"Strategic Plan"

We're in the midst of this article from the other day:

  • Chicago Police Superintendent Larry Snelling introduced a new strategic plan Monday that includes his vision of CPD in 2025.

    The Chicago Police Department Strategy for Organizational Excellence is a 59-page how-to manual based on best practices gathered from law enforcement across the country. It is also very Chicago-centric.

In the quoted paragraphs is a link to the sixty-page "manual" that we're paging though. More than a few opinions have already been ventured in the comment sections, so we thought we'd post one place ot deal with it all until we've finished reading.

The WGN article is (so far) a typical puff piece. We'll wade through it and see if anything hops out for discussion and/or criticism. Stay Tuned.

Please tell me you have seen the new slogan by recruitment and retention. Going as far as putting it on lanyards and note pads and dropping them off at districts.

This once real and great police department is no more. As a LE agency we’ve been non operational since COPA was created. CPD is no longer a real police department. Period. Full stop. The bi-weekly checks may be real but the job is fake. Anyone in patrol who even thinks of making any arrests needs their heads examined.

It's all about Wellness. Midnights officers you will be scheduled to report to "Wellness" class at.......... 0700. When I ask instructors why there aren't any 2100-2300 "wellness" start times one of them stated "it's not healthy"
0_o make it make sense.

It was disturbing seeing Snelling’s interview with WGN. It was discussing watching him pretend that he cares about us and the department. Knowing that he recently promoted the most careless/reckless/negligent member in the department to First Deputy Supt. Further making us a laughing stock because, CWB Chicago and WGN News has put out more articles about Talley’s vehicle incident than any other outlet. And then watching him highlight that he grew up in the Englewood community and lost two older siblings, hoping to get simply votes if/when he throws his hat in the race for mayor. Between him, Vallas, Preckwinkle, Mendoza and BJ campaign season is going to be a shit show.

A certain sergeant Rasah Daily did the same thing, but BIA Chief Yolanda Talley gave her a slap on the wrist and covered for her after receiving telephone call from a DEI Deputy Chief.

Have you ever heard your First Deputy Superintendent speak publicly? Well she’s in charge of the Recruitment Unit. The lanyard slogan idea is pretty consistent with everything else she’s touched on this department.

Reminds me of the officer that drove to the 005th to commit suicide. Officers are laying the blame on the doorsteps of this department.

Also reminds me of the officer that worked so many cancelled days off that he failed asleep in his garage with his vehicle running and died.

Also reminds me of the detective showing up to work with a terminal ailment.

Also reminds me of the officer that was days away from retiring, but was forced to take the covid-19 vaccination because the deadline for the vax was one week before his out date. The department was threatening to put everyone in a no pay status, if they didn’t comply and was in the portal. Well he took the gab and died the very next day in his sleep. Officers went to his residence after he missed roll call. (The Superintendent and First Deputy were the main two on the line stripping officers for not taking the vax). We got them promoted.

Reminds me of the female officer working the desk due to limited time off and after having a procedure done involving her sinuses. At that time, desk officers had to deal with migrants in the lobby of the station. Desk officers worked through bedbug, covid and bacteria infections outbreaks. Despite wearing a mask, the female officers passed away due to a bacterial infection. Out patient surgery or not, someone should’ve told her to hit the medical.

This department and its leadership starting with the Head are to blame. I don’t care how you look at it.

The logical implication, assuming the creator of the slogan can think logically, is that the current status quo of those be behind the badge is the "worst".

One thing that I am sure of is that there is no plan. When Snelling and Talley start showing up at consecutive roll calls to address the concerns and problems we have, then just maybe there is a chance. Snelling said, "It starts with me" but that is all just rhetoric. It carries no more weight than a Kamala Harris word salad.

Looking for organizational excellence? Start with canning the entire promotion and assignment system. Get help from a qualified outside agency. Maybe see what LA and NY have been doing. ( I know NY holds oral boards and gives an exam to anyone who wants higher rank over captain. If they some merit, publish what it takes to make merit and have outsiders' make the decision, not city hall. I recall when the former LAPD chief came here and ended the merit promotions. Once he left city hall brought them back.

Didn’t NY have some in house female one lieutenant who was number one in overtime (aka stealing) bc she was likely banging the commissioner? Then she resigned & claimed she was sexually harassed by the commissioner (NYPD version of Johnson scandal). Get over it, unqualified people are everywhere.

All I know about snelling is he was the gym sergeant or gym instructor for most every PO on the job. You need 25+ years on for snelling not to be your gym instructor. (for those who don’t know he was gym instructor po before he made merit sergeant where he was sent back to the academy to be gym sergeant, never worked a day as sergeant on the street)
