Who's Got the Numbers?
Last year, it was reported that beat cops were down nearly 20% under Groot:
Chicago Mayor Lori Lightfoot’s recent campaign ad claims “she’s put more police on the streets.” But the city’s own data shows that claim is simply not true. The number of beat cops has declined.
Sworn police officers assigned to the city’s 22 police districts for regular patrol duties are down 19 percent since Lightfoot took office in April of 2019. That’s according to updated February 2023 data from the city’s Office of Inspector General (OIG) dashboard on sworn police officer allocation by unit.
The numbers and graphs are there. Part of it was hiding more people in Units or HQ or the Academy. That hasn't improved much, though there are rumors of hiring retirees to man Academy spots and background investigations for Personnel to free up sworn officers for street duty.
But we're still hearing that beginning 15/16 May and continuing up until 15/16 August, nearly 1,000 officers of all ranks are retiring. That doesn't count resignations, firings or lateral moves, which an educated guess would account for another 100-to-who-knows how many on top of that thousand.
Our usual spies at Personnel left during The Hiatus, but someone has to have accurate numbers.

Listening to the transmission involving the tragic death of Police Officer Huesca made me sick to my stomach. Never have I heard such an indifferent, careless, and lazy effort by an officer over the radio to transmit such an important event. This officer is sorry and an embarrassment to all of us who wear this uniform on a daily basis.

The city wants 500 officers on bicycles for the convention. A lot of them will be pulled from district manpower which is already critically low.

I was assigned to 023 in 1996 and my seniority # was around 270ish, now 19 and 23 are combined and I think total officers for both districts are around 180. The defunding was started by Rahm.

Simple answer is leaving at 50 with 70% is better then waiting around till 55 hoping that the insurance will still be there or the city does what the city does and makes it 58. Also having a spouse who’s insurance you can jump on is key, by all means if you have to wait. Some of us are lucky enough to make the jump at 50 and can’t freaking wait! I hate the job more then anything

100% correct! I love the look of desperation on the unit hack’s faces once they’re dumped back to the watch. That’s my favorite part of CPD these days! Two to three days in and these hacks either on the medical or land into another inside spot. If their chinaman retire they are fucked! This job is part time for some. I dropped off my star & shield Monday 15 Apr. I was in and out in less than 30mins. They seemed to going alphabetically, from what i saw on the sign-in sheets. They were on the letter B; and I saw about 10-12 officers while I was there. 24 + years. Love my brothers and sisters, but I'm more than thrilled to wash this shit Dept off me, and no longer work for mayors who want my pension, and want me in jail. CPD and City Hall, G F Y

The problem of manpower is in the districts themselves. Hiding people and created spots. Some districts with 4 DIOs, business liaisons, abandoned building officers, 6 POs and a Sgt in the commanders office and the biggest waste is the DCO teams. DCO teams need to go. 15-20 officers who don’t work the street and do absolutely nothing. There is your biggest drain. 18 DCOs, give back 2 DIOs, take 3 from the commanders, 1 abandoned building officer and right there you have 24 fresh officers already in the districts that can man beat cars. We all know there are MANY others in districts I didn’t even mention yet who have spots. I don’t even mention the bloated caps offices and SDSC rooms along with affinity officers and made up foot posts that are not needed in 2024. The only place that should have foot posts in this city is downtown. Not 002, not 007, not 006 and not 011. Put them in beat cars. With all those others I just mention u could trim some more fat and easily get another 6 bodies or in come districts even more. The waste is in the districts themselves.

Were there a way to reliably trust the total absence of 1st watch presence, total and reliably so, the true Dexter spirited could begin the work that all True Dexters do.

I could not find the news article, but lightfoot bragged about eliminating 1000 budgeted postions from police department and leaving another 1000 unfilled in 2019. Perhaps, this was a mistake. When she said she put all these officers on the street she meant as unemployed?

Pretty pathetic- in 1995 (the year many will be maxed this year), the academy had on average 150 going thru every single month from January to at least October.
So just putting this out there. My best friend on the job was almost killed in an accident. When he came back after about nine months off, he did not want to go inside. And then his son died in an unfortunate accident. Then the boss he worked for pretty much forced him inside for his last few years. So when you paint everyone with the same brush it kinda hits some of us that know how things are really. Yep, there are some that don't deserve it, but be mindful that not all insiders are some body's bitch. Some actually deserve the spot.

The city could always "pull the pin" on the 55-and-out or simply stop allowing people to use it in breach of contract. I mean look at the FLSA lawsuit going back to as early as 2006. Remember the issues with retiree healthcare when Rham just took it away and the retiree's were not eligible for medicare? Yeah, they usually do what is only best for them when they want to. So 55-and-out might not be around when your 55 or moved to 59, or might just not be honored. The grievance would be held and enforce then require court enforcement in a few years. You end up working the years anyways even though you "won" in court. The 55-and-out was too good to be true now anyways, thoughts? I you enough to get another job and heard the pension is done in five years anyways.
The tier two pension people are screwed. They have to work till they drop dead. Imagine working here for 39- or 40-years.

I retired 15 APR also. There were 22 total. 1 other PO resigned for a department in Texas.

So just putting this out there. My best friend on the job was almost killed in an accident. When he came back after about nine months off, he did not want to go inside. And then his son died in an unfortunate accident. Then the boss he worked for pretty much forced him inside for his last few years. So when you paint everyone with the same brush it kinda hits some of us that know how things are really. Yep, there are some that don't deserve it, but be mindful that not all insiders are some body's bitch. Some actually deserve the spot.

I’m going to go out on a limb here and say that 98.9% of the people who read the blog are on the same page. Righteous blue collar people who want to be left alone and vote for the police. Should be easy to run the department computer and get the actual number of personnel listed by rank. Also don’t see a reason the pension board wouldn’t give you the actual numbers of sworn officers that have turned in the paper. Retirements aren’t done in a day. Summer is almost here. That would stop all the rumors
