Over the objection of Chicago’s top cop, a police officer now faces dismissal for fatally shooting a man who was holding a handgun after a foot pursuit in Garfield Park last year.
On April 15, 2023, Officer Fernando Ruiz fatally shot Reginald Clay Jr., 24, following a brief foot chase in the 3800 block of West Flournoy Street. Clay ran from officers who approached him and a group of people about 10 a.m. that morning, according to statements released by the police department and the Civilian Office of Police Accountability.
Body-worn camera footage released by COPA shows Clay walking away as two officers pulled up. Clay flees through a gangway into a backyard and then into another gangway that’s blocked off. Clay is seen turning toward the officers while gripping a gun in his right hand before he shifts the weapon to his left hand and apparently tries to put it down on a back porch. Ruiz opens fire as Clay appears to scream and grab his chest.
After completing its investigation in May, COPA recommended that Ruiz be dismissed from the department over the encounter. The agency alleged that the officer violated CPD’s foot pursuit policy, failed to notify the Office of Emergency Management and Communications of the pursuit per that policy, failed to activate his body camera in a timely manner, and failed to use de-escalation techniques before using force.
Foot pursuits are dynamic situations that don't lend themselves to regimented protocols. It's not, "If A, then B, followed by C, but if A1, then B1, followed by D."
It's usually, "A-C-WTF-B-D" in the span of seconds, even tenths-of-seconds. Look at "lil homicide" in 010 the other year. That one went down in something like hundredths-of-seconds.
The dead asshole is running with a gun. He's moving the gun from one hand to the other - is he left handed? Is that his shooting hand? Is he ducking for cover to shoot the pursuing Officer? How much of the action recorded by the camera is obscured by the Officer's arm coming up to shoot?
And most of the prevailing law handed down by the US Supreme Court uses the phrase, "...a reasonable police officer..." when making judgements about split second decisions.
Snelling is correct in this case. COPA is wrong.

Defunding the police can be done many ways and not always through allocating less money. COPA is just one prime example.

COPA came to the recent sgt training and it was like a pack of wolves going at them. They were on the defense the entire hour and didn’t even get to show their ‘slide show’ of all their numbers. Let's review the facts from the beginning. What was the original basis to stop the group of people? What was the reasonable articulable suspicion or probable cause? There was none. In his own words, he did not state the RAS or PC. Rather, he said it was "a gang deescalation stop". What the duck is that? That is something the tactical teams make up and their bosses approve of. It has no basis in the Constitution, the law or our orders.
If you want to protect your job and your freedom , obey the constitution, the law and our orders.

The problem with today’s climate in policing is that not one of these assholes that make the policy has never been the police and has no idea how dynamic any of these calls or encounters are. Like you posted, SCC, these incidents start with the blink of an eye snd end with the blink of an eye. Usually there’s little or no warning when they start. Older guy near retirement, quiet, worked alone, sociable but never participated in after hours activities in the bars with the younger guys. Just trying to ride out his last year without any problems. Jerry gets on the radio one morning.." Squad, I'm at 62 and Damen and I'm looking at a guy standing on the sidewalk with a gun in his hand." After a minute Jerry says again "...yup, he's still standing there with that gun. Maybe you can send some units..." A few seconds later Jerry says.." Keep them rolling he's just standing there". The cars got there and cuffed the guy who was a homeowner who chased a car thief away. Jerry never got near the guy close enough to get hurt. Jerry later said " I was waiting for the guy to run but he wouldn't go! And of course, Jerry asked TO BE LEFT OFF THE PAPER.

Late activation is a common theme in a good number of these videos, especially ones involving tact teams. If you have the slightest inkling that you might jump out on dude or are thinking of jumping out on dude, activate your fucking camera. I can guarantee you if you watch videos from tact isrs, you will see the same pattern and practice. That type of behavior needs to be kicked in the dick immediately by the Sgts but there are far too many out there that don't know how to lead or just downright don't give a shit. I saw this on live TV back in 2014, probably CNN. If you remember, the weekend after Michael Brown was justifiably shot. (The conclusion of a local investigation, followed by a Justice Department investigation led by the first black Attorney General of the US, sent by the first black * POTUS to get “Justice” for Michael Brown ). Sorry I digress. So the following weekend during the riots a white policeman shot a black man who is on camera pointing a loaded working gun right at the Cop’s face, with about 10 feet between them. For some reason the offender did not shoot the cop but he had the gun pointed right at him.
So at the press conference afterwards some white liberal bitch reporter asks the police chief “couldn’t the officer have used non lethal force?” The look of disgust on the Chief’s face was priceless. So this bitch expected a cop to pull out pepper spray or a taser (if they even had them back then) while somebody is clearly on camera pointing a loaded gun right at his face.

Several foot pursuits begin with no documented RAS or PC. Just take a look at some of cst, or whatever they call themselves now, arrests. Mostly out of 007.
Kersten, and all of her COPA people, should be required to work/ride along in a beat car once a week for an entire tour on the 3rd Watch in a rotation of districts with no repeat of a district until they have worked in all the districts at least once. Kersten might even quit rather than endanger herself. Good riddance.
