- Promotions Demotions abound…1. Deputy Chief Shemash to Street Deputy. She requested the transfer because she can’t handle the job, so we’ll put her in charge of our most important critical incidents?!?! Literally broke down crying at a deployment from the stress. WTF.2. Deputy Chief Calderon to Deputy Chief A3 (replacing Shemash). He’s a much better critical incident supervisor than manager. Again, WTF!!3. Cmdr Betancourt to Deputy Chief (replaces Nieves)4. Cmdr 025 to Cmdr 010. He was only visiting 025 for a few periods.5. Lt. LA (189) to Cmdr 025. Lt. is the working police despite his connections.6. 2 Captains promoted. Was originally slated for 5 Captain promotions. (nfi)7. Cpt. Fenner moved outta 005 (to make room for a competent Captain to help the new Commander get promoted to Deputy by April 2025 )8. Cmdr DH 001 retiring in May 2025 (instead of being demoted). His ppl are negotiating a lateral (lol) until retirement. This guy survives it all (like a cockroach).9. Cmdr YP 002 being demoted since she hit the medical during the DNC.10. A few more gold stars to be shuffled but the list is not complete.
And so far:
- #1 done#2 done#3 done#4 Stayed in 025#5 went to 010#6 Lt Artz to Captain (005); one more to go.#7 Captain Fenner to 376#8 Papers submitted#9 Waiting on permission from MLAS/OLA.#10 Commander Collazo to 376 instead of demoted to Lt for refusing to go back to a District as a Commander (must be nice).
And the reason for the "slow rolling"?
- Balance of changes are happening on 12/1 but most were quietly implemented piecemeal to avoid this insignificant blogs post

Stop merit promotions. For the love of God. And if you've never worked the street then keep them away from leading police officers.
Word is Barz is leaving in May as well with his buddy Diamond Dave Harris. Two of the worst, over promoted suckasses in the history of the department.
Don’t promote them and put them out of sight out of mind in a quiet district, put them front and center in the business, financial and tourist districts where they have failed miserably and violent crime is rampant.

The only way to fix CPD, is to get rid of all the old bosses and come up with an outside process that vets candidates before they are promoted. They should be competent, with no baggage, can read and write, have all their teeth and speak intelligently. The current system is completely rigged and corrupt. Just look at BIA alone.
The amount of officers that come to the blog and complain about the same bosses over and over should have been enough to implement changes months ago.
Okay, because I was starting to wonder if the Superintendent is out-of-touch with what’s really going on in this department.
Incompetence, unworthy, clueless, never should’ve been promoted, and the list of things that make me sick of the whole command staff could go on! It is clear that the command staff have no direction, no strategy and have no idea what is going on! The bulk of them never did any police work. It’s embarrassing to think of any of them as leaders. They get dressed up in their uniforms as children get dressed up for Halloween! This just leaves me speechless to think of any of them as someone to aspire to be. It is unfathomable that so many police impersonators / non-leaders made it into the top ranks. The city and all who live, work and visit Chicago have and will suffer for this. These so called leaders couldn’t lead anyone - anywhere! We are all screwed!
Shemash has never did anything ever on the job. She thinks she is smartest one in the room. Every room! Amazing how that works out.

001 had highest arrest numbers under the leadership of DH. You can look up the numbers. It’s clear he turned the place around into a functioning well run district. His merit promotion s were based on actual merit and are excelling. I cannot imagine where the district would be without his leadership. He deserves a strong lateral but I recommend just retiring into the sunset and enjoying your pension. His replacement has big shoes to fill, considering many of his lieutenants will retire with him.
Seems like too many chiefs and not enough Indians. Why all these higher up positions which I'm sure pay big salaries and payout even bigger in pensions when they retire? Sounds like most don't even deserve to be in these positions, getting paid what they do. Start by demoting most back to the streets. That could help fill he budget shortfall, no?

Commander Nicki Watson is walking around telling everyone that she’s waiting to become a Chief, with the amount of serious legal stuff being swept under the rug for you, you should’ve been demoted a long time ago at best removed from your Area.

I have a suggest: The way to actually fix the CPD and to initiate reform is to allow the rank and file (blue shirts) to do anonymous evaluations or surveys on the bosses in their change of command. White shirts from the rank of sergeant to Chief should be evaluated by there subordinates.
The evaluations should go into a database that’s accessible to the superintendent only. Yes, let the rank and file give input on who should be promoted since the rank and file are the ones that has to deal with the bosses. If the rank and file recommend bosses to the Superintendent, then they will likely do more work for the bosses that they’ve recommended. The rank and file is never considered when it comes to making small or big decisions within this department.
The system should be a recommendation system only, not a complaint system. Officers should only log in to give favorable reviews. White shirts wouldn’t need character references if their names are pulled from the database. If the same names keep getting mentioned by different officers, then that boss, with the consideration of a few other things is likely a good candidate for promotion.
*The system will encourage white shirts to take their positions more seriously
*prevent the Superintendent from overlooking non-clouted good supervisors.
*allow good supervisors to feel appreciated knowing that their officers acknowledged their leadership skills directly to the Superintendent
* reduce social favoritism promotions from the top.
*be an additional to promotional interviews.
*be separate from the Annual Performance Evaluation System
*relieve pressure off of the Superintendent when it comes to who will make the list.
*reduce the thought of officers feeling as though they have to keep coming to the blog in order to be heard.
*promote a healthier department

When changes are mentioned on the blog, officers wake up at 6 AM and start commenting. It’s 6 AM and there’s already 20 comments. This is an indicated that changes are necessary and long overdue.
Snelling should’ve walked into the door making hard changes, starting with the IAD. How can there be reform without changes to the accountability department?
Word in 018 is that the Greater River North Business Association, civic leaders, downtown merchants, residents and alderman are setting up a meeting with the Mayor’s office to have the “seldom at work or an any major scene” Commander pushed out. Violent crime is rampant in the Gold Coast, same high end business victimized multiple times over and over with smash and grabs, brutal robberies of regular suburban folks trying to enjoy a night out, people found severed in stairwells, shootings at Navy Pier etc… Apparently Barz’s big mouth may have gotten him in trouble once again by pissing off the the wrong powerful Jewish folks. The city doesn’t get to collect massive amounts of taxes from that area and told to go hire extra private security. Stay tuned!

It’s a never ending cycle.

The BIA Chief was at the budget hearing the other day at city hall with the other Chiefs, and I thought to myself, if you’d stop retaliating against officers, this department can save money. You alone are putting a dent in the budget with your lawsuits.

018 should have 5-600 cops and it has about 245 or so, 001 is the same. I don't care who the boss is, you can't properly handle the issues there with such paltry numbers, and I know all districts are short as well, but these districts are the jewels of the city and drive the tourism economy and require more. Be safe everyone, it's only going to get worse.
