswagon was searched, and police found handcuffs, an ice pick, crowbar, pantyhose with eye holes cut out along with other questionable items. They also saw that the front seat on the passenger side of his car was missing. Police arrested Ted Bundy on suspicion of burglary.

Police compared the things found in Bundy's car to those Carol DaRonch described seeing in her attacker's car. The handcuffs that had been placed on one of her wrists were the same make as those in Bundy's possession. Once DaRonch picked Bundy out of a line-up, the police felt they had enough evidence to charge him with attempted kidnapping. The authorities also felt confident they had the person responsible for the tri-state murder spree that had gone on for more than a year."

Traffic stops are not "pretextual." If you have nothing else criminal going on in your car, the traffic stop is what it is: a traffic stop. It IS possible to be driving at night with your headlights off because you had a brain-fart and not be carrying or doing anything else illegal in/with your car. Could "pretextual" be defined as "I have something to hide?"

So, my energy and my efforts, to your question, is to generate the discussion. Now, out of respect for law enforcement, out of respect for law-abiding citizens, it was not my intention to get this reaction. But I certainly understand it because of the broadness of what was reflected in the language.

What is the purpose(s) of vehicle registration/license plates?

Besides revenue for relevant government agencies?


1. Proof of current valid identity of current valid owner(s).

2. All of the resulting relevancies of having said proof, both to valid owners, law enforcements, insurers, etc.

3. That's it.


So, the ommision of law requiring vehicle registration/license plates is moot for those benefitted by voluntary compliance with said law.


For the owners, not complying = no insurers will issue insurance policy. Also, no lender will finance purchase of vehicle sans insurance. Also, no business, such as uber, will contract without insurance. And so on....


Thus, no enforcement of registration/licensing is more effective than business/owner self interest in complying.


All the above does not apply to the hooptie owners. The not real property/home owners. The traditionally unemployed. The feeding from the welfare trough. The illegally invading trespassers. The non owners of vehicles. In short form, all the residents not vested, in any responsible way, in being here.

These are this elected mutt's constituencies.

Chief Maton and I have had be in communication with the sponsor of HB4603, Rep. Justin Slaughter, over the past couple of days to express our concerns and issues with the bill and how it would negatively impact traffic safety and public safety as a whole. Early this morning I received a call from Rep. Slaughter who stated he understood our concerns and issues and stated the bill was “too broad” and that he would not be calling it.



He thanked us (ILACP) for taking time to reach out to him and educate him on our issues and concerns and apologized for how the process played out. He stated ILACP would be invited to participate in any future conversations, should they arise.

The John Jay School of Criminal Justice in New York has done research in the past that showed a strong link between criminals and their behavior and operating of motor vehicles. Last I read, the OSP Trooper observed the rear plate (Arizona) was improperly and loosely attached with a piece of wire and was flapping in the breeze created by the motion of the vehicle, plus the plate was expired. McVeigh was certainly a ruthless mass-murderer, but I did not know he was not smart enough or saavy enough to re-attach the plate. Either way, the OSP Trooper is deserving of the utmost respect for their LEO skills and dedication to duty.

Granted traffic stops are probably one of the most deadly encounters for officers along with domestic violence response. But I highly doubt this legislation is designed for officer safety reasons. Legislators and "Stakeholders" involved in the Criminal Justice System need to stop being lobbyists for criminals and their "allies." These are the same people who cry foul once they are elected or crime affects them personally. Granted CPD and the City does a horrible, horrendous job of training CPD and providing counseling and fair job advancement, preferring to keep political hires, promotions and management incompetence covered up even if it means keeping officers at risk and overworked and hiding corruption. But, this is not the solution!

Actually I believe I'm of the "Hair gel" generation. And I've had my fair share of law suits and CRs, and I've never been punished for doing the right thing. These officers were not pursuing this car, they had the victim on the phone giving constant updates. Perhaps if you weren't half asleep in your hole you would have heard that on the radio.
