Yes, he failed to attend! Apparently “missed” his flight. The commander went to 3rd watch roll call, both early and late. He didn't mention the funeral or why he didn't show. Not even an apology. He instead told them what they need to be doing and what needs fixing with officers uniforms

If I'm a commander and I get word that one of my people has gone down in the line of duty, my vacation is over. I don't care if I'm in a different state, a different country, or on a different fucking planet...IT DOES NOT MATTER.

Being out of town and in the USA is one thing, being out of the country and maybe on a tour is something different. I don't know the details on this one, but I have taken planned tours a number of times and you cannot cancel without losing a lot of money.
Correct. Still decided to go on vacation and then blamed the weather for not being able to come home. How about this… you took the job as commander. YOU took on the responsibility to be the leader of 300+ people. YOU agreed when taking on that command to make sacrifices in order to lead your men and women. One of your officers is murdered, the smart boss would talk to the supe and change the trip around till after the funeral. Then ask the supe to change your time off in order to be present for the 006 officers and help with the arrangements, the family and your own officers.. then be at the funeral. THEN you take your trip. We know not all trips are refundable and for cancelling you may incur a penalty… this would be one of those times when you incur the penalty OR you send your wife and tell her to invite her sister or best friend etc to take your place… I’m sure given the circumstances your wife would be 100 percent understanding and supportive as I know my wife would be… instead you chose to still chose to go.. and if you are on your trip, and you know a storm is coming and you may not be able to fly out the day you want too then maybe prepare, call the airline while on vacation and say you need to leave a day early to get out before the storm.. ignorant morons like you is why so many people hate some gold stars. Terrible decision. You could have made arrangements.. but u didn’t.
Slightly OT here: I was told by a couple of Hispanic officers that Novales screwed up the Spanish translation during the wake, that he left out significant portions of both Snelling's and Erique's brother's speech. They were also angry that he looked at his watch when he first stepped up to the podium. They felt all of this was disrespectful to the family.

He lied and stated that the family wanted the mayor to attend the services, although they did not. Just like the other merit hacks, he feels entitled.

Captain Deane has been running the district for some time now. Everyone knows that. Commander Tate is always MIA or attending a “training”.
Tate is a racist piece of garbage. First off, he decided to show up to the hospital dressed like a street bum while every other gold star was in uniform. While at the hospital, he took it as an opportunity to have his hand picked caps people get some camera time by attempting to run the show. Those losers haven’t spent a second of their lives battling in the trenches. He didn’t want to give officers a few days to grieve, the captain made it happen. Tate then said everything is back to normal the Friday after the shooting. Held an inspection and walked into roll call throwing a temper tantrum at surprise surprise Hispanic and white officers. Then he decides he won’t show up to the wake and funeral. This guy has treated Hispanic and white officers like trash since the day he stepped foot in 006 as commander. Doesn’t even acknowledge them, just bricks and black lists them. Didn’t hear about him dumping his “best friend” the tact LT back to the watch? Tate’s admin sgt’s husband on narcotics asked her to ask Tate to send a tact team to the redline to arrest multiple people with absolutely NO PROBABLE CAUSE. Tact LT said no, not jamming my guys up. What does Tate do? Dumps him back to the watch. Tate is a coward. Only cares about his people and makes it well known.
Was I surprised? I do not speak Spanish, so yeah, I was surprised to hear this. I did not think anyone could be that insensitive to a grieving family, but apparently, he was. Did he not think that there are thousands of Hispanic officers and citizens who would KNOW he did this? Is Angel that ignorant or that arrogant? Sadly, he seems to no longer be the person I knew from our younger days.
