Info for Retirees
They're changing some aspects of the LEOSA act:
The Law Enforcement Officers Safety Act (LEOSA), also known as HR 218, has long been a powerful tool for enhancing officer safety across the United States. Now, a new piece of legislation—the LEOSA Reform Act of 2025—aims to dramatically expand and clarify these protections. If you’re an active or retired law enforcement officer, this bill could significantly affect your rights to carry a concealed firearm, no matter where you live or travel.
Whether you're on-duty, off-duty, or retired, understanding the potential impact of this legislation is crucial—not just for your legal protection, but for your personal safety and the safety of your community.
The changes are extensive and significant. Hop over to the link and read about it.

Can somebody just give me the cliffs notes version?
Folks, I'm asking for advice.
I retired 20 years ago.
Recently move back from Wisconsin, thanks to wife.
Never renewed Foid.
What do I have to do to get concealed carry?
Thanking you very much
Cool...if this passes the US Senate I would be able to carry concealed when I drive over into Wisconsin, New York or California. On second thought...I should probably avoid those batshit crazy states (at least the cities) even if I was carrying my M4 and body armor.
All the new provisions look good. One thing that needs to be addressed plainly though and has caused some confusion: As it stands now, If a private property owner tells you either verbally or with signage that a weapon is not allowed in their property, you are bound to that warning. That includes the goofy "no guns" signs on the front of businesses. You cannot enter into a home or business with a concealed weapon and claim you are under federal guidelines and don't have to adhere to their no guns signage.
Call your Senator and Congress person. This is important. No matter if you are retired or not. If not, one day you will be.
if it's sponsored by an (R) it can only be good
Common sense changes , let’s get it done !!!!!
And the normal, straight, working stiffs? "Sucks to be you...I gots mine..." Animal Farm was prophetic...
discover Google first, the worry about your FOID , you goof
You have renew your FOID card first the download the forms for the IROCC program and send them in.
Hurry up please.
Renew your FOID at:
https://www.ispfsb.com/public/foid.aspx
Then go to IROCC:
http://www.irocc.org/
I currently live in one of the redist states in America that is consistently ranked among the best in 2nd Amendment adherence. I’m not worried about it. I made the correct choice in my relocation.
Call the FOP.
Get a new wife and move back to Wisconsin.
Renew FOID on line. May take 6-8 weeks then contact IRROC and they will send you paperwork
The silhouette on those signs is clearly Beretta 92 handgun crossed out. That means my Glock is perfectly okay, right?
Remember, once you retire to get a liability insurance policy to cover yourself in a shooting.
Private property is private property. The owner sets the rules as it should be. If it is a business, then take your business elsewhere.
IROC covers much of this anyway.
I do like the 36 month period as opposed to qualifying annually
You’ll probably have to reapply or apply for FOID card, if you have dept retirement ID you can apply for IROCC card, if no apply for IL CCL, more restrictions but only have to renew every 5 yrs vs yearly with irocc
Really? If it's not important enough that you want the cliff notes, maybe you shouldn't carry.
The LEOSA Reform Act of 2025 seeks to expand and clarify concealed carry rights for qualified active and retired law enforcement officers nationwide, addressing gaps in the original 2004 law (HR 218).
LEOSA Recap
What it does: Allows qualified officers to carry concealed firearms across state lines, overriding most local laws.
Who qualifies:
Active or honorably retired LEOs.
Must meet firearm training and clean service record requirements.
Retired officers need to have served 10+ years (or left due to service-connected disability).
Key Issues with Current Law
Inconsistent enforcement.
Restrictions on carry in school zones, federal buildings, and on public transportation.
Annual requalification burdens retired officers.
What the 2025 Reform Bill Changes
Expanded carry zones: Removes bans on carrying in schools, parks, transit, and federal facilities (e.g., post offices).
Magazine capacity exemptions: Overrides state restrictions (e.g., NY, CA).
Extended requalification: Retired officers would only requalify every 36 months.
Improved access: Officers wouldn’t need to disarm when entering federal facilities for routine matters.
Legislative Info:
House: Bill H.R. 2243 passed committee, awaiting floor vote.
Senate: Companion bill S. 679 in the Judiciary Committee.
If both pass, it could go to the President later this year.
If you lived out of state, then you don't need to "renew" your FOID. Just apply for one. Then check with your local sheriff or police department on how to get your LEOSA concealed carry. Not that difficult.
Did you move back into the City? Hopefully not, because most everyone else is trying to leave.

I do this anyways. Fuck them democRats. I save me and my family first
It was passed by the house but died in the senate. Any reason for that and if so what changed that would make it pass now
Aren’t they done by private companies
We would that change. If a property owner doesn’t want you on his property how can a law change that
How did YOUR IL rep vote for LEOSA 2025 (as of 05/14/25 @ 17:27)? THREE (Rs) and ONE (D) voted "YEA." THIRTEEN (Ds) voted "NAY." (via Congressional website.)
Divorce your wife and move to America.
Lets hope this passes. Last time I went to qualify at IROCC there was a copper in a wheel chair. He had a hard time getting around, but he sure shot straight...! G-d bless him...
Wild horses couldnt drag me back to Chicago or Illinois. Nor your wife...best of luck to you sir!
Rather be judged by 12 than carried by 6.
Always stay strapped.
Period.
Fu@k their bullsh!,t laws.
Avenues...not road blocks.
Quincy Magoo Says:
It is completely stupid to be IROCC qualified and have to keep taking your firearm on and off every time you go into one of these restricted areas. More opportunities for accidental discharges, and also for firearm thefts from vehicles. Will they please get someone with a brain to think these things thru before making them Laws ?
ignore the sign its not legally binding. don't tell anyone
He could put up a sign that says No Blue Shirts..who fucking cares
Apparently IROCC doesn’t cover shit- compared to these changes! Oh, and call your Senator- DICK durbin & tammy- both useless democratic shit- like calling them would do any good!
Hey does President Cantazara have a leosa?
Answer: no he doesn’t, because he retired under investigation?
He said, "Cliff Notes"
I was at one a few years ago and a guy shows up dragging an oxygen bottle around. They said no.
You really take yours off??
i'm moving to Wisconsin never looking back. Your wife needs to get her head examined to come back to this hellhole
IROCC carry should be encouraged by businesses not restricted. IROCC carry on all Amtraks, at amusement parks, Nature Preserves, and other places should be looked at by businesses as a welcome free benefit of a crime deterrent and IROCC Holders welcomed with open arms, instead of shunned. IROCC Holders should also be indemnified just like Trump said he was going to do for all active Cops, if they areacting in good faith in a crime prevention effort.
Why do you care about other people? Just because you retire under investigation does not mean that you are automatically prohibited from leosa… it matters what the investigation is about…I retired under investigation and have my retirement star and leosa and work for the state…
The bad thing about Wisconsin is they tax your pension so count another $5000 less a year and the taxes are about the same
No surprise how Illinois voted and will vote. What about the rest of the vote. It’s a federal bill. Who cares about ill
Yeah…no problems in Milwaukee, Madison and the Dells. LOL The far-left in Wisconsin are just as bad as in Illinois. Lots of Defund the Police and BLM signs up there as well. And didn’t law enforcement in Wisconsin lock up Kyle Rittenhouse and throw the book at him? You make Wisconsin seem like Texas, Florida or Idaho.
Concur with this with ONE YUUUUGE Exception: Annual Qualification with each and every pistol and/or revolver you intend to carry is mandatory.
And, if there are any significant modifications to weapon, such as installing Red Dot sights, this, too, requires Re-Qualification.
The Requirement for Ten(10) years of Service, unless retired for Medical, is debatable. I would recommend Five(5) years of Service.
For Veterans, Active Duty Service should count towards the Length of Service Requirement.
Kyle Rittenhouse got the hell out of there. He lives and works in Florida. Seems like a nice guy.
