The gravy train is in trouble:
The former federal prosecutor overseeing the Chicago Police Department’s court-ordered overhaul warned Tuesday that drastic budget cuts proposed by Mayor Brandon Johnson could amount to a “devastating blow to future CPD reforms.”
Maggie Hickey, the monitor tracking CPD’s compliance with a slow-moving federal consent decree, said Police Supt. Larry Snelling has prioritized the reform push and insisted that “Chicago cannot afford for the pace to slow down.
“The proposed budget cuts would be a step backward for the CPD reform process at a pivotal point — just when progress is starting to be felt,” Hickey said during a status hearing in the federal court case.
Really? Because all we've been hearing for a few years now is how far behind CPD is in compliance, never hitting more than 25% of the "targets" and the monitor asking for (A) more money and (B) more overpaid non-working positions to be filled by political lackeys.
Do more with less Hackey. That's the message going forward and DC isn't bailing anyone out for a few years now.
And with Conhead's $300 million tax hike being cut down to a mere $135 million (or less) there might be even bigger cuts to the "reform" scammers.

Reforms... heh. The whole "Consent Decree" was shoved on CPD a hot 3.2 seconds before Oblamer was out of office. The whole thing never should have taken effect - total bunch of crap designed to demonize the cops and beatify the criminals.
Get rid of the whole thing. Get back to basics.
What exactly are the "reforms"? Other than a pile of pointless reports that moved hundreds of P.O.'s inside, complete lack of interaction with the public, and threatening to fire people of assorted ranks over TRR's; what is the point all of this? What is our end state? Not even the chief of constitutional policing can answer that question. We sit around each day like a bunch of prisoners waiting for the war to end.
Only thing I can think of ....more buses of illegals would solve this...
Just wait until the new DOJ comes in, the consent decree is gone and Hickey and crew will be investigated. Just so the readers know, Trump LOVES Chicago Police Officers and understands what we have to suffer thru here.

So I see plenty of CPD officers being called to arrest situational involving Federal immigration agents? So who does the CPD officers represent? The people? Who voted for the new elected president and immigration reform? Or the current Governor and Mayor who are holding the anchor of sanctuary status and have no money to pay for it?
Get ready for the $hit show of direct orders from Supervisors trying to keep their jobs? And the confusion of what local officers are supposed to do?
The department is so far behind the “consent decree” because it’s fake. No one gets in any sort of trouble if certain guidelines are not met. No one is forced to go to court and answer to an actual judge or US Attorney on why things are delinquent. The Department of Justice has no seat at the table with this phony consent decree. It’s all made up and the media constantly reports on it. Like so many other aspects of the police department it’s totally fake.
How bout reform for the criminal elements of society let us begin with that

This was a little Lisa "consent decree" not a real one from the DOJ that the city agreed too.
The only reforms necessary were related to insufficient training in firearm skills, use of force, 4th Amendment, physical skills and mental illness, and relating to equipment needs being met for police street operations. Everything else is a backdoor to the political agenda. Someone already said it, get back to the basics. No one cares if some of the public do not like the police, most of the public does. Most respect cops and will help cops as long as they see them doing what they're supposed to do. This fluff stuff is pissing most people off and only benefitting the criminal and liberal element. Scrap that nonsense decree and reassign the department members hiding behind it back to the street where they're needed. From the Deputy Chief all the way down to the three year Po staring at a computer all day, with half of it shopping. Reformulate recruit training, mandate more robust annual training, bi-annual firearm requalification and age based annual physical agility qualification, and give the cops and those specialized units the equipment they need and everything else will fall into place. Three steps close to taking back the streets and giving people the safety and security the are crying for.
Elearning should be a 15 minute refresher on an annual topic. There is no new material or completely revamped training done individually on a computer. That type of training should be scheduled during what should be the officers week long annual training (The week before the furlough segment). 15 minutes on hazmat, domestic violence etc, and get their asses back on the street where they are needed.
The consent decree is a failed endeavor. Over 500 paragraphs is unworkable. No chance of getting full compliance ever. Just more money pissed away over decades. I hope The new Attorney General shit cans it. Let’s see.

The consent decree was agreed to by the city, and will not be affected by any change in DOJ. The DOJ that faked the investigation and report that caused the consent decree to be proposed, wasn't even in power when the city agreed to the reforms. It's all a way to hook a few people up with high-paying "oversight" jobs on a neverending contract due to unobtainable reforms. The department will never meet the goals of the consent decree, because it's impossible, so the department just stays under bullshit oversight while tax dollars go to Hickey and crew. If you want the oversight to go anywhere, you need a mayor and city council who decide the police department doesn't need reforms and oversight. Good luck with that in Chicago.

It all got finalized after he left office. His DOJ rushed a fake investigation, submitted a bullshit report, and the city agreed to abide by the consent decree. What they should've done is had the new DOJ under Trump conduct a new investigation, since the Obama one was clearly full of inaccurate and falsified data. Instead, the city just went along with Obama's DOJ and signed on for endless oversight. A real DOJ would've found no need for a consent decree. A real DOJ would also have found that the problems with the Chicago police department start at the top, and all but disappear as you go down the ranks. We don't have racist cops roaming the streets violating civil rights. We have a department that has unqualified and ineffective leadership.

Neither the new DOJ, nor the old DOJ, has nothing to do with the consent decree. The consent decree comes from federal court, but it was the State of Illinois that sued us, not the DOJ. Research your facts.
We did not ask for a consent decree, but the State of Illinois did. They sued us, and won. Yes, it means more elearning, more bias training, etc. But they won't give us more training at the range or at the gym. Look at other big cities with consent decrees; they are under them for a decade or more. It's not what I signed up for when I became a police officer, but here it is. This is what they want to pay us for now. So be it. It is what it is. One payday at a time.

It's not and never has been a real Consent Decree. In a real Consent Decree the feds pay for everything they are mandating to bring the department into compliance, this is a state decree started by Lisa Madigan when Trump's DOJ wouldn't have any part of it. The city is responsible for the cost, all they did was appoint Hickey as a Federal Monitor. It's all a joke that should now end but won't, because the Dems run Chicago and Illinois.
Hire more police officers, CPD pension benefits should mirror the CFD pension benefits. Only the Superintendent CPD and CFD Commissioner should receive pension based on last four years . All other appointed positions from Captain to First Deputy receive pension benefits on the last rank they tested for and promoted to in rank order . Not Merit. If you had three merit promotions and last rank was Patrolman,Detective,Sergeant . That’s the pension benefits you’re going to receive. It’s fair,it will protect pension fund from bankruptcy.
