Recruit Cleared

And a CR filed by the FOP against IAD:

  • Charges were abruptly dropped Monday against a Chicago police recruit who was arrested last month when he was allegedly found with crack cocaine during a simulated search at the police academy.

    The court record offers no indication why the felony drug charge was tossed out during his first hearing. But the recruit’s lawyer, Tim Grace, said the case was dropped after testing proved the alleged contraband wasn’t actually narcotics.

    On April 21, the 24-year-old recruit was acting as a crime suspect being searched for drugs when he was found with four baggies with green dollar signs that contained “suspect crack cocaine,” according to police reports. The recruit had been given phony heroin in a bag with blue stars.

    Asked what was in the four baggies found in his cargo pants, the recruit said, “That’s nothing, that’s just garbage.”

And it was. And apparently, IAD knew is was garbage, but recommended charges anyway?

  • John Catanzara, president of the Chicago Fraternal Order of Police, said he has filed a disciplinary complaint against a Bureau of Internal Affairs investigator who he said was involved in that probe.

    “He has absolutely made it a crusade to criminally charge our officers before investigations are even complete,” Catanzara said in a video posted to YouTube. “Even when presented with clear, innocent-proving facts and documentation, he still has decided to go ahead and criminally charge our officers. He needs to be stopped.”

So what have we learned?

  • IAD will do anything to boost their numbers, including half-assed investigations
  • buy your own f#$%ing pants

So, what was in the baggies, and why was that substance in baggies resembling illegal narcotic packaging?

Did the judge find no PC, as in all cases below a certain weight determined only by them and not actual law?

When in doubt, to avoid litigation, do a case report, name as offender and send for testing. Initiate a CR and wait for the lab to come back. If lab is positive THEN file charges and arrest him. If negative then no false arrest and can continue with investigation as to why he has look alike narcotics and if his story is correct about his brothers pants why the look alike in his brothers pants. Does the brother make a lot of dope arrests?? Does the brother commonly make PCS arrests and two weeks later gets the negative lab?? Is he doing anything he can for the cb then gets it dropped because of the lab?? Has the brother made pcs arrests with negative labs with the same distinctive baggies?? Maybe not at all, but, investigation could also turn that way too to see if anything like that has happened. Or, his brother is a good strait laced guy and the recruit is lying through his teeth and made up some fake bags to be cool for the exercise.. who knows.

I had an in counter with BIA, and they treated me like crap as a victim. They said I was the reporting party not the victim. The protect the bosses. Blue shirts mean nothing to them. It doesn’t even matter if you did everything right. I hate the job thanks to them and will be retiring in four years.

IAD needs to be disbanded. They have become criminals with badges. They should not be handling cases that involve officers against officers (people with rank). They will always take the rank side. The fix is in. An inside job protecting people with rank.

I hope I have a chance to lock-up someone in IAD. No breaks!!!

wondering how this kid as a recruit got Tim Grace, a lawyer from the union, to present him?
Now... this kid will get his job back, get merit, be a LT before he hits his 5 year mark.
This department couldn't handle a cat stuck in a tree "investigation" without some how screwing it up. May be .. just maybe the dept should include more obvious basic investigation skills 'training" vs unrealistic high threat traffic stops with flipping subjects on a post at your car before you get out and with "instructors" who have 5 years on the job who only have experience playing call of duty.. but because they got hurt on the job and "put there" .. they act like they are qualified to train. There might be one or 2 there that actually have done real police work and been in situations where they know how it feels to be in the situations they are training for... you cant just exit your car and pop rounds in the direction of someone, in this case a flipping target, and move on, no they know the adrenaline dump occurring and how the body ia going to react. This department sucks from the top down.

The instructor actually was the working police. I’m with you, a lot of instructors in the academy have never done anything (had training last week and one instructor looked like he was 12 and you could tell had no clue what he was talking about), but there are some who actually worked, and he is one of them. Very nice guy, worked with him in gangs, good copper. Like most people, grown to hate the department and wasn’t going to give them anything anymore. Got the opportunity to get off the street and left.

The story I heard was that a former President of the Union called an exempt rank member after the Union failed to send a field rep to investigate this . Once again JRat is taking credit for something his crew didn’t do . He got a number on IAD ? He’s made more cr numbers against other people than arrests in his twenty plus years of malingering .

This was posted somewhere else and makes sense. Recruit was doing scenarios. Recruit used his brother's pants which were bdus. He probably didn't buy them yet. The academy must have similar fake narcotics packs and his brother had a similar jab. Sure enough, he stuck to his story. IAD would uhave made him blow or drop if that allegation wss made. IAD would have access to test kits to see if it was positive. Welch loves to railroad coppers. Look at the last IAD Sgt. who got caught covering up a CSA in IAD. Lt. Blaul is sitting at 376 stripped for that. Could the intergrity of all her investigations be diminished?

Hopefully someone other than IAD, since the Sgt is assigned to IAD, its a blatant conflict of interest and ask why he left the job as Detective to another agency , and then comes back years later and kept same EXACT same seniority like he never left (furlough time, BFD's, etc, etc)....No one else is afforded this "perk". But he is.... Hmmmmm?! Apple don't fall far from the tree. Just like Yolanda being Commander of IAD. They seem to put the most corrupt and shady people in IAD who never followed the laws and rules and G.O.'s but now they are the administers of catching people doing the same or less crap they did, and wonder why no one has any respect for them. "Rules for thee, not for me" I believe John FOP Pres. made a statement about this specific shady Sgt on his YouTube Post regarding how he was able to keep his rank ---and----- seniority. As far I am aware, this was not a Leave of Absence situation , so he should never have been allowed to return back to same seniority and rank. But IAD will do whatever they want, and City will ignore it and turn their head the other way. When your part of the CPD Royalty Ruling Class, you can make your own rules, and no one cares. God forbid, if a non-juiced-up copper attempted to do the same thing, he/she would be laughed at and given the middle finger.
