Manpower Misallocated

We (somewhat) jokingly made the case a few days ago for a return of the Summer Mobile Force. We said it didn't take a rocket scientist to see the need for it.

Lo and Behold, someone makes our case for us....again (thanks to CWB for the story):

  • A man was shot during an altercation involving a large group of people near Montrose Beach on Sunday evening. Chicago police said the gunman escaped after his getaway car crashed nearby.

    People were heading home after a busy, summery day at the beach when police began to report altercations breaking out within the crowd around 8:20 p.m. As the situation continued to unfold, a gunman seated inside a silver sedan rolled through the 4400 block of North Simonds Drive.

    Police said the gunman opened fire on a 38-year-old man who was standing in the parking lot, striking him in the back.

If the Department would make sure all beat cars are filled first, then they could fill tact teams later, Area teams after that, then citywide teams, and finally, as a last resort, inside staff.

Someone quoted a statistic that claimed there are more inside people working days than manning beat cars on first watch or perhaps even second watch. That's counting the Districts, Areas, Homan Square, Academy, off-site Academy training and HQ.

We tend to believe it.

Not to mention all this department cares about are fixed posts and some bullshit mission preventing the next robbery or shooting. I work 1st watch and whenever dispatch reads the 30 plus job backlog, without fail you’ll get some sgt going on the air saying we need to pull a car to sit at x and y intersection for the remainder, works great for the car that get to sit over there but screws everyone else over. From the top down, they don’t give a shit about calls for service, the main purpose of our job.

headquarters parking lot is full every day of the week during the day. Why? It wasn’t always like that but now they have so many hiding there during the day, most likely almost 1000 people there during the day. Why is the parking lot literally overflowing so that you chance to park on the street if you’re retiring or going on medical? Anyone want to explain why headquarters is all of a sudden this past year overflowing with people?

019 front office has admins on 3rd watch in addition to all the daytime desk dollies. The doors to Caps and front office are usually locked, so you don't sneak up on anybody. Everyone knows they aren't doing anything. Some of them don't surface until furlo picks! Most have 3-5 years on. Don't get me started on the "social media officer" positions made up citywide. I think at this point every office is a "social media officer". A sworn officer whose job it is to post on social media!

Citizens of Chicago, this is how your tax dollars are misappropriated.

An "inside spot" is a secretarial or administrative position. The bosses like to assign their girlfriends, mistresses (we often refer to police headquarters as Fort Fellatio), relatives and political favorites to an inside spot.

Adding insult to injury, most of them don't even work the full eight hours. They work 2-5 hours. Your tax dollars at work.

They are looking at this location. It already passed the legislator in Springfield. However, Fatboy trust fund baby is going to veto it because the airlines want this property for the sum of one dollar which is what the city does to sell property on this prime land I guess whoever gives him the biggest campaign contribution will win the prize. They bastardized the police anyway trust fund baby does not like police, but uses them like his personal valet is just like Brandon the states attorney the crook County president all the rest of them. I think, though Brandon has the biggest amount of platoon officers ever.

WOL would rather down a car than pull a mouse from the desk to man the beat.

Units and Teams are made to accomodate supervisors who can't or won't work the watch. Of course they need an army of former house mice and watch rejects to justify such cushy spots.

Few years back just after the Bauer tenure, there was a PPO S.L. who came thru & only passed her FTO time cuz her dad, soon after she cried she did not want to work 1st because it was too dangerous so 018 hid her in the caps office and now she's at HQ hiding there. Never been on the streets, I hope inside spots get cleaned out

Yeah every time you pull into the lot at HQ it’s totally filled. You’re lucky to find a spot just to pull in the to do some form of business like purchasing merchandise from the store or dropping off some paperwork that needs to be there in a timely fashion. That's a weird take. Inside spots aren't only for people who can't physically work the streets. Also, a large number of those who "really need it" are just fakers hiding inside. As long as there are inside spots available for full duty officers, anyone should be eligible to fill them, regardless of their lack of medical issues. You want to discriminate against able-bodied workers, simply because they can do what others can't, while also being perfectly capable of doing whatever the inside position entails? How very progressive of you. Why hire the best person for the job when you can hire the one with a limp and a wonky eye, right? I'm not suggesting that CPD actually puts the best candidates for each role into that role, but you're advocating for actively seeking out people who are unable to work as police officers on the street, to fill the position of a police officer working inside. It's pretty much an argument for civilianization of inside spots. An officer who can't perform the duties of a police officer on the street, due to some medical issue, should apply for disability, not argue that they're more entitled to an inside spot.

Patrol is the back-end of the department and clout is needed at every level. During covid, 1st watch in 016, 4 or 5 officers scheduled to work the following 1st watch tour of duty. So the WOL does the one sensical thing and assigns every officer for that night to the late side, so two 10-4 cars. By the time the next tour rolled around... heavy phone calls were made and early side special people started early as usual. Remember, there's two separate departments, the haves and have nots. Your safety is none of "haves" concern, not even for one day.

A side note specific to this incident, I noticed there was no problem identifying the color of the vehicle. Any insights as to the identifying qualities of the shooter or driver of the getaway car? I might be wrong, but I’m pretty sure a silver vehicle did not fire the shots.

Really wish someone would take a hard look at what A 2 Det Cmdr is doing. It’s completely F’d up. Only a few chosen get pre-approval OT directly from Cmdr. Manpower is down to less than a handful. Victims are pissed! Cases are blown off! CC (A&P) are down bad. And absolutely no one seems to give a Flying F

I agree that the sworn working inside are extremely young but ya’ll got to take into account this is also a very dept now. And quite honestly, I think the old timers don’t want to be tied down to a desk of all places

Use to be senior officers were offered in side or desk jobs but it usually always went reverse seniority. There are also 3 times food more inside/desk positions than there use to be back in early 2000’s

019 is a crap hole on midnights. 7 officers held indoors every night. 1 cop only does the schedule, 2 to do reports, 1 desk sgt, 2 POD officers, and 1 watch commander. All that while multiple squad cars are rolling with one cop. Talk about officer safety concerns. So fuck you coming into roll call talking about EAP & officer well being. 7 cops inside so cops on the desk can leave early. While cops are rolling by themselves on midnights. But no worries house mice! Your hiding indoors will be coming to an end very soon! CPD #s are diminishing rapidly with retirees and cops wising up and going to other police departments. There will be no choice but to drain the Swamp called headquarters, and all the little swamps at the districts. Where will you hide? BWAHAHAHA

I cannot believe the amount of new guys fighting to work inside. I've seen guys and gals go straight to the desk or the sdsc room while older coppers are placed in beat cars 99. I don't understand the logic I even saw an sdsc guy with three years leave the watch and go to a,different one because he had to work the street due to shortages. The department does nothing but encourage this behavior and caters to the cowards who want to hide inside.

Nothing leaves a worse taste in your mouth when you see desk crews with guys and girls with under 10 or 5 or even 2 years on the job while you see the old guy or girl with 20 to 30 years humping job to job on a beat car. It’s just a strange department where the less seniority you have, the more perks you have than a dude or lady cop who is on high blood pressure meds , diabetic, or cancer survivor. I suppose the inside bosses want to be surrounded by pretty youth boys and girls massaging their egos. I agree with above comment, if your a 9 to 5 banker hours who “works” inside your entire career with weekends off, afraid of the street, with your 2 hour lunch and early ducks with your 30 hour per week schedule , no duty availability or uniform checks should be given to these folk. But in corrupt cpd , only the have -nots and unconnected will be pushing that beat car and doing the dirty work. Just the unfortunate reality of cpd.

Tell the dickhead city to shut down the lobbies in the police stations after business hours. There's not a report on this planet that can't wait til morning. There shouldn't be non-employees in a police station ever for anything other than reports anyways. That would free up 2 to 4 people a night.

Trust story. I'm retired now 2 years. When i was in 005 not long ago , I started @ 0600. I handled armed robberies and burglary calls that occurred @ 0300 routinely. When Eddie Johnson came to roll call and was questioned about our response times he said, " I don't give a fuck about response times tell them to move to Iowa." He then threatened the roll call stating if anybody repeated what he just said he would fuck with their career.

You can blame the corrupt Daley 2 for that. It was under his reign of terror that the police department HAD to respond to EVERY call for service, no matter how silly the call.

Other departments call takers/dispatchers throughout the country say, "no, we are not sending police for that nonsense." This contributes, along with shortage of manpower to the tune of 1500-2000 PO's, to backlogs and beat cars having to cover 2-4 other beats.

It's going to get worse as more retire while hiring doesn't not keep up with attrition.

Same situation just not at the IVORY TOWER. I let the bosses’ favorites hold the front line at the DNC. It’s only 3 days, goddamit, I’m going on 17 years of being at the bottom. Not taking it anymore my orifices are pretty sore. Just 3 more years and definitely making sure all my medical issues are fixed before the final day.

1:30am over 20yrs, been in a district then entire time and never had an inside spot either. Also a firm believer that those with the seniority and have paid their dues should have those inside spots over the youngsters (men and women) who take this job nowadays with the sole purpose and EXPECTATION of getting to an inside spot ASAP without even putting handcuffs on anyone. If your broken down self still chooses to stay in the street after 20yrs, God bless you

Johnson has no shame. To a slightly lesser extent, Cline also has no shame. The two of them could be individually enjoying their bloated pensions, but instead, they pop-up on television every couple of weeks subliminally reminding people they are money whores.

If ever their current side-hustles evaporate, these two pricks will be either selling Avon door-to-door, hustling hot dogs on the corner or hiring out as a mohel. Already having a load of dough just isn't enough for these two former, mediocre hookerintendents.

I won't be. I'm beating them with the Medical, have been for the last several months and will ride this until retirement in 10 months.
