SPARs Up, CR's Down

(yeah we know they're called CL's now, but we were raised on CR's)

When society made the police the enemy, cops backed off. They backed off a lot. We can debate the pros and cons of having a dedicated (or aggressive) police force for years and never come to a consensus. But when the multiple oversight agencies don't have CLs/CRs to investigate and justify their existence, the Department has to resort to nitpicking minor infractions so they can say, "Look! We're holding Officers to account!"

  • While proceedings in high-profile police misconduct cases slowed to a trickle in 2024, the number of internal disciplinary actions initiated by Chicago Police Department supervisors nearly doubled from 2023, according to a Tribune analysis.

    Records obtained via the Freedom of Information Act show CPD supervisors, mostly sergeants, filed more than 5,300 Summary Punishment Action Requests — “SPARs” — in 2024, a sharp increase from the 2,700 SPARs initiated in 2023.

    The rise in internal CPD discipline comes as the external disciplinary process — where fewer, but more serious cases, such as those involving deadly force incidents, are handled — remains greatly curtailed as a legal fight carries on between the city and Fraternal Order of Police in the Illinois Appellate Court. No decision is expected anytime soon.

The SPARs are for minor violations, mostly administrative:

  • tardiness, court deviations, uniform violations, grooming standards, failure to clear a job or lunch promptly, congregating, reading or smoking in public, radio procedure violations, minor fender benders.....minor crap

The BIG ones (CLs/CRs) are things that may end up as suspension time or criminal charges:

  • Use of Force violations, money beefs, thefts, deliberate violations of orders, etc.

Remember when everyone complained that 95% or more of these violations ended up "unfounded"? That's because they were made up by criminals in an effort to intimidate Officers into not doing their job. The Department was never that corrupt, but the lib-turds and media amplified everything, bought into the grievance-mongering, and hamstrung the Department.

And cops (eventually) got the message, backing off from having anything to do with the public that had been conditioned to hate them. The job became solely a paycheck instead of a calling to serve and nowadays, Chicagoans reap the whirlwind. Good people as well as bad ones, everyone who bought into the hype or stayed silent in the face of the hype.

Get a load of this paragraph:

  • “The new policy — combined with new efforts for progressive discipline — should better ensure that interactions with police are appropriately recorded,” the independent monitoring team wrote in its ninth report on CPD compliance, published in May 2024. “This will greatly improve any subsequent reviews or investigations by detectives, supervisors, TRED (CPD’s Tactical Review and Evaluation Division), the Bureau of Internal Affairs, the Civilian Office of Police Accountability, the Inspector General, the IMT, and the public.”

That's what....five oversight agencies (and doesn't include that one that Crimesha started solely to look over old cases.) No wonder almost no one is doing police work, unless they're selling their souls to get off of midnights.

When there aren't pretend investigations going on over lying criminal accusations, they only thing left to do is nitpick. And while some of the nitpicking is necessary, much of it isn't and just serves to drive morale further into the ground.

SCC, you are spot on about why so many CRs were initiated in the past: to deter officers who wanted to make bad neighborhoods safe for kids and good citizens, but also to sow some doubt into their criminal cases.

As far as the increase in SPARs, this is only speculation but it could be based on the way they are training new sergeants, or it could be that the new hires don't think they have to show up to work on time, shave, clear from lunch on time, etc. It used to be said that you should never cause your sergeant to do extra paperwork, and if sergeants today are taking the time to spar someone, they got to be genuinely and deservedly pissed at you.

Yes, a very succinct posting as to one of the main reasons that I hate this effin job! Nitpicked to death. It’s literally the reason that I do as little as possible just so I don’t have to hear it… or worse. I’ve got plenty of friends stripped andin purgatory. No one wants to work the streets anymore and for good reason. This tone deaf department and their constantly changing rules of engagement with the public have made it impossible. Just getting a legit arrestee into lockup has proven to be madness.

If you told me when I came on the job that in the year 2024 I’d be making $120+K a year base salary - and over $160K with minimal OT to do next to nothing, I woulda said you were high. But I listened to the old timers early on when they said this was just another job. I quickly learned to do the absolute bare minimum and nothing proactive as the system has always been stacked against us little guys with no whack. The less you do, the less chance you have of stepping on your dick. And not stepping on your dick means more money stays in your pocket.

And here we are…debt free, house and summer home paid for, three kiddos put through catholic schools and college and quite a healthy nest egg via Deferred Comp and other investments. But most importantly, STRESS FREE and haven’t given up a single day to suspension time in 3 decades on this circus.

Old Timer Tip for all you knuckleheads who can’t seem to figure out how the game is played regarding being suspended: for every day the job takes from you, take three back from the job. There’s plenty of ways to skin that cat, just use your imagination.

And fuck any sergeant that goes out of their way to initiate a SPAR for petty shit (unless it’s an ongoing issue that needs to be corrected). But in my experience they never seem to have to balls to address the chronic abusers.

Make this job work for you, not the other way around.

The lack of real leadership is the problem with the nick-picking. If they weren’t merit than they were allowed to study in non-patrol spots. Money beefs are the biggest waste of time in the department. Copa doesn’t even want them because of how 100/100 are made up by the criminal to retaliate against being arrested. Bia passes on them and sends them to cr sergeants. Criminals should face prison time for lying about their encounter with police. That would be the only thing that reduces beefs, charge with false report every single time when they lie about coppers.

I've been a Sgt. for over a decade. Most of the discipline is initiated because of new policies that review almost everything. The cameras put Supervisors in the trick bag all the time. Nitpicking is more like CYA than anything else. Supervisors can't ignore things like they used to. Secondly and more importantly the new officers are extremely soft and treacherous. When I deal with an old timer or someone with over 10 years on the job I can easily talk to them informally. Sometimes a little profanity to an officer who screwed up on something more serious gets the message across. The new guys you have to do formal discipline. New officers will get a CL on a Sgt as quick as you can snap your finger. They file lawsuits like a shithead or ambulance chaser. New officers can't be taught anything either. They whine and cry when they don't get what they want. They file grievances for anything. A very entitled breed of officers is here. Can't wait to retire!!! The administrative state got what they wanted. Everyone is telling on each other. The brotherhood of the past is lone gone.

I'll tell you exactly what is going on. Most CL's are not sustained or unfounded but per the consent decree everything has to be reviewed. Did you complete the ISR like you were supposed to? NO... SPAR. BWC turned off early...SPAR. That's where most are coming from. Combine that with cameras being reviewed daily by Lt's etc you get a huge increase in SPAR's.

Jacqueline Watkins anyway to coverup a Rule 14 violation. Note Watkins was suspended for the Blatant lie that Stevie Wonder saw through, 6 years later (years after Sgt. I was once one of those officers who was in the petty shit crosshairs for SPAR. Petty minor stuff but it does accumulate. Didn't get mad, threw it back on them.

One was appealing a two day SPAR. Deputy offered to let me surrender 16 hours in lieu of docking my paycheck. I declined the offer. I pointed out how it was more financially advantageous to take the suspension over surrendering the hours. A 2 day suspension on your paycheck is about 12 hours of pay but 2days comp time is 16hours times the hourly rate.

Another time I had a 2 day sentence that had to be served before the end of the pay cycle. My RDO that week Tuesday-Wednesday.. The W/C asked me which days I wanted. I took Fri-sat because it inconvenienced him the most.

The pettiness stopped.

HELP make me understand the bidding process there are districts that show available for bidding and you pick that as one of your 3, then submit the paperwork- why tf are people that work in that district then getting that bid spot? Why advertise it as available if you know management spots will take it? Such a garbage process no one thinks about until it’s your turn to bid

Remember officers, [unless something has changed since I retired.]
Never give your comp-time for a couple days of suspension time.
The deduction from your check is 1-365th of your salary for a year.
This is far less than the CU hours are worth in cash.
It drives some of them crazy when you do this.

You benefit by actually being off while they have manning issues.
And don’t forget to hit the medical at a later date.

If a supervisor does not take the CL they could get 10 days. And this is actually factual information. So you tell me who wants to take 10 days. If you have a good supervisor and the CL is nonsense then it can be written as such. No one is going to give up as a supervisor 8 thousand dollars. Just like a blue shirt wouldn’t give up pay to protect a supervisor. Let’s be realistic. Now I know this may rub people the wrong way. But 24 years ago. Maybe. Now. No. Especially with these young guys that don’t get it. Stop chasing. Stop. Stop doing things that could possible make a boss have to be a boss. Most supervisors hate doing discipline. We all started off the same. And a shirt color shouldn’t change who you are. Protect your guys but protect yourself as well. Because a blue shirt will get 1 day and the supervisor will get 3.

SPAR is better than the lawsuit when you crash and your arrestee is not properly secured. Seatbelt also restricts your arrestee's movement more, which can only help. The arrestee's lawyer would have a nice video of his client bouncing off the cage to make sure you lose. Maybe you should look at the SPAR as a clue that you should do things the right way to protect yourself. But no, you want to whine and play the victim. If you're not going to do things the right way, while being recorded the entire time, how is that anyone's fault but yours? Did the sergeant watch you transport the arrestee? Did the arrestee complain? Did you crash and injure the arrestee who you didn't secure properly, and you just forgot to include that part so you could play the victim more?

Back in the day kid it used to be that no one cared about CR#’s because the more you had the bigger the Hollywood cop you were because it showed you were a worker. The bosses that were happy with your performance would make a call to IAD and make some of the beefs go away. The more egregious ones were 1/2 assed investigated and either unfounded or not sustained or shelved, left open and never investigated. Now a days you’d be a fool to rack them up working.

I'll argue it. There are actually way too few supervisors, along with way too few officers. And the supervisors that exist don't actually supervise as much as they should, especially the ones sitting at headquarters or some unit, overseeing nothing, just collecting a paycheck. When one sergeant is expected to supervise 50+ officers spread throughout a busy district, there are not enough supervisors. Arguing the opposite is just ridiculous.

Pos and Sgts wearing polo uniform shirts even though their not in the bike unit. Wearing the quarter zip pullover with just a t shirt underneath. I recently saw a Sgt with a sweater on with a hole the size of a softball. What a fucking joke. Or what about the guys and gals who tint their Jeeps, including the windshield and then go out on patrol and stop Joe Citizen for the very same thing. No sympathy from me when you get a SPAR.

Just a different perspective but I have had in my career several incidents where a spar was initiated instantly by lt or dc and accepted within 24 hrs. Why? Becuase once a violation is sparred. No further discipline can be done i.e. no cr #. I have also used this at times to protect in cases of good faith errors for the patrolmen under my supervision. Not saying this is what is going on since I really don't see the current leadership protecting officers but it is doable.

Also doesn’t help when you have blowhard inspectors sitting at a desk at court check in with Sgt SELLyoursoulERS and writing up officers for “ghost infractions” meaning the inspector doesn’t confront or inform the officer of the infraction instead obtains the credentials of said officer from the court admin and proceeds to write the officer up for bullshit. You find out later you’ve been written up upon your return of your next tour, ask me how I know. No fuckin balls on these cowards, keep carrying the water for Snelling and driving morale further into the abyss. Also good luck getting officers to show up to court!
