Recruit Cleared
And a CR filed by the FOP against IAD:
Charges were abruptly dropped Monday against a Chicago police recruit who was arrested last month when he was allegedly found with crack cocaine during a simulated search at the police academy.
The court record offers no indication why the felony drug charge was tossed out during his first hearing. But the recruit’s lawyer, Tim Grace, said the case was dropped after testing proved the alleged contraband wasn’t actually narcotics.
On April 21, the 24-year-old recruit was acting as a crime suspect being searched for drugs when he was found with four baggies with green dollar signs that contained “suspect crack cocaine,” according to police reports. The recruit had been given phony heroin in a bag with blue stars.
Asked what was in the four baggies found in his cargo pants, the recruit said, “That’s nothing, that’s just garbage.”
And it was. And apparently, IAD knew is was garbage, but recommended charges anyway?
John Catanzara, president of the Chicago Fraternal Order of Police, said he has filed a disciplinary complaint against a Bureau of Internal Affairs investigator who he said was involved in that probe.
“He has absolutely made it a crusade to criminally charge our officers before investigations are even complete,” Catanzara said in a video posted to YouTube. “Even when presented with clear, innocent-proving facts and documentation, he still has decided to go ahead and criminally charge our officers. He needs to be stopped.”
So what have we learned?
- IAD will do anything to boost their numbers, including half-assed investigations
- buy your own f#$%ing pants
Here endeth the lesson.

Okay so that’s great….
But why did he have packages of “garbage” that looks like illegal substance in the first place, while in attendance at the Chicago Police Academy-as a recruit?
Moron.
Yeah, the kid sounds like an Alterboy.
Guess this Recruit had an early lesson in how CPD fucks you!
So, what was in the baggies, and why was that substance in baggies resembling illegal narcotic packaging?
Did the judge find no PC, as in all cases below a certain weight determined only by them and not actual law?
Screw IAD. They don’t play fair and the come with a outcome before the investigation is over.
When in doubt, to avoid litigation, do a case report, name as offender and send for testing. Initiate a CR and wait for the lab to come back. If lab is positive THEN file charges and arrest him. If negative then no false arrest and can continue with investigation as to why he has look alike narcotics and if his story is correct about his brothers pants why the look alike in his brothers pants. Does the brother make a lot of dope arrests?? Does the brother commonly make PCS arrests and two weeks later gets the negative lab?? Is he doing anything he can for the cb then gets it dropped because of the lab?? Has the brother made pcs arrests with negative labs with the same distinctive baggies?? Maybe not at all, but, investigation could also turn that way too to see if anything like that has happened. Or, his brother is a good strait laced guy and the recruit is lying through his teeth and made up some fake bags to be cool for the exercise.. who knows.
I had an in counter with BIA, and they treated me like crap as a victim. They said I was the reporting party not the victim. The protect the bosses. Blue shirts mean nothing to them. It doesn’t even matter if you did everything right. I hate the job thanks to them and will be retiring in four years.
IAD needs to be disbanded. They have become criminals with badges. They should not be handling cases that involve officers against officers (people with rank). They will always take the rank side. The fix is in. An inside job protecting people with rank.
I hope I have a chance to lock-up someone in IAD. No breaks!!!
BIA has become corrupt…… They have been that way for awhile now. They look to protect the department from lawsuits and not really investigate shit. A lot of funky stuff going on. It’s so crazy that some things are better off investigated by COPA.
IAD has always been political. Now it’s there is no one you can trust.
Now that the PPO has first-hand experience of the importance of policy and procedure, a vacated desk at IAD, or maybe at the academy would be in any future settlements.
What was the final explanation of for the existence of this look-a-like substance? And doesn't look-a-like carry the same sentencing?
Asking for a friend
Dyla Hata
Thought those 46 short belonged to yo yo talley
I mean we “charge” for PCS before any labs are back, so what’s different? Maybe if Cantanzara would have actually done police work during his career, he’d know that. I think this whole case was a set up intended in bringing about an action or inaction all along.
Does he still lose his job?
Well is Matt Brown or Mike Barz back in IAD again? This sounds like it’s straight out of their own play book, going after officers with no evidence?
"Any reasonable officer would....."
As I said before this will turn out to be a lawsuit. The fired recruit will get paid big time his job back. The arresting officers will be fired and IAD in the clear. B
The recruit will show up at the academy like nothing happened and the instructor will then say "alright, scenario over"🤣😅
Well his instructor couldn’t find a bag of dope if you tossed one to him. Probably never even see one before.
Negative lab, bag of whoop. Sgt in C/I section sandbagging coppers. We are our own worst enemy.
Who’s the IAD Sgt?
I also saw it as a potential $$ ghetto lottery play $$
award him with a promotion
Lesson for the recruit who found the stuff in the guys pants & thought he had his first felony drug pinch, only to have it tossed out...
This is how things really work...
What a bunch of crap.
Go all the way to the bottom of the CWB article and click on the blue link that says "at least one fellow officer has sued the detective" It names the BIA Sgt.

Look who was in charge of IAD the last few years. Enough said.
Emmet Welch has a history of charging officers without conducting a proper investigation.

Emmet Welch
So what are you trying to say? He was altering the pants and decided to wear them.
In the old days young coppers used to be pretty naive, some like altar boys.
Fuck IAD and anyone who has worked there.
So they found the brother's State Farm.....
wondering how this kid as a recruit got Tim Grace, a lawyer from the union, to present him?
Now... this kid will get his job back, get merit, be a LT before he hits his 5 year mark.
This department couldn't handle a cat stuck in a tree "investigation" without some how screwing it up. May be .. just maybe the dept should include more obvious basic investigation skills 'training" vs unrealistic high threat traffic stops with flipping subjects on a post at your car before you get out and with "instructors" who have 5 years on the job who only have experience playing call of duty.. but because they got hurt on the job and "put there" .. they act like they are qualified to train. There might be one or 2 there that actually have done real police work and been in situations where they know how it feels to be in the situations they are training for... you cant just exit your car and pop rounds in the direction of someone, in this case a flipping target, and move on, no they know the adrenaline dump occurring and how the body ia going to react. This department sucks from the top down.
Lawsuit? The settlement will a merit promotion to Sgt, with choice of working location.
My thoughts exactly. WTF IAD!!!!!!
Dumb ass kid should be fired for walking around with fake street product in the Academy. "Garbage" or not, that's just stupid.
Im thinking that he should. There more to this story than "These arent my pants"...since PPO's can be fired at will for anything, he should be fired for violating the chain of custody on his own personal wardrobe.
Recruit did it to himself.
Look at how many merit guys get detailed to the Unit ! Dicks and Sgts ! They gotta pay their penance some how for the bump !
No evidence? Even look alike substances are illegal, and it's debatable whether the number of baggies is for personal use or for intent to deliver.
The instructor actually was the working police. I’m with you, a lot of instructors in the academy have never done anything (had training last week and one instructor looked like he was 12 and you could tell had no clue what he was talking about), but there are some who actually worked, and he is one of them. Very nice guy, worked with him in gangs, good copper. Like most people, grown to hate the department and wasn’t going to give them anything anymore. Got the opportunity to get off the street and left.
Was the other bag inventoried and tested? Results?
There's doubt as to "big time"
His attorney is Tim Grace. He will get his job back
It was an illegal search. No ras. No receipt given either.
I have no respect for IAD.
The recruit just got the biggest lesson of his life. Most officers get this lesson somewhere between 12 and 19 years. How the department screws you.
I hope this young guy stays and just does what a older employee does after getting messed over.
IAD is scum. They play games. They are the departments thugs.

This human is an idiot
Oh, another poor victim. Glad they treated you like shit. You beef on another copper? You maybe got your feelings hurt. Just another whiner. If it was me investigating I would have found you guilty of a Rule 14, beefing on another copper is bull shit. Handle yourself or STFU. Punk.
Emmet Welch
Cantnazara is a blow hard. Recruits have little to no due process especially involving suspected controlled substance. It came back negative and there is a big lesson learned. Should be a teaching moment for all.
Truth
The IAD investigator will be promoted. Sad but true.
Set up
Name the IAD Sergeant.
Just sit back and watch the racist go to work. Guilty? Not guilty? If you’re Brown or Black in this police department you are still guilty. Self destruction at its finest
He drops his kids off at catholic school using his department owned vehicle. He would jackpot you for that but it's okay for him.
Emmet's days at CPD are coming to an end. At least his time in Confidential at BIA. Someone captured a photo of him today and they are figuring out how to post it discretely. Maybe as Beware of this Sgt flyers sent to each unit, so everyone can see his face and memorize it.
A-TEAM
Naw!!🙄💩💩🚽 That innocent kid is a scapegoat to cover for Corrupt clouted gold stars ⭐️
Like the previous statement they wanted to gig that kid to appear they do punish Wrongdoing. That kid is INNOCENT but I’m glad he learned CPD is NOT your Friend… They play caring but will stab you in the back while hugging you…
OMG! ICE just took Sgt Emmet from IAD into custody. Turns out he is an illegal alien from Uranus. Well one of its moons.
LOL
He’s been trying hard for a while now…too bad Walker sponsored the confidential admin sgt AH who just chills and not responsible for investigating anything. And too bad EW isn’t getting sponsored for merit anytime soon.
Emmitt Welch, and has law suites against him for hiding evidence, He needs to be hit with Punitive damages out of his pocket, Fuck Him. Dirty Sgt.
Emmet Welch should be Charged with Official Misconduct!! He is the Scum of the Department. Larry Do Something about this scum bag..... or is this what you want???
Who gives a shit? Is it a crime? Maybe you should go investigate
The story I heard was that a former President of the Union called an exempt rank member after the Union failed to send a field rep to investigate this . Once again JRat is taking credit for something his crew didn’t do . He got a number on IAD ? He’s made more cr numbers against other people than arrests in his twenty plus years of malingering .
Catanzara is looking to self promote this like he always does . The real story what actually happened will never come out of Lodge 7 . Now the field reps are asking cops to do self mediation . This makes their jobs even easier which is the reason they can go all over and do basically zero !
Toe to Toe. Need I say Mo?
Really?
Agree. Dissolve them into patrol.
Agree. He knew he had a look alike product in the pants he was wearing.
Way past the time to DISBAND the lousy imept and self serving FOP
Did they field test it prior to charging?
And the HIGH School is right next door ? Selling fake drugs is illegal too.
What happened to the brother who owns the pants?
This was posted somewhere else and makes sense. Recruit was doing scenarios. Recruit used his brother's pants which were bdus. He probably didn't buy them yet. The academy must have similar fake narcotics packs and his brother had a similar jab. Sure enough, he stuck to his story. IAD would uhave made him blow or drop if that allegation wss made. IAD would have access to test kits to see if it was positive. Welch loves to railroad coppers. Look at the last IAD Sgt. who got caught covering up a CSA in IAD. Lt. Blaul is sitting at 376 stripped for that. Could the intergrity of all her investigations be diminished?
A recruit who lacks good judgement and became a policeman for the wrong reasons. A police department and academy that can't function even at a basic level. An internal investigations unit that is grossly incompetent. All of these can be true at the same time.
Lt Blaul retired
Merit Hacks in IAD.
Emmet Welch drives/uses his Department vehicle, Nissan Rogue to go to his side job at Soldiers Field..... Inspector General Should be Notified! He Is A Rat. He is not trustworthy. Larry Your guy has Fucked you.
No they did not !
There has to be more to this. There is a charge for having lookalike drugs.
Hopefully someone other than IAD, since the Sgt is assigned to IAD, its a blatant conflict of interest and ask why he left the job as Detective to another agency , and then comes back years later and kept same EXACT same seniority like he never left (furlough time, BFD's, etc, etc)....No one else is afforded this "perk". But he is.... Hmmmmm?! Apple don't fall far from the tree. Just like Yolanda being Commander of IAD. They seem to put the most corrupt and shady people in IAD who never followed the laws and rules and G.O.'s but now they are the administers of catching people doing the same or less crap they did, and wonder why no one has any respect for them. "Rules for thee, not for me" I believe John FOP Pres. made a statement about this specific shady Sgt on his YouTube Post regarding how he was able to keep his rank ---and----- seniority. As far I am aware, this was not a Leave of Absence situation , so he should never have been allowed to return back to same seniority and rank. But IAD will do whatever they want, and City will ignore it and turn their head the other way. When your part of the CPD Royalty Ruling Class, you can make your own rules, and no one cares. God forbid, if a non-juiced-up copper attempted to do the same thing, he/she would be laughed at and given the middle finger.
